This article examines the background and purpose of the establishment of the National Police University, and analyzes and evaluates the content and meaning of the argument for the existence of the National Police University. The theory of the existence of the National Police University is the theory of the existence of the undergraduate degree program of the National Police University. There is no dispute about maintaining the Graduate School of Public Safety. The theory of maintaining the National Police University is the theory of maintaining the undergraduate degree program of the National Police University. To be precise, it is a theory of introducing the police officer public recruitment exam. Regarding this, the method of the test may be controversial, it may be difficult to attract top talent, which may go against the purpose of establishing the National Police University, and there is a risk that it will further accelerate the departure of National Police University graduates to law school. The theory of abolishing the National Police University is the theory of abolishing the National Police University undergraduate program. These include the promotion backlog theory, high-level monopoly theory, preferential treatment theory, situational change theory, and organizational defection theory. However, the situation in which the majority of the National Police University graduates go on to law school could pose a crisis to the existence of the National Police University. The status of National Police University graduates leaving the police organization and the status of National Police University graduates returning to the police organization must be disclosed and analyzed, and the reasons for this must be revealed. If the National Police University undergraduate program has to be abolished, a plan must be prepared to ensure the police organization can secure excellent talent to replace it for the development of the organization. For example, a new police position is being added to the 5th level civil servant recruitment exam.
경찰대학 존폐에 관한 입법정책적 연구 ― 경찰대학 존폐론을 둘러싼 쟁점 논의를 중심으로 ―

The Korean National Police University was established in 1981 based on the Korean National Police University Establishment Act enacted on December 28, 1979. According to the Korean National Police University Establishment Act, which is the basis for the establishment of the Korean National Police University, there are provisions for granting various benefits to students of the Korean National Police University, such as exemption from tuition, appointment as inspector, and preferential military service, thereby providing a foundation for the Korean National Police University to recruit excellent, high-level talents for the police organization and foster elite police officers. 40 years have passed since the opening of the Korean National Police University, and many police-related departments, including police administration, are newly established and maintained at four-year general universities. In a situation where the majority of police personnel are college graduates or higher, through open competitive recruitment examinations for police officers, questions cannot help but be raised about the purpose of the establishment of the Korean National Police University, which was established to foster entry-level police officers. Considering the criteria for judgment, such as the Constitutional Court’s past decisions on the unconstitutionality of hiring graduates from public and private colleges of education and the constitutionality of the abolition of the Tax College, the legitimacy of the abolition of the Korea National Police University seems sufficient. Despite the reform and innovation of Korea National the Police University during the Moon Jae-in administration in 2018, the controversy over the existence of the Korea National Police University has not yet subsided. In this paper, we examine the main issues related to the existence of the Korea National Police University, including first, whether it conforms to the purpose of establishing the Korea National Police University; second, whether the appointment of superintendents is unfair; third, whether it causes withdrawal from the police organization; and fourth, whether it causes conflict within the police organization. We also suggest legislative policy improvement measures regarding the existence of the Korea National Police University.
일본경찰 채용제도의 개편과 시사점 -경찰간부 선발제도를 중심으로-

This research is focused on the change of recruitment test of Japan Police. Analysis result shows that Japan Police is trying to recruit entry manager level from diverse backgrounds in order to follow the reformation of government administration and the police. Despite of the reformative effort, the final recruit test of visiting government interview and predominant preference of Tokyo University will be prevailing continuously in the future. The implications of Japan Police entry-level manager recruitment can be adapting Public Service Aptitude Test(PSAT) to the graduation test of Korean National Police University and reinforcing interview for transfer exam to Korean National Police University. This research is meaningful because it is focused on unprecedented realm of Japan Police entry-level management recruitment along with Japan Bureaucracy characteristic and Japan Government Official recruitment system. In addition, This research will propose Korea police entry-level management recruitment system and policy by comparing Japan police entry-level management recruitment and Korean National Police University admission system.

본 연구는 경찰대학의 운영체제를 재정립하는데 그 목적을 두고 있다. 경찰대학은 설립당시와 달리 일반대학 경찰관련 학과가 증설되면서 역할 또는 기능 측면에서 여러 가지 비판에 직면하고 있다. 나아가 최근에 발생되고 있는 범죄현상의 변화에도 적절히 대응하지 못하고 있다는 지적을 받고 있다. 따라서 경찰대학을 둘러싸고 있는 환경변화들에 효과적으로 대응하기 위한 새로운 역할 또는 기능의 모색이 필요한 시점이다. 이를 위해서는 경찰대학의 폐지, 기능변화 또는 운영시스템에 대한 획기적 전환조치 등이 선택적 또는 병행적으로 고려될 필요가 있다. 여기에서는 통계자료 및 문헌고찰을 통하여 최근의 환경변화와 경찰대학간의 충돌현상을 고찰하고, 이를 토대로 경찰대학의 새로운 역할 또는 기능 정립방안을 모색한다. This study is to redefine the operational system for Korea National Police University. The university has faced up various criticisms in relation to its roles and functions since it has increased its departments of general studies, quite different from the original purposes. Furthermore, it couldn't react properly to the variety of criminal phenomena so rampant in the modern Korean society. Accordingly, it is time to ponder on the new roles or functions of the university to be revitalized effectively to respond to the cultural and environmental changes surrounding the university. For the purpose of it, various considerations should be placed selectively or correspondingly on such policies as exploration of new models, new roles/functions, or closure of the university in the case of the worst situation. Here the study reviews the statistical data and bibliographical literatures, examines the recent variation of new scholastic environment and the reactionary discrepancy on the side of the university, and based on the data-oriented exploration, suggests the new directions of desirable roles and functions of the university.
경찰대 개혁 방향의 일 고찰: 경찰대 졸업자의 경위 임용 해법을 중심으로

This study considered that the automatic public office appointment system for Korean National Police University(KNPU) graduates, which is a major issue in the discussion on reforming KNPU, does not conform to the principle of equality, so it is urgent to revise it. At the same time, it was considered that there was preferential treatment to recognize exceptions to the employment for trial use system for middle-ranking official(lieutenant). In addition, it was announced that the transitional provisions of the supplementary provisions should be made so as not to impair the expected profits and legal stability of current KNPU students in the revision of related laws. In the mid- to long-term, it was emphasized that the operation of the KNPU should gradually distance itself from the operation of the military academy, and that all police positions should be improved career with the constable in principle like the British police. In addition, it was proposed to redesign the career competition recruitment test for lieutenants so that graduates of police-related departments at general universities and graduates of KNPU can be homogenized (up) in the process of hiring lieutenants, leading to human solidarity in police organizations.

The purpose of this research is to improve policies and institutional support system that educates advanced martial arts capabilities to officers who work days and nights to maintain steady livelihood and to protect civilian`s well being and properties. In order to achieve these goals, we have analyzed three education institutions including Central Police Academy, National Police University and Police Training Institute, etc and that educates martial arts for martial arts education and the problems with development plan that can be made on martial art education. Therefore, We have conducted researches on Korean National Police Statistics Annual Report, Police White Paper, 2014`s Police Education and Training Plan, Police Education Training and Law Enforcement Officer Recruitment, Appointment and so on to make strong martial arts level and stamina of police officer who are old and new. Based on current problems in martial arts education programs in the educational institution for police officers, this plan aims to develop a systematic martial arts education curriculum and strengthening the abilities of professor and learning process. The specific contents of the plan are as follows.First, in order to prevent education curriculum confusions and to maximize the learning process in the new police officer`s education institutions, it is necessary to separate martial arts, arrest techniques, and physical education to a separate body from other basic education fields. Structural and systematical support is required in order to maintain martial arts curriculum. Second, providing police recruits with sufficient training exercises is necessary the new police officer`s for advanced martial arts capabilities. Training facilities needs to increase total hours spend on martial art education. Third, to prevent the instructors who work at the new police officer`s education institutions lack of physical capabilities in advance, applying equivalent physical examinations in all hiring professors is required to provide identification policy. Fourth, to prevent curriculum fluctuation in advance, the appointing process for martial art professors needs be mutual in the new police officer`s education institutions and to prevent class decommission, matching transference period of professor faculties and recruits are necessary. Research results, complement of both martial arts training program should be utilized to achieve better trust from citizens by improving both martial arts skills of police officers, who devote themselves and their lives to security and act in synergy to develop the Republic of Korea into an advanced country. Also, these research results hopefully can shape current national policy agenda, which prioritizes the safety of citizens, and aid in the development of the Republic of Korea into a country that provides world-class security services.

The National Police University has contributed a lot to making the security of the Republic of Korea one of the best in the world, but it has recently made major reforms and many changes have been made to the selection system. The purpose of this study is to analyze the police university student selection system, discover problems and suggest ways to improve them. To this end, the government conducted prior research on police recruitment, internal review reports, and expert opinion surveys, and analyzed relevant statistics. First of all, it can be pointed out that there is still a lack of sufficient discussion in changing the selection of men and women into a unified selection, there is a lack of consideration for the socially disadvantaged, and the weight of physical strength is too low and the announcement of recruitment requirements is too late. In order to improve this problem, standards should be prepared to ensure fair selection without bias towards specific gender in the gender-neutral selection process, special admission and the weight of student life records should be increased to give consideration to the socially disadvantaged, the weight of physical strength in the test items needs to be increased, and the recruitment needs to be announced sooner. 경찰대학은 대한민국의 치안이 세계 일류가 되는데 많은 기여를 하고 있으나 최근 대폭적인 개혁을 하고 있으며 선발제도에 대해서도 많은 변화가 진행 중이다. 이 연구는 경찰대학생 선발제도에 대해 분석하여, 문제점을 발견하고 그 개선 방안을 제시하고자 함에 그 목적이 있다. 이를 위하여 경찰채용 등에 관한 선행연구, 내부검토보고서, 전문가 인터뷰 조사를 실시하였고 관련 통계자료 등을 분석하였다. 우선 남녀 선발을 통합선발로 바꾸는데 있어 아직 충분한 논의가 부족한 상황이고 사회적 약자에 대한 배려가 부족한 부분이 있으며 체력시험의 비중이 너무 낮고 모집요강 발표가 늦다는 문제를 지적할 수 있다. 이러한 문제점을 개선하기 위해 남녀통합선발을 함에 있어 특정 성에 치우침이 없이 공정한 선발이 되도록 기준을 마련해야 하고, 사회적 약자에 대한 배려를 위해 특별전형 확대 및 학생생활기록부 점수 비중 확대가 필요하고, 시험항목에서 체력 비중을 높일 필요가 있고 모집요강을 좀 더 조기에 안내하고 발표해 줄 필요가 있다.
경찰대학과 사관학교 입학 영어시험의 교육과정 반영도 및 시험 유용성 검증

The purpose of this study is to investigate the components of the English entrance exams of the Korea Military Academy and the Korea National Police University in relation to the literature of the national curriculum and test "usefulness." In this study, English entrance exam samples from 2017 to 2019 were selected. Their coherence with the national curriculum was examined, and their usefulness with regard to test methodology and test content based on Bachman and Palmer’s (1996) framework of test method facets was diagnosed. Then, lexical analysis borrowed from corpus linguistics was conducted. Finally, the exams were analyzed in terms of readability. The results show that the exams do not faithfully reflect the national curriculum and many qualities of test usefulness were revealed to not have been successfully applied. Also, the vocabulary and readability analysis showed that the two tests were not appropriate for Korean high school students. As a result, the two entrance exams proved problematic in terms of reliability, validity, authenticity and practicality. Suggestions are made on the basis of the results for the improvement of the tests.
경찰대학 개혁방안에 관한 탐색적 연구 - 지위재와 형평성을 중심으로 -

The study attempted an exploratory study based on the new perspectives of status and equity on the 'Police University Reform Plan' which is being performed. This study explored whether the policy meets the criterion of equity by analyzing the policy program called the Police University Reform Measure. We explored whether this policy satisfies equity as a value of policy, which is an essential part of it, and further analyzes whether it meets equity among the criteria of policy tools. These two frameworks of equity are from Rawls' definition of justice, which is used as a universal criterion of equity in public administration. We found that the reform plan of the police university was fulfilling the equity as an essential part of the policy value, but the supplementary part needs to be revised to a more gradual direction. This study is meaningful in that it analyzes the validity of the policy of reform of the Police University from the new perspective of status and equity. 이 연구는 현재 추진되고 있는 ‘경찰대학 개혁방안’에 대하여 지위재와 형평성이라는 새로운 관점에 기초하여 탐색적인 연구를 시도하였다. 경찰대학 개혁방안이라는 정책 프로그램을 분석단위로 하여 이 정책이 ‘형평성’이라는 기준을 충족하는지 탐구하였다. 먼저 이 정책이 그 본질적 부분인 정책의 가치로서의 형평성을 충족하는지 탐구하였고, 나아가 수단적 부분인 정책수단의 소망성 기준 중에서 형평성을 충족하는지를 분석하였다. 이 두 가지 형평성에 대한 분석 틀은 행정학에서 형평성의 보편적 판단기준으로 사용되는 Rawls의 정의론을 따랐다. 연구한 결과 경찰대학 개혁방안은 그 본질적 부분인 정책의 가치로서의 형평성을 충족하고 있었지만, 그 수단적 부분에서는 좀 더 점진적인 방향으로 보완이 필요하다는 점을 확인하였다. 이 연구는 경찰대학 개혁방안이라는 정책에 대해 지위재와 형평성이라는 새로운 관점에서 그 타당성을 분석하였다는 데 그 의미가 있다.
임용 예정 계급에 대한 노출 정도가 경찰대학 지원에 미치는 영향 연구

The purpose of this study is to establish a multiple regression model that can explain the factors of applicants' application to the Korean National Police University(KNPU) by exploring the causes that affect the police academy's preference. The variables selected as factors that affect the number of Police University applicants include the exposure of inspector(rank of the police), the recognition of KNPU, economic conditions, and preferences for public service. Each of these variables was operationally defined as the ratio of inspector in the police organization, the number of news articles related to KNPU, youth unemployment rate, and the competition rate for the 7th grade national civil service examination. The multiple regression model analysis showed that as the exposure of inspector for students increased, the number of KNPU applicants significantly increased due to the Mere Exposure Effect. However, it was revealed that economic conditions, preferences for public service, and the number of news articles did not have a significant impact on the number of KNPU applicants. This suggests that the factor that affects the preference for KNPU is not economic situations or news coverage but rather how frequently one has the opportunity to be exposed to hierarchical positions within the police organization. The results of this study are expected to be utilized as policy data necessary for KNPU to attract excellent talents in the future. 이 연구는 경찰대학의 선호도에 영향을 미치는 원인을 탐색하여 수험생들이 경찰대학에 지원하는 요인에 관해 설명할 수 있는 다중회귀모형을 구축하는 데 목적이 있다. 경찰대학 지원자 수에 영향을 주는 변수들로 경위 계급자의 노출 정도, 경찰대학의 인지도, 경제적 상황, 공직 선호도를 선정하였으며 각각의 변수를 경찰 조직 내 경위 비율, 경찰대학 관련 뉴스기사 수, 청년실업률, 7급 국가직 경쟁률로 조작적 정의하였다. 다중회귀모형 분석 결과, 수험생에 대한 경위 계급자의 노출이 많을수록 단순노출효과로 인하여 경찰대학의 지원자 수가 유의하게 증가함을 확인할 수 있었으며, 경제적 상황, 공직 선호도, 뉴스기사량은 경찰대학 지원자 수에 유의미한 영향을 주지 않는 것으로 확인되었다. 이러한 결과는 경찰대학 선호도에 영향을 미치는 요인이 경제 상황이나 뉴스 보도 같은 것이 아니라, 임용 예정 계급에 노출될 기회가 얼마나 많은지에 달려 있다는 것을 시사한다. 본 연구의 결과가 향후 경찰대학이 인재를 유치하는 데 필요한 정책 자료로써 활용되기를 기대한다.
