      • 지속가능한 동시베리아 지역공동체 발전전략 연구

        본 연구는 동아시아 환경공동체 발전전략 개발 및 협력사업의 세부과제로 진행되며, 2016년 경제인문사회연구회 협동연구로 수행한 「녹색경제 전환을 위한 국가생산자원구조(TPRS) 분석과 한-러 연계 발전전략 연구」와 연계하여 후속 연구로 진행되었다. 2017년 연구는 동시베리아의 환경과 경제 및 사회 중심의 기존 지속가능발전 논의구조에 더하여, 지역이 가진 역사적 경험과 민족적 다양성을 가장 잘 반영하고 있다고 여겨지는 지역공동체의 문화적 측면에 대한 고찰을 추가하였으며, 이를 통해 지속가능한 동시베리아 지역의 지역공동체 발전전략의 도출을 연구주제로 하고 있다. 본 연구는 러시아과학아카데미 산하 바이칼자원관리연구소와 야쿠티아과학센터가 참여하여 국내외 문헌연구 및 현지사례 조사를 수행하였고, 연구기관 공동연구 세미나 및 포럼 등을 통해 맡은 분야의 연구결과를 정리하였으며, 본 원이 최종보고서 집필작업을 수행하였다. 본 연구의 제2장에서는 동시베리아 지역의 지속가능발전 여건에 대한 고찰을 위해 해당 지역의 지리·환경 여건, 사회경제 현황, 주변 국가와의 경제협력을 살펴보았다. 제1절에서는 시베리아·극동 지역의 지리·환경적 여건을 살펴보았는데, 시베리아·극동 연방관구는 아시아와 유럽을 잇는 전략적 위치로 한국, 중국, 몽골 등과 국경을 접하며, 해양을 통해 일본 등 아태 지역과 연결되고, 대규모 운송망 정비를 통해 아태 지역과 유럽을 연결하는 물류의 요충지이다. 이 지역은 러시아에서 가장 큰 면적을 차지하고 있으나, 인구가 러시아 전체의 4.4%에 불과하고, 평균 인구밀도가 m2 당 1명으로 발전에 필요한 양질의 인적 자원이 부족한 것으로 나타났다. 제2절과 제3절에서는 사회경제 현황과 주변국과의 경제협력에 대한 조사 및 분석을 수행하였다. 이 지역의 주요 산업은 광업, 수산업 등에 편중되어 있고, 교역 부문은 에너지, 천연자원, 광물자원에 편중되어 있으며, 주변국과의 협력도 대부분 자원 수출과 관련된 분야에 집중되어 있어 지속가능성의 측면에서 부정적인 것으로 나타났다. 또한 자원 수출 위주의 경제구조로 지역경제구조 내에 지속가능발전 여건 제고를 위해 환경 분야에 대한 고려가 더욱 필요한 상황이다. 제3장에서는 동시베리아 지역의 지속가능발전에 관련된 영향인자를 살펴보았다. 제1절 기후변화 영향에서는 IPCC의 지역별 전망을 통해 전 세계 및 해당 지역의 기후변화 영향에 대한 분석을 수행하였다. 기후변화 영향으로 동시베리아와 극동 북부지역에서는 영구동토대의 해동으로 인해 이탄층의 다양한 온실가스가 대기 중으로 확산될 가능성이 있으며, 이러한 사실들을 반영하여 동시베리아와 극동 지역의 사회경제발전 과정에서 기존에 비해 더욱 강화된 기후 회복력 증진정책의 수행을 요구하고 있다. 또한 극동·시베리아 지역의 경우 기후변화로 인한 고온현상 및 토양의 수분 변화로 인해 천수답에 대한 농업 적응도의 상승이 예상되는 지역에 해당하는 것으로 조사되었다. 제2절에서는 최근 새롭게 부상하는 ‘문화의 지속가능성’과 관련하여 해당 지역의 지속가능성에 대한 고찰을 위해 동시베리아 지역의 전통과 문화적 다양성을 살펴보았다. 이를 위해 문화적 요소를 고려한 지속가능발전 개념의 재구성을 통해 자본주의 자유경쟁 시장경제에 한정된 경제적 관점의 지속가능발전 논의가 가진 한계를 극복할 수 있는 지속가능발전의 새로운 축으로 문화가 고려될 수 있다는 점을 제시하였다. 그리고 지속가능발전의 관점에서 부리야트 자치공화국의 문화적 지속가능성에 대한 고찰을 진행하였는데, 부리야트 자치공화국은 민족 구성 및 민족 간 문화의 조화, 불교, 샤머니즘, 기독교 등의 다양한 종교가 공존하고, 과거 문화유산의 가치가 보존되고 있으며, 동시에 새로운 문화적 도전을 진행한다는 점에서 문화적 지속가능성의 잠재력이 높은 지역으로 판단되나, 인구의 유출과 경제적 빈곤 등의 위협요소가 존재한다. 제3절에서는 러시아 연방과 해당 지역의 지역개발계획을 살펴보았는데, 주목할 점은 주요 지역개발계획은 석유·가스전 개발 등과 관련된 프로젝트를 추진하고 있으며, 이 지역에 대한 외국 자본의 투자도 대부분 천연자원 채취와 관련된 분야에 집중되어 있다는 점이다. 또한 동시베리아·극동 지역 개발계획을 살펴보고 앞 절들의 내용을 정리하여 동시베리아 지역 지속가능발전의 영향인자와 잠재력에 대한 고찰이 향후 공동의 역사적 경험과 다양한 자연인문환경을 바탕으로 지역공동체 관점의 지속가능발전 전략을 구상하고 실천하는 데 유용할 것이라는 점을 제시하였다. 본 연구의 결론에 해당하는 제4장에서는 서로 다른 사회경제발전 경로를 걸어 온 역내 국가들이 존재하는 지역 여건에 부합하는 지속가능한 지역공동체 발전전략의 이론적 기반에 대한 고찰 및 해당 지역에서 활용이 가능한 역내 정책연구 협력 메커니즘을 살펴보고, 실질적으로 수행할 수 있는 정책연구 협력 분야와 추진방안을 정리하였다. 제1절에서는 동시베리아 지역공동체 관점의 지속가능발전 논의 확장을 통해 자본주의 시장경제체제에는 기존의 지속가능발전 논의에 문화, 전통, 평화, 인권 등의 주제를 대입하기 힘든 부분이 존재하지만 자본주의 시장경제와는 다른 사회경제발전 경험을 특징으로 하는 동시베리아 지역에서는 지속가능한 지역공동체 발전전략 연구에 기존의 논의와 차별화된 보다 포괄적이고 확장된 논의구조가 필요하다는 것을 제시했다. 제2절에서는 지역공동체 구축을 위한 협력 메커니즘으로 기존에 본 원과 러시아과학아카데미 산하의 바이칼연구소 및 부리야트 국립대학 등이 체결한 MOU를 활용하는 방안과 러시아·중국·몽골 몽골리안플라토 연구 네트워크에 한국(KEI)이 참여하는 방법, 한-시베리아포럼의 추진 등을 제안하였다. 마지막으로 3절에서는 지역공동체 구축을 위한 우선협력 분야로 자연환경, 사회경제발전 경험과 관련된 지역 특성을 고려하여, 농업, 문화 및 관광, 운송 및 기계, 자원 에너지 분야를 제시하였다. This study is conducted as the detailed tasks of development strategies and collaborative projects of the environmental community in East Asia. It is a follow-up study in connection with the 'Study on Analysis of National Production Resource Structure (TPRS) for Transformation into Green Economy and Korea-Russia Interlinked Development Strategy,' was conducted as a collaborative study by the Korea Council of Humanities Social Research Institute in 2016. In addition to the discussion of the environment, economy, and society-oriented existing sustainable development in East Siberia, the study in 2017 add a discussion about the cultural aspects of regional community. The cultural aspects are reviewed to reflect the historical experiences and ethnic diversity of the region. Through this, the study aims to derive a sustainable development strategy of the regional community in East Siberia. This study presents investigation findings of the local and international literature reviews and case studies. The Academy of Sciences of Yakutia and Baikal Institute of Nature Management of the Siberian Branch of the RAS (BINM SB RAS) participated in the research. A summary of the study results in the field through collaborative study seminars and forums is provided. The results content presented is written and produced in the final report by the research institutions and the Korea Economic Institute (KEI). Chapter 2 in this study discusses geography, environment conditions, socioeconomic status, and economic cooperation with surrounding countries in the region in order to review the sustainable development circumstances in East Siberia. Section 1 in Chapter 2 investigates the geographical and environmental conditions of Siberia and Far East Asia region. Sections 2 and 3 conduct an examination and analysis of the socioeconomic status and economic cooperation with the surrounding nations. The main industries in this region are concentrated in mining and fisheries. The primary forms of trade are focused on energy, natural resources, and mining resources. Most of the cooperation with surrounding nations is also concentrated on resource export and related fields, which are regarded negative from the perspective of sustainability. In addition, consideration on the environmental fields is urgently needed more than ever to increase the sustainable development conditions within the regional economy structure, which to date has been resource export-oriented. Chapter 3 discusses the impact factors related to the sustainable development in East Siberia. Section 1 in Chapter 3 conducts analyses on the impact of climate change on the region and the world through regional prospects conducted by the Intergovernmental Panel on Climate Change (IPCC) with regard to the impact of climate change. Section 2 reviews the tradition and cultural diversity in East Siberia to discuss the sustainability in the region in relation to the newly rising issue of 'cultural sustainability.' To do this, this study suggests that culture may be considered as a new axis of the sustainable development. An examination of culture can overcome limitations in the discussion on sustainable development from an economic perspective. Such viewpoints are previously confined to the capitalist-free competitive market economy through re-structure of the concept of sustainable development considering cultural factors. Section 3 reviewesd the development plans in East Siberia and Far East Asia. The section presents a discussion about impact factors and the potential of sustainable development in East Siberia. It will be useful to devise and practice the sustainable development strategy from the regional community perspective. This may be attainable based on shared historical experiences and diverse natural humanity environments in the future by summarizing the aforementioned content in the previous sections. Chapter 4 presents the conclusions of this study. Here, discussions about the theoretical basis of sustainable development strategies for the regional community are presented. The discussion subjects are matched with the regional conditions where regional nations have different socioeconomic development paths. The cooperative mechanism of regional policy studies that can be applicable to the region is also examined. Finally, cooperative fields of policy study that can be executed in practice and promotional measures are summarized.

        접경지역 발전지원에 관한 특별법의 쟁점과 과제

        본 연구에서는 국방이라는 공공재 제공에도 불구하고, 휴전선 인근에 입지한 탓으로 인해, 군사시설 보호구역 등 적지 않은 규제를 받고 있지만 그에 상응하는 지원을 받고있지 못하는 문제의식에서 접경지역 관련 법제의 발전방안을 모색해 보았다. 우선, 현재의 지역발전정책을 균특법 이 규정하고 ‘신지역 발전정책’의 문제점을 살펴보았다. ‘효율성’에 토대를 둔 광역경제권을 발전을 핵심으로 하다 보니, 접경지역을 포함한 낙후지역은 물론이고 163개 시·군 기초생활권마저 별로 조명을 받지 못했 다. 접경지역 관련 법률은 우리나라 지역발전정책의 근간이 되는 균특법 을 위시하여, 접경지역 지원 특별법 , 신발전지역 육성을 위한 투자촉진법 등을 중심으로 검토했다. 그 결과, 접경지역에 대한 장기계획이 수립되어 있지만, 균특법 을 중심으로 한 지역발전정책의 추진에서 낙후지역 개별법 등과 법적체계 및 내용이 중복, 난립함으로써 낙후지역에 대한 정책이 제대로 추진되지 못하는 법제의 문제점이 있었다. 개별법간의 중복, 개별법이 규정하는 발전계획의 유명무실, 낙후지역 기본법의 부재, 원천적으로 제약을 받는 지역에 대한 지원의 부족, 정책추진의 전문성 부족 등이 이들에 해당되었다. 이러한 법제의 문제를 발전적으로 개선하기 위해 본 연구는 균특법 과 접경지역지원 특별법 , 기타 개별법 간의 법적인 체계성 및 통일성 강화, 낙후지역 기본법 제정,낙후지역에 대한 재원의 특별지원을 포함하는 ‘낙후지역 인지예산’의 편성, 접경지역규제에 대한 보너스 조닝 차원의 법제 개선, 낙후지역 지자체의 시책추진의 자율성을 강화시킬 수 있는 포괄보조의 강화 등이 필요함을 방안으로 제시했다. This paper examines the future implementation tasks of regional development in DMZ areas in Korea, with the primary goal of understanding the contents and factors making the DMZ areas less developed. It is understood that overall regional development policy called ‘3-dimension focused regional development policy’ which is adopted in Lee, Myoung-bak’s administration affects all of the regional development including DMZ areas. This paper looks at all Korean regional development acts including Special Act for Balanced Regional Development in Korea , Special Act for DMZ areas , Special Act for 5-islets in West Sea , etc. There are several problems in the Special Acts. First, there is no unity and coherence in contents and implementation tools between the Special acts. Furthermore there is no strong financial supports except the Special Act for Balanced Regional Development in Korea . There is also much conflicts between the special acts and general acts. So most of the initial plans which was proposed by the Ministries could not be implemented. It is not easily understood that there is big financial supporting gapd among less developed regions. The results suggest several implementation tasks in the policy of less developed areas such as the strengthening the unity and consistency among regional development acts, the need of enacting of basic act for less developed regions, and the special financial support for the DMZ areas

        요인분석을 활용한 서울시 자치구/행정동의 지역균형지수 개발

        Purpose: Regional gaps and conflicts between regions due to Korea's economic development and industrialization have become important issues, and the issue of balanced regional development at regional level has been discussed as the size of the region has increased recently. Although evaluation of regional balance was attempted through various regional balanced development indexes, it is inappropriate as a standard for determining regional balance in Seoul. Therefore, this study aims to develop objective evaluation methodologies and evaluation indicators for balanced development of administrative districts in Seoul, not existing city and national units. Methods: We looked at existing regional balanced development indexes, and suggested a new regional balanced index reflecting regional development, backwardness, and spatial characteristics in Seoul using factor analysis. Results: As a result of factor analysis, the regional balanced development index for administrative districts and administrative dongs consists of two factors (regional revitalization, financial power) and three factors (commercial density, social security demand, regional retardness), respectively. Then the regional balanced development index scores for 116 administrative districts and 423 administrative dongs are calculated by multiplying each factor by a weight obtained through experts’survey. Conclusion: The proposed regional balanced development index can be used as an objective and quantitative basis for regional balanced development within a city. Further research may include continuously adding new indicators that reflect the direction and scale of development.

        区域创新能力与区域经济发展的耦合协调度研究 -以中国为例

        At present, China’s economy has entered a new normal, with the economic growth rate changing from medium to high speed growth. However, many economic and social problems have emerged as a result of this rapid development, such as the ageing of the population and environmental pollution. Changing the traditional sloppy growth approach to one that relies on innovation as the core strategy for China’s economic development has become a necessary measure for China’s economic development under the new normal. Innovation is not only one of the factors determining regional competitiveness, it is also an engine of economic development and plays an important role in breaking the trap of middle-income countries. Combined with the characteristics of China’s current stage of economic development, new changes in innovation factors and innovation-driven transformation should be realized as soon as possible, leading China to achieve long-term sustainable economic development. Therefore, it is necessary to analyze the current situation of the coupled and coordinated development of the two and to study and analyze the relationship between them, which has important reference significance for regional economic development. Based on previous research, this paper constructs a regional innovation capacity evaluation system from three perspectives: innovation input, innovation output and innovation environment. The regional economic development evaluation system has been constructed in six dimensions: economic stability, economic efficiency, economic coordination, economic openness, economic sharing, and economic greenness. On this basis, the coupled and coordinated development of regional innovation capacity and regional economic development in 30 provinces, cities, and autonomous regions of China were analyzed from four-time points, 2006, 2010, 2015, and 2020, using the coupled and coordinated degree model. The results show that the quadrant of the composite score of regional innovation capacity and regional economic development shows that most provinces, cities, and autonomous regions in China are below the average level of regional innovation capacity and regional economic development. China’s overall coupling coordination is at a moderate level of coordination and is still far from the high coordination stage. The number of provinces at high and very high levels of coordination is small, but they are all located in the economically developed eastern regions. The vast majority of provinces, municipalities, and autonomous regions in the medium and low levels of coordination are in the lagging innovation capacity category. The coupling coordination of the four regions shows a characteristic of Eastern regions> Central regions> Northeast regions> Western regions.

        중국의 지역균형개발정책 효과 및 영향요인 분석

        The regional development strategy of China is involved basically with national macro economical development policies. In general, the development process were The procedures of `balancing development-unbalancing development- rebalancing development`. The first restructuring is a balancing development strategy represented as the three-district construction and the second restructuring is the unbalancing development strategy represented as the preferential development of the east area after reformation & development. The third regional development strategy making current progress is a new regional balancing development policy including the great development of the west district. The study grasped how much the regional balancing development policy contributed to bridge the gap among other areas with coefficient of variation to analyze changes of regional development related indexes among the areas before/after the regional balancing development policy which had been progressed after 1991 with harmonious development among areas as its goal was carried out. It was also analyzed that the Chinese government`s goal of regional development policy was how well-suited to the Chinese reality through regression analysis, so far. However, the results obtained of the study were summarized in Table6, Table7 and Table8.

        Estimation of the Level of Sustainable Development in Kazakhstan Regions and Recommendation for its Increase

        The purpose of this study is to investigate existing world economic science theories and concepts of sustainable development as well as create original system of criteria and indicators to assess potential and conditions for sustainable development from a regional perspective and based on the above justify proposals for public authorities to improve methods of economic regulation for regional development. To achieve the goal evolution process of existing theories and concepts of sustainable development and “green growth” have been studied in terms of its adaptation to the spatial development of Kazakhstan, comparative dynamics of natural resources consumption in the Asia-Pacific region and Kazakhstan were investigated as well. Methodology. World best theory and practice methods for assessment of the level of sustainable development of the country and some of its territories were also studied. We selected the best system of criteria and indicators for assessment of economic, social and environmental sustainability of regional systems. Methods offered in this article are based on traditional and new factors of economic development and conditions for operation of regional systems. Indicators are chosen with a glance to basic goals for future development of regions in Kazakhstan. It is recommended to use two levels of methodology offered by author, namely national and regional, and at the local level later (districts, municipalities, cities). The results. Method offered by the author has been tested based on materials and statistics of regions in Kazakhstan. Suitability and usability of the proposed system of criteria and indicators for measuring of economic, social and environmental sustainability of regional systems was proved. Based on this analysis it was found out that there are regions in Kazakhstan that differ from each other by most of key indicators of sustainable regional development and this tendency is increasing. Conclusions and recommendations. As a result of this analysis, the authors have substantiated a number of proposals on methods of analysis to be used, improvement of methods of regional development, implementation of institutional reforms, as well as improvement of regional statistics. This article provides recommendations that can be successfully used in the management practices by public authorities to implement a new regional strategy focused on sustainable development in future.

        对区域内欠发达地区职业教育高质量发展的思考——以中国丽水市为例

        China’s regional development imbalance is a long-standing problem. The problem of regional development imbalance begins to restrict China’s sustainable development. The imbalance of regional development is mainly reflected in the economy. Professor Qi Zhanyong of Shaanxi Normal University has proved that the development of vocational education is the Granger reason for the change of China's economic development level, and explained the coupling relationship between vocational education and economic development, It is an effective means and purpose to narrow the economic gap between underdeveloped and developed regions in the region. Therefore, in order to better promote the economic development of underdeveloped areas, the development of vocational education and regional economy must form a linkage. From its internal point of view, it is how the government, enterprises and vocational colleges can achieve the same direction through the same frequency resonance. From the perspective of total GDP and per capita GDP, Lishui City, Zhejiang province belongs to the underdeveloped areas in the integration region of the Yangtze River Delta. In this paper, Lishui City is selected as the research sample, which is representative and scientific. Although Lishui has been committed to the development of vocational education, although it has also achieved certain results, it has not significantly shortened the distance from developed areas. Taking Lishui City as an example, this paper analyzes the problems existing in the development of Vocational Education in less developed areas in the region, and tries to find solutions from the aspects of the adaptability of vocational education and industrial structure, the coordination of professional adjustment and economic development, the training and reserve of vocational education talents, the integrated development of vocational education with the help of regions, and the balance of game equilibrium between enterprises and vocational colleges, According to the characteristics of modern vocational education, optimize the talent supply of vocational education and the demand of regional economic development, and promote the high-quality development of Vocational Education in underdeveloped areas. 中国区域发展不平衡是由来已久的问题,区域发展失衡的问题开始制约中国的可持续发展。区域发展不平衡主要体现在经济上,陕西师范大学祁占勇教授已经证明了职业教育发展是引起中国经济发展水平变化的格兰杰原因,说明了职业教育与经济发展的耦合关系,通过区域内欠发达地区职业教育的高质量发展,是缩小区域内欠发达地区与发达地区经济差距的有效手段和目的。所以为了更好地推动欠发达地区经济的发展,职业教育与区域经济两者的发展必须形成联动,而从其内部来看就是政府、企业与职业院校三者如何通过同频共振来实现同向而行。浙江省丽水市从GDP总量和人均GDP来看,都属于长三角一体化区域内的欠发达地区,本文选取丽水市作为研究样本具有代表性和科学性。丽水市虽然一直致力于发展职业教育,虽然也取得了一定的成效,但是并没有明显拉近与发达地区的距离。本文以丽水市为例,分析区域内欠发达地区职业教育发展过程中存在的问题,试图从职业教育与产业结构的适应性、专业调整与经济发展协同、职业教育人才培养与储备、职业教育借力区域一体化发展、平衡企业和职业院校的博弈均衡点等方面找到解决方法,有针对性地优化欠发达地区职业教育办学格局,根据现代职业教育的特点,优化职业教育人才供给与区域经济发展的需求,推进欠发达地区职业教育高质量发展。

        An Econometric Model for Assessing the Asymmetry of Urban Development as a Factor of Regional Economic Growth: The Case of Kazakhstan

        Given the trend of increasing imbalance in the economic development of administrative-territorial units and ensuring their innovative development, the issue of upgrading the effectiveness of the anti-crisis regional policy is becoming urgent. The research aim is to develop an econometric model for assessing the impact of asymmetries in the develop-ment of urban economies on the regional socio-economic development based on the case of Kazakhstan. The article establishes a sample of indicators of socio-economic development of cities and regions in Kazakhstan in 2014-2018. The governance indicators of the influence of the asymmetry in urban development on the regional socio-economic development in Kazakhstan have been determined based on the Granger causality test, the creation of a cognitive map and the identification of hierarchy levels. The asymmetry in regional development has been estimated applying the coefficient of variation of the relevant indicators of socio-economic development of cities and regions, taking into account the lagged variables. The developed model allows determining the convergence model of regional develop-ment, the nature of the influence of asymmetries in the development of cities on the regional economic development in the context of economic growth and recession, as well as identifying the key factors in the asymmetry of regional development. The results are based on reliable data; they are of practical importance and can serve as the basis for the elaboration of effective preventive measures for anti-crisis regional development policy, not only to neutralize asymmetries, but also to achieve economic growth under the conditions of unbalanced regional development.

        최근 우리나라의 지역개발이나 정책에 있어 과거의 중앙정부 중심, 물적 성장 중심의 개발 패러다임에서 벗어나 자립적 역량강화, 지역 간 연계협력, 융합화 등이 강조되고 있다. 이에 본 연구의 목적은 지방자치제가 실시되었으나 지방의 자치기반이 취약하여 지역간 불균형 발전이 심화되는 가운데, 박근혜정부의 출범과 함께 최근 국내외적으로 변화하고 있는 지역발전의 패러다임에 직면하여 지방분권과 균형발전에 토대를 둔 지역 주도의 자립적 지역발전을 이루기 위한 구체적 방안을 제시하는 데 있다. 이를 위해 시대적 요구와 필요성을 절감하고, 지역적 차원에서 창조경제에 기반한 새로운 지역발전 패러다임으로서 국민대통합과 지역균형발전을 지향하는 「지역순환형 자립발전모델」을 제시하였다. 이는 궁극적으로 국내외 패러다임의 변화를 체계적 이론적 틀로써 통합하고 실질적으로 적용하기 위한 것으로 지역을 중심으로 사람을 키우고, 청년을 살게 하고, 사람이 모이게 하는 것을 의미한다. 이를 달성하기 위한 구체적 전략으로서 선순환 전략과 자립전략을 제시하였다. 첫째, 지역순환형 자립발전의 토대가 되는 자립전략으로서 지역발전의 가치와 목적을 ‘지역역량강화(Competency)’. ‘연계협력(Cooperation)’, ‘융합(Convergence)’의 3C전략을 제시하였다. 둘째, 지역순환형 자립발전을 달성하기 위한 선순환 진흥전략으로서 지역교육 진흥, 지역산업진흥, 지역문화예술진흥, 지역복지진흥, 지역창조와 재생을 제시하였다. 첫 번째 전략은 우수 인재양성을 통한 지역교육 진흥(振興)이다 교육부문 진흥을 통해 우수한 인재를 양성하고 지역에 공급하는 시스템을 구축하는 것이다. 둘째, 일자리 창출을 위한 지역산업진흥(振興) 이다, 즉 산업부문 진흥을 통해 청년일자리 창출 및 역동적 지역창출에 기여하는 것이다. 셋째, 지역문화와 예술 기반 구축 및 역량 강화를 통해 지방문화예술을 진흥해 나가야 한다. 넷째, 지역복지역랑 강화를 위한 지역복지 진흥(振興) 이다. 지역복지 진흥을 통해 지역 복지 예산 및 인프라 구축 등을 통해 서민들이 피부로 느낄 수 있는 복지역량을 강화시켜나가야 할 것이다. 마지막으로 지역창조와 재생을 통해 관련 인프라를 확충하여 국토의 고른 공간 창출을 진흥시켜 나가야 할 것이다. Despite local government efforts for regional change, the local self-government based development is vulnerable to deepening disparities between regions. While confronting the paradigm of the latest changes in national and international development of the region that Park Geun-hye government faces, the purpose of this study is to present concrete plans for achieving self-sustaining regional development based on decentralization and balanced development. To this end, with the demands and needs of the times, “The Self-Supporting Development Model of the Regional Circulation” is proposed which professes national unification and balanced regional development as a new regional development paradigm which is based on the creative economy utilizing the local dimension. Ultimately, this is for integrating a domestic and foreign paradigm shift as a systematic theoretical framework and practically applying that in the field. It intends to accomplish this by educating people in the area, making them live in the area, and gathering people into the area. In order to achieve it, we proposed a virtuous and self-supporting development model. Firstly, for tile self-supporting development of the regional circulation, the 3C strategy-Competency, Cooperation, Convergence, Convergence-is proposed. Secondly, in order to achieve self-supporting development as a strategy for promoting regional circulation, we proposed promotion of regional education, regional industrial development, local cultural arts, and community welfare for the creation and regeneration of the region. The first strategy is through promotion of local education by fostering talented people in the regional area. Secondly, by creating jobs for local industrial development and contributing to the creation of a dynamic region. Thirdly, by empowering the local culture and building up the cultural grounds, through promotion of local art and culture. Fourthly, local social welfare should be promoted through community welfare budgets and appropriate infrastructure in order to strengthen the regional social welfare power. As a result, people will benefit through welfare empowerment. Lastly, enhancing the infrastructure through the creation and expansion in the reproduction of the region. As a result of the effort in making a well-balanced regional development, it is expected a well-balanced space development for the whole country.

        지역 균형발전을 위한 지역 공간개발 초기 모델의 사회·경제적 영향 분석

        The Siwha Region Development Project, the very beginning of the first National Land Development Plan(1976) which was initiated as part of this development policy, was for balanced development of the metropolitan area as well as the strategic point of production. The Siwha Region Development Project, however, caused many problems such as regional gap, environmental pollution, and speculation due to the standardized policies such as population decentralization over the metropolitan area and balanced regional development. As related regional development projects including Siwha MTV (Multi Techno Valley) are in progress for the completion by 2016, a strategic approach is necessary to effectively proceed with future regional development projects by analyzing the socio-economic influence. The method of this study is to analyze the socio - economic impacts of the indicators and then to introduce the method of measuring the influence of the indicators and the relation with the regional development. As a result of the analysis of the socio - economic impacts of the Siwha area development project, the land use structure of Ansan city and Siheung city changed due to the implementation of the 1.2 - stage Siwha area development project which was conducted for more than 30 years. The social and economic situation has also changed dramatically. The main factor of this change is the influence through the development project in the Siwha area. It is expected that this study can be utilized as the basis for strategic regional development and minimization of problems after various regional development projects such as Saemangeum Land Development Project in South Korea as part of the fourth National Land Development Plan.
