This study attempted to understand the disaster response competency, educational experience and awareness of first aid, and the level of first aid knowledge of Citizen Corps Active In Disaster. This study collected data from June to December 2021 for residents working as Citizen Corps Active In Disaster in G Metropolitan City. The data were analyzed using descriptive statistics in the SPSS/26.0 program, in addition to an independent t-test, analysis of variance ANOVA. As a result of the study, it was recognized that the disaster management's expertise and response ability of Citizen Corps Active In Disaster were improving and it was confirmed that it was difficult to recognize and demonstrate individual roles in the event of a disaster. In addition, in the knowledge of first aid and CPR, it was found that there was a lack of knowledge about the exact order of CPR, the ratio of chest compression to breathing, and the location of the hand during chest compression. There was a difference in disaster response capabilities depending on the duration of activities in disaster prevention organizations and the degree of interest in disaster, and men had a high knowledge of first aid. Based on these findings, a standardized disaster response system was established to improve the disaster response capabilities of Citizen Corps Active In Disaster and to establish themselves as better disaster prevention organizations, as well as first aid and CPR along with training to improve their capabilities

본 논문은 지역자율방재단의 활성화 방안을 연구하기 위하여 2012년 4월 9일 삼척시가 주관한「2012년도 삼척시 지역자율방재단 교육」에 참석한 방재단원을 대상으로 설문조사를 실시하였다. 설문결과 지역자율방재단의 활성화 방안으로 첫째, 지역자율방재단원 모집 시 선발기준을 강화하여야 할 것이다. 둘째, 지역자율방재단 조직을 이끌어 갈 핵심 방재리더 육성정책을 추진하여야 할 것이다. 셋째, 지역자율방재단에 대한 대원참여형 교육프로그램 개발과 위탁교육 확대 및 재난훈련 시 훈련계획단계부터 방재단의 임원 참여와 현장위주의 훈련종목을 선정하는 등 교육·훈련을 강화하여야 할 것이다. 넷째, 지역자율방재단에 대한 행정적·재정적 지원사업을 확대하고 지역자율방재단은 사업집행 시 투명성과 합법성을 확보하여야 할 것이다. 다섯째. 지역자율방재단과 지역재난단체 간에 빈번한 대면접촉을 통한 연계성을 강화하여야 할 것이다.

This study explored an improvement plan for the overall preventive activity of Korean Citizen Corps Active in Disaster (CAIND). To this end, it utilized the statistical yearbooks of the Korea Ministry of Public Administration, Security, and Fire Service, and the National Statistical Office, for a period of four years from 2015 to 2018, and drew out the practical problems through statistical analysis. Through the results, the study provided four major suggestions for improvement. First, the education and training system of Korean CAIND should be established to satisfy regional conditions. Second, the quota management system of Korean CAIND that considers the characteristics of rural areas should be supplemented. Third, the reward system for Korean CAIND activities should be improved. Fourth, management members' readership competency of operating organizations, including that of the Korean CAIND captain in charge, should be strengthened. The results of this study are expected to be utilized as basic data to develop Korean CAIND in the future. 본 연구는 2015년부터 2018년까지 4년간 행정안전부의 통계연보 및 통계청의 관보자료를 활용해 우리나라 지역자율방재단의방재활동 전반에 대한 통계분석을 통해 현실적인 문제점을 도출하여 개선방안을 모색하고자 하였다. 연구결과는 첫째, 지역여건을 반영한 교육·훈련 제도 확립 둘째, 농촌 및 도서산간 지역의 특성을 고려한 인적자원 관리제도 도입 셋째, 지역자율방재단을위한 재정적인 지원과 보상제도 개선 넷째, 방재단장과 같은 관리계층 단원들의 조직 리더십 역량 강화이다. 본 연구결과는향후 우리나라 지역자율방재단의 발전을 위한 기초자료로 활용되기를 기대한다.
