지역개발과 환경보전에 관한 연구 : 삼척지역 신광산 개발사업 중심으로

우리나라는 경제발전 우선주의 정책으로 절대빈곤의 탈피와 물질적 풍요를 이루었으나 지역간 개발 불균형과 심각한 환경문제를 초래하게 되었다. 1995년 지방자치시대 시작으로 각 자치단체들은 지역경제 활성화를 위한 무분별한 지역개발이 추진될 우려가 높다. 개발과 환경보전은 서로 상반되어 있는 관계로 지역정책은 지역개발과 환경보전 사이에서 갈등을 야기한다. 현재 삼척지역은 자치단체의 재정자립도가 낮고 과거 석탄광산의 폐광에 따른 환경피해와 석회석광산의 자연파괴와 환경오염이 심각한 상황에서 동양시멘트의 신광산 개발은 지역주민이나 관련단체들 간에 갈등이 심화되고 서로의 주장을 반영하기 위한 힘겨루기 양상으로 전개되었고 삼척지역의 최대의 관심사가 되었다. 이러한 상황에서 삼척시 자치단체의 결정아래 동양시멘트가 추진하는 신광산 개발은 불가결정이 내려졌고, 초당관광지 조성사업만이 일부 완공과 나머지 사업이 추진되고 있다. 재정자립도가 낮은 지역일수록 개발에 대한 지역정책은 강하게 나타나게 되고 환경오염에 대한 피해를 겪은 지역일수록 환경보전에 대한 의식이 강하게 나타나게 되어 개발과 보전을 둘러싼 지역갈등은 더욱 심화되게 된다. 본 논문은 삼척시 신광산 개발사례를 들어 개발과 보전 사이의 갈등관계들을 기술하였다. 이를 위해서 제1장에서는 연구목적과 범위 및 방법을 기술하였고, 제2장에서는 지방자치단체의 개발과 보전의 관계를 살펴보기 위한 지역개발과 환경보전에 관한 이론적 고찰을 하였다. 제3장에서는 신광산 개발사례를 분석하기 위해 제1절에서 삼척지역 특성과 경제적 여건을 살펴보고 제2절에서 동양시멘트의 신광산 개발 추진과정을 기업체의 입장, 주민 및 지역 단체의 입장, 삼척시의 대응전략 순으로 살펴본 다음 제4장 결론에서는 앞장에서 기술한 이론과 논리들을 가지고 삼척시의 상황을 기술하였고, 과거 삼척시의 석탄 및 석회석광산이 국가발전의 원동력이 되었던 만큼 지금의 환경오염문제가 국지적인 요소가 아니라 광역적인 특성을 가지고 있으므로 삼척시의 경제적 상황이 열악하여 자치단체의 혼자의 힘으로는 해결하기 어려운 경제적인 부분을 정부차원의 지원으로 대체산업을 육성하여야 한다는 결론으로 끝을 맺었다. Our country succeeded in material richness and got out of absolute poverty as economic policy, but it brought about serious environmental problems and disproportion of local development. In 1995 as the beginning of local self government, each local government was worried about thoughtless local development to active local economics. Because local development and environmental conservation are contrary to each other, local policy will cause to the complications between local development and environmental conservation. Now the financial independence degree of Samcheok is low among other local self governments. In the past the environmental damage which the abandoned coal mine brought and nature destruction of calcium mine and environment pollution are very serious. The new mine development of Dong-yang cement co. made the conflicts of the local citizens and related communities be more serious. They made every effort to express their opinions. It is the one of Samcheok's greatest interests. In this situations the development of new mine which Dong-yang cement co. has promoted are not right under the decision of Samcheok city self government. The make up business of Cho-dang tour were finished a little and the left of the business is proceeding. The lower financial self independence, the stronger the local policy of development. The bigger the damage of the environment pollution, the stronger the consciousness of environment conservation. So the local conflict of development and conservation is more serious. In my thesis I wrote the conflicts of development and conservation, arranging in a row the cases of new mine development in Samcheok. In the first chapter, I wrote the target, the area and the way of the research. In the second chapter I studied the theory of local development and environment conservation to look into the relation of self governments development and conservation. In the third chapter I looked around the characteristics of Samcheok local and economic condition, and then I looked around the position, the position of citizens and self governments, the correspondent strategy of Samcheok city in order. In the fourth chapter I wrote the situation of Samcheok city with the theory and logics which I told in the former chapters. In the past the coal and calcium mine of Samcheok city was the motive power of government development. The problem of today's environmental pollution is not the local elements but the wide characteristics. Because the economic situation of Samcheok city is bad, Samcheok city can't solve the bad economics for itself. So I made conclusion that Samcheok city has to raise substitution business as the support of governmental position.
