        충청남도지역 민간임대주택과 공공임대주택간 주거환경 만족도 영향요인 연구

        본 연구의 목적은 충청남도 내 민간임대주택과 공공임대주택의 주거환경 만족도에 영향을 미치는 요인의 차이와 민간임대주택과 공공임대주택 거주자의 주거환경 만족도 차이를 살펴보는 것이다. 주거실태조사는 가구 특성, 주거환경 등 주거생활에 대한 내용을 국토교통부에서 매년 조사하여 제공하고 있고 본 자료는 마이크로데이터 통합서비스의 가입을 통해 제공받아 분석을 진행하였다. 민간임대주택과 공공임대주택 간 요인 차이를 살펴보기 위해 독립 t 검정을 사용하였으며, 민간임대주택과 공공임대주택 거주자의 주거환경 만족도에 영향을 미치는 요인을 살펴보기 위해 다중회귀분석을 실시하였다. 민간임대주택과 공공임대주택 간 설문 요인의 차이는 ‘공공임대주택 입주 기회’, ‘주택 보안 상태’, ‘의료시설 접근성’, ‘치안 및 방범 상태’ 영역에서 나타났으며, 주거환경 만족도에 영향을 미치는 요인은 민간임대주택과 공공임대주택 모두 ‘교육환경’, ‘치안 및 방범 상태’, ‘대기오염 수준’이 민간임대주택은 ‘의료시설 접근성’이 긍정적인 것으로 조사되었다. 충청남도 지역 민간임대주택과 공공임대주택 거주자의 주거환경 만족도에 영향을 미치는 요인은 "의료시설 접근용이성" 외 요인이 유사하므로 민간임대주택과 공공임대주택의 건설 및 도시개발 시 고려할 수 있는 근거 및 참고 자료로 제시할 수 있다. The purpose of this study is to examine the differences in factors affecting residential environment satisfaction between private and public rental housing in Chungcheongnam-do and the differences in residential environment satisfaction between private and public rental housing residents. The Residential Survey is an annual survey conducted by the Ministry of Land, Infrastructure, and Transport on residential life, including household characteristics and living environment, and this data was provided through a subscription to a microdata integration service. Independent t-tests were used to examine the differences in factors between private and public rental housing, and multiple regression analyses were conducted to examine the factors affecting residential environment satisfaction with the living environment in private and public rental housing. Differences in survey factors between private and public rental housing were found in the areas of ‘opportunity to move into public rental housing’, ‘housing security status’, ‘access to medical facilities’, and ‘security and crime prevention status’, while factors affecting residential environment satisfaction were found to be ‘educational environment’, ‘security and crime prevention status’, and ‘air pollution level’ for both private and public rental housing, with ‘access to medical facilities’ being positive for private rental housing. Since the factors affecting the residential environment satisfaction of residents of private rental housing and public rental housing in Chungcheongnam-do are similar except for “accessibility to medical facilities,” this study can be presented as a basis and reference for consideration in the construction and urban development of private rental housing and public rental housing.

      • 2006년과 2016년 주거실태조사에 나타난 청년 1인가구의 주거실태 변화

        This study was conducted to explore changes in housing situation of young single-person households (age between 19 and 39 years) between 2006 and 2016 reflected in the Korea Housing Survey. Microdata sets of the 2006 and 2016 Korea Housing Survey were utilized as secondary data, and changes in young persons aged between 19 and 39 living alone were compared with statistics of entire general households. Major findings were as follows: (1) As for tenure and housing types, young single-person households showed relatively greater increase in ratio of renters with deposit and households living in studio type units. (2) Young single-person households showed a relatively greater decrease in public housing residents and a relatively smaller increase in first-time householders. (3) Housing size of young single-person households were found to be increased while entire general household’s housing size were decreased. (4) Young single-person households’ satisfaction level with their residential environment was improved, and the increase in satisfaction score was greater compared to entire general households’ score. (5) As for sources of housing costs, young single-person households showed decrease in family dependence, and increase ratio to use own finance and loan from financial institutions. 1)

        주거실태조사 자료를 활용한 세종시 주거실태 분석

        This study attempted to analyze the overall housing situation in Sejong using the korea housing survey. To this end, through changes in the housing situation of ordinary/special household and comparisons and analysis between Dong-Eup/myeon areas, the imbalance in the future was alleviated and the direction of customized housing welfare policies in Sejong was presented. The main analysis results are as follows. First, in 2021, some of Sejong’s housing-related items, such as ratio of owner-occupied and below the minimum housing standard, deteriorated compared to 2018, and most of them, especially in Eup/myeon area deteriorated. Second, ordinary household have a large difference in residential conditions between the Dong-Eup/myeon areas, and urgent improvement was required in most items in the Eup/myeon area. Third, there are differences in major vulnerable items by special household, and the ratio of demand for housing support programs was high. Finally, it was found that special household also had differences betweent the Dong-Eup/myeon areas, and that the residential environment of special household living in the Eup/myeon area was relatively poor. In Sejong, housing welfare policies should be considered first in Eup/myeon area, as easing imbalances is an urgent task, and customized policies should be prepared for stable housing support for special households.

        A large number of house dust mites live in homes worldwide and produce the most important allergens which cause allergic diseases to the genetically predisposed individuals perennially. Herewith, the literatures published on the survey of dust mites in Korea were reviewed. In most studies, mites were isolated and investigated from the house dust samples collected by using household vacuum cleaners. Among more than 30 species of house dust mites recorded in Korea, Dermato-phagoides farinae was found to be the most predominant species in homes, followed by D. pteronyssinus. House dust mites were most frequently encountered in dust from bedding samples followed by kitchen samples, in which Tyrophagus putrescentiae, a storage mite species, was the most frequently found species. The highest mite density and allergen concentration were shown in autumn. It would be useful if the standard method for the investigation of dust mite density is established for the field survey. Measuring the number of mites per unit area (1 m2) collected in a given time (2 minutes) using a house-hold vacuum cleaners equiped with nonwovens is suggested here as an objective and convenient method for the survey on house dust mites. Mites can be detected directly from fine dust samples using a stereomicroscope or isolated by technique utilizing saturated salt water. In the future, more field surveys and laboratory studies are necessary for the investigation on the relationship between house dust mites in homes and various allergic diseases.         노인가구와 예비노인가구의 주거지원정책 요구 차이

        The purpose of this study is to compare the differences in housing support policy needs of the elderly households and pre-elderly households. To this end, data from 2016 Korea Housing Survey was utilized by only selecting the data of 3,961,297 elderly households (Householders aged 65 and over) and 3,986,440 pre-elderly households (householders aged 53 to 61) who are called baby-boom generation. As a result, elderly households had the highest demand for long-term public rental housing, and the pre-elderly households had the highest demand for house-purchase loan. The demands for housing support policies of elderly and pre-elderly households showed different patterns according to general characteristics and housing characteristics of households and current policy use. The results of this study can be utilized as preliminary data for the development of customized housing welfare policy for the pre-elderly households in the future.

      • 건축공법에 따른 북한의 주거환경 만족도 분석 연구

        Recently, as the era of economic cooperation on the Korean Peninsula approaches, the role of the building sector, such as humanitarian reorganization of North Korean housing, is increasing. The purpose of this study is to find out the current location of North Korean housing standards through the North Korean Housing Survey. For the survey, a survey was conducted through 79 North Korean defectors. The main construction methods of North Korean housing are reinforced concrete, steel framed, wooden framed, masonry, and reinforced concrete walled and prefabricated. The residential environment satisfaction items consist of durability, waterproof, heating, ventilation, heat insulation, air tightness, mining, soundproofing, disaster safety, fire safety, and crime prevention. The result is as follows. The housing construction method in North Korea, which lived at that time, consisted of 21 people (30.88%) of reinforced concrete frames, 18 people (26.47%) of wooden frames, 17 people (25%) of masonry walls, 5 people of prefabricated structures (7.35%), and reinforced concrete. Two people (2.94%) were walled. Among these, the wooden frame type had the lowest satisfaction level for each item, and the reinforced concrete had a high level of dissatisfaction in the items of heating, confidentiality, and disaster safety, and the other item had a high level of satisfaction. The masonry wall type has a relatively high satisfaction level in terms of insulation, confidentiality, mining, and disaster safety.

        이변량 프로빗 모형을 이용한 노인가구의 주거이동 의사 결정요인 분석 - 부산 ․ 울산 ․ 경남 노인가구를 대상으로 -

        The purpose of the study is to analyze the determinants that affect elderly households’ intention to move and a potential destination (between regions or within a region), with the elderly who resides in Busan, Ulsan, and Gyengsangnam-do, by demographic characteristics, residentialenvironmental characteristics, and economic characteristics, using Korea housing survey. The study uses a bivariate probit model for the analysis, considering the characteristics of dependent variables. The major findings are as followed. First, the variables influencing the elderly households’ intention to move and a potential destination are householder age, housing occupancy type, stress related to housing expense, and value of housing assets. Second, it is found that the variables only affecting the elderly households’ residential mobility plan are householder educational background, the number of household members, housing type, housing area, residential region, housing satisfaction, residential environment satisfaction, National Basic Living Security, and value of total assets. Third, the variable that has significant effects on the elderly households’ potential destination only is retirement status of householder. According to the findings, it is necessary to decide policy priority and prepare housing policy for the elderly households. 본 연구는 주거실태조사 자료를 활용하여 부산 ․ 울산 ․ 경남 거주 노인가구를 대상으로 인구사회학적 특성, 주거환경 특성, 경제적 특성에 따른 주거이동 의사 및 주거이동 계획 지역(지역 내 이동, 지역 간 이동) 결정요인을 분석하고자 하였다. 분석은 종속변수의 특성을 고려하여 표본 선택 이변량 프로빗 모형을 활용하였다. 연구의 주요 분석결과는 다음과 같다. 첫째, 노인가구의 주거이동 의사와 주거이동 계획 지역에 영향을 미치는 변수는 가구주 연령, 주택 점유형태, 주거비 부담정도, 주택 자산으로 나타났다. 둘째, 노인가구의 주거이동 의사에만 유의미한 영향을 미치는 변수는 가구주 학력, 가구원 수, 주택 유형, 주택 면적, 거주 지역, 주택 만족도, 주거환경 만족도, 국민기초생활보장급여 수급가구 여부, 총 자산으로 나타났다. 셋째, 노인가구의 주거이동 계획 지역에만 유의미한 영향을 미치는 변수는 가구주 은퇴 여부로 나타났다. 이를 바탕으로 정책적 우선순위를 도출하여, 노인가구를 대상으로 한 주거정책 수립이 필요하다.

        Residents’ and experts’ perspectives for evaluation of importance of Health Performance Indicators in social housings

        <P>This study evaluates the health performance of high-density, high-rise public housing in Korea to seek ways to improve their performance for the health and wellbeing of occupants. To do this, the existing ‘Health Performance Indicator for the Public Housing’ developed by a previous study in 2010 was utilized to compare and analyse the characteristic differences as evaluated by experts and the residents. The survey tool was developed to allow evaluation by the experts using pairwise comparison between components; while the residents were asked to evaluate the relative importance of the components in the survey tool. Furthermore, Analytic Hierarchy Process was applied to the evaluation given by experts and PASW statistical package was used to analyse the survey results given by the residents. The results showed that the residents do have a high awareness of the impacts of the various components in their apartments that could be seen visually, revealing a partial difference in their awareness in comparison to that given by the experts. It is therefore necessary to utilize this understanding of the experts and residents in order to meet the actual demands of the residents in accordance with their awareness. It is expected that the evaluation results of this study would be used in the construction plan of new apartments to promote healthy housing and to incorporate not just the experts’ view but also the demand of the residents.</P>

        우리나라 구분소유법제 연구의 효시 - 최종길 1970년 논문의 의의 -

        1970년 3월 서울대 법학지에 실린 최종길의 “集合住宅(아파트)의 區分所有에 관한 比較法的 實態的 考察”(이하 ‘대상논문’이라 함)은 시기적으로 가장 앞선 우리나라 최초의 집합건물법학 논문이다. 그는 1973년 만 42세의 나이로 유명을 달리하기까지 이 단 한편의 논문을 남겼지만, 대상논문은 단순히 우리나라 최초의 논문이라는 역사적 의미만 있는 것이 아니라 그 이상의 의미를 가진다. 먼저 특이하게도 최초의 논문임에도 불구하고 널리 인용되는 독일의 표준문헌에서 이를 언급함으로써 이제 막 출발한 우리 집합건물법학의 존재를 외국에 알렸는데, 이러한 예는 다른 법분야에서 유례를 찾기 어렵고, 부분적으로는 최종길 개인의 경력과 관련이 있을 것으로 추정된다. 물론 대상논문의 진가는 그 자체로서 상당한 학술적 가치를 가진다는 점에 있다. 먼저 대상논문은 법제사적으로 한때 로마법의 전통에 입각한 판덱텐법학에 그 존재마저 부정되었던 구분소유권이 사회적 수요에 힘입어 독일과 프랑스, 일본 등에서 어떻게 부활하였는지를 비교법적 방법을 동원하여 분석하였는데, 그 분석의 결과는 50년이 훨씬 지난 오늘날의 기준으로 보더라도 정확하고 시사적이다. 다음으로 60년대 말 우리 사회에 막 뿌리내리기 시작한 집합주택의 법상황을 실제 사용되었던 분양계약서들의 내용에 터 잡아 분석하면서 관련 법률의 부재 내지 미비로 인한 문제를 현장에서 어떻게 해결하고 있는지를 법률적으로 정리하고 그럼에도 불구하고 결국 법률의 제정을 통한 법적 해결이 시급하다는 결론을 이끌어내었다. 1960년대 후반 우리나라의 열약했던 연구조건을 감안한다면 국내의 선행연구가 전혀 없는 상태에서 거둔 이러한 성과는 불가사의할 만큼 이례적이다. 이것이 어떻게 가능한지를 이해하기 위해서 대상논문 중 법제사 서술부분에 나오는 인용문헌을 조사한 결과, 부족한 유럽문헌을 일본문헌으로 보충한 것으로 보이며, 그렇지만 부분적으로나마 직접 자료를 확인하였을 가능성이 없지 않다는 사실도 확인하였다. 그 후 70년대 중반부터 80년대 초반까지 실무계와 학계에서 일련의 집합건물의 법적 문제를 다룬 논문들이 발표되고 한국민사법학회와 법원의 전폭적인 지원 하에 1984년 드디어 집합건물법이 제정된 이후에도 대상논문이 제기하였던 집합건물법의 몇 가지 중심문제들(가령 공용부분에 대한 공유의 법적 성격 내지 전유부분의 단독소유와의 관계 문제나 구분소유권의 성립 시기 및 요건 등)은 앞으로도 계속해서 논의가 진행되리라 예상된다. The first Korean article on aggregate building law theory is Chong Kil Tsche’s paper published in Seoul Law Journal vol. 11 no. 2 in March 1970, under the title of “Rechtsvergleichende und rechtserkennende Studie über das Wohnungsrecht(in English: Comparative and survey-based study of aggregate housing law, hereafter ‘the Paper’).” Though Professor Tsche had left only this one paper on the theme before he passed away at the age of 42 in 1973, the Paper is awarded meaning much more than as the first Korean article in this area of law. To begin with, it is worth noting that despite being the first one, the Paper was mentioned in a widely cited German standard commentary, thereby introducing abroad the emerging field of law in Korea. Such an example is rare to find in other legal fields, which could be partly explained in the light of the author’s vivid international exchange activities. However, the true value of the Paper should be found in its significant academic worth in and of itself. Firstly, it analyzed how Stockwerkseigentum, once denied by Pandectists in the tradition of Roman law, was revived as sectional ownership form of modern housing in Germany, France, and Japan due to social demand, skillfully using a comparative legal method. The results of the analysis are extraordinarily accurate and suggestive even by today's standards, more than 50 years later. Secondly, the paper scrutinized the legal situations concerning multi-family housing, which just began to take root in our society in the late 1960s, based on the actual documents of contracts. It summarizes how the legal problems caused by the absence or lack of related laws were resolved on-site, concluding that the final and desirable resolution should be possible through the enactment of overall systematic legislation. Given our terribly deficient research resources in the late 1960s, the achievements of the Paper without any prior research is remarkably exceptional and admirable. To understand how all these were accomplished, each reference cited in the section on legal history in the Paper is meticulously searched for and compared with the original text. And it could be confirmed that the lack of European literature was supplemented with Japanese literature, and plausibly supposed that Professor Tsche might have at least partially consult the original directly. Inspired by the Paper, a series of papers addressing the legal issues regarding aggregate buildings were published not only in practice but also at universities from the mid-1970s to the early 1980s. And the Aggregate Building Act in 1984 was finally enacted in Korea with the full support of the Korean Civil Law Society and the courts. By the way, several key issues raised in the Paper - such as the relationship between shared ownership and exclusive ownership of common areas, as well as the time and conditions for the establishment of sectional ownership - are expected to continue to be discussed in the near future.
