국민체육센터 건립을 위한 국민체육진흥기금 지원 개선방안 연구: 전문가 의견을 중심으로

본 연구의 목적은 국민체육센터 건립 시 국민체육진흥기금 지원 과정에서 나타나는 문제점을 파악하여 개선방안을 도출하는 것이다. 또한, 건립 시 지역 친화적 설계를 위한 기본 방안을 제시하고자 한다. 이를 위해 관련 분야의 전문가 6명을 대상으로 이메일을 활용한 자문 조사를 주 연구방법으로 활용하였다. 분석 결과, 센터 건립 시 기금 지원 체계의 문제점은 “지역 특색 미반영”, “시설의 양적 확대에 치중한 기금지원”, “비용 절감에 우선한 접근성 문제”, “정액 지원에 따른 최적의 센터 건립 한계 및 지방자치단체의 부담 가중” 및 “기금 지원 이후 지속적 지원체계 미흡” 등 총 5개가 도출되었다. 이에 대한 개선방안은 “스포츠 복지와 지역사회의 사회자본 강화 지향”, “수요자 중심의 질적 수준제고 지향” 및 “지속 가능한 재정지원 시스템 구축” 등 총 3개가 제시되었다. 지역 친화형 센터 설계 방안은 “해당 지역 특성에 대한 현황 분석 선행”, “수요자, 공급자 및 전문가 간의 사전 전문가협의체 구성” 및 “해당 지자체와 이해관계자들의 의견 반영” 등 총 3개가 도출되었다. 본 연구를 통해 향후 국민체육진흥기금의 효율적인 집행과 함께 정부의 생활체육을 통한 스포츠 복지 정책의 효과적 실현에 기여하고자 한다. The purpose of this study is to identify problems which may arise in the process of supporting the national sports promotion fund when establishing the national sports center, and then suggest improvement measures. Also, we would like to propose a basic plan for regional-friendly design when constructing. An advisory survey using e-mail was used as a main research method for six experts in related fields. As a result, a total of five problems were found in fund support system, including “not reflecting regional characteristics”, “fund support focused on quantitative expansion of facilities”, “accessibility issues due to cost reduction”, “limits to optimal center construction and increased burden on local government”, and “lack of continuous support after funding”. Next, three improvement measures were proposed: “aiming to strengthen sports welfare and social capital in the community”, “aiming to enhance the quality level centered on consumer”, and “building a sustainable financial support system”. Three ways to design a regional-friendly center were derived: “preceding the analysis of the current status of the regional characteristics”, “forming a preliminary expert consultative body between consumers, suppliers and experts”, and “reflecting the opinions of the local government and stakeholders”. This study intends to contribute the efficient execution of the national sports promotion fund in the future and to strengthen the effectiveness of sports welfare policies through revitalization of sport-for-all.

프로야구 구단의 통합마케팅커뮤니케이션(IMC) 활동과 관중의 팬십 및 구전의도의 관계

이 연구는 프로야구 구단의 IMC 활동과 팬십 및 구전의도의 관계를 구명하는 데에 그 목적이 있다. 이러한 연구목적을 달성하기 위하여 프로야구 관람객들을 모집단으로 하고 두산베어스 홈 경기를 보기위해 잠실구장을 방문한 두산베어스 팬인 관람객 총 205명을 대상으로 편의표본추출법에 의해 표본을 추출하였고, 회수된 자료 중 총 178명에 대한 자료분석을 실시하였다. 조사도구는 전문가들에 의해 타당도와 신뢰도 .766-.911 수준의 설문지를 사용하였다. 결과분석을 위해 SPSS 20.0 과 AMOS 20.0 을 이용하여 확인적 요인분석(CFA), Cronbach's α, 상관관계분석, 구조방정식모형(SEM)을 실시하였다. 그 결과 첫째, 프로구단의 IMC 활동 중 상호작용성은 팬십에 정(+)적 영향을 미쳤다. 둘째, 팬십은 긍정구전의도에 정(+)적 영향을 미쳤다. 셋째, 프로구단의 IMC 활동 중 상호작용성은 긍정구전의도에 정(+)적 영향을 미쳤다. 넷째, 프로구단의 IMC 활동 중 상호작용성과 긍정구전의도의 관계에서 팬십은 부분매개효과가 있었다. 그러므로 프로야구 구단은 팬들이 중요시하는 IMC 활동이 무엇인지 파악하여 효과적인 전략을 마련해야 할 것이다. The purpose of this study was to identify the relationship between integrated marketing communications of professional baseball team, fanship and word of mouth intention. In order to achieve this purpose, 205 spectator were selected from Jamsil stadium in Seoul by the convenience sampling method and those from 178 reliable survey were analyzed. The instrument for data collection was a questionnaire whose validity was evaluated by an expert group and whose reliability was judged from the Cronbach's alpha values ranging from .776 to .911. Then data were analyzed using SPSS 20.0 and AMOS 20.0 to conduct confirmatory factor analysis, reliability analysis, correlation analysis and structural equation model analysis. The results are as follow: First, interactivity of IMC had positive effect on fanship. Second, fanship had positive effect on positive word of mouth intention. Third, interactivity of IMC had positive effect on positive word of mouth intention. Lastly, fanship mediated the relationship between interactivity of IMC and positive word of mouth intention. Therefore, professional baseball teams should understand what IMC activities are important to fans and come up with an effective strategy.

익명화 방법을 적용한 임상진료문서 등록 기법 연구

진료기관 사이뿐 아니라 국가 경계를 넘어선 환자진료 정보 교류에 대한 요구사항이 세계적으로 증가되고 있으며 이에 대한 연구가 활발하게 진행되고 있다. 본 논문에서는 임상진료문서 등록 저장소에서의 임상진료문서 등록, 조회 방법에 관한 두 가지 기법을 제안한다. 그 첫 번째는, 임상진료문서 관련 부속파일에 대한 참조와 처리를 위해 적하목록(Manifest)을 구성하고 사용을 제안하는 것이다. 두 번째는 한층 강화된 임상진료문서 보안전략을 통해 환자 익명성을 제공할 수 있는 방법이다. 전자는 네트워크 장애와 같은 외부요인에도 임상진료문서 관련 부속자료에 대한 로컬 참조를 가능케 하여 끊김 없는 뷰(view)를 구성할 수 있게 한다. 후자는 환자의 신상정보를 담은 임상진료문서 헤더와 진단과 처치 정보를 담은 임상진료문서 바디가 지리적으로 분산된 하나 이상의 저장소에 분리 저장되기 때문에 어느 하나의 저장소가 공격 당하더라도 공격자는 환자의 단편적인 정보만 획득하게 된다. 이는, 결국 환자의 신상정보와 병력정보를 단절시킴으로써 사생활침해의 소지를 줄이고 개인정보보호 효과를 가져올 수 있게 한다. The goal of this paper is to propose a new way to register CDA documents in CDR (Clinical Document Repository) that is proposed by the author earlier. One of the methods is to use a manifest archiving for seamless references and visualization of CDA related files. Another method is to enhance the CDA security level for supporting pseudonymization of CDA. The former is a useful method to support the bundled registration of CDA related files as a set. And it also can provide a seamless presentation view to end-users, once downloaded, without each HTTP connection. The latter is a new method of CDA registration which can supports a de-identification of a patient. Usually, CDA header can be used for containing patient identification information, and CDA body can be used for diagnosis or treatment data. So, if we detach each other, we can get good advantages for privacy protection. Because even if someone succeeded to get separated CDA body, he/she never knows whose clinical data that is. The other way,even if someone succeeded to get separated CDA header; he/she doesn’t know what kind of treatment has been done. This is the way to achieve protecting privacy by disconnecting association of relative information and reducing possibility of leaking private information. In order to achieve this goal, the method we propose is to separate CDA into two parts and to store them in different repositories.

정전기력 가진에 의한 외팔보형 탄소나노튜브 공진기의 비선형 동적 응답

This paper predicted the dynamic behaviors of a cantilevered carbon nanotube(CNT) incorporating the electrostatic force, van der Waals interactions between the CNT and ground plane. The structural model of the CNT includes geometric and inertial nonlinearities for predicting various phenomena of nonlinear responses of the CNT due to the electrostatic force. In order to solve the problem, we used Galerkin’s approximation and the numerical integration techniques and as a result, we predicted characteristics of nonlinear response of nano resonator. The cantilevered CNT shows complex dynamic responses and instabilities due to the applied dc and ac voltages, and driving frequencies. The results investigated in this paper are helpful to the modeling of nanotube based electromechanical devices such as nano-resonators and nano-sensors.

국민체육진흥기금 지원 공공체육시설 운영 개선방안: 국민체육센터를 중심으로

본 연구는 기금지원사업으로 조성된 공공체육시설의 운영현황과 문제점 및 개선 사항을 파악하여 시설의 국민체육진흥기금 지원 체계 개선방안을 도출하였다. 이를 위해 2019년 지자체에서 운영하고 있는 17개 시·도의 국민체육센터 중 총 9개 기관의 시설운영 관리자 9명을 심층 면접하였으며, 면접 결과를 질적 연구 방법 중 다중 사례연구 방법으로 분석하였다. 분석 결과 운영자가 인식하는 주요 문제로는 ‘시설 설립단계에서의 전문가 배제’, ‘이용자 욕구를 반영하지 못한 운영체계’, ‘다양한 민원에 대응하는 적은 예산’, ‘운영비에 따른 공공체육시설의 지역 격차’, ‘운영 종사자들의 업무 과부하’로 나타났다. 이를 개선하기 위한 방법으로는 ‘지역중심 공공체육시설 설립 시스템 구성’, ‘시설관리 운영지원 기준안 마련’, ‘공공체육시설 종사자의 업무환경 및 처우개선’으로 나타났다. 이상과 같은 연구결과를 토대로 지역맞춤형 공공체육시설로의 개선, 지역사회 체육시설과의 네트워크를 통한 지역중심 체육활동 극대화 방안 마련, 효율적인 기금지원모델 방안 구축, 공공체육시설 관련 정책의 전반적인 추친체계 정비 등의 제언을 제시하였다. 본 연구는 다중 사례 면접을 통해 현재 해당 업무를 담당하고 있는 관리 및 운영자가 인식하는 주요 문제 뿐 아니라 개선방법들을 실제 현장 사례들을 근거로 제시하였다는 것에 의의가 있다. This study identified the operational status, problems, and improvements of public sports facilities created as a fund support project to derive measures to improve the support system for the National Sports Promotion Fund. To this end, in-depth interviews were conducted with 9 facility management managers from a total of 9 institutions out of 17 municipal and provincial national sports centers operated by local governments in 2019. Interview results were analyzed by multiple case study methods among qualitative research methods. As a result of the analysis, the main problems recognized by the operator include "exclusion of experts at the facility establishment stage", "operation system that does not reflect user needs", "small budget to respond to various civil complaints", "Regional gap in public sports facilities according to operating expenses", "Working overload of operations workers". Methods to improve this were "composition of a system for establishing a regional-centered public sports facility", "preparation of a standard for facility management operation support", and "improving the work environment and treatment of workers in public sports facilities". Based on the above findings, suggestions such as improvement of regional customized public sports facilities, preparation of measures to maximize regional-oriented sports activities through networks with community sports facilities, establishment of efficient fund support models, and overall improvement of policies related to public sports facilities were presented. It is meaningful that this study, through multiple case interviews, not only the key issues recognized by the management and operator currently in charge of the work, but also the methods of improvement were based on actual field cases.
