AHP 분석을 이용한 우리나라 수입업자 AEO 공인기준에 대한 연구

Recently, the importance of supply chain management has been emphasized by emphasizing the strengthening of customs border security with the change of international trade environment. The WCO has introduced the AEO system for the purpose of harmonizing trade facilitation and trade security. The AEO system is a system of public-private partnership, in which, if the trade-related safety management standards are met, the customs officer is recognized as an excellent company and is privileged for customs procedures. In addition, by concluding an AEO MRA between countries, the AEO-approved examination procedure and results of the other country are recognized as equivalent to those carried out in their own country, thereby granting the benefits of the system to the customs clearance of the MRA contracting country customs. Companies must meet the AEO certification criteria in order to receive AEO benefits through AEO certification. Therefore, in order for a company to utilize the AEO system as a safety management measure, an understanding of AEO recognized standards should be preceded. Therefore, in this study, the AHP analysis of the AEO certification standards specified in the AEO Notice, and the detailed criteria that each company should take into consideration, To improve accessibility. As a result of analyzing the AEO accredited standards of importers, the order of importance of the upper level was in the order of internal control system, safety management, compliance with laws, and financial soundness. In addition, the top four standards of safety management were listed in order of trading company management, handling procedure management, education and training, and access control management. Regulatory compliance and financial soundness are mandatory requirements that must be met for a company's AEO accreditation and therefore require ongoing monitoring. Therefore, regulatory compliance and financial soundness standards are required to cooperate with the customs to keep the company at all times. The internal control system is an effective standard for establishing internal processes for risk management. This is because the company can control the internal and risk of the enterprise so that it can be reflected in the CEO's management policy and detailed goal setting so that the company can manage the potential risk in advance and prepare countermeasures. Safety management standards require periodic inspection as an important criterion for the operation of the storage, transportation, and handling of goods required by a company to ensure supply chain safety. 최근 국제무역 환경의 변화로 관세국경 안전 강화를 강조하면서 공급망관리의 중요성이 대두되고 있다. WCO는무역원활화와 무역안전을 조화시킬 목적으로 AEO 제도를 도입하였다. AEO 제도는 민・관 협력제도로써 무역과 관련된 자가 안전관리 기준을 충족하는 경우 세관이 우수 업체로 공인하고 통관 절차상 우대하는 제도이다. 또한 국가간 AEO MRA의 체결로 상대국의 AEO 공인심사 절차 및 결과를 자국에서 수행한 것과 동등하게 인정해줌으로써 MRA 체결국 세관의 통관에도 동 제도의 혜택을 부여한다. 기업이 AEO 인증을 통해 AEO 혜택을 받기 위해서는 AEO 공인기준을 충족하여야 한다. 따라서 기업이 안전관리 수단으로써 AEO 제도를 활용하기 위해서는 AEO 공인기준의 이해가 선행되어야 한다. 따라서 본 연구에서는 AEO 고시에 규정하고 있는 수입업자 공인기준의 AHP 분석을 통해 각 공인기준별 기업이 우선적으로 고려해야 하는 세부 기준을 도출하였고, AEO 공인기준에 대한 고찰을 통해 기업이 AEO 공인기준의 충족에 접근성을 향상시키는데 의의가 있다. 수입업자의 AEO 공인기준의 분석 결과 상위계층의 중요도는 내부통제시스템, 안전관리, 법규준수, 재무건전성순으로 나타났다. 또한 안전관리의 8개 공인기준 중 상위 4개 기준은 거래업체 관리, 취급절차 관리, 교육과 훈련, 출입통제 관리 등의 순으로 나타났다. 내부통제시스템은 위험관리를 위한 기업의 내부 프로세스 구축에 효과적인기준이다. 이는 기업 내부 및 위험을 통제함으로써 기업이 사전에 잠재위험을 관리하고 그 대응책을 마련할 수 있도록 최고경영자의 경영방침 및 세부목표 수립에 반영할 수 있기 때문이다. 안전관리 기준은 기업이 공급망 안전성을 담보하기 위해서 요구되는 물품의 보관, 운송, 취급 등 실행에 중요한 기준으로 주기적 점검이 요구된다. 법규준수 및 재무건전성은 기업의 AEO 공인을 위해 반드시 충족해야 하는 필수요건이기 때문에 지속적인 모니터링이 요구되는 공인기준이다. 따라서 법규준수 및 재무건전성 공인기준은 세관과 협력하여 기업의 상시 관리가 요구된다.

국제무역환경의 패러다임이 변화에 맞춰 세관의 역할이 복잡해지고 강화되면서 지속가능한 세관능력배양 활동이 중요해지고 있다. 우리나라 관세청은 국제공급망의 안전성과 원활화에 기여하기 위해 노력하고 있다. 이를 위해 선진 관세행정 시스템을 개도국에 전수할 수 있는 다양한 개도국 세관능력배양 프로그램을 지원하고 있다. 이에 본 연구에서는 우리나라 관세청이 전문성을 갖춘 장기적이고 체계적으로 개도국 세관능력배양 프로그램을 개발하고 효율화 방안을 제시하는데 목적이 있다. 이를 위해 코로나 발생 이전까지 관세청의 개도국 세관능력배양 지원 현황을 검토하고, 국제기구의 개도국 능력배양 지원 형태를 분석하였다. 관세청이 개도국의 세관능력배양 프로그램을 효율화하기 위해 장기적인 관점의 조직체계 마련, 사전 수요조사, 국가별 맞춤형 프로그램 개발, 사후관리 등의 방안을 제시하였다. 본 연구에서는 개도국 세관능력배양의 특성상 주로 대면 상황을 고려하여 이루어져 COVID 19 상황에 비대면 지원을 반영하지 못한 한계점이 있다. 향후 비대면 상황을 반영한 개도국 세관능력배양 프로그램 개발할 수 있는 연구가 진행될 필요가 있다.

AEO 제도 인식과 안전공급망의 관계가 AEO 공인성과에 미치는 영향에 관한 연구

As trade facilitation and trade safety were emphasized in the GSCM environment, the WCO introduced the AEO system to harmonize them. The AEO system is a public-private partnership program in which customs authorities provide benefits in customs procedures along with AEO certification when self-safety management standards related to trade, such as manufacturing, transportation, storage, and customs clearance of imported and exported goods in the global supply chain, are met. In order for a company to introduce, operate, and utilize the AEO system, it is important to meet the AEO certification standards. Therefore, this study derives the main factors to examine the relationship between AEO system awareness and supply chain safety on the company's AEO accredited performance, and empirically tests 304 companies that have obtained AEO accreditation to achieve the research purpose. analysis was performed.As a result, first, as the awareness of the AEO system was strengthened, the safety supply chain improved, and the safety management standards of the AEO system recognition factors had more influence on the safety supply chain than the overseas supplier review. Second, as the safety supply chain level improved, the AEO certification performance was strengthened, and a conclusion was drawn that the safety supply chain had a greater impact on non-financial performance than financial performance. The results of this study have limitations in generalizing the entire AEO accredited companies, and if the characteristics of each AEO accredited sector are considered, a more specific and diverse approach will be possible. GSCM 환경에서 무역안전이 강조되면서 무역원활화와 조화를 목적으로 AEO 제도를 도입하였다. AEO 제도는 글로벌 공급망의 수출입 물품의 제조, 운송, 보관, 통관 등 무역과 관련된 자가 안전관리 기준을충족할 때 세관당국이 AEO 공인과 함께 통관절차상 혜택을 제공하는 민·관 협력 프로그램이다. 기업이AEO 제도를 도입하여 운영 및 활용하기 위해서는 AEO 공인기준을 충족하는 것이 중요하다. 따라서 본연구는 AEO 제도 인식과 안전공급망 간의 관계가 기업의 AEO 공인성과에 미치는 영향 관계를 살펴보기위해 주요 요인을 도출하고, 연구목적을 달성하기 위해 AEO 공인을 획득한 304개 기업을 대상으로 실증분석을 실시하였다. 그 결과 첫째, AEO 제도 인식이 강화될수록 안전공급망이 향상되었고, AEO 제도 인식 요인의 안전관리기준이 해외거래업체심사보다 안전공급망에 더 많은 영향을 미쳤다. 둘째, 안전공급망수준이 향상될수록 AEO 공인 성과가 강화되었고, 안전공급망이 재무성과보다 비재무성과에 더 큰 영향을미치는 결론을 도출하였다. 본 연구의 결과는 AEO 공인 기업 전체를 일반화하기에 한계가 있고 AEO 공인부문별 특성을 고려한다면, 더 구체적이고 다양한 방향으로 접근할 수 있을 것이다.
