We intend to improve the sustainability of rural villages by investigating the element technologies and platforms necessary for building smart villages. There are so many investment smart city platforms and solutions in many cities. but there are relatively few investments in rural or small cities. This situation can not only increase the urban problem due to the increase of population to the city, but also deepen the digital gap of citizens. So far, studies on smart village have been investigated in fragments. We will examine the cases applied to smart village as a whole and study the open smart village platform that analyzes the overall data storage and management of the village after the smart village was finally established. First, we will look at the overseas trends of smart village and second, we will study the smart village platform that efficiently manages smart village through the technology necessary for smart village.

농어촌지역 스마트빌리지 사업의 고찰과 추진방향

There are various issues in rural areas. There are population decline, aging, and the absence of jobs and amenities. The government continues to expand various projects for rural areas. Recently, the government is promoting smart village projects in farming and fishing villages. The purpose of smart village is safety, convenience, smartization, and productivity improvement. The purpose of this study is to investigate the project and implementation process of smart villages, and domestic and foreign cases. And it classifies smart villages and suggests implementation strategies. The conclusion is as follows. ①The smart village business focuses on safety, living convenience, facility smartization, and agriculture and fisheries. ②In overseas cases, the smart village project focuses on improving the residential environment of farming and fishing villages in the EU, the UK, and Germany. Japan focuses on improving energy and agricultural and fisheries productivity. ③It is recommended that the smart village business be subdivided and promoted as much as possible. And the project enhances synergy in cooperation with other government ministries. ④Smart services increase credibility through FGI for public officials and residents. ⑤The project is carried out in consideration of agricultural products, tourism festivals, natural environment, history and tradition.

스마트빌리지 적용을 위한 행복마을콘테스트 수상마을 사례 조사

본 연구의 목적은 농촌개발사업에 있어서 스마트빌리지 적용을 위한 주민들의 수요조사를 확인하는고 이에 대한 발전방향을 모색하는데 있다. 본 연구에서는 농촌지역의 문제를 극복하기위한 방안으로, 농촌개발사업이 완료된 마을의 기술수요를 파악하였다. 농촌개발사업을 통해 마을만들기가 활성화되고 객관적 평가가 이루어진, 행복마을콘테스트 수상마을을 대상으로 하였다. 이 마을을 통해 스마트빌리지 적용을 통한 농촌의 발전적인 방향을 모색해 보고자 하였다. 선행연구를 통해 스마트 기술이 필요한 생활서비스를 구분하여 수요조사결과를 얻었으며, 주민인터뷰를 통해 지역 주민의 수요를 확인해보았다. 분석 결과 스마트 기술이 적용될 생활서비스에 대해서는 부정적인 응답을 보였으나, 지역 공동체에 대해서는 긍정적인 응답을 통해 스마트 기술 적용시 농촌마을의 공동체를 통해서 접근하는 방법등, 농촌마을에서의 적용을 위해서는 농촌마을의 특성과 현황에 맞는 스마트빌리지 기술이 필요하다는 시사점이 도출되었다. The study is aimed at identifying residents demand surveys for smart village application in rural development projects and seeking ways to develop them. In this study, the technical demand of villages where rural development projects were completed was identified as a way to overcome problems in rural areas. The project was aimed at the Happy Village Contest winning villages where village development was activated and objective evaluation was conducted. Through this village, the government wanted to explore the development direction of rural areas through the application of smart village. Through prior research, the results of the demand survey were obtained by distinguishing living services that require smart technology, and the residents interview confirmed the demand of local residents. The analysis showed a negative response to the living services to which smart technology will be applied, but positive responses to local communities suggested that smart village technology is necessary to suit the characteristics and status of rural villages in order to apply smart technology to rural villages.

지속가능한 어촌을 위한 스마트그린 솔루션 적용: 여수 장지항을 중심으로

The aim of this study is to apply smart and green solutions toward sustainable fishing villages focused on Jangji port in Yeosu. The spatial scope of this study was selected to the area of Simjang-ri, Nam-myeon, Yeosu-si, Jeollanam-do, among 34 ‘Fishing Village New Deal 300 Projects’ selected in 2021. The target sites are Jangji Port and Jangji Village, which are legally designated as local fishing ports. The content scope is to derive the current status and problems of the target site for a sustainable fishing village, and to present a smart green solution to solve the problem in fishing village. This study has derived the major issues of the site through statistical analysis and interviews with local residents as well as smart green solutions that were suggested through the expert interviews. The smart green solution for fishing village consists of general service and customized (specialized) service. The general service solves problems that are common in fishing villages across the country. Customized (specialized) service is to solve the direct problem of the target site. General services were derived through a bottom-up review and a top-down review. The bottom-up review analyzes the major problems commonly occurring in fishing villages. A top-down review was conducted to derive a service pool applicable to the fishing villages. In addition, this study devised a service application process of network-type in order to present differentiation from previous studies. The smart green solution applied to Jangji were included 8 general services and 6 specialization services (e.g. Smart Home Care Monitoring System, Smart Light, Safety Service for the Accident Prevention, Fishing Village Digital Visitor Center and Digital Fishing Village Pass). The result of this study can contribute to creating a sustainable fishing village environment. 본 연구의 목적은 지속가능한 어촌을 위한 스마트그린 솔루션을 도출하고, 여수 장지항을 대상으로 적용하는 것이다. 본 연구의 공간적 범위는 2021년에 선정된 34개소의‘어촌뉴딜 300 사업’ 중 전라남도 여수시 남면 심장리 일원으로 설정하였다. 대상지는 법정지방어항으로 장지항과 배후마을인 장지마을이 위치하고 있다. 내용적 범위는 지속가능한 어촌을 위해 대상지역의 현황 및 문제를 도출하고, 이에 대응하는 스마트그린 솔루션을 제시하는 것이다. 이에 본 연구에서는 통계분석 및 지역민 의견수렴, 전문가 협의를 통해 장지항 및 장지마을의 주요 이슈를 도출하고, 이에 대응하는 스마트그린 솔루션을 제시하였다. 어촌형 스마트그린 솔루션은 일반서비스와 맞춤(특화)서비스로 구성된다. 여기서 일반서비스는 전국 어촌지역에서 보편적으로 발생하는 주요 이슈에 대응하는 서비스를 의미하며, 맞춤(특화)서비스는 대상지의 지역 현안에 대응하는 맞춤형 서비스를 의미한다. 일반서비스는 상향식(Bottom-Up) 검토와 하향식(Top-Down) 검토를 통해 도출하였다. 여기서 상향식 검토는 어촌지역에서 보편적으로 발생하는 주요 이슈 분석을 위해 수행하였으며, 하향식 검토는 어촌지역에 적용가능한 서비스풀(pool)을 도출하기 위해 수행하였다. 또한 본 연구에서는 기존 연구와의 차별성을 제시하기 위해 그물망 형태의 서비스 적용 프로세스를 제시하였다. 장지항을 대상으로 적용된 스마트그린 솔루션은 정주여건, 어업여건, 생태관광, 환경ㆍ에너지 등 4개 부문에서 총 14개 일반서비스로, 그 중 6개 서비스가 맞춤(특화)서비스로 적용되었다. 여기서 6개 맞춤(특화)서비스는 스마트 홈케어 모니터링 시스템, 스마트 가로등, 어작업 안전사고 예방 서비스, 어촌 Digital Visitor Center, 무단 쓰레기 투기 경고 감시 시스템, 디지털 어촌 패스 등이다. 이 연구를 통해 스마트그린 기술을 활용한 어촌의 지역문제 해소방안 및 지역에 특화된 스마트 지역화 방안 등을 제시함으로써 지속가능한 어촌환경을 조성하는데 기여할 수 있을 것이다.

Research on Intelligent Space Design of smart rural - Focus on Xikou village, Zhejiang Province, China

스마트 향촌 건설은 중국 정부가 추진하는 '향촌 진흥' 사업의 중요한 추진 방향이다. 본 논문에서는 중국 저장성 지방정부 에서 제시한 ‘미래 커뮤니티’ 스마트 향촌 시범 발전사업인 시커우촌 프로젝트에 본 연구자가 참여하여 UX디자인 관점에서 정성적, 정량적 연구 방법을 통해 스마트 향촌 생활권의 지능화를 디자인하였다. 현지조사를 통해 스마트 향촌 지능화 디자인에 대한 사용자 수요를 파악하고, 이에 기초하여 지역 최대의 공간을 인지 가능한 수준의 스마트 향촌 시범 단지로 디자인하여 프로젝트 완료 후 사용자경험 피드백에 대해 계량화하여 분석하였다. 시범지역인 ‘시커우촌’에 실제 디자인 적용 전과 후를 3장과 4장에 향촌 시대를 기억할 수 있는 시그널, 향촌 문화교류 광장, 지능형 사무 공간과 생활 공간에 사용자 요구를 디자인 결과물로 구성하여 주민과 여행객이 지능형 환경 으로 인한 불안감을 줄이기 위해 인위적인 수동 서비스 부분도 디자인하였다. 현재 주민이 거주하며 스마트 향촌 공간 디자인 사례로 활용되며 지속 발전 중이다. Smart rural construction is an important direction for the Chinese government to promote the cause of "Rural Revitalization". In this paper, in the Xikou village project of the "future community" smart rural demonstration development project proposed by the local government of Zhejiang Province, China, the researcher participated in the design of the intellectualization of the smart rural life circle from the perspective of UX design and through qualitative and quantitative research methods. Through field investigation, understand the users' needs for intelligent design of smart countryside, and on this basis, design the maximum space of the region as a cognitive smart rural demonstration park, and quantitatively analyze the user experience feedback after the completion of the project. Before and after the actual design and application of the "Xikou village" in the demonstration area, chapters 3 and 4 are the symbols that can remember the rural era, the Rural Cultural Exchange Square. In the intelligent office space and living space, the user needs are composed of the design results. In order to reduce the anxiety of residents and tourists caused by the intelligent environment, the artificial manual service part is also designed. Now, as a case of intelligent rural space design, resident residence is developing continuously.

농촌지역 스마트 디바이드 해소를 위한 지방정부의 전략

본 연구의 목적은 정보화마을사업과 관련하여 지방정부의 역할이 점차 증대되고 있는 현실을 고려하여 정보화마을 주민들의 스마트기기 이용 현황을 확인하고 스마트 디바이드의 해소를 위한 지방정부의 전략을 제시하는 것이다. 경기도 정보화마을을 대상으로 이를 확인한 결과 정보화마을사업의 경우 스마트 디바이드 해소를 위한 구체적인 전략이나 노력이 미미함에도 불구하고 경기도 지역 정보화마을 주민들은 비정보화마을에 비해 높은 스마트폰 보유율을 보이는 것으로 나타났다. 이는 정보화마을사업의 정보격차해소를 위한 노력이 주민들의 정보화에 대한 수용성을 높여 스마트 디바이드 해소에 긍정적 역할을 하고 있다고 볼 수 있다. 그러나 스마트폰의 활용 수준이 높지 않은 것에서도 알 수 있듯이 실제적으로는 스마트 디바이드가 해소되고 있지 못하고 있음을 확인하였다. 따라서 스마트 디바이드의 해소를 위해 지방정부 차원에서 스마트기기 활용 교육 추진, 스마트기기 이용 요금 경감 유도, 모바일 웹 구축, 무료 와이파이 환경 확대 구축 등의 정책적 지원이 필요함을 제시하였다. The purpose of this study is to investigate the current state of smartphone usage of Information Network Village(INVIL) residents and to suggest various strategies of local government for solving the smart divide of the Information Network Village(INVIL) residents. In order to fulfill this objective, This study investigates the present situation of the usage and smartphone ownership of the inhabitants of Information Network Village of Gyeonggi region. Survey shows that the ratio of smartphone-owning residents in INVIL is higher than the ratio of smartphone-owning residents in non-INVIL areas. The effort to decrease the digital divide of INVIL projects have increased the degree of acceptance for information technologies of residents. Thus this acceptance level has an active role in the elimination of the "basic" smart divide. However, the level of utilization when it comes to smart devices is relatively low for the urban residents. Therefore, in order to solve the smart divide and specially to improve the level of utilization, this study suggests to promote education about how to use smart devices, to mitigate the fees regarding induction of smart devices, to set up a mobile web, and to provide free Wi-Fi for the environment that surrounds the Information Network Villages.

농촌지역 스마트빌리지 사업의 우선순위 서비스 도출과 추진 전략 - 충청남도 금산군을 중심으로 -

In this paper, for the smart village project in Geumsan-gun, the problems of the village were derived for the residents. And the business model of the smart village was presented. In the introduction, we looked at domestic cases related to the smart village project. And In November 2019, this paper reflected the results of the resident survey(314) and extracted important smart services using the IPA method. The results of the investigation are as follows. The government's smart village project aims to increase agricultural and fishery production and improve the urban environment. Geumsan residents want to increase agricultural production and develop tourism. The smart village model in Geumsan-gun is promoted in three directions. (1) Smart villages require smart services for crime prevention, parking lots, and public transportation. (2) Smart villages need ICT-based ginseng festivals, smart farms, and tourism services. (3) Smart villages need ICT-based culture and welfare services. The rural areas in Korea are expected to improve the quality of their living environment through the smart village project.
