통계적 모형을 이용한 운수회사 교통안전관리개선방안에 관련 연구 : 운수교통안전진단을 중심으로

연구의 목적은 운수교통안전진단의 추진목적과 추진내용을 중심으로 운수회사의 교통사고 감소에 대한 관리방안을 모색해보고자 하는 것이다. 사업용자동차의 교통사고 사망자가 비사업용자동차에 비해 높은 수준이므로, 사업용 자동차의 교통안전관리를 체계적으로 진단하고 사고감소 방안을 제시하는 운수교통안전진단의 시행결과를 중심으로 업종별 교통사고 감소방안을 살펴보고 정책대안을 제시하여 본 사업에 연관이 있는 관계자들에게 정책적인 자료로 활용하고자 한다. 운수교통안전진단제도의 법적근거, 추진절차 및 추진내용, 추진실적 등을 종합하여 검토하고 분석함으로써 업종별로 사고감소에 밀접한 요인이 무엇인지를 살펴보고, 이를 회귀분석과 구조방정식을 이용한 통계적인 분석기법으로 운수진단 항목간 상관관계를 검토한 후 업종별 사고감소 방안을 제시하였다. 회귀모형 구축 결과, 시내외버스는 진단총점, 이직율, 운전자 평균연령, 매출액 증가율이 사고와 연관성이 높은 것으로 나타났다. 택시는 운전자수, 자동차 보유대수, 교통안전관리지표, 운전자 현회사 평균 근무년수가 설명력이 있는 것으로 나타났다. 전세버스는 자동차 보유대수, 매출액 증가율, 운전자 평균연령, 매출액 순이익율이 상관성이 있는 것으로 나타났다. 화물업종은 교통안전관리지표, 재무분석지표가 사고와 연관성이 높은 것으로 나타났다. 4개 업종 모두에 공통적으로 적용되는 교통안전관리 항목은 없으나, 자동차 보유대수, 매출액 증가율, 교통안전관리지표가 설명력이 높은 것으로 나타났다. 운수교통안전진단에서 확보한 교통안전관련 부문별 자료를 가지고 버스업종에 대한 구조방정식 모형을 제시하였다. 분석결과 각 변수의 교통사고지표에 대한 영향력은 운수안전관리를 포함해서 자산의 회전율, 매출액 증가율과 같은 재무구조가 버스회사의 교통사고에 미치는 영향은 거의 동일함을 알 수 있었다. 한편, 본 연구는 기 시행된 운수교통안전진단 결과분석 보고서와 각종 통계자료 등 문헌자료를 활용하여 수행하였다. 향후의 연구에서는 이해관계자 인터뷰, 설문조사 등을 시행한다면 보다 깊이 있는 연구가 될 것이다. 또한 연구의 공간적 범위를 운수교통안전진단회사로 버스, 택시 및 화물업종으로 제한하였다. 향후 연구는 우리나라 사업용 전체를 대상으로 사업을 추진하는 교통안전관리규정 및 교통안전점검 등 법정 사업을 포함한 보다 광범위한 연구로 확대되기를 바란다.

택시업체 교통안전관리 개선방안에 관한 연구 : 운전자관리를 중심으로
The aim of this paper is to present the constitutional improvement to a taxi company with traffic safety management system. The taxi is accomplishing a foot role of the citizen. The taxi is also the means of transportation that have the popularity and public. It must fulfill a two faces of the earnings with the public interest. But traffic accident has increased to the continuance brightly at 4.6% 10 year while from 1993 to 2003. What I wish to show in this paper is trying to consequently present the improvement plan around these problems. The traffic safety management of the taxi company is treated with the element to have an influence on a general manufacturer so that it is identical. It starts from the driving of the car by the driver. The income is created through the safety movement of the driver. The traffic accident happens by the blunder of the driver's, also it costs a lot. All these things make it clear that the traffic safety management system is important. I would like to focus attention on traffic safety management status and various fields of problems. And a traffic safety management system presented by the sections besides the improvement plan about this. I presented the management process to prevent a traffic accident and to be helpful through the taxi company’s efficient safety management We presented a traffic safety management concept, the prerequisite research and safety management example in the second chapter. The traffic safety management is to remove a dangerous factor through the means of transportation. It means the management recursion course by the plan execution controlling the organization with all resource of the company. Two points need to be made in the samples of safety management. OK taxi and MK taxi are the introduction of a kindness service and company which has a customer priority mind of the management. Kumi taxi is trying to introduce systematic and scientific management through a computing management program. I presented a current traffic safety management situation in chapter 3. A traffic safety management situation bisected to a general management condition and company working condition. A general management condition shows the percentage of employment, a taxi driving qualification acquisition and traffic accident data. The company working condition shows traffic accident loss charge continuance increase. In chapter 2 I presented a various problems around a current traffic safety management situation. In next I presented the improvement plan around the problem as we mentioned previously. The improvement plan distinguished greatly to a two sides. Two points seem to be helpful in attempting to sketch out system improvement for traffic safety management and a various fields of improvement. The introduction of traffic safety management model is the plan to manage traffic safety management. The promoting direction would come out order for establishment of safety management, a harmonious promotion among drivers, and traffic free movements through the expansion of awareness of participants. The point to improve the safety management model to the continuance through a feedback course presented also. The assessment system for the management rationalization is trying to make spontaneous improvement to support transportation company. We were the low through the assessment so that we gave the improvement support. The improvement plan presented to the traffic safety management setup, the care of driver’s working condition, vehicle management and driving process management in order. As mentioned above traffic safety management system and a various fields of improvement to the maximum is only general status on taxi industry. The report gives weight to the method and action plan which is real according to its situation. This article has attempted to sketch out the importance of traffic safety officer’s role and its improvement. Finally, more studies should be followed which is helpful to the preventing traffic accident and reducing the accidents therefore it can be valuable to the taxi company practically.
