        Optimising Performance Management in VUCA Period: A Literature Review Study

        Purpose: The purpose of this paper is to explore literature on performance management in order to get insight into how the concept could be optimised during VUCA times for better performance of organisations. Research design, data and methodology: The study adopted a desktop research methodology. Extensive literature review has been conducted from various sources such as journals, research papers, organizational reports, government reports, media reports and articles available on web and effort has been made to assimilate the knowledge body on the topic in the current paper. Literature that enhances understanding on managing performance during VUCA times was reviewed. Results: Solutions to optimise performance management in organisations during VUCA times were proffered and these include innovative planning, innovative monitoring, innovative training and development, innovative rating and innovative rewarding. Conclusions: The study proves that, performance management process should not be done the ordinary way during VUCA times, but innovatively. In this regard innovative performance management can optimise performance of organisations during VUCA period. The study recommends that a further quantitative study be done to test the suitability of each of the proposed ways of innovatively practicing each element of the performance management process across different industries, countries or sector.

        환경 역동성, 디지털 전환 역량, 그리고 지속가능한 성과의 상호작용

        본 연구는 동태적 역량관점을 바탕으로 환경 역동성, 디지털 전환 역량 그리고 지속가능한 성과 간의 상호작용을 탐색한다. 구체적으로, 본 연구는 디지털 전환 역량 개발에 대한 VUCA 맥락의 영향을 분석하고, 디지털 전환 역량이 재무적 성과 및 비재무적 성과에 미치는 영향을 조사한다. 중국에 소재한 제조 기업 436개사를 대상으로 분석한 결과, 변동성(Volatility), 불확실성(Uncertainty), 복잡성(Complexity), 그리고 모호성(Ambiguity)이 디지털 전환 역량 개발에 긍정적인 영향을 미치고 있음을 실증적으로 확인한다. 또한, 본 연구는 디지털 전환 역량이 재무적 성과와 비재무적 성과에 미치는 유의한 영향을 밝혔다. 전반적으로, 본 연구는 선행문헌에서 일관되지 않은 발견에 대한 몇 가지 새로운 이론적 설명을 제공하고 기업이 지속가능한 발전으로 나아가는데 요구되는 실무적 시사점을 제공한다. This study explores the interaction between environmental dynamism, digital transformation capability, and sustainable performance based on a dynamic capabilities perspective. Specifically, this study analyzes the impact of the VUCA context on digital transformation capability development and investigates the impact of digital transformation capabilities on financial performance and non-financial performance. The results confirm that volatility, uncertainty, complexity, and ambiguity have a positive effect on the development of digital transformation capability for 436 manufacturing firms based in China. In addition, this study revealed the significant impact of digital transformation capability on financial and non-financial performance. Overall, this study provides some new theoretical explanations for inconsistent findings in prior literature and provides practical implications for firms to move toward sustainable development.

      • A study on the effect of Integrated Project Management Maturity (IPMM) application on project performance: Focused on the manufacturing equipment industry

        In recent years, the term VUCA (Volatility, Uncertified, Complexity, Ambiguity) is frequently used to refer to changes in the business environment (Nathan & James, 2014). Companies in this VUCA environment are finding and applying various operating methods to improve performance, but there are many difficulties in successful implementation. Above all, as a new hybrid work type continues due to COVID-19, which has been rampant around the world since the end of 2019, the difficulty in managing schedules for managers is increasing. In this study, the influence and factors of the integrated PM maturity of the manufacturing equipment industry project execution company on the manufacturing equipment manufacturing project performance were analyzed. For the analysis, consistent data were obtained through a questionnaire targeting people with experience and those engaged in the manufacturing equipment business, and a hypothesis was established and verified by reflecting psychological stability as a parameter. Multiple regression analysis was performed by applying control variables (gender, age, tenure, educational background). As a result, it was verified that a sense of psychological safety is a mediating effect of the integrated PM maturity (IPMM) on the achievement of project performance based on the Balanced Performance Indicator (BSC). Therefore, improving the level of a sense of psychological safety has been shown to be an important factor in improving the project performance of manufacturing equipment.

        뷰카(VUCA)와 팬데믹 시대의 대안으로서의 선교적 제자도

        우리는 불확실하고, 예측하기 어려운 현실과 변화하는 세상 속에 서 오히려 그것을 해결할 수 있는 시간과 자원은 더 부족한 현실 속에 살고 있다. 그런 의미에서 지금 우리 한국교회 앞에 놓여진 변화된 현실은 결코 녹록치가 않다. 이런 시대 변화의 흐름 속에 놓인 한국교회 는 새로운 변화의 현실 속에서 여러 가지 당면한 문제들을 스스로 헤쳐 나갈 변혁의 의지가 있는지 진지하게 성찰해야 할 때이다. 필자는 본고에서 한국사회에서 개신교가 타종교보다 사회봉사 활동을 더 적극적으로 전개하고 있는 현실임에도 불구하고 개신교에 대한 사회적 신뢰도가 바닥에 떨어진 원인이 어디에서 기인하는 것인지 살펴보고자 한다. 이를 위해 한때 제자훈련으로 점철되었던 한국교회의 현상을 실례를 통해서 분석하고자 한다. 이를 바탕으로 뷰카와 팬데믹 시대에 한국교회가 새로운 시대적 변화에 대응하는 길을 성찰하고 그 대안으로서 선교적 제자도를 제시하고자 한다. We live in an uncertain, unpredictable reality and a changing world in which time and resources to solve it are increasingly scarce. In that sense, the changed reality of the Korean church is by no means easy. The aim of this paper is to examine why the social trust in the Protestant Church has fallen to the bottom even though Protestantism is more actively engaged in community service activities than other religions in Korean society. To this end, the researcher will analyze the phenomena of the Korean church, which was once dominated by discipleship training, through examples. Based on this, I will reflect on how the Korean church should respond to the VUCA and Pandemic era and suggest missionary discipleship as an alternative.

        Innovative companies after the first and second waves of the COVID-19 pandemic are undergoing significant changes: from new trends in the markets to the growth of remote work in the digital environment. At any stage of development, innovative companies need an adaptive marketing approach to the implementation of the planned strategy. Marketing solutions to the problems of a volatile, uncertain, complex and ambiguous environment (VUCA) in 2023 can rightfully be considered an emergency aid to innovative transformations in emerging markets. The triad “market orientation – innovation – performance” chain has been extended to various innovation types– from technological and product innovation to innovation orientation and capability. Moreover, the market orientation research agenda has, during last 10 years, highlighted customer orientation as a key component of market orientation that drives innovative activities.

        디지털플랫폼정부와 정부혁신

        새로운 정부에서는 지난 정부들에서 논의되고 주장되어 온 정부혁신의 방향에 공감하는 동시에 미래가 불확실하고 불안정하다는 뷰카(VUCA)의 의미를 인정하면서 정부혁신을 위한 국정목표를 달성하고자 ‘디지털플랫폼정부’를 표방하고 있다. 이에 본 연구는 디지털플랫폼정부에서의 정부 역할 및 기능 재정립을 위한 조직 재설계, 인사관리 및 근무방식의 변화방향에 관한 정책적 제언을 논의한다. 요약하면, 첫째, 디지털플랫폼정부는 효과적인 정책목표 달성을 위해 주요 정책부문별 부총리직제의 신설 및 비서관제도와의 병행을 고려할 필요가 있다. 둘째, 디지털플랫폼정부는 정책의 중첩성 및 복잡성을 개선하면서 외부환경 변화에 기민하게 대응하기 위해 국무총리를 중심으로 부총리직제 운영을 지원해야 한다. 셋째, 디지털플랫폼정부는 다양한 조직의 협력적 관계 및 관계의 유연성을 강조하고 디지털 역량 등 구성원의 역량 강화에 주력해야 한다. 넷째, 디지털플랫폼정부는 균형인사제도 등 구성원의 다양성, 대표성, 형평성 등을 제고하기 위한 노력을 지속하여 사회통합적 가치 실현을 지향해야 한다. 다섯째, 전통적 근무방식에서 탈피하여 시공간 하이브리드(space-time hybrid) 근무체계로 변화할 필요가 있다. 마지막으로, 조직구성원의 적극적 참여를 바탕으로 업무의 생산성 및 성과 동인(driver), 최적의 근무방식을 탐구해야 한다. In the new government, while sympathizing with the direction of government innovation that has been discussed and asserted in previous governments and acknowledging the meaning of VUCA that the future is uncertain and unstable, the 'digital platform government' is advocated to achieve the government goals for government innovation. Therefore, this study discusses policy recommendations regarding organizational redesign, personnel management, and changes in working methods for re-establishing government roles and functions in digital platform government. In summary, first, the digital platform government needs to consider establishing a new deputy prime minister system for each major policy sector and parallel with the secretary system in order to achieve effective policy goals. Second, the digital platform government should support the operation of the deputy prime minister, led by the prime minister, in order to respond nimbly to changes in the external environment while improving the overlap and complexity of policies. Third, the digital platform government should emphasize the cooperative relationship of various organizations and the flexibility of the relationship and focus on strengthening the capabilities of its members, such as digital capabilities. Fourth, the digital platform government should pursue the realization of socially integrated values by continuing its efforts to enhance the diversity, representation, and equity of its members, such as the balanced personnel system. Fifth, it is necessary to break away from the traditional work method and change to a space-time hybrid work system. Finally, based on the active participation of organizational members, it is necessary to explore the productivity and performance drivers and optimal working methods.

        리더십현장의 패러독스

        Although there exist diverse interpretations on leadership, the present study assumed that the leadership paradox perspective should deserve the entitlement, “the most appropriate viewpoint on leadership”, considering the VUCA(Velocity, Uncertainty, Complexity, and Ambiguity) characteristics that the 4 th industrial revolution brings about. Based on this assumption, the current study extracted seven leadership paradox behaviors after comprehending the extant leadership theories and accumulated study results, and explains each paradox from the viewpoints of schimogenesis and versatility. The seven paradoxes presented here as in task-oriented vs. people-oriented, management-focus vs. strategy-focus, leader-centered vs. subordinates-centered, formal vs. informal roles, developing a singularly deep relationship vs. multiple relationships, innovation-push vs. transaction-saddled, principle-first vs. adaptability-first are the fundamental leadership behaviors that a versatile leader needs to demonstrate in response to situational demands. Leaders at work should focus on tasks and accomplish assigned goals while at the same time taking care of the minds of subordinates’; they also need to manage people thoroughly whereas showing the capability to articulate a vision and the strategy to achieve it; and the leaders should be able to demonstrate the capability to present decisive solutions to subordinates along with the abilities to make participative and delegatory decisions. Additionally, the leaders on site are supposed to play informal supportive roles while concentrating on formal roles; and they are also to build strong social capital with the personnel including the superior, peers, and outside network, while developing specially intimate relations with a few in-group subordinates. Finally the leaders on one hand should be capable of properly rewarding and recognizing subordinates for their present endeavors, while on the other hand pursuing relentless innovation necessary for the future of organization; and they need to show adaptability to respond properly to the environmental pressures by detecting and utilizing coming opportunities, simultaneously being loyal to the ethical principles. In this paper, it was suggested that “the leadership gaming method” is more appropriate to train and develop the versatile leaders than the existing one-side lecturing. Limitations of the present study were also described along with future research directions. Key words: Leadership, Paradox 리더십은 바라보는 관점에 따라서 다양하게 해석될 수 있지만, 최근의 4차 산업혁명시대의VUCA(Velocity, Uncertainty, Complexity, Ambiguity) 특징을 고려할 때 패러독스관점으로 해석하는 것이 타당하다. 본 연구는 이러한 전제하에 기존의 리더십이론들과 연구결과들을 종합하여 리더십패러독스행위 일곱 가지를 도출하고 각각에 대해서 분열생성(schimogenesis)과 두름성(versatility) 측면에서 설명하였다. 여기에 제시된 과업초점 vs. 인간초점, 관리지향 vs. 전략지향, 리더중심 vs. 부하중심, 공식역할 vs. 비공식역할, 단면관계 vs. 다면관계, 혁신지향 vs. 거래지향, 그리고 원칙중시 vs. 적응중시 등 리더십패러독스 일곱 가지는 두름리더들이 상황의 필요에 따라능수능란하게 발휘해야 하는 기본적 리더십행위들이다. 현장의 리더들은 과업에 집중하여 목표를달성하는 한편 구성원들의 마음관리를 해야 하고, 관리를 철저히 하면서도 미래비전과 전략을 제시할 줄 알아야 하며, 독단이 필요할 때 과감하게 독단하면서도 참여와 위임도 할 줄 알아야 한다. 아울러 공식적 역할에 집중하면서도 비공식적 후원자역할도 수행하고, 부하를 위하면서도 상사, 동료, 외부인들까지를 포함한 폭넓은 사회적 자본을 구축할 수 있어야 한다. 한쪽에서 미래의 발전을위해서 혁신을 추구하면서도 다른 한편으로는 현실적 보상과 인정을 잊지 말아야 하고, 윤리적원칙에 충실하면서도 새로운 기회를 찾아 환경변화에 적절히 적응하는 모습도 보여줘야 한다. 이러한 두름리더십을 개발하기 위해서는 기존의 일방적 전달위주의 방식보다는 “리더십게임”을 통한 훈련방법이 더 바람직하다고 추천하였다. 본 연구의 한계와 향후의 연구방향을 논의하였다. 키워드: 리더십, 패러독스, 현장, 리더

        A Study on Emerging Security Threats and National Response

        The purpose of this paper is to consider the expansion of non-traditional security threats and the national-level response to the emergence of emerging security threats in ultra-uncertain VUCA situations. As a major research method for better analysis, the theoretical approach was referred to papers published in books and academic journals, and technical and current affairs data were studied through the Internet and literature research. The instability and uncertainty of the international order and security environment in the 21st century brought about a change in the security paradigm. Human security emerged as the protection target of security was expanded to individual humans, and emerging security was emerging as the security area expanded. Emerging security threats that have different characteristics from traditional security threats are expressed in various ways, such as cyber threats, new infectious disease threats, terrorist threats, and abnormal climate threats. First, the policy and strategic response to respond to emerging security threats is integrated national crisis management based on artificial intelligence applying the concept of Foresight. Second, it is to establish network-based national crisis management smart governance. Third, it is to maintain the agile resilience of the concept of Agilience. Fourth, an integrated response system that integrates national power elements and national defense elements should be established.
