        해양소수력 건설에 따른 방류수로의 수위 변화 특성 분석

        삼천포 화력발전소에서 냉각수로 이용되고 방류되는 해수를 이용한 소수력 발전소를 건설하였다. 본 연구에서는 해양소수력 발전소 건설시 가장 중요한 문제인 기존 화력발전소의 순환수 계통에 미치는 영향을 평가하기 위한 방안으로 배수로 수위의 해양소수력 건설 이전, 건설 중, 건설 이후 해양소수력 운전 상태에서의 변화를 예측한 값과 실제 계측값을 분석하였다. 설계시 일반적으로 이용되는 개수로 수리식에서부터 Flow 3D를 이용하여 3차원적인 수리해석 기법을 이용하는 것까지 다양한 예측을 시도하였고 관측을 통하여 검증하고자 하였다. 예측치와 실제 관측치의 비교 결과, 수위의 전체적인 평균값은 예측치와 관측치가 유사하였지만 수위의 변화 폭은 건설 중과 해양소수력 운전 상태에서 매우 크게 나타났다. 또한, 소수력 건설 이전에는 표준위어식과 Honma식의 예측값이 관측값과 가장 유사하였으나, 소수력 건설 이후에는 HEC-2, HEC-RAS, Flow-3D의 예측값이 실측값과 가까운 결과를 보였다. A small hydropower plant(SHP) using cooling water discharged from the power plant was constructed in Samcheonpo. This study presents predicted and measured hydrological data in the construction process of small hydropower plant in order to evaluate characteristics of water level variation of cooling water discharge channel which is a key factor in the design of SHP since the water level rise of channel is related to impact on circulating water system of the existing power plant. Various methods were applied for prediction of water level variation in the design stage from simple empirical formula to sophisticated 3-dimensional CFD method. Measured results reveal that mean value was similar between measured and predicted, but measured results were larger than predicted in deviation. Moreover, simple formula, i.e. standard weir equation and Honma equation, were more useful before installation of SHP, but sophisticated methods during operation of SHP.

      • 운전실적자료를 이용한 삼천포 해양소수력 성능평가

        발전소 온배수의 원활한 배수를 위한 설계 낙차와 함께 남서해안의 조위변화에 따른 낙차의 이용가능성을 인지하고 소수력 발전 방식과 조력발전 방식의 특정을 동시에 활용하는 해양소수력 발전소를 삼천포 화력발전소 배수로에 최초로 건설하여 운전함으로써 청정 재생에너지 개발 및 CO₂ 저감효과 창출에 이바지하고 있다. 본 연구에서는 삼천포 해양소수력 발전소의 운전실적 자료를 토대로 조위 및 방류량의 변화에 따른 해양소수력의 효율 특성을 분석하고자 한다. 해양소수력 발전소의 효율은 방류량과 유효 낙차의 영향을 직접적으로 받기 때문에 관측한 수위 및 방류량, 해양소수력발전소 운전실적 자료를 토대로 효율분석을 실시하였다. 우선, 소수력 가동 이후 배수로에서의 수위 상승이 명확히 나타났으며, 배수로내 위어에서의 흐름구조가 완전월류 상태에서 불완전월류로 바뀌면서 배수로 전체의 수면 불안정성이 크게 증가하였으나, 배수로의 범람이나 순환수 계통에의 큰 영향을 초래할 만한 수준은 아니었다. 성능시험 결과, 최대출력, 평균출력, 최소출력 모든 부분에서 설계 보증치 이내의 값을 보였으며, 효율 또한 설계 보중치를 상회하는 결과를 보였다. CWP 유량 분석결과, 소수력 발전소에서의 유량이 과소 측정되고 있음을 확인하였으며, 최대낙차에서 최대효율을 보이고, 저낙차일 때는 보증치보다 효율이 낮게 나타나는 결과를 보였다. 또한 조위조건을 고려한 유량을 이용하여 산정한 효율 곡선이 보증치와 가장 일치하였으며, 전체 시스템 효율은 비교적 양호한 상태임을 알 수 있었다.

Existing waste water treatment plant located in Kyunggi-Do were selected and the output performance characteristics for these plants were analyzed. .Based on the models developed in this study, the hydrologic performance characteristics for SHP sites have been analyzed. The results show that the flow duration characteristics of small hydropower plant for waste water treatment plant have quite differences compared with small hydropower plant for the river. As a result, it was found that the developed model in this study can be used to analyze the output characteristics for small hydro power in waste water treatment plant. Additionally, primary design specifications such as design flowrate, capacity, operational rate and annual electricity production were estimated and discussed. It was found that the models developed in this study can be used to decide the design performance of small hydropower plant for waste water treatment plant effectively.

        The output performance characteristics for surveyed sites were analyzed, using developed model. It consists of two main parts, the deciding flow duration characteristic of river and performance prediction model to estimate the output characteristics of small hydropower plants. As a result, It was found that the flowrate concerning with 25% of time ratio on flow duration curve can be selected to design flowrate of small hydropower plants, and the output characteristics of small hydropower plants having overflow dam are different from large scale hydropower plants.

        Using a surplus head in presented water supply pipes, we have studied to improve the operating efficiency of small hydro generator, which was chosen for a test model with Sung-Nam and Bo-Ryong small hydro power plant. With regard to power control and countermeasure of water hammer impact, Finally we have represented the optimal control method through the synthetical analysis of existing system symptoms, operation efficiency, the effect of water hammer impact and system configuration.

        We have studied the prearranged plan and the economy of a candidate site for the development of small hydro power. And also we have confirmed its economy by suggesting the technology of the unmanned operation and the selection of the water turbine generator which has a great efficiency. working rate and suitability to the topographical characteristics of various development sites, for example, irrigation reservoirs, water works pipes, sewage systems and cool ing water of a steam power stat ion. Besides we give more examples of the select ion of Francis, propeller turbine and induction generator which can achieve a maximum of power production at a minimum construction cost. With a water turbine which runs at the low head we are able to suggest many programs to boost a development of small hydro power more economically.

We proposed some opinions such as the better improvement of small hydropower industry the people'view, cooperation among industry/university/research institutes, remote control/maintenance and goverment's legislature and supporting system etc.
