      • Research on Dynamic Intelligent Information Processing Method for Distributed Generation Systems Based on Multi-Agent Techniques

        Distributed renewable energy generation is lack of intelligent information processing and decision-making section. The above problems can be solved effectively by the means of intelligent information processing technology based on the dynamic structure of multi-agent for distributed renewable energy. In order to solve the problems of less data and poor information, this paper puts forward fuzzy hyperbolic model and attempts to use dynamic intelligent information processing technology based on multi-agent to change the unreliable, inaccurate information into be full, reliable and accurate. And then the information we have obtained could be intelligent fitted, filtered and decided. The self-organizing self-learning and reasoning ability of multi-agent are considered when the information processing. The intelligent information processing section is comprised of three layers and two kinds of agents. The two kinds of agents are Bus Agents and Coordination Agents, and the three structural layers are the data layer, the filter layer and the policy making layer. Moreover the information have been processed could be utilized.

        인공지능(AI)을 활용한 건축디자인 정보처리 모델에 관한 연구

        Recently, there is a lot of discussion in the architectural world about the impact that artificial intelligence image generation models will have on architectural design. Artificial intelligence uses information processing theory to analyze and model human cognitive abilities. According to information processing theory, architectural design is an information processing activity that establishes reasonable concepts to solve spatial problems and processes visual and conceptual information that corresponds to them. In this study, the five information processing processes of Akin's (1986) information processing model, DIPS (design information processing system), 'Information acquisition', 'Information representation', 'Information projection', 'Information confirmation', and 'Regulation of control'. The characteristics of architectural design thinking types, ‘convergent thinking’, ‘divergent thinking’, and ‘analogical thinking’ were examined. Through this, I identified the characteristics of representative design-related artificial intelligence NLP, GAN, and DNN and proposed an architectural design information processing model using artificial intelligence. The purpose of this paper is to examine the architectural design information processing model and compare the characteristics of the thinking style that occurs in the process with the characteristics of the artificial intelligence model to analyze the possibility of using artificial intelligence in architectural design and to provide architectural design information using artificial intelligence. The goal is to propose a processing model. 최근 건축계에서는 인공지능 이미지 생성 모델이 건축디자인에 미칠 영향에 대한 논의가 한창이다. 인공지능은 정보처리이론을 사용하여 인간의 인지 능력을 분석하고 모형화 한다. 정보처리이론에 의하면 건축디자인은 공간의 문제를 해결하기 위한 합리적인 개념을 정립하고 그에 부합하는 시각적, 개념적 정보를 처리하는 정보처리 활동이다. 본 연구에서는 Akin(1986)의 정보처리모델인 DIPS(design information processing system)의 다섯 가지 정보처리 과정 ‘정보획득’, ‘정보표현’, ‘정보투영’, ‘정보확인’, ‘정보통제’를 건축디자인 사고유형의 특성인 ‘수렴적 사고’, ‘발산적 사고’, ‘유추적 사고’을 고찰하였다. 이를 통해 대표적인 디자인 관련 인공지능 NLP, GAN, DNN을 특성을 파악하고 인공지능을 활용한 건축디자인 정보처리모델을 제안하였다. 본 논문의 목적은 건축디자인 정보처리모델과 그 과정에서 발생하는 사고방식의 특성을 인공지능과 비교하여 인공지능의 건축디자인 활용 가능성을 분석하고 인공지능을 활용한 건축디자인 정보처리 모델을 제안하는 데 있다.

        Self-driving cars and some drones can already be considered artificial intelligence in terms of functionality. They are gradually developing into a strong artificial intelligence stage. These moving artificial intelligence machines perform cognitive functions through cameras, radar, lidar, etc. When a cognitive function is performed through a camera, all people and objects being photographed are recorded. This filming function is already performed in most cars through vehicle black boxes. Driving a car is a business. Therefore, a vehicle black box is a portable video information processing device operated for business purposes. However, installing and operating a car black box does not fall under any of the reasons for allowing the operation of a portable video information processing device as stipulated in Article 25-2, Paragraph 1 of the current Personal Information Protection Act. Even so, it is impossible to ban car black boxes. Rather, it would be more desirable for the Personal Information Protection Act to establish new regulations that reflect general legal awareness. There is a need to add the following permissible reasons to Article 25-2, Paragraph 1 of the Act: ‘In cases where it is necessary to secure evidence such as compliance with the Road Traffic Act in relation to the operation of the vehicle.’ Currently, some self-driving cars have reached level 5 (the highest autonomous driving level). Self-driving cars are leading the way in the field of artificial intelligence. A drone is following behind. They all have visual functions using cameras. All artificial intelligence robots currently being developed will also perform cognitive functions through cameras. Therefore, artificial intelligence still has visual recognition functions and will continue to do so in the future. In that respect, a moving artificial intelligence machine is equipped with a portable video information processing device. Additionally, because artificial intelligence robots are beings that perform tasks, Article 25-2 of the Personal Information Protection Act applies. In order to regulate the collection of personal information by artificial intelligence robots, reasons to allow the operation of portable video information processing devices must be added. Roughly speaking, this means allowing the operation of portable video information processing devices ‘when necessary to secure evidence such as compliance with laws and regulations related to the operation of artificial intelligence devices.’

      • Research and Application of Key Technique of Artificial Intelligence to Process Information

        The continuous development of science technology promotes the great development of the information processing technology based on artificial intelligence. Such technology refers to the combination of various technologies such as the computer technology, communication technique, control technique and others, which is applied to the information collection and processing of information. This thesis, research the key artificial intelligence technology to process information, including the artificial neural network, fuzzy theory and others. Besides, the information processing technology based on artificial intelligence will be applied to the design of the intelligent transportation system in this research. The result shows that the application of the intelligent transportation system to which the information processing technology based on artificial intelligence could relieve the stress during the rush hours efficiently and improve the efficiency of information processing.

        Intelligence has an important meaning in the enforcement of police whose major mission is the risk prevention over the national stability and order maintenance. The risk prevention includes the prerequisite about the Intelligence when the major mission of police is said to become the risk prevention. Accordingly, police needs personal data for potential criminals or witnesses for the prevention or precaution of specific risks on individuals. Police has collected and used information necessary for their job performance from the beginning in an effort to promptly and effectively carry out their missions including the public stability and order maintenance, because their job performance is difficult without personal information in taking actions for the risk prevention and criminal investigation. In order words, the collection and processing of personal information on the police investigation can be said to be the core of police enforcement. As the Personal Information Protection Act has been recently established, police handling personal information on the police investigation has to take more specific responsibility for obligations to protect personal information in terms of laws. Anyone who handles personal information should pay more special attention to the prevention and protection of personal information. Although both the investigation activity and the protection of personal information for the national security have a common denominator to deal with information, there are conflicts between public interests and private interests, which also stand for problems on the conflict of rights. It is natural that there should be room for different conclusions depending on the value system or the outlook on the world of a person making a judgment on which value of rights should be prioritized as a principle for solutions when the basic rights are conflicted. In addition, it is necessary to consider the existence of the obligation not to interfere or the limit of the obligation not to interfere with regard to each basic right in solving the conflicts between the basic rights. Also, the specific circumstances relating to the matter in question should be sufficiently considered. Accordingly, this essay suggested plans to protect personal information as well as the efficiency of works on the police investigation, after identifying the status and problems in collecting and processing personal information on the police investigation, while learning the legal grounds and principles relating to the collection and processing of personal information by police.

        중국 컴퓨터 언어 정보처리기술의 발전 과정

        The information processing technology in computer language takes language as driving force to program and organize word choice, phrase structure, stress and accent type that the computer can understand, changing knowledge system into artificially intelligented. After machine translation in language caused a problem in 1949, the information processing technology of computer language was officially introduced to China for the first time in 1957. In the mid-1960s, the Cultural Revolution in China had influenced that the information processing technology had to go through the depressing period and could not develop. With the Chinese government's support, nationwide computer language information processing technology society was founded after 1978 and the technology got into the developing phase. Especailly from the mid-80's to the 90's, national standard in China had been organized, and its theory and related system were getting completed. These factors contributed to making a remarkable achievement in the information processing technology of computer language around the 21st century. At this point, China's international status has rapidly increased and the exchange between Korea and China has been vitalized so that the information processing technology of computer language, processing both Korean and Chinese quickly, is urgently required.

        Investigation of the Application of Personal Information Processing Rules in Intelligent Connected Vehicles

        Since the United Kingdom and the European Union jointly developed a Driver Drowsiness and Attention Warning system in 2021, the privacy of the interior space of Intelligent Connected Vehicles has been reduced due to safety requirements in the car, increase or decrease due to the need for rescue positioning and accident verification in emergencies. ICV has become a typical product of deep integration, integrated application of traditional industry, AI, and information communication technology, and the transformation of vehicles into intelligent mobile terminals. However, massive information transmission involving multiple systems means that once an information security accident occurs in an Intelligent Networked Vehicle, it will seriously impact property, personal safety, and even national security. At the same time, personal information at a specific stage is continuously collected for calculation and analysis to improve intelligent networked vehicles' driving safety and intelligence. This process brings three risk patterns: data processing, technical compliance, and unclear specifications. These risks are formed in the critical links of information processing. Two significant problems are challenging to deal with existing regulations and difficult for enterprises to implement compliance construction, leading to the dilemma of personal information regulation in intelligently networked no vehicles. Especially on December 20, 2022, the Chinese smart electric vehicle Nio started being blackmailed by hackers, indicating a great risk of data theft by automobile companies. Attention should be paid to how to protect data. It must be more coordinated between laws, regulations, and technical standards. A systematic supporting system needs to be formed to ensure the vitality of industrial development. Starting from the two-dimensional perspective of technology and law, this paper proposes a solution path of system Coordination, regulatory sandbox, and industrial autonomy by sorting out the contradictions between norms and technical processing to get rid of the existing dilemma of insufficient protection, insufficient regulation, and insufficient utilization, and realize industrial collaboration between personal information and internal.

        경찰의 정보활동과 법치주의

        「경찰관 직무집행법」의 정보 관련 조문의 문언 개정은 경찰의 정보활동 범위를 명확히 하는 의미에서 추진되었다. 그러나 법률의 관련 조항의 추가와 함께 대통령령 「경찰관의 정보수집 및 처리 등에 관한 규정」 제정은 정보 업무를 모든 경찰의 직무 로 함으로써 경찰의 정보활동 권력을 막강하게 만들었다. 한국은 국가정보원의 정보 업무와 수사권의 결합에 따른 인권 침해의 폐해를 경험 했다. 국가정보원의 수사권은 제거했지만, 이제 집행권력기구인 경찰이 정보 권력을 가짐으로써 다시금 인권 침해의 가능성이 높아진 상황에 직면했다. 정보규정은 범죄 관련 정보 외에도 전과자 정보, 국가의 중요 시설와 인사의 정보, 국가안보 정보, 재난 관련 정보, 공공갈등․다중운집 관련 정보, 정책 관련 정보, 도로 교통을 위한 정보, 신원 조사 정보 등 매우 광범위하다. 법치주의 관점에서 이러한 경찰의 정보활동 업무를 정당화하기 어렵다. 법률로써 경찰의 활동 범위를 매우 구체적으로 규정하는 것이 쉽지 않다고 하더라도, 인권 침해 의 가능성을 줄이고 법치주의에 부합하기 위해서는, 경찰의 정보활동 범위를 범죄 관 련 범주로 최소화해야 할 것이다. The revision of the text of the information-related articles of the 「Act on the Perfomance of Duties by Police Officers」 was promoted in the sense of clarifying the scope of information activities of the police. However, with the addition of relevant provisions of the law, the enactment of the Presidential Decree “Regulations on the Collection and Processing of Information by Police Officers” made information work as the duty of all police officers, thereby enhancing the police's power in information activities. Korea experienced the harm of human rights violations caused by the combination of the intelligence service of the National Intelligence Service and the right to investigate. Although the National Intelligence Service's right to investigate was removed, the possibility of human rights violations is increasing again as the police, which is the enforcement authority, now has intelligence power. In addition to crime-related information, the information regulation is very broad, such as criminal convict information, information on important national facilities and personnel, national security information, disaster-related information, information related to public conflict and multiple transportation, policy-related information, road traffic information, and background check information . From the perspective of the rule of law, it is difficult to justify the information activities of the police. Even if it is not easy to define the scope of police activities very specifically by law, in order to reduce the possibility of human rights violations and comply with the rule of law, the scope of police information activities should be minimized to crime-related categories.

        Intelligence de l'information : une approche acteur-centrée de Shannon à l'ébauche de nouveaux paradigmes

        Cet article a pour objectif de revisiter les paradigmes informationnels pour asseoir l'acteur au coeur de l'intelligence de l'information. Nous nous attachons dans un premier temps à mettre en lumière le concept majeur et protéiforme d'information, en abordant tant son caractère «caméléonesque» que scientifique. Dans un second temps, nous positionnons l'information dans son contexte, rappelant qu'il n'est d'information qu'au travers des notions d'acteur, de donnée et de connaissance. Après l'ancrage de l'information au sein du processus informationnel nous ouvrons la discussion sur l'ébauche de nouveaux paradigmes. Enfin nous concluons sur deux pistes théoriques de recherche. Dealing with Smart Information (Intelligence of Information) the purpose of this paper is to enlighten the various paradigms of information. First we propose a definition of information including its heterogeneous and scientific aspects both at the same time. Second, we place the concept of information in its context, reaffirming there is no information without the concepts of information user, data and knowledge. Then we conclude by the sketch of new paradigms and by offering two ways of future research in actor-centered information theory.
