        철도기상사고의 통계적 특성

        This paper aims to find out the statistical characteristics of the weather related railroad accidents and incidents. Data from Korea Railroad Operation Information System(KROIS) and Korea Railroad Accidents reports during 1996-2008 were used to investigate the occurrence frequency of railroad accidents and operation obstacles and their association with weather phenomena. The results are as follows; The occurrence frequency of railroad accidents and operation obstacles decrease gradually, and most of railroad accidents is a railroad traffic accidents. The amount of damages by a railroad weather-related accidents is higher than those of the railroad accidents and operation obstacles. It was also found that weather events influencing the railroad weather-related accidents and incidents are rainfall, snowfall, lightning, winds. And they caused a railroad weather-related accidents and incidents, such as railway obstruction, signal failure, and power supply failure. Therefore we need research about threshold review and a quantitative and qualitative analysis of a railroad weather-related accidents and incidents according to climate change.

        철도 건널목 사고의 발생빈도 특성분석 연구

        Railroad traffic accident consists of train accident, level-crossing accident, traffic death and injury accident caused by train or vehicle, and it is showing a continuous downward trend over a long period of time. As a result of the frequency comparison of train accidents and level-crossing accidents using the railway accident statistics data of Railway Industry Information Center, the share of train accident is over 90% in the 1990s and 80% in the 2000s more than the one of level-crossing accidents. In this study, we investigated time series characteristic and short-term prediction of railroad crossing, as well as seasonal characteristic. The analysis data has been accumulated over the past 20 years by using the frequency data of level-crossing accident, and was used as a frequency data per month and year. As a result of the analysis, the frequency of accident has the characteristics of the seasonal occurrence, and it doesn’t show the significant decreasing trend in a short-term

        A Study on the Prevention of Secondary Accidents Based on the Analysis of High-Speed Train Accidents

        Purpose: Railroads are public transportation used by a large number of unspecified passengers, and the vehicle itself is large and very fast, so there is a lower probability of general accidents than road traffic, but once it occurs, it leads to a major accident, causing great human and property damage. In particular, high-speed railways run-ning at 300km/h are obliged to realize the value of absolute safety, but in 2021, the number of high-speed railway accidents increased from 1 to 4 compared to the previous year, causing the reliability of railways to drop sharply. In order to prevent high-speed railway accidents through this, two aspects, primary accident prevention and secondary accident minimization, should be considered at the same time. Method: The study applied Heinrich's Law(Heinrich's Law), the principle of industrial safety, called the law of 1:29:300, in which dozens of minor accidents and hundreds of signs must appear before a major accident. In particular, it analyzed cases of high-speed railway accidents, which are major accidents among domestic railway accidents, and large-scale derailment accidents by overseas high-speed railway operators. One major accident is caused by hundreds of signs and repetitive and unconscious behaviors that cause the accident. Preemptive pre-ventive measures are needed to prevent further major accidents from occurring on high-speed railways. Results: The causes of derailment accidents among high-speed train accidents in Korea were railroad workers' insensitivity to railway safety, lack of business cooperation between workers in different occupations, and lack of KORAIL safety management system. Overseas high-speed train accidents were derailment accidents in Ger-many, China, and France, which were also caused by railroad workers' ignorance and lack of safety management systems. In order for railway safety to become an absolute value, the need for train wireless protection was emphasized not only to preemptively prevent primary accidents but also to minimize secondary accidents. Conclusion: In this paper, train wireless protection devices were considered to prevent secondary accidents among railway safety fields. The train wireless protection devices warns other train engineers nearby to take emergency measures within a 2-4km radius when the engineer of the train presses the switch of the train pro-tection device in the event of an emergency such as an accident during train operation. Railway accidents must continue to innovate the safety system for interfaces between sub-systems, so if train wireless protection devices are technically upgraded and systematic response algorithms are developed and applied to railway sites, it will be possible to block the "1" major accidents referred to in Heinrich's Law. In the future, empirical research on the contents of the study more requires experimental application considering the railway operation organization and operating environment.

      • 철도 건널목 사고의 발생빈도 특성분석 연구

        철도교통사고(railroad traffic accidents)는 열차 또는 차량의 운전에 의해 발생되는 열차사고(train accident), 건널목사고(level-crossing accident), 교통사상사고(traffic death and injury)로 구분되며 장기간 지속적 감소추세를 보이고 있다. 철도산업정보센터의 철도사고 통계자료를 활용하여 열차사고와 건널목사고의 발생빈도를 비교해보면 1990 년대 90%이상, 2000 년대 80%이상 건널목 사고빈도의 점유율이 높은 것을 알 수 있다. 본 연구에서는 건널목사고의 시계열적 특성을 살펴보고 단기예측 및 계절적 특성에 대해 살펴보았다. 분석자료는 과거 20 년간 집계된 건널목 사고빈도자료를 이용하여 월별발생 빈도와 계절적 빈도자료로 활용하였다. 분석결과 사고빈도는 계절형발생 특성을 보이며, 단기적 큰 감소추세를 보이지 않는 것으로 나타났다.         철도건설현장 건설기계 재해사례 및 실태분석에 관한 연구

        Recently, railroad’s preference greatly increased as the environment-friendly means of transportation as the importance in the aspects of environment and energy efficiency. So the government established the Korea Rail Network Authority which takes full charge of railroad construction in 20047 for regular railroad construction to combine major key points in the whole country with each other to be one city region by connecting them to each other to be within the commute time range of a hour and thirty minutes. And it has arranged large-scale railroad construction by establishing plans to build the 1st and 2nd national railroad networks as the national project and investing about 100 trillion won in it from 2006 to 2020. As large-scale railroad construction is promoted as the national project like this, there has been a string of safety accidents in it due to the large and complex construction project. As the government strengthened the safety accident prevention plans, safety accidents have tended to decrease in 2011. However, accidents of construction machinery have found to increase. Therefore, this study tried to investigate accident cases of the Korea Rail Network Authority for the recent 5 years and analyze accidents of construction machinery to prevent them in railroad construction sites and suggest accident prevention plans due to it by conducting, investigating, and analyzing the survey of its operators and superintendents of the construction sites and drawing the problems.

        Analysis of Railroad Accident Prediction using Zero-truncated Negative Binomial Regression and Artificial Neural Network Model: A Case Study of National Railroad in South Korea

        Conventional statistical models, such as Poisson or negative binomial, have predefined underlying relationships between explanatory variables. However, artificial neural network (ANN), which overcomes the limitations of statistical prediction model, have gained popularity in practice and research for their ability to increase prediction accuracy. Thus, this study employs zero-truncated negative binomial (ZTNB) models and artificial neural network (ANN) models to analyze the distribution of railroad accident frequency and the corresponding number of casualties for 1995-2021 accident dataset of Korea’s national railroad. The study mainly focused on two most dominant accident types which are human-involved accidents (accounted for 89.2% of all accidents) and ground-level crossing accidents (9.6%) from the historic dataset. This is because not just data proportion, rather such accident types were received very little attention compared to fatal train accident in the accident prediction study. Further, these types of accident showed clearly tended to decrease over time, but time trend has been found very weak at the type of fatal train accident. The performance of the developed models was estimated by mean square error (MSE), the root mean square error (RMSE), and the coefficient of determination (R2). Results present that ANN models outperform ZTNB models in fitting and prediction, demonstrating once again ANN’s superiority over statistical models for predicting accident frequency and casualty count.

        In January, 2005, "railroad security law" was presented, preparing the systematic equipment that allows several railroad operators to consider the railroad security issue, and each of railroad operative institutions accepted such situation that construct the integral railroad security system, resulting in constructing the emergent system coping with the railroad fire accident through the relevant study business to improve the railroad security efficiency against fire. This study tried to present the studying direction on developing the emergent educational program coping with the railroad fire accident, which is distributed to the spot, about the railroad worker for improving the railroad security efficiency against fire through the education of systematic and efficient emergent countermeasure procedure of emergent system against the railroad fire accident.

        철도사고가 철도경영에 미치는 영향

        Korean railway has run about 110 years since 1989 and played a great role of industrialization in Korea. It is known that rail transport systems have many advantages of being more safe, energy-efficient, and environment-friendly, as compared to other transportation systems. However, railway incidents are often attributed to the failure of safety management and critical to the efficiency of railroad industry. This study reviewed economic, financial, and general statistical information on Korea Railroad. Based on the statistical data, the effect of accidents on railroad management was analyzed. Correlation analysis revealed that railway accident had a negative effect on the gross profit of Korea Railroad. In order to reduce potential risks and incident rate, some recommendations are proposed. Actual or potential applications of this research include safety guidelines for improving efficiency of railroad industry.

        도시철도 비상사태유형별 표준운영절차서 구축을 위한 비상대응 시나리오 작성방안 : 화재사고를 중심으로

        철도의 발전은 과거에 비해 양적, 질적으로 증가 되었으나 안전체계 구축은 미흡하여 항상 사고의 위험성으로부터 노출되어 왔다. 이에 건설교통부에서는 “비상대응계획 수립에 관한 지침”을 마련하여 1차적으로 철도운영기관들이 비상사태 발생에 대비하여 비상대응 표준운영절차를 마련하도록 하고 있다. 이러한 표준운영절차는 비상대응시나리오에 기초하여 구축하도록 되어있다. 본 논문에서는 철도사고의 발생 가능한 철도사고유형을 판단하고 그에 따른 철도사고의 특징을 분석하여 철도사고 유형별로 사고발생에 대비한 비상대응 시나리오를 작성하는 방안을 제시하였다. The advance of railroad has been increased in the aspect of quantity and quality than before. However, it has been constantly exposed to the risk of railroad accidents because of uncertain system about railroad safety. The Ministry of Construction & Transportation enacted a law including responsibility and obligation to make the standard operation procedures(SOP) to improve the railroad safety system; each corporation operating railroad should construct SOP on the basis of the law. This study has established scenarios for emergency response to build the effective SOP through the analysis of railroad accident types related to railroad accident's potentialities and distinguishable remarks.

      • 철도사고 분석과 대책

        Most railroad accidents are due to human errors. In particular, most of the causes of these accidents are faults of an engine driver, such as lack of signal confirmation, insecure braking, driving by guess or force of habit. This paper identifies a problem(s) by analyzing accidents for the past 10 years and also seeks a solution to train good engine drivers in order to prevent railroad accidents. In summary, what is needed are: 1) proper placement of various manpower, 2) proper training of engine drivers, 3) proper legislation for a 2-man on board system, and 4) proper reformation of personnel management.
