        치매공공후견 서비스 전달체계에 관한 연구: 치매공공후견 서비스의 전달체계 기관별 역할 분석을 중심으로

        The purpose of this study is to review the current status of the dementia public guardianship system and derive measures to improve the quality of the delivery system. Among the principles of the social welfare service delivery system, various tasks were explored by describing the problems revealed in the dementia public guardianship delivery system, focusing on accessibility, appropriateness, and expertise. The reason why the service is still slow even now, five years after the dementia public guardianship service was implemented, is that there is a structural problem in the role of each delivery system institution. In addition, guardianship services with the nature of social welfare services, including legal affairs, differ in other dementia management projects and support methods. Accordingly, as a way to improve the service, a change in the role of each delivery system institution was suggested. In order to strengthen service accessibility, as a way to improve system awareness, it suggested strengthening the linkage of related organizations and education plans for related workers. Next, in terms of service adequacy, a method of strengthening the role of a wide-area dementia center by distributing guardianship work concentrated in the central dementia center and the dementia safety center was suggested. In addition, for service specialization, it was proposed to use external resources such as guardianship corporations, to link expert guardians in local bases, and to link them with existing decision-making support project organizations. This study is meaningful in that practical implications were presented focusing on the delivery system of dementia public guardianship services that were not covered in previous studies from the perspective of field workers.

        문재인 정부 사회서비스 전달체계 개편의 쟁점과 과제 - 공공성 강화와 분권화를 중심으로

        The purpose of this study is to propose the principles, models, strategies, and tasks of the social service delivery system which should be aimed at the Inclusive Welfare State (IWS) under the Moon administration. First, we analyze the current status of social service delivery system for the elderly, the disabled, and children, and then describe the critical issues of publicity and decentralization. Based on the review, we derive the basic principles of new social service delivery system. The principles of reorganization are to promote publicity in social service, to the protect people based on the community system, and to ensure user rights. Strategies and tasks to apply these principles include strengthening the coordination and linkage function of the Social Security Committee at the central government level, and simplifying the delivery system for users and integrating the supplier delivery system at the local government level. Most of all, the central government's practices to securing direct service providers in local communities through their affiliated organizations and delegating social service benefits to local private service providers should be eradicate and transfer executive responsibility to local government. In addition, it is a prerequisite for the local government to secure enough expertise and organizations to carry out the task of restructuring the social service delivery system. The results also provide implications for community care, social services, and public services.

        공공부문의 고객 맞춤형 통합서비스 전달체계 사례연구

        In the public service delivery system, there has been a tendency to focus on improving the efficiency of the system for producing and delivering services which are made from the supplier s point of view. Governments in the developed countries have devoted the task of innovating the service delivery system to realize “customer-oriented” and “integrated” service. Despite the global trends of change, the discussions on the public service delivery in Korea are still focused on organization, integrating function, and improving efficiency mainly from a supplier perspective. This article proposes the need to change supplier-oriented services to customer-oriented integrated service delivery systems, and presents three innovation models(Integrated Project Delivery model, service integration level model, public service innovation ecosystem model). By applying this model, The case study is conducted in the filed of the Law & Citizenship education system by the Ministry of Justice. In conclusion, we propose a method for innovating the integrated service delivery system (L&C Edu-Cube Construction Plan) that focus on consumers and present policy implications for the success of future public service delivery system innovation.

        프랑스와 한국의 공공의료서비스 전달체계 비교분석

        (Purpose) This study aims to present the direction of future public healthcare service delivery systems through in-depth comparative analysis in France and Korea. Through this paper, we aims to understand how government and market relationships are established to provide social services in the two countries. We also expect to be able to identify its differential characteristics. (Design/methodology/approach) A two-step qualitative approach is conducted. First, the research examines the commonalities and differences of the public healthcare service delivery system in France and Korea, which are considered as social insurance-based welfare states. Second, the study evaluates the role of the state-to-market among countries with similar social welfare systems. For the comparison, Germany and Japan, social insurance-based welfare states, are chosen as the comparative groups. (Findings) The characteristics of the public healthcare service delivery system in France and Korea are analyzed. Additionally, the level of government intervention in the public healthcare service delivery systems is measured. According to the analysis, France has a low rate of self-charge, and the proportion of healthcare, public hospitals, and public beds among public funds was high. Therefore, France is more of a complete government intervention model. Subsequently, in Korea, the percentage of self-payment was high, and the percentage of healthcare, public hospitals, and public beds was low among public funds. Thus, Korea is close to a complete market intervention model and has the opposite public healthcare service delivery system compared to France. (Research implications or Originality) This study presents some rationales for expanding public hospitals and beds in align with the reinforcement of the publicness of health service. The two-stage qualitative analysis methodology identified the characteristics of the public healthcare service delivery systems of both countries.

        정보기술을 활용한 주민서비스 전달체계 개선사례 연구 : 「공공요금 감면절차 간소화」구현 및 성공요인 중심

        Citizens’ demand, which has been previously focused on welfare, is now expanding to include elements for higher quality of life such as employment, housing, culture, and sports. Accordingly, the government, with an aim of effectively delivering resident services that satisfy various demands, is committed to transforming the central government-oriented service system into the integrated service system based on public-private partnership. The government is also dedicated to expanding services to 8 areas including not only welfare but also healthcare, employment, housing, education, sports, culture, and tourism, which are directly related to everyday lives of residents. This project is designed to support such reforms in the citizen service delivery system in order to enhance quality of life of local residents. This study is to draw implications from analysis for implementing the citizen service integrated information system in order to reform the citizen service delivery system effectively through examinations and analyses of citizen services provided by the central government. Especially focus on public utility charges depreciation simplification citizen service. Its implications are expected to offer a real contribution for central and local Governments that want to increase the productivity of implementing eGovernment service.

        지방공공복지 전달체계 개편과정에 관한 분석

        사회복지서비스에 있어서 전달체계의 문제는 새롭고도 오래된 주제이다. 바람직한 정책 내용과 정책 자원을 갖추고 있어도 전달체계에서 문제가 발생한다면 서비스의 비효율과 왜곡현상을 초래하게 된다. 전달체계가 잘 작용하는가의 여부에 따라 클라이언트들이 느끼는 서비스의 만족도가 달라지기 때문이다. 오늘날 급격한 복지환경의 변화에 따른 복지욕구의 증대에 적절히 대응하기 위해서 전달체계의 재정립이 시급한 실정이다. 이 연구에서는 전달체계를 설계함에 있어 고려해야 할 선택사항, 즉 행정적 권한과 통제권, 복합서비스 제공 여부, 전달체계의 구조, 서비스 조정, 서비스 과업수행 주체 및 전달 권한 등 다섯 가지 선택사항을 분석틀로 정하고, 그간 진행되어온 공공복지 전달체계의 과정별로 어떠한 선택의 결과였는지를 분석하고자 한다. 그리고 그 결과를 토대로 바람직한 지방공공복지 전달체계 구축을 위한 제언을 하고자 한다. 이러한 연구결과는 향후 효율적이고 효과적인 지방공공복지 전달체계 구성을 위한 기초 자료로 활용될 수 있을 것으로 사료된다. The delivery system refers to the organizational arrangements that exist among service providers and between service providers and consumers, in the context of the local community. The ideal service delivery system is one in which services are integrated, continuous, accessible, and accountable. Taken separately, however, each of these elements strains against one or more of the others. The number of choices involved in designing delivery systems is large. In this study, we will consider the following six options: to be administratively centralized or decentralized, to combine services or offer single services, to be located under one roof or maintain separate facilities, to coordinate their efforts or never communicate, to rely on professional employees or employ consumers, and to delegate authority to service users or concentrate authority in the hands of experts. Proposals for reform invariably accompany critical analyses of service delivery. We will analyze reforms of the local public service delivery system focused on the six options, and suggest the policy implications.

        성년후견서비스 전달체계의 문제점과 개선방안에 관한 연구 - 싱가폴 공공후견청(OPG)의 역할과 시사점 -

        The study tries to look at purpose of managing system and until recently the status of guardianship service, and tries to examine the effective managing the system and service effects. Especially, study tries to find the implication through the case of policy of the office of public guardian, a form of one-stop in Singapore that already has been established and enforced a delivery system of guardian service. The object of this study is to search improvement plan and implication of delivery system of guardian service of our country considering contents and a role of the OPG, Singapore. A study on methods of documentary research was mainly performed, and combined an exploratory research and documentary research at home and aborad from visiting in the Singapore. First, the study results that a redesign of related law is needed for managing with success the newly introduced guardianship, but detailed service delivery system like a office of the public guardian is in urgent need of construction to carry out the original object of system. Second, (an education and train of guardian etc) the overall system is needed in a role of support center established in community in connection with People with Developmental Disorders Act. Third, the manual of guardian's activity, quality of guardianship service and plan for specialty improvement is needed through the case analysis of guardianship service during the past three years. Above all things, a regard of the disabled in decision making ability and awareness improvement of government and civil society in accord with a late aging society and disabled in protection of rights and interests is needed. Lastly, Establishing a legal basis that the mentally disabled and elderly also can receive welfare benefits is needed.

      • 사회서비스원 제도도입에 따른 거버넌스 방향 모색

        본 연구는 2019년 시범사업으로 시작한 사회서비스원 정책의 제도 도입에 대한 과정을 제도주의 관점에서 분석하였다. 공공부문에서 직접 사회서비스를 제공하고자 하는 이 정책은 문재인 정부에 이르러 서비스 전달체계의 커다란 변화로 등장하였다. 사회서비스원 정책을 둘러싼 이해관계자는 기득권이라 할 수 있는 관련 시설협회와 기관장들의 입장과 피기득권이라 할 수 있는 노동자와 노동조합이 가장 큰 대립관계로 나타났다. 사회환경 측면에서 사회적 돌봄은 시대적 요청이 되었으며 국정과제로 발표되었다. 제도의 형성과정에서 사회환경요인과 이해관계자의 정치적 상호작용은 중요한 변화 요인이다. 제도가 변화함에 있어서 의도한 결과와 의도하지 않은 결과는 동시에 발생하게 되는데, 공공성 향상과 종사자의 처우개선는 의도한 결과이지만 서비스 품질저하와 공공의 비효율은 부정적 결과로 나타날 수 있다. 사회서비스원 정책의 의도한 결과가 나타날 수 있도록 의사결정 거버넌스의 노력이 필요하다. This study analyzed the process of introducing the system of Public Agency for Social Service policy, which began as a pilot project in 2019, from the institutional perspective. This policy of directly providing social services in the public sector came to the Moon Jae-in government and emerged as a major change in the service delivery system. Stakeholders surrounding the Public Agency for Social Service policy showed that the positions of related facility associations and heads of institutions, which were vested rights, and workers and unions, which were vested rights. In terms of social environment, social care has become a request of the times and has been announced as a national task. In the process of institutional formation, social interaction factors and political interaction between stakeholders are important changes. As the system changes, the intended and unintended consequences occur at the same time. Improving publicity and improving the treatment of workers are the intended results, but deterioration in service quality and public inefficiency can be negative. Efforts must be made to make decision governance so that the intended results of the Social Service Center policy can be achieved.

        영국 노동당 정부의 지방정부 사회서비스 전달체계 개혁 - 민영화에서 파트너십체계로의 전환

          본 연구는 새로운 노동당을 표방하는 영국 정부가 1997년부터 시행해온 파트너십에 의한 지방정부 사회서비스 전달체계 개혁을 분석하여 우리나라 지방자치단체의 사회서비스 전달체계 개편에 있어 고려해야 할 사항들을 지적해 보고자 한다. 이를 위해 먼저, 전통적인 사회서비스 전달체계의 주요 형태들의 특성과 함께 한계점을 살펴본 뒤, 영국 노동당 정부의 파트너십 정책이 등장하게 된 배경을 영국 복지국가의 발달과정을 통해 살펴본다. 또한 1997년 노동당 정부가 집권한 이후 지방정부 사회서비스 전달체계 개혁의 내용을 살펴보고, 정책적 함의를 도출한다. 파트너십체계에 의한 영국의 지방정부 사회서비스 전달체계 개혁에서의 시사점으로는, 파트너십 관계가 무엇인지에 대한 사회저변의 공감대가 형성되어야 하며, 파트너십 구축정책은 장기적으로 추진되어야 하며, 법적정비와 제도적 보완장치 구축 등을 들 수 있다.   This study focuses on reforms of the Labor government"s local social service delivery system in Britain which started with the slogan of "social partnership" in 1997, and on the suggestions for Korean local authorities" social service delivery system For these purposes, methods and transitions of the British social service delivery systems and Labor"s reform policies are scrutinized in detail. And then, this study presents some suggestions with the evaluations of the British case.<BR>  The 1997 Labor Government in Britain was elected to power on a pledge to put partnership at the heart of its strategy for modernizing public services. Partnerships are a risk-sharing relationship based upon an agreed aspiration between the public and private (including voluntary) sectors to bring about a desired public policy outcome. For this purpose, the Labor government is moving from an optimistic to a realistic view of partnership, with simple exhortations replaced by a full array of sanctions, incentives and threats.<BR>  Some suggestions for implementing a partnership policy, are as follows: (1) the definitions and practice of partnership should be shared by the stakeholders; (2) The partnership building policy has to be driven forward in the long term view; (3) In order to build the genuine partnership in the local government, revisions of rules and laws and support systems are required; and (4) The Government Offices for the Regions should be provided with a pump-priming fund to reward joint commissioning by groups of local authorities.
