A government is a sort of standardized political system. It means a political system with a variety of purposes that is designed to protect the national security and the educational & cultural rights of citizens. Where there is no exercise of government power, there is no national security. There have been, however, a plenty of problems associated with the abuse of the political power. The research aims at exploring the limit to the political power and the relation with public consensus, which serves as one of the key words in democracy.

The most important issue in Japan"s postwar diplomacy is whether Japan chooses to be "cooperative" or "autonomous" American pressure. Although these two tendencies do not always appear consistently, the "cooperation" route characterized Japanese diplomacy, and its spirit has been passed down as the Yoshida Line. However, Yoshida Line attaches importance to America`s "cooperation" more than to anything else, trying to escape from an unequal relationship with the United States. In other words, the policy sought "independence" even though it was "formally autonomous" in the framework of "cooperation" with the United States. For Yoshida Shigeru to realize the peace treaty promptly, and Hayato Ikeda to develop relations with the United States as an equal partner, Eisaku Sato developed the Japan-US cooperative route to realize the return of Okinawa. In this way, it can be said that "cooperation" and "autonomy" are complementary and form a front-back relationship of the same act in Japan"s postwar diplomacy.

In accordance with the increasing significance of East Asian Region in the global world order, researches on East Asian Security have occupied a distinctive ground within the academic spheres. Currently, East Asian nations are exerting their energies to provide peaceful and stable strategic regional environment away from their specific conflicting regional surroundings with which they have been confronted. It is becoming a strategic objective for each East Asian nation to supply a peaceful environment on the basis of multilateral cooperations between nations in this area. Military confrontations caused by extreme ideologies have long faded away as the cold war ended. Nevertheless, it is true that Multilateral Organizations for the sake of regional security in the East Asian region have not been firmly rooted yet notwithstanding the continuing efforts of individual governments in this area. In consequence with this existing global order, this thesis, starting from the perspective of Multilateralism, is to discuss the inter-relationship between East Asian Security and Multilateral Organizations along with their significance supporting global environment and global security. At the same time, this thesis is also to argue the probabilities to construct permanent Multilateral Organizations to guarantee regional security in the East Asian region. Additionally, some significant suggestions on cooperations for regional security in the East Asian area will be presented from a scholar deeply concerned in regional issues in this area.

According to the principles of genetics, the phenotype of an organism is jointly determined by the genotype and the natural environment. The genotype can be said to be an internal cause whereas the natural environment can be said to be an external cause. This reciprocal effect that the internal and external causes have on each other determines the properties and characteristics of things. The existence and development of a nation is also subject to the reciprocal effect or restrictions of internal causes (domestic environment: including natural environment, social environment, and self-exertion) and external causes (international environment: including international relations and international interaction). These two factors jointly determine the properties, characteristics, existence, and probable development of a nation. The primary objective of research on international relations and international interaction is the reciprocal effect of national and international environment. If one says that the reciprocal effect of internal and external causes determines the success or failure of national existence and development, then how can China now face up to the facts that it confronts? What is the reciprocal effect of internal and external causes on international interaction for China now? What are the objectives and feasibility of Chinese international interaction policy? These questions indeed cover the primary content that the writer will probe in this treatise. Since 1949, the relations between USA and China have been reciprocated with mutually confronted and cooperated, and Taiwan took multilateral diplomatic line for her survival and benefit among the repeated competition, opposition, and cooperation between USA and China. USA has taken the role of balancer and stabilizer which was very crucial for the Chinese-Taiwanese relations through a substantial way, and tried to maximize the strategic benefit of the nation in the region of Western Asia and the Pacific. This article analyze the triangular relation between USA, China, and Taiwan and the factor of USA on the China-Taiwanese relation through an application of research method for social science.
