지방자치단체의 전략기획-선택인가 필수인가 : 미국 지방정부의 교훈

본 논문은 전략관리의 핵심적인 과정으로서 민간부분과 선진국의 정부부문에서 폭넓게 수행되고 있는 전략기획(strategic planning)이 근래 우리나라 공공부문과 지방자치단체에서 논의되고 있는 조직관리 개선에 어떤 방식으로 그 역할을 할 수 있는지 가능성을 탐구한 것이다. 이에 미국 지방정부를 중시의로 전략기획의 구체적인 수립방법과 도입 및 수정과정, 그리고 제도정착의 성공요인들을 분석하였다. 이를 통해 우리나라 지방자치단체에서 전략기획을 도입할 때 고려해야할 시사점으로, 1) 전략기획의 궁극적인 목적은 전략계획의 수립 자체가 아니라 조직 구성원의 전략적 사고와 행동을 유인하여 궁극적으로 조직의 기획역량을 제고하는 데 있다는 점, 2) 전략기획 과정에서 환경 및 이해관계자에 대한 분석이 충분히 이루어져야 한다는 점, 3) 마지막으로 전락기획의 성공적인 추진을 위해서는 지방자치단체장의 적극적·참여적 리더쉽과 조직내 커뮤니케이션의 활성화가 핵심적인 요인이라는 것을 제시하고 있다.
BIM 기반 Design for Deconstruction (DfD) 설계 지원 도구 개발

Design for Deconstruction (DfD) is an effective method to increase the sustainability of the construction field by designing in consideration of the ease of deconstruction of the structure from the early stage of the project. However, both the designer’s knowledge on deconstruction for material extraction and tools to assist DfD are limited. The purpose of this study is to develop a BIM-based design support tool to assist DfD. The proposed tool provides a platform for deconstruction experts to evaluate the connection method of members and its difficulty of deconstruction and automatically evaluates the deconstructing difficulty of the entire structure. Based on the evaluation result, the designer can iteratively revise the design and increase the ease of deconstruction of the structure.

For large reciprocating compressors in parallel operation, an analytical study has been carried out on the gas pulsation in associated discharge piping lines. Since the pressure pulsation at a valve, valve dynamics, and the gas flow rate through the valve are interrelated, affecting one another, these need to be solved simultaneously. Acoustic transfer matrix method, which relates acoustic pressure and velocity at one location to those at another location, has been adopted to calculate the effect of the gas flow at one valve location on the gas pulsation at other valve locations.

Conceptual design of scroll expander and scroll compressor for 10 ㎾-class Stirling engine utilizing solar energy as heat source has been carried out to estimate the applicability of scroll mechanism for Stirling cycle. CO2 was chosen as working fluid, since it has lower expansion index and higher density among probably usable gases. Gas temperature at the expander inlet was sel at 700℃, and that at the compressor inlet was at 40℃. System efficiency reached maximum at the pressure ratio of about 2.5. and the peak efficiency increased with increasing high side pressure. Due to safety concern, the pressure condition of 6 ㎫/2.5 ㎫ was chosen as design condition. Orbiting scroll members for the expander and compressor were designed to have double-sided structure in order to reduce the overall scroll size and to cancel out the axial gas forces acting on the orbiting scroll base plate- By parametric study on the scroll profile, smaller possible size for the scroll members was obtained. With the shaft speed of 3600 rpm, the shaft output of the designed scroll expander was calculated to be 45.4 ㎾, while input power for the scroll compressor was 34.5 ㎾, yielding 10.9 ㎾ for the output power of the Stirling engine. System efficiency was estimated to be about 7.3%, and overall efficiencies of the scroll expander and compressor were around 84.1% and 88.3%. respectively.
808 nm 파장의 고출력 근적외선 레이저 조사 시 돼지 조직의 천공 특성 연구

소화기 내시경에 장착된 808 nm 파장의 고출력 근적외선 레이저를 장벽에 조사하여 병변을 제거할 수 있는 치료용 의료기기의 개발을 목적으로 레이저-조직 상호작용에 관한 기초 실험을 진행했다. 레이저 출력 3~12 W, 조사 시간 5~20 s 범위에서 각 변수의 증가에 따라 천공 깊이가 1~4 mm 범위에서 선형적으로 증가했다. 돼지에서 적출한 각 장기에 대한 레이저 조사 시 천공 깊이가 조직 특성에 따라 달라짐을 확인했다. 온도 측정 결과로부터 열에너지가 레이저 조사 지점에 집중되고 심부로 전달되어 주변 조직의 열손상은 방지됨을 알 수 있었다. 본 연구 결과는 위, 대장 등의 소화기 조직에서 일정한 절개 깊이를 얻기 위해 필요한 근적외선 레이저의 구동 조건을 결정하는데 활용될 수 있다. A fundamental study on laser-tissue interaction was conducted with the aim of developing a therapeutic medical device that can remove lesions on the intestinal wall by irradiating a high-power 808-nm infrared laser light incorporated in an endoscopic system. The perforation depth was linearly increased in the range of 1~4 mm in proportional to laser output (3~12 W) and irradiation time (5~20 s). We demonstrated that the perforation depth during laser irradiation was varied according to the tissue property of each extracted porcine organ. The measurement of the temperature distribution suggests that the energy is localized in the irradiation spot and transferred to deep tissue, which protects the surrounding tissue from thermal injury. These results can be used to set the driving parameters for a laser incision technique as an alternative to conventional surgical interventions.
