        한국 컨벤션 산업의 역사적 고찰

        The article reviewed historical development of Korean convention industry in terms of policy framework, infrastructure, alliance and human resource. Policy development regarding the convention industry has been systematically made to keep up with world trends for fostering the convention industry which is a high value added and knowledge based industry. As well. convention infrastructure and venues were dramatically developed to accommodate higher number of international conferences and exhibitions which have contributed to enhancing national image as a convention destination. As intermediaries of the convention industry, PCO and CVB have been created across the country. Furthermore, to produce operational excellence of convention cities, MICE alliances have been established around cities in Korea. MICE alliances will make a great contribution to inceasing efficiency and effectiveness of the convention industry. Above all, human resources have been fostered in establishing convention related educational institutions and in providing certified system for convention experts.

        지방정부의 국제기구설립을 통한 컨벤션산업의 활성화 -기장포럼의 사례연구-

        There is growing evidence that the location of international organizations positively influence the convention industry development in the region. The purpose of this study is to suggest strategies to make ‘Kijang Forum’ an international body through which world nuclear power plant cities are able to exchange ideas and policies in order to secure safety and prosperity of the cities. In this study we use two cases of WTA and NEAR as successful international organizations initiated by local governments in Korea, and figure out what are the success factors of such organizations. We argue that they would consist of 1) the participation of minimum key members (preferably more then three members) 2) the architecture of the organization chart and 3) the existence of the effective secretariat. In particular, during the set-up stage, the role of the secretariat is emphasized to set up the organization, to network and mediate among its members. We apply such findings to Kijang Forum to make it another success of a municipal-level international organization, which will host a number of related conventions and meetings in Busan.

        컨벤션 기획자의 정보관리시스템 활용에 관한 연구

        Nowadays, Information Technology has brought a lot of revolutionary changes throughout the industries. This reflects PCO(Professional Convention Organizer) should need the integrated and effective information management system in convention industry. The purpose of this study, PCOs are to encourage the use of CIMS(Convention Information Management System) widely for efficient operation. For this purpose, an interview study was designed to address the followings: 1) identify the advantages when PCOs utilize the CIMS, 2) identify the disadvantages when PCOs utilize the CIMS, 3) identify the solutions how to make up for these problems. Forty-five PCOs with using the CIMS in 3 agencies were interviewed. The PCOs have been sampled by snowballing method. Each interview was recorded with the consent of the participant. The recorded data were later transcribed and analyzed using the MS-Excel(2007) software. This study has following implication. First, It can be provided some useful information and recommended to PCO with planning on using system. Second, try to become the best system to PCO already system used afterward. Third, try to present materials based on this study to government and related agencies for funding requests.

        컨벤션산업조직간 네트워크형성이 조직성과에 미치는 영향연구

        This study aimed to analyze a relationship of network formation, network management, and organizational effectiveness in interorganizational network of convention industry. The study especially focused on the mediating effect of network management. The literature review covered interorganizational network of convention industry, network formation, network management and influential factors of organizational effectiveness. A research model was designed and hypotheses were established based on previous researches. Survey data were collected by convention industry organizations in Seoul and Busan region. The result of multiple regression analysis indicated that network formation positively influenced on economic and social effectiveness and that network management positively influenced on economic and social effectiveness of convention industry organizations. As practical implications, the study suggested that interorganizational network of convention industry such as Korea MICE Alliance be invigorated, and that network management strategies such as activation, framing, mobilizing should be strengthened to raise organizational effectiveness of convention industry.

        ILO 핵심협약 비준을 위한 노동법 개정 방안의 모색

        ILO 제87호 협약, 제98호 협약은 ILO의 기본협약으로서 우리나라가 수차례에 걸쳐 국제사회에 비준을 약속하였으나, 아직 비준하지 못한 상황이다. 이에 경제사회노동위원회 소속 의제별위원회인 노사관계제도・관행개선위원회에서는 제87호 협약및 제98호 협약 비준에 수반한 국내 법제도・관행을 위한 논의를 하였으나 노사정위원 사이에 합의를 보지 못하고, 결국 공익위원안이 제시되는 데 그쳤다. 그러나 공익위원안은 그간의 위원회 논의를 반영한 것이기 때문에 독자적인 의미가 있다고 평가할 수 있다. 이 논문은 추상적인 내용으로 되어 있는 공익위원안을 중심으로 하여 선택가능한 구체적인 입법방안을 제시하는 것을 목적으로 한다. 특히 이 논문은 유럽연합(EU)이 우리나라에 자유무역협정 위반을 이유로 공식적인 분쟁해결절차에 따라전문가패널 소집을 요구한 현 상황에서 국제노동기준과 EU와의 자유무역협정에 기한 노동기준을 감안하면서 현실적으로 실현가능한 입법방안을 모색하고 있다. Although over decades Korea has promised to ratify the International Labour Organization(‘ILO’)’s fundamental Conventions including Conventions No. 87 and No. 98, these Conventions are not ratified yet. Considering the urgent and persistent pressures from the international community, the ‘Committee for the Improvement of Laws, Measures, and Practices for Labor Relations Development’ was launched in ‘Economic, Social and Labor Council’, a presidential advisory body composed by tripartite members as well as public members, to make social dialogue and consultation between tripartite members in order to identify the obstacles to the ratification of the ILO Conventions No. 87 and No. 98 and to seek consensus for the amendment of labor relations law. However, as it failed to reach an agreement, the public members made their own recommendations for fulfillment of the mandate. Based on these recommendations, this article tries to suggest several concrete methods and ways in order to amend labor legislation which does not seem to comply fully to the above ILO fundamental Conventions. In doing so, this article considers broad context of international labor standards as well as the complaint made by the European Commission based on the Korea-European Union Free Trade Agreement.

        컨벤션산업 공급사슬관리(SCM) 도입에 관한 실증적 연구

        This study verified what are the main impact factors for the introduction of Supply Chain Management(SCM), a developed management technique for the reinforcement of the competitiveness of Convention Industry, and analyzed expected effectiveness on how it effects on the performance of a company. This study identified four main points. Frist, preceding literature explanations of the factors on the influences of the introduction of SCM are also prevalent in the Korean Convention Industry. The supportive leadership of CEO should be prioritized over any other factors, and the enhancement of service quality proves to be the most important item for the perceptual degree of expected effectiveness. Second, this study showed that CEO leadership support and the construction of a security system for information among partners directly influences the expected effectiveness. Third, this study verified that the shortening of service hours was significantly influenced by all factors except governmental support. Fourth, information share among partners shows negative(-) correlation with dependent variables, which implies it is actually difficult to share information, and thus firms require trust-building and institutional device among the SCM partners.

        컨벤션산업 국제회의기획업(PCO) 활동의 지역파급효과 인지도에 관한 연구

        This study purpose is designed to find out the impacts of PCO activities to local convention industry So, the growth of the convention industry has enhance an awareness of its economics significance to local and nation economics. This study was conducts by means of a questionnaire survey of convention of workers, professor, government employee, public institution and CVB of workers. The questionnaire is mainly formulated with the questions to answer in 5-point scale, ranging from the most important to most unimportant. The research was conducted by using statistical packages of SPSS 16.0 program to achieve this objective. This article first reviews PCO activies of local impacts had an effect on local convention industry growth of 3 factor(local economics activities contribute). The second, PCO activies of local impacts had an effect on local resident life quality of 3 factor(local economics activities contribute). The third,PCO activies of local impacts had an effect on local development and growth of 3 factor(local economics activities contribute). The implications of the scale are discussed for future research as well as convention industry of PCO marketing strategy.

        Values of Organic Farming and the Establishment of a Local Circulatory Economy

        Power related to agricultural production has become concentrated ever more rapidly as Neoliberalism becomes globalized. Industrial agriculture can be defined as an agriculture that is subordinated to capital for agricultural materials, production, and processing. In response to this current tendency, organic farming, which tries to restore a self-reliant system and recover the relationship between humans and nature, emerges as an alternative to industrial agriculture. However, thought is needed to determine whether organic farming has followed its fundamental values. Like industrial agriculture, the input materials of organic farming were replaced by external input materials that were produced by agribusinesses. One of the ways to overcome this conventionalization of organic farming and to realize the original values of organic agriculture is to combine organic agriculture with a local circulatory economy based on small-scaled family farming. As organic farming is an agriculture considering circulation, it would be difficult to maintain the values of organic farming solely through the efforts of organic farmers. It is also necessary to establish a local circulatory economy to restore the values of organic farming.

        2006년 해사노동협약상 선원 사회보장에 관한 연구

        국제노동기구는 2006년 2월23일 해사노동기준에 관하여 그 동안의 협약 및 권고를 가능한 한 최신화 하고 모든 기준을 통합하여 단일의 문서로 된 해사노동협약을 채택하였다. 이 협약은 제4편 규정 제4.5조에 선원에게 적용되는 사회보장에 관하여 규정하고 있다. 규정 제4.1조 선내 및 육상에서의 의료관리, 규정 제4.2조 선박소유자의 책임에 관한 조항도 사회보장과 관련되어 있다. 우리나라가 이 협약을 비준하기 위하여서는, 우선 먼저 국내 관련법령이 협약상 선원 사회보장 요건을 충족할 수 있는지를 검토하고, 불충분한 부분에 대하여는 이를 정비할 필요가 있다. 따라서 이 연구에서는 협약상 선원의 사회보장에 관한 요건을 수용할 수 있도록 현행 국내 관련 법령과 협약 사이의 차이점을 밝히고, 이 과정에서 도출된 문제점에 관하여 그 해결 방안을 제시하고자 한다. The General Conference of International Labour Organization adopted the Maritime Labour Convention, 2006 which created a single, coherent instrument embodying as far as possible all up-to-date standards of existing international maritime Conventions and Recommendations in its Ninety-fourth session on 23 February 2006. This Convention prescribes the social security for seafarers in the Regulation 4.5 in the Title 4. Regulation 4.1-Medical care on board ship and ashore and Regulation 4.2-Shipowner's liability are related to social security for seafarers. For the purpose of ratifying this Convention in our country, first of all, it is necessary to review the domestic laws and regulations concerned whether they fulfill or not the requirements of the Convention and have to make preparation insufficient sections. Therefore, this paper aims to find out different regulations between the domestic law and the Convention, as to be able to accept the requirements regarding the social security of the Convention, also suggest the solution on problems derived in this process.

        일본 선원 재해보상제도

        세계 각국은 근로자들을 위한 사회보장의 핵심적인 요소의 하나인 재해보상에 있어서 자국의 사회적 경제적 상황을 고려하여 자기 나라의 처지에 적합한 제도를 운영하고 있다. 이것은 해상 근로자인 선원에 대한 재해보상에 있어서도 마찬가지이다. 국제노동기구는 해상 노동의 특수성을 고려하지 않고, 육상 근로자와 동일한 근로기준을 선원에게 적용하는 것은 선원의 근로조건 향상을 기대할 수 없다고 본다. 그러므로 국제해사노동협약은 해운산업의 범세계적인 특성상, 선원은 특별한 보호가 필요하다는 것을 고려하여 국제노동총회의 해사노동총회에서 채택되고 있다. 일본은 이러한 취지를 잘 반영하고 있는 선원재해 제도를 채택하고 있다. 일본은 1939년 선원보험법을 제정하여 선원의 재해보상을 일반 사회보험에서 분리하여 별도의 공적 보험제도로 운영하고 있다. 선원보험의 보험자는 정부이다. 이것은 해상 노동의 특수성을 깊이 이해하고, 국제노동기구의 해사노동기준을 폭넓게 수용하여 재해 선원을 두텁게 보호하려는 취지이다. 일본 선원보험법상 선원 재해보상에 대한 보험급부로는 요양급부, 상병수당, 장해연금, 행방불명수당, 유족연금 및 장제비가 있다. 장해 연금과 유족 연금은 재해 선원이나 유족의 생활 안정에 크게 기여하는 것으로 평가될 수 있다. 우리나라의 경우 선원법에 선원 재해 보상 규정을 두고 있다. 그러나 산업재해보상보험법의 적용 대상에 선원이 제외되어 있기 때문에 사회보험제도에 포함되지 못하고, 선박소유자의 직접 보상제도로만 되어 있고, 우리나라의 선원 재해보상에 있어서 연금제도는 없다. 이것은 해상 근로자가 육상 근로자 보다 불리한 재해보상 제도로 되어 있음을 의미한다. 따라서 우리나라에서도 산업재해보상보험법에 선원을 포함하고, 연금제도를 도입하는 제도적 개선이 필요하다. An each country is operating a system that is suitable to a native situation considering domestic social and economic situations in the disaster compensation of a key element of social security for workers. It is the same in the disaster compensation regarding the seafarer who is a maritime labourer. The International Labor Organization thinks that it will not be able to expect the labor condition improvement of the seafarer to apply the labor standard same as land worker to seafarer without taking the specificity of marine labor into consideration. Therefore, international maritime labour convention is adopted by the Maritime Session of the International Labour Conference considering that, given the global nature of the shipping industry, seafarers need special protection. Japan is accepting the accident compensation regime for maritime labourer that is reflecting these purposes well. Japan establishes the Seafarers Insurance Act, 1939, and is operating a separate official insurance system for the disaster compensation of a seafarer which is disconnected at general social insurance. An insurer of Seafarers Insurance is the government. This is a purpose so that protects deeply a disaster seafarer with extensive acception of maritime labour standard of the International Labor Organization and apprehension to specificity of marine labor. According to the Japanese Seafarers Insurance Act, there are medical treatment benefit, sickness and injury allowance, invalidity pensions, missing allowance, survivors" pensions and burial expenses in insurance benefit regarding seafarer disaster compensation. It is able to be evaluated that invalidity pensions and survivors" pensions contribute greatly to keep a disaster seafarer or a survivors" life. The seaman act is defining a seafarer disaster compensation in case of our country. As a seafarer is excluded to the Industrial Accident Compensation Insurance Act"s application, a seafarer disaster compensation cannot be included in a social insurance system, and is made of direct compensation system of a ship owner, and there is not a pension system in our seafarer disaster compensation. This means that a marine worker is disadvantageous compare with land workers in the disaster compensation system. Therefore, the industrial Accident Compensation Insurance Act shall include a seafarer and a systematic improvement to introduce a pension system is necessary in our country.
