Currently, Suburbanization of commercial function in cities and towns of Japan brought about doughnut phenomenon of city centre, which made it seriously devastated. This study aims at the grasp of the depressed phenomenon caused by doughnut, providing a fundamental guide for the revitalization of a city centre in Korea through analysis of trends and strategy about it in Japan. According to the results of the study for the revitalization of a city centre in Japan, the successful revitalization can be achieved only by the unification among a nation, a local government, merchants and local inhabitants. For the improvement of the effect on the revitalization, it is needed that local merchants as well as local inhabitants voluntarily construct the company for the creation of 3rd sector or a city centre and the organization like TMO(Town Management Organization) together with the support from a local government.

The research has analyzed the situations of Korean cities in sequence from the year of 2000 to the year of 2005 in order to figure out the characteristics of use district. Its result showed some increase of use district in commercial, residential, and industrial area in increasing demand resultied from rising population. The use district per person of residential, commercial, and industrial area somewhat increased in such cities as Seoul, Busan, Gwangju, Ulsan, Cheonju, Pohang, and Changwon, but the area decreased in the city of Incheon. In the city of Daegu the area decreased in residential, commercial, and green ground but all the area of use district decreased from the minimum 3.4% to maximum 26.7% in Suwon and Bucheon. Finally the result from the cluster analysis of use district area from 2000 to 2005 showed residential, commercial, and green area increase in capital outskirt cities as well as is Seoul, but industrial area increase in province cities. As a result, the unbalance of national development has occurred due to the intensified function of specific area, affecting the unbalanced progress of the entire national land. 2000, which results in 200. 용도지역 특성을 파악하기 위하여 2000-2005년을 시계열적으로 분석한 결과, 인구증가에 따라 토지수요가 많아져 도시별로 주거·상업·공업지역이 약간의 증가를 나타내었다. 다음으로 1인당 용도지역면적의 경우 서울, 부산, 광주, 울산, 전주, 포항, 창원 등은 주거·상업·공업지역의 면적이 증가하였고 인천의 경우는 주거·상업·공업지역 면적이 크게 감소하였다. 대구는 주거·공업·녹지지역 면적이 감소하였고, 수원과 부천의 경우는 모든 용도지역 면적이 최소 3.4%에서 최고 26.73%가 감소한 것으로 나타났다. 마지막으로 2000-2005년의 용도지역면적을 군집분석 한 결과 서울을 비롯한 수도권 도시들은 주거·상업·녹지지역의 성격이 강한 것으로 나타났고, 지방도시들은 대부분이 공업지역의 성격이 강한 것으로 나타났다. 이러한 결과를 볼 때 용도별 기능의 편중화로 인하여 지역 불균형이 발생하고 결국 국토의 균형발전에 상당한 영향을 초래하고 있다.

신·구 도심부 용적률 실현의 특성과 영향요인에관한 비교연구

This study intends to find out and analyze the designation of floor area ratio, the extent of satisfaction of the floor area ratio and the determinants of floor area ratio in the old city center and the new city center in Busan, Korea. In addition, it also aims to clarify influences of some factors on the extent to which the floor area ratio is fulfilled. The results of this study are summarized as follows. 1) Among buildings in the new city center of Busan, the highest realization ratio (0.61) was obtained from those built with an average floor area realization ratio of 0.51 and a legal floor area ratio of 1100 percent. In case of the old city center, the buildings with an average floor area realization ratio of 0.58 and a legal floor area ratio of 800 percent showed the highest realization ratio (0.61). 2) In the new city center, the item of front-road width has the greatest influence on the floor area realization ratio the width of front road. As the category score for the front road width (026 meters) shows a positive value, the category is considered as contributing to increasing the average of realization ratios. 3) For the size of site, posted land prices and ownership, the items have different influence in the new city center and the old city center. 4) In the planning of reviewing or resetting of floor area ratio, considered as the influencing factors on the realization ratio should be the front road width, the using purpose of buildings and posted land prices in the new city center, and the front road width, posted land prices and the size of site in the old city center.

Since 1970s, even though Korea has been industrialized and highly economically developed, there has been unbalanced development and differences of income between the city and the countryside. Especially, an agricultural, mountain, fishing village have been a lot of problems such as dissonance of a range of subsistence, unbalance of executive region, commute, opportunities of employment, environment of education, educational service, a condition of preservation of health & medical treatment, medical service, amenity, convenience, facilities, a condition of culture & welfare and etc, in comparison with the city. This study, therefore, improves the environment of these regions and solve the problems they have as restructuring and materializing of executive region which is based on residents' real range of existence. Moreover, as extending of inhabitant's participation, the executive service are made to be provided effectively. So as to this, the executive regions are focused on a dwelling, education, welfare, culture, main industry and so on, as a minimum unit of backward agricultural, mountain, fishing village. In addition this, the aim of this study is to make an agriculture, a mountain, a fishing village more competitive as to be based on a range of existence of an agriculture, a mountain, a fishing village by a executive district is made to be restructured appropriately. 가로시설물들은 우리가 생활하는데 편리함을 제공하며, 불특정 다수의 보행자에게 쾌적한 보행환경을 제공하고 다양한 가로활동을 지원하는 것을 목적으로 설치되어 있다. 하지만 실제로는 보행에 지장을 초래하거나 도시경관 침해로 인하여 도시 전체적인 이미지의 저하를 초래함으로서 도시경쟁력을 저하시키고 있다. 본 연구는 연구지표로서 보행자들의 보행에 실질적으로 영향을 주는 시설물(facilities)에 한정 하되 ‘부산시 공공디자인 가이드라인’과 서울시를 비롯한 타 시도의 공공디자인 매뉴얼에 기초하여, 공통적으로 사용하고 있는 요인들을 대상으로 선정하였다. 연구방법으로는 현장조사와 사진촬영을 통한 대상지의 현황 및 문제점을 파악하고 설문조사를 실시하여 보행자들의 가로시설물에 대한 만족도를 도출하고, 향후 가로시설물을 개선하는데 있어서 영향을 미치는 중요요인에 대하여 제시하고자 한다.

Urban management and C.B.D continuance's problem as a result of the extension of the city area and the existing commercial area's shrink due to city spatial structure lead to a lot of problems including doughnut phenomenon. The purpose of the this study is to figure out ways toward the strategies of commercial area prosperity that acts up positively to the multiple C.B.D by the change of urban spatial structure. The strategies of the commercial area prosperity in existing C.B.D were presented by dividing the recover of city function and the self-efforts for shopping facilities. To recover city function, first is to secure a settled population in hinterland. Second is to extend and complete of C.B.D function. Third is to improve that attractive element of C.B.D

Recently, negotiations and efforts are being made internationally for reducing the greenhouse gas in order to cope with the climate change crisis. Particularly, cities where over 70% of energy consumption is being made are the major cause of emitting greenhouse gas, as well as the interested parties that are most affects by the disaster and extreme climate resulting from climate change. Low carbon green city is the city concept that has been presented in order to respond to the issue of climate change in the cities. This study will be conducted mainly through the two methods of literature review and survey research. Literature review involves examining the seriousness from climate change and the domestic and overseas response trends, and it was analyze the areas and indexes that affect the emission amount by analyzing the present condition of greenhouse gas emission amount of Busan Metropolitan City. Low carbon green city is becoming a new urban advancement paradigm. It would be necessary to implement low carbon green city in the future centering on the greenhouse gas reduction, zero carbon and sustainable advancement confirmed through the planning indexes.
