주한 미군 EC 프로젝트의 현황과 시공관리 주체의 변화에 대한 기초연구

주한 미군의 EC(Engineering/Construction) 시장에서 최근 나타나는 경향은: (1) MATOC(Multiple Award Task Order Contract)의 도입: (2)프로젝트의 대형화: 그리고 (3)대형 미국 EC회사들의 주한 미군 시장 진입으로 요약된다. 이러한 새로운 경향에 대한 이해를 바탕으로, 본 연구는 주한 미군 EC 시장의 변화를 시공관리 주체의 변화에 초점을 맞추어 분석한다. 구체적으로 살펴보면, 주한 미군 EC 프로젝트들은 FED에 의해 관리되어 왔다. 그러나 최근에는 대형 미국 민간 EC 회사들이 한국에 진입하여 FED의 시공관리 역할을 대체하고 있다. 이러한 현상은 향 후 10여 년 간의 LPP(Land Partnership Plan: 한미연합 토지 관리계획)에 의한 한국에서의 비즈니스 기회와 시공관리 주체의 민영화를 통해 군 관련 공사비를 절약하려는 미 정부의 의도에 따라 가속화 되고 있다. 이러한 시장의 변화는 미국 대형 EC 회사들과의 JV(Joint Venture)를 통해 외국 시장에 관한 정보를 획득하고 선진 시공 관리 기술을 배울 수 있는 기회가 되기 때문에, 주한 미군 한국 EC 시장에 진입하는 미국의 대형 EC 회사들은 주한 미군 공사를 수주해 온 국내 EC 회사들에게는 위협임과 동시에 기회일 수 있다. Emerging trends regarding USFK(United States Forces, Korea)'s EC(Engineering/Construction) market include: (1) introduction of MATOC(Multiple Award Task Order Contract); (2) increase of DB(Design-Build) contract; and (3) encroachment of large US-origin private EC firms upon Korea. This study analyzes the change of USFK's EC market with focus on the change of construction management actors for USFK's EC projects. Specifically, USFK's EC projects have been managed by FED(Far East District). Recently, however, the large US private EC companies substitute the role previously taken by FED. This phenomenon is accelerated by the business chances in Korea due to LPP(Land Partnership Plan) and intentions of US Government to save military construction costs by means of utilizing US private EC companies. The large US EC firms entering into Korea are business opportunities as well as challenges to Korean EC firms, which are contracting USFK's EC projects. This study concludes that, through teaming joint venture with the large US EC firms, the market changes can be opportunities to acquire foreign market information and learn advanced construction management skill from them.

This study, initiated with the concerns of Odlenburg"s "the third place", aims to increase the understandings about the characteristics and roles of it, while analysing empirical data. A field study, as a research method, was utilized at the cafe SE located in a small college town. Specifically, the field study was conducted while interviewing with staff, consulting online reviews, and using participatory observation. The cafe SE was visited for 46 days, and observed 123 times with observation time-frames of morning, afternoon, evening, and night. The observation results, including table share of SE and patterns of use-behavior, were recorded on the plan of cafe, previously drawn. The research found that the cafe SE, as a "third place," shows the mobility of territory share and mixed behavior patterns between "work behavior" and "non-work behavior," depending on the day of week(on weekdays or on weekends) and observation time slots(morning, afternoon, evening, and night). The research results can be a reference point for creating cafe as "the third place" as well as functional space.
인접 도시 소형 건축사사무소의 성장 지향적인 포지셔닝 변화에 관한 종단연구

This longitudinal study aims to understand the positioning shift of small architectural firms located in Daejeon and Sejong by comparing the survey results from 2015 and 2021. The positions of architectural firms were compared with the present and future as time categories with an internal and external point of view. The research results revealed that there were repetitive positioning patterns and the different architectural market conditions of Daejeon and Sejong were affected by the positioning of architectural firms in each city. The architectural firms in Sejong, which have many large projects, were more likely to show large firm-oriented positioning than Daejeon’s counterparts, specifically in external positioning. However, the positions shifted from large to small within the time frame of the present and future positionings of 2015 and in 2021. This positioning shift revealed the repeated pattern of desire to grow, failure to get large, and hope for growth within small, local architectural firms. These research results could help propel further research to understand and establish a growth plan while focusing on the positioning elements that are more likely to affect growth.
지방 5년제 건축학 교육프로그램 졸업생 경력 전개에 대한 사례분석

Many local universities are experiencing the difficulties in recruiting new students due to the change of population composition in Korea by a fast decline in birthrate. The difficult situations in local universities are steadily worsen, according to the difficulties in career opportunity caused by slowing of the economy. This exploratory case study aims at generating clear understandings and raising serious problems in architectural career development of graduates from local universities, while focusing on the class of 2008 to 2011. The study found as follows. First, outstanding graduates left for the Seoul metropolitan area to find better career opportunity, loosing ties with a local architectural community and, consequently, hindering the development of local architectural business. In addition, student wastage rates in case programs are high as about 12 percentage, including students who was expelled from and dropped out of the program. Finally, career termination rates are high to female graduates than male counterparts, asking necessary actions for equal opportunities. Even though the study has limitations mostly in sampling, the study significance lies in illuminating the timetable regarding career development. This study recommends that: (1) architectural firms treat the graduates from 5 year architectural programs appropriately, according to their elaborated education; (2) the architectural programs guide students to find a career suited to their disposition and best interests, not only focusing on architectural design; and (3) students start their architectural career with a long-term view.
실버타운 디자인 요소의 중요도에 대한 지식생산자와 이용자들의 인식

This study explores the perceived significance gap between knowledge producers and users in terms of silver-town design elements. Utilized data here were collected by two step procedures. At the first step, mail-out questionnaires(168) were sent to professors in architecture and architects with the membership of The Korean Institute of Healthcare Architecture. Seventy-two questionnaires were returned(42.6% return rate). At the second step, on-site interviews to the elderly in 4 silver towns were conducted by pre-trained researchers. In addition, self-administered questionnaires were distributed to the staff members. Thirty three questionnaires were returned. The collected data were sorted by two categories: (1) the outdoor space; and (2) the indoor space of silver towns. Then the data were analyzed under four subcategories: (1) general elements of architecture(safety, parking and service flow); (2) biological aging; (3) psychological aging; and (4) sociological aging elements. The perceived significance on architectural solutions related to one general feature of architecture and three aspects of aging was evaluated. This study found that architectural specialists were more likely to perceive the significance of responding to three aspects of aging than users. Comparatively, users more emphasized the significance of general features of architecture such as safety. They also perceived that the way to secure privacy is an important concern in silver town design. In conclusion, it is necessary to bridge the perceived significance gap between architectural specialists and users related to silver towns, while concerning the aspects of aging and general architectural features.
