The purpose of this research is to analyze and to improve the English Proficiency Test forAviation system. This research is an in-depth analysis of the fundamentals of the ICAO language proficiency requirements and how it relates to Korea's current implementation, implementation in other countries, pilot stress and aviation safety. ICAO Doc 9835 deals with ICAO language proficiency requirements. It recommends member states evaluate English proficiency of pilots and air traffic controllers in emergency situations or abnormal conditions using plain language. However, 57% of the general plain language (not related to aeronautical radiotelephony) in the Korean English Proficiency Test for Aviation speaking test differs from ICAO Doc 9835 guidelines. 320 Korean pilots and 47 foreign pilots from Korean Air and Asiana Airlinesparticipated in the survey. 93% of Korean pilots answered that the English Proficiency Test for Aviation did not enhance their aviation English proficiency skills and 45% answered that thestress caused from having to regularly re-take the test was an aviation safety hazard. The result of this research suggests the listening and speaking sections of the test should be significantly improved with content that has more direct relation to actual radiotelephony scenarios. In addition, the re-evaluation process for level 4 and above should be replaced with a qualitycomputer-based test system. 본 연구의 목적은 항공영어구술능력증명시험(EPTA) 제도를 개선하는 데 있다. 항공영어제도에 대한 ICAO의 기준을 살펴보고 한국의 운영현황, 외국의 운영사례, 스트레스와 항공안전과의 관계를 분석하였다. ICAO 항공영어제도의 기준이 되는 ICAO Doc 9835는 각 회원국에 항공기 운항 중 비정상 상황에서 발생할 수 있는 조종사와 관제사 간 항공무선통신과 관련한 Plain Language에 대하여 교육하고 평가하라고 권고하고 있다. 그러나 한국 EPTA는 말하기평가 57%가 일반회화방식의 Plain Language로 구성되어 있어 ICAO 기준과 다르게 나타나고 있다. EPTA 설문조사는 대한항공과 아시아나항공 소속 내국인조종사 320명과 외국인조종사 47명을 대상으로 벌였다. 설문결과는 내국인조종사의 경우 93%가 항공영어능력 향상에 도움이 안 된다고 답하고 있으며 45%는 재평가 스트레스가 비행안전 위협요인이 되고 있다고 밝히고 있다. 본 연구 결과를 통해서 현행 EPTA 듣기와 말하기 영역의 평가가 좀 더 실제 교신상황과 직접적으로 관련된 내용으로 개선되어야 할 것으로 보인다. 또한 4등급자 재평가는 교육과 연계한 컴퓨터 프로그램(CBT․Combuter Based Test)방안을 제시하였다.

A Research on Assessing and Improving EPTA (English Proficiency Test for Aviation) using Qualitative Research Method

항공교통관제사와 조종사 사이의 의사소통은 항공기 운항 안전에 있어서 매우 중요한 요소이다. 국제민간항공기구(ICAO)는 민간항공운송산업의 발전과 안전 도모를 위해 조종사 영어자격능력 시험을 의무사항으로 규정하고 있다. 왜냐하면 조종사의 우수한 의사소통능력은 비상상황 또는 비정상상황을 즉각적으로 대응할 수 있는 매우 필수적인 능력들 중 하나이기 때문이다. 대한민국 국토교통부는 2006년부터 ICAO EPTA 시험을 민간항공운송에서 조종사 의무자격시험으로 법적으로 규정하고 산하기관인 교통안전공단을 통해 시험을 주관하고 있다. 본 연구는 EPTA 시험에 응시하는 응시자의 시험에 대한 신뢰성을 증진시키고 시험제도의 발전방안을 모색하고자 하였다. 이를 위해 본 연구는 첫째, EPTA 시험제도와 관련한 이론적 배경을 고찰하였다. 둘째, EPTA 시험제도의 국내에서 정착 및 발전과정을 살펴보았다. 셋째, EPTA 시험제도의 신뢰성증진 및 발전방안 모색을 위해 총 15명의 항공전문가들을 대상으로 질적 연구를 수행하였다. 본론의 질적연구를 통해 연구자들은 국외 ICAO 공식 인증 EPTA 시험결과와 국내 교통안전공단이 주관하는 EPTA 시험결과를 바탕으로 교차응시에 따른 EPTA 등급을 비교․분석할 수 있었으며 시험응시자들에 대한 인터뷰를 통해 국내 EPTA 시험 발전을 위한 개선방안을 도출하였다.

EPTA(English Proficiency Test for Aviation) was not very aviation realistic test before2019. Testee needed pass listening test first. Then testee could take speaking test. There were20sets of speaking test. If the testee memorize well, he or she could pass the test easilyeven though he or she was not very good at English. So the pilot and the authority agreedto change the format of EPTA since 2016. Through development of new EPTA format, theKorea Transportation Safety Authority started new EPTA test since January, 2019. It hasbeen one year since the new format of EPTA started. Now I try to survey satisfaction ofnew EPTA through questionnaire.

EPTA 시험결과 기반 영어영역 분석 및 취약 영역 강화 방안 연구

The aims of this study is first to analyze the recent EPTA scores of Korean pilots and air controllers, second to find the reasons of most difficult English domains and to enforcement means of the difficult English domains. The method of this study is first to analyze the scores of EPTA test-takers for recent 3 years and second to draw the difficulty reasons for the most difficult English domains and the enforcement means of the difficult domains by means of the R-analyze survey from 90 Korean Pilots and Air Traffic Controllers. The result from this study revealed that the relatively high difficulties were examined in comprehension and interaction for Korean Pilots and Air Traffic Controllers based on EPTA scores. The difficulty characteristics of comprehension comes from pronunciation diversions among various nations and the difficulty characteristics of Interaction domain due to the lack of Plain English proficiency. The suggested methods of the enforcement for thecomprehension is the understanding of the several aviation situations with Live ATC and the enforcement for the interaction is the cultivating of knowledge of the Plain English for the abnormal aviation situations.

An Analysis of Military ATCs’ Perceptions on English Proficiency Test for Aviation

One year has already passed since the International Civil Aviation Organization’s (ICAO) language proficiency requirements (LPRs) test was implemented in Korea. The purpose of this study was to investigate the military air traffic controllers’ (ATCs)perceptions and their needs on English Proficiency Test for Aviation (EPTA) test. To do that, the results were compared with civilian ATCs’ perceptions which were analyzed by Shin and Kim (2005). A total of 60 active duty Air Force ATCs participated in the survey process. The questionnaire was composed of 27 items including 23 multiple choice and 4 open-ended questions. All results were discussed in the following categories: general perception of the EPTA, specific needs for military ATCs and test preparations. The results showed that gaps still exist among ICAO LPRs, the current EPTA test, and military ATCs’ specific needs. It was suggested that,to make more customized aviation English tests in the Korean ESP field as well as to meet the ICAO LPRs, it is necessary for all relevant governmental organizations,language test groups, and test experts to continuously pay attention to test-takers’practical and specific needs.

Aviation English and Test in Korea -Based on a Survey for Pilots and ATCs-

2003년 ICAO가 국제 조종사에 관한 언어능력 기준을 제시한 이래로 국제노선에 취항하는 한국 항공 종사자들은 영어 능력을 증명하기 위한 노력을 해왔다. 1969년 처음으로 항공영어 교육이 시작되고 2006년 처음 시험이 도입되면서 한국은 이를 충족하기 위한 알맞은 영어 교육 프로그램을 시행하려 시도해 왔다. 그러나, 항공영어 교육과 시험에 관련된 문제점들이 꾸준히 제기되었고 특히 항공 종사자들의 필요와 요구에 맞지 않는 시험 제도와 내용에 대한 논쟁이 끊이지 않았다. 본 연구는 이러한 측면에서 항공영어와 교육에 대한 이론적 접근과 더불어, 106명의 항공종사자에게 실시한 설문지를 토대로 그들의 항공영어와 일반영어에 관한 의견, 항공영어시험에 관한 의견을 수집 분석하였다. 조사결과, 참여자들은 현재 실시되고 있는 항공영어 시험이 실제 업무를 효과적으로 반영하지 않으며, 좀 더 실제적인 내용이 시험에 반영되기를 희망하였다. 즉, 항공영어 시험이 좀 더 업무에 사용되는 영어를 많이 반영하고 난이도를 고려한 새로운 형태의 시험이 개발 되어야 한다는 의견이 많았다. 또한, 설문지를 통하여 나타난 여러 사항들을 바탕으로 향후 항공영어 평가가 나아갈 방향을 항공종사자의 측면과 관련 교육기관과 시험출제자, 관련 당국 등 3 가지 분야로 나누어 논의 하였다. After the International Civil Aviation organization (ICAO) proposed English language requirement in 2003, every Korean aviation personnel operating internationally is required to prove their English proficiency (Level 4). Since the beginning of aviation English training in 1969 and first test in 2006, Korean authorities have tried to implement effective training programs and test systems to comply with ICAO language requirement. However, some problems inherent in the tests and training programs of Korean aviation personnel have been found. More specifically, test methods and contents have been questioned. This paper first outlines special characteristics of aviation English and then analyzes the opinions of both pilots and ATCs about Aviation English Proficiency Test (AEPT) and plain English based on 106 survey results. Survey results show that the aviation personnel’s need for more practical test and development of new test system which can reflect actual working situations more effectively and adjust degree of difficulty for the test. Finally, based on the survey results, the paper raises some suggestions for future directions of aviation English test in terms of aviation personnel, test providers and authorities.
