지방정부 신뢰가 시민참여에 미치는 영향 -공동체의식의 조절효과를 중심으로-

지방정부 신뢰가 시민참여에 미치는 직접적 영향관계 분석에 초점을 둔 기존 연구를 확장하여, 지방정부 신뢰가 시민참여 의향에 미치는 효과가 공동체의식에 따라 어떻게 달라지는 지 실증 분석하였다. 분석결과, 지방정부에 대한 신뢰는 선거적 참여, 정부주도적 참여, 시민주도적 참여 가운데 시민주도적 참여와 통계적으로 유의미한 부(-)의 영향관계를 나타냈다. 그리고 공동체의식은 시민참여에 유의미한 정(+)의 관계를 가지는 것으로 나타났으며, 정부에 대한 낮은 신뢰가 시민참여에 미치는 부정적 효과를 완화시키는 조절효과를 나타냈다. 이러한 결과를 토대로 본 연구는 시민참여의 확대를 위해 지방정부 차원에서 시민주도적 참여 유도 및 공동체의식을 증진할 수 있는 제도적 인센티브 제공을 정책적 제언으로 제시하였다. The purpose of this study is to analyze the effect of local government trust on the citizens’intention to participate, and examines the moderating role of sense of community in the relationship between local government trust and citizen participation. Through analyzing citizen survey responses, this study found that local government trust has a negative relationship with citizen-led participation, such as Internet bulletin board, window for civil petition, civil suggestion. Also the sense of community mitigates negative effect of low level of local government trust on the intention of citizen participation. Based on these results, this study suggested policy incentives to induce citizen-led participation and encourage the sense of community for promoting citizen participation.

본 논문의 목적은 ‘체험주의’의 시각을 통해 정약용의 ‘성 기호설’의 의미와 한계를 밝히고, 더 나아가 그 한계를 극복할 수 있는 대안을 제시하는 데 있다. 정약용에 의하면 사람의 본성은 기호다. 그리고 모든 사람에게는 두 가지 유형의 기호가 있다고 한다. 하나는 단것을 좋아하고 쓴 것을 싫어하는 유형의 형구지기호이고, 다른 하나는 선을 좋아하고 악을 싫어하는 유형의 영지지기호이다. 그중 형구지기호는 기질적인 육체의 성향으로서 사람의 도덕성과는 관련이 없지만 영지지기호는 초자연적 하늘이 부여한 정신의 성향으로서 ‘순선무악’하여 이것을 따르면 인의예지를 실천할 수 있게 된다. 체험주의의 시각에서 보면 정약용의 성 기호설은 경험적으로 책임이 있는 학설이 되기어렵다. 그 이유는 정약용의 성 기호설의 배후에 있는 초자연적 요소 때문이다. 그렇다고해서 성 기호설 전체를 폐지해야 하는 것은 아니다. 기호로서의 사람의 본성은 여전히 중요한 의미를 가지고 있다. 필자는 초경험적·초자연적 요소가 아닌 사람의 몸과 환경의 교호작용을 근거로 ‘신체화된 성 기호’를 ‘정약용식 성 기호설’의 한계를 극복할 수 있는 하나의 대안으로 제안한다. 신체화된 성 기호는 한마디로 단 것을 좋아하고 쓴 것을 싫어하는 기호, 선을 좋아하고 악을 싫어하는 기호 등 사람의 모든 기호는 근본적으로 사람의 몸의 기호라고 보는 시각이다.

Neovascular glaucoma is a subtype of secondary glaucoma that is characterized by proliferation of fibrovascular tissue in the anterior chamber angle. This condition may be acutely aggravated by carotid revascularization therapies. There have been few previous reports of acute aggravation of neovascular glaucoma following carotid artery stenting. We report the case history of a patient who had acute exacerbation of neovascular glaucoma following carotid artery stenting and required surgical management.

협력적 노사관계와 조직사회자본, 조직효과성 간 구조적 관계 분석

환경변화에 대응하기 위하여 다양한 공기업 관련정책이 도입되고 있는 상황에서, 노사 간 협력관계 구축은 조직 내에서의 노사갈등을 완화하고 조직성과를 향상시키는데 매우 중요한 요인으로 작용한다. 이러한 시각에서 본 연구는 협력적 노사관계의 유용성을 살펴보고자 공기업 조직구성원들이 인식하는 협력적 노사관계가 조직사회자본과 조직몰입 및 직무만족과 같은 조직효과성에 미치는 영향을 실증적으로 분석하였다. 분석결과, 협력적 노사관계는 직무만족과 조직사회자본에 유의한 영향을 주는 것으로 나타났다. 또한 조직사회자본은 협력적 노사관계와 조직몰입의 관계에 대해서는 완전매개효과를, 직무만족에 대해서는 부분매개효과를 갖는 것으로 나타났다. 이는 협력적 노사관계가 조직구성원들의 소속감을 높일 수 있는 분위기를 조성하며, 그들 간의 관계 지속성과 상호작용의 빈도를 증대시키는 데 기여한다는 것을 시사한다. In response to environmental uncertainty, Korean public enterprises have been forced to restructure work practices, develop more flexible employment arrangements, and reduce labor cost. In the changing workplace, a cooperative labor-management relationship is a necessary factor for yielding improved organizational performance. From the standpoint, this study explores the effects of labor-management cooperation on organizational effectiveness such as organizational commitment and job satisfaction, through organizational social capital. Using survey data from a Korean public enterprise, structural equation modelling was performed. The results show that cooperative labor-management relations has a positive effect on organizational commitment and organizational social capital. Also, organizational social capital acts as a full mediator of the relationship between labor-management cooperation and organizational commitment, and a partial mediator of the relationship between labor-management cooperation and job satisfaction. Based on these findings, this study provides practical implications of public organizations for managers and future research directions.

Background and Purpose To investigate whether appointing a full-time neurointensivist to manage a closed-type neurological intensive care unit (NRICU) improves the quality of critical care and patient outcomes. Methods This study included patients admitted to the NRICU at a university hospital in Seoul, Korea. Two time periods were defined according to the presence of a neurointensivist in the preexisting open-type NRICU: the before and after periods. Hospital medical records were queried and compared between these two time periods, as were the biannual satisfaction survey results for the families of patients. Results Of the 15,210 patients in the neurology department, 2,199 were admitted to the NRICU (n=995 and 1,204 during the before and after periods, respectively; p<0.001). The length of stay was shorter during the after than during the before period in both the NRICU (3 vs. 4 days; p<0.001) and the hospital overall (12.5 vs. 14.0 days; p<0.001). Neurological consultations (2,070 vs. 3,097; p<0.001) and intrahospital transfers from general intensive care units to the NRICU (21 vs. 40; p=0.111) increased from the before to after the period. The mean satisfaction scores of the families of the patients also increased, from 78.3 to 89.7. In a Cox proportional hazards model, appointing a neurointensivist did not result in a statistically significant change in 6-month mortality (hazard ratio, 0.82; 95% confidence interval, 0.652– 1.031; p=0.089). Conclusions Appointing a full-time neurointensivist to manage a closed-type NRICU had beneficial effects on quality indicators and patient outcomes.
