        The Poverty of Criticism: On the Mulhern-Collini Controversy

        This essay, by engaging with the recent debate on the idea of culture and criticism between Francis Mulhern and Stefan Collini in the New Left Review, proposes to revaluate the relationship of culture and politics. The debate started with Collini's review of Mulhern's Culture/Metaculture, the main point of which is to categorize Kulturkritik(cultural criticism) and Cultural Studies into "metaculture," whereby the social contradictions are to be symbolically resolved. Collini responded by emphasizing the political significance of cultural criticism. Indeed, the debate addressed much more comprehensive issues such as the relationship between culture and politics and the social function of intellectual discourses as well. This essay attempts to point out that both Mulhern and Collini, while agreeing on the non-identity of culture and politics, lack an adequate conception of connecting them and of evoking the transformative potentials embedded in the traditional idea of criticism as "disinterestedness". This essay also argues that mainstream Cultural Studies, as long as it tends to neglect the question of "value" in the discussion of culture, cannot offer a proper way of understanding the function of criticism.

        The article is dedicated to the philosophical and cultural analysis of the modern meta cultural discourse. The authors draw attention to the heuristic potential of studies that consider intercultural communication as an interaction mediated by signs. They show that communication passes through the prism of a particular culture and society, therefore, the meanings of the same sign vary. It brings forth a number of problems pertaining to the interaction of cultures, often accompanied by a mismatch of thesauri and cultural codes, difficulties in concepts translating, as well as the dependence of the meaning production on interpretation and context. The article summarizes variants for using the term discourse in scholarly literature and focuses on understanding discourse as a system of meanings transmitted by language. It opens up perspectives for analyzing the essence and technologies of language manipulation used in global media discourses. Basing on theoretical conclusions and specific examples, the authors substantiate the thesis that language is not only a means of communication but also the most important instrument of power in modern society. In conclusion, it is inferred that the concept of discourse is important for a productive study of the contemporary multicultural world.

        UNESCO문화유산에 관한 독일민속학의 인식과 연구

        본 연구는 독일민속학의 UNESCO유산정책 특히 무형유산정책의 특징 그리고 정책의 영향 관계에 대한 분석을 소개하기 위한 목적으로 작성되었다. 특히 독일민속학에서 이 분야에 대한 연구를 활발하게 진행하고 있는 Gottingen대학교 민속학연구소의 연구를 중심으로 연구 경향과 방법론을 소개하고 연구의 문제점을 비판적으로 검토하였다. 독일민속학에서 UNESCO문화유산 정책 등 외부의 요인에 의하여 특정 민속이 새롭게 각광받고 활용되는 현상에 대한 연구는 이미 Folklorismus에 대한 연구에서 활발하게 전개되었기 때문에 본 연구에서는 이에 관하여 먼저 언급하였다. 다음으로 Gotttingen대학 민속학연구소 연구의 핵심개념인 ‘Heritag-fizierung’에 성립 배경과 목적에 관하여 분석하였다. 이어 Gottingen대학 민속학연구소를 비롯하여 미국 및 독일민속학계의 UNESCO문화유산 연구에 많은 영향을 준 Barbara Kirschenblatt-Gimblett의 문화유산 이론에 대한 소개하였다. 다음으로 이를 활용한 연구소 연구의 응용 방향과 목적에 대하여 분석하였다. Gottingen대학 민속학연구소의 UNESCO무형유산의 연구 특징을 구체적으로 소개하기 위하여 유럽에선 최초로 UNESCO무형유산으로 등재된 벨기에 Binche카니발의 연구를 소개하였다. 마지막으로 Gottingen연구소의 UNESCO문화유산 연구의 한계를 비판적으로 분석하고 이러한 문제점을 극복할 수 있는 대안에 대하여 간략하게 언급하였다. This study has been conducted with the purpose of introducing an analysis of the relationship of the features of UNESCO cultural heritage policies of German folklore, particularly intangible heritage policies, and the relationship of the influence of policies. The study tendencies and methodologies based on the research conducted by the Folklore Research Institute of the Gottingen University, which is actively conducting research in the field of German folklore, are introduced, and the problems of such research have been critically examined. Since research on the phenomena of specific folk being newly noted and used by external factors, such as UNESCO cultural heritage policies in Germany folklore has already been actively progressed concerning Folklorismus. Thus, this study has briefly mentioned this at the beginning. Next, this study has analyzed the background and purpose of the establishment of ‘Heritag-fizierung’, the core concept of the research conducted by the Folklore Research Institute of the Gotttingen University. Consequently, this study has introduced the theory of cultural heritage of Barbara Kirschenblatt-Gimblett, which greatly influenced the study of UNESCO cultural heritage of the US and German folklore academic circles including the Folklore Research Institute of Gottingen University. Next, the applicative direction and purpose of the study of the research laboratory using such was analyzed. In order to provide a detailed introduction of the features of the study of UNESCO intangible heritage of the Folklore Research Institute of the Gottingen University, a study on the Binche Carnival of Belgium was introduced, which was the first UNESCO intangible heritage to be registered in Europe. Lastly, the restrictions of the study of UNESCO cultural heritage of the Gottingen Folklore Research Institute were critically analyzed, and alternatives, which can overcome such problems, were briefly mentioned.

        Exploring Cultural Conceptualisations and Metacultural Competence in Local EAP Textbooks: A Semiotic Approach

        Despite the surge of interest in evaluating culture representation in English language teaching (ELT) materials, the literature has not adequately addressed representations of culture in English for Academic Purposes (EAP) textbooks. To bridge this gap, the present study draws on the Cultural Linguistics semiotic approach to evaluate texts, tasks, and visuals in three locally-developed EAP textbooks in Iran. To this end, we triangulated interview data and narratives obtained from the materials developers of the selected textbooks and a local EAP policymaker with the analysis of texts, tasks, and images. The findings revealed that: (a) few instances of cultural schema and cultural categories were found in the textbooks; (b) mostly materials developers either were not cognizant of the notion of cultural conceptualisations when designing the textbooks or they did not consider it a significant priority in EAP textbooks due to some politico-religious reasons; (c) metacultural development tasks were barely presented in the pre-, while-, and post-reading tasks; and (d) an incompatibility prevailed among texts, tasks, and visuals regarding the presented cultural conceptualisations. The findings are discussed with reference to the need to raise EAP materials development stakeholders’ awareness about the effectiveness of cultural conceptualisations and metacultural competence in EAP education.

        Cultural Competence: Interculture, Transculture, and Metaculture

        Thanks to the globalisation, it has become so easy for people to communicate with each other and variety of means have been developed to facilitate this process. International languages have played an important role in the development of globalisation. It can be argued that communicating in international languages has become the very first step in getting involved in this process. The main goal of learning a language is to develop one's proficiency in communicating effectively with others and understand the differences that may rise either linguistically or culturally in different contexts. To achieve it, language learners' cultural competence is required to be developed and this would also enable them to develop new perceptions towards their own culture as well as others'. This article aims at addressing the issue of cultural competence as one of the most vital aspects of language teaching as well as its development as time passes by.
