Purpose-The purpose of this is to identify the effects of economic, residential, learning, environmental rights of casino industry on degree of trust & support for the casino industry. Design, data, and methodology -The effects on casino industry were classified into 4 categories through advance research, and this study summarized the implications of casino industry based on the definition of each impact as economic rights, residential rights, learning rights, environmental rights. Also, this study explained confidence and support for the casino industry based on the influence factors. Result -According to the empirical analysis, it was identified that among the 4 factors of the casino industry, ‘the economic rights’, ‘the residential rights’, ‘the learning rights’ had the positive effects on the ‘trust’ in the casino industry, and it appear that ‘trust’ in the casino industry had the positive effects on ‘the degree of support’ of the casino industry. Conclusions-Based on the findings, this study investigated the effects of trust based on 4 factors of casino industry on the degree of support for the casino industry, and presented practical implications for increasing support for the casino industry.

국내 카지노 산업의 발전을 위한 법제 개선방안에대한 연구

Recently, major countries around the world are carrying out various policies centering on fostering Integrated Resort for the development of their casino industry. However, the domestic casino industry does not come along with the global trend of the casino industry and recognizes the casino industry as a representative gambling industry. Also, puts only a regulatory policy on the casino industry. As a result, the domestic casino industry is rather against the global trend and is being taken away from the competition. In this situation, we need to take a proactive and new approach to the casino industry in order to keep pace with the global trend in the casino industry and to move away from the existing legal systems and policies. In addition, it is necessary to improve and improve existing casino industry related laws and policies in order to establish fundamental and integrated casino industry related laws and policies. Thus, we have considered the improvement of the legal system for the development of domestic casino industry focusing on the legislative theory and system and policy improvement plan in this thesis. 최근 전 세계 주요 국가들은 자국의 카지노 산업 발전을 위해 복합리조트 육성을 중심으로 다양한 정책을 펼치고 있지만 국내 카지노 산업은 복합리조트화를 중심으로 한 카지노 산업의 세계적인 흐름에 동승하지 못하고 겉으로는 카지노 산업을 「관광진흥법」에서 규율하면서 관광산업의 하나로서 명시하고 있지만 실제로는 카지노 산업을 관광산업으로 접근하기 보다는 아직까지도 대표적인 사행산업으로 인식하고 카지노 산업에 대해 규제 일변도의 정책을 내놓으면서 오히려 세계적인 흐름에 역행하며 경쟁에서 도태되고 있는 실정이다. 이러한 상황에서 우리도 카지노 산업에 대한 전 세계적인 추세에 발맞추어 기존의 규제 일변도의 법제 시스템과 정책에서 벗어나 카지노 산업에 대한 전향적이고 새로운 접근과 함께 보다 근본적이고 통합적인 카지노 산업 관련 법제 및 정책을 마련하기 위해 기존의 카지노 산업 관련 법제 및 정책에 대한 정비 및 개선이 필요하다는 목소리가 높아지고 있다. 이에 본 논문에서는 현행 「관광진흥법」 및 카지노 관련 특별법의 개정과 별도의 카지노 산업 관련 단일법 제정 등의 입법론과 내국인의 출입이 가능한 오픈 카지노의 도입, MICE 산업과의 연계 등의 제도 및 정책적 개선방안을 중심으로 국내 카지노 산업의 발전을 위한 법제 개선방안에 대해 고찰해 보았다.

카지노 산업의 미래인재양성에 관한 연구

Purpose: The purpose of this study is to analyze the educational environment of the casino industry and to suggest ways to cultivate future talent. Method: Based on the literature review of the Ministry of Culture, Sports and Tourism, this study examined the cultivation of future talents in the casino industry. Results: Through this study, it was confirmed that the casino industry will increase new recruitment and turnover due to the new opening of Inspire Entertainment Resort. Conclusion: A comprehensive development plan (dealing standardization, casino dealing competition, industry-academia-research) is needed to foster the casino industry as a tourism industry that is internationally competitive, transparent and healthy and contributes to the development of the MICE industry. Interdisciplinary Research Implications: This study is a study on the future human resources development of the casino industry in the tourism industry, and interdisciplinary research for the leisure field of the complex resort should be carried out in connection with the aspect of physical education in the future.

한국 카지노산업의 변천 및 카지노 인식에 대한 변화 내용분석

본 연구는 1990년부터 현재(2011년)까지 20여 년간 카지노산업의 변천과정 및 카지노에 대한 전반적인 인식 변화를 통시적 관점에서 파악하고자 하는 목적으로 신문 기사를 통하여 내용분석하였다. 검색 키워드로 ‘카지노’를 포함하는 기사들을 선정하였고, 자료 분석은 Spradley(1980)의 DRS(Developmental Research Sequence)의 모형 총 12단계 중 성분 분석(Componential Analysis)와 분류 분석(Taxonomic Analysis)의 단계에 따라 실시하였다. 또한 전체 조사기간 동안의 카지노에 대한 전반적인 인식 변화 측정을 위해, 신문 사설을 중심으로 우호도를 평가하였다. 실증적 분석 결과, 특히 1990년대에는 카지노에 대한 부정적인 인식이 다수 존재하였으나, 2005년 이후 급격하게 카지노를 관광산업의 중심으로 보고 지원하기 시작하는 등 현재까지 20여 년간 카지노산업의 변천과 인식은 점차 긍정적인 관점으로 변화하고 있다는 사실을 확인할 수 있었다. 신문 사설을 중심으로 한 우호도 평가 지수도 1990년대 초에는 매우 부정적(1점)이었으나, 2005년 이후에는 우호도 지수가 3점 이상으로 상승하면서 긍정적인 인식 수준으로 방향 전환이 되었다고 볼 수 있다. The purpose of this study is to understand the historical path of the Korean casino industry and Korean citizens' perceptions of casinos and gambling by conducting a qualitative contents analysis of newspaper articles collected from 1990 to July 2011. 'Casino' was utilized as search keyword and componential analysis and taxonomic analysis were chosen from Spradley (1980)'s Developmental Research Sequence model. In order to quantify the positive and negative perceptions, editorial newspapers were utilized to maintain objective viewpoints. The editorial newspaper analysis findings indicate that in the early years of 1990s, news paper writing tended to report negative views of the casino industry partially towards a reflection of society's outlook; but that general perception of Casinos resulting from awareness of their economic contribution via tourism obtained more favorable consideration from 2005 onwards. As such, this study offers insights pertaining to the historical path and related public perception of the Korean casino industry via diachronic view point.

제주 카지노산업 개선을 위한 정책연구

Jeju Island is a region in which there are eight out of sixteen casinos exclusive to foreigners and has undergone changes with its several distinct features that are different from those in the mainland area. First, compared with the mainland area which is dominated by two domestic casinos, eight small-scale casinos – overcrowded in a small area - are fiercely competing on the island. The second feature is that existing Korean-owned casinos have been sold to Chinese and other Asian casinos with large capital. Currently, among the eight casinos, the major shareholders of the six have changed to foreign capital. The third is that the ways to make casinos larger by transforming them into integrated resorts (IRs) are being considered. Like major casinos in Asia, scaling up the casinos on the island through IRs has been the main topic of discussions. Currently one integrated resort is up and running and the second one is preparing to open in 2021. In addition, Jeju has a unique institutional system which grants the governor of the Jeju authority to issue permits related to casinos, including the one that allows modification of a casino. This study not only points out these features of casinos and the discussion points with respect the changes Jeju has gone through, but also makes suggestions for improvement. Essentially, the casino, as a gambling industry, is a patent nature of the business, with limited business licenses. As such, in order to have large-scale casinos, it is necessary to consider systems that Singapore and other nations have introduced. The most urgent issue of the local casinos, at this point, is to present the directions of the policies of the Jeju provincial government and establish the system in preparation for the large-scale casinos. In this regard, this study suggests issues to have discussions on at the provincial level and considerations to improve the system. 제주도는 국내 외국인 카지노 16개중 8개가 집중된 지역으로 내륙지역과 다른 몇 가지 특성을 가지며 변화에 왔다. 첫 번째는 내륙 카지노가 국내 2개 업체에 과점형태로 있는 것 에 비해 제주도는 작은 지역에 소규모의 8개 카지노가 과밀한 상태에서 치열한 경쟁을 하고 있다. 두 번째 특징은 기존 내국인 소유의 카지노가 중국 및 아시아 카지노 자본에 매각되 고 있다. 현재 8개 카지노 중 6개 카지노가 외국 자본이 대주주로 변경되어 있다. 세 번째 형태는 복합리조트를 통한 대형화가 모색되고 있다. 제주 역시 아시아 주요 카지노처럼 복 합리조트를 통한 대형화가 주요 논의점이 되고 있다. 현재 1개의 복합리조트가 이미 개장을 한 상태이며, 두 번째 복합리조트가 2020년 개장을 준비하고 있다. 이 외에 제주는 유일하 게 도지사에게 카지노 관련 허가 및 변경허가권이 이양되어 있는 제도적 특징을 가진다. 본 연구는 이러한 제주카지노의 특징과 변화에 따른 논의점을 지적하며, 개선방안에 대한 제언을 하고자 한다. 근본적으로 카지노는 사행산업으로 제한적인 사업허가가 이 루어지는 특허성격의 사업이다. 따라서 카지노 대형화는 싱가포르 및 타 국가들이 도 입하고 있는 제도적 고려가 필요하다. 현재, 제주 카지노의 가장 시급한 사안은 카지 노 대형화에 따른 제주도정의 정책 방향성과 제도 마련에 있으며, 본 연구에서는 이에 따른 지역적 논의와 제도 개선사안을 제언하고자 한다.

내국인출입카지노 증설을 중심으로 한 한국카지노산업의 정책방안 연구

Recent success of Singapore and Macao's large casino complex development showed the potential of the casino industry as a strategic industry of a country. Using the delphi-technique, this study was to examine the strategic polices for developing more citizen allowed casinos in Korea. Data were collected from 23 casino industry and policy specialists in 2010. Results suggested several strategic polices for developing more citizen allowed casinos in Korea. First, the respondents were likely to agree that large integrated casino complex should be considered for developing a internationally competitive casino. They also suggested that online gambling should be restricted before permitting more citizen allowed casino development in Korea. Regarding the time period for approval and expansion of more citizen-allowed casinos in Korea, the respondents tended to agree that the national per capital income should be over 30,000 dollars. Moreover, the respondents were likely to think that more citizen allowed casino in Korea could be considerable as far as more than half of the Korean people are in favor of the citizen-allowed casinos. Finally, Jeju was selected as the best location of a new citizen allowed casino, and it was followed by Saemangeum in Jeonbuk and Haenam in Jeonnam. 세계 각국은 싱가포르의 카지노가 관광산업과 경제발전에 큰 기여를 함에 자극받아 카지노산업을 전략산업으로 인식하고 있으나 우리나라의 카지노 정책은 답보상태로 있다. 이에 ‘내국인 카지노를 중심으로 우리나라 카지노산업 발전방안을 연구, 제안코자 하였다. 본 연구는 문헌적 연구와 실증적 연구를 병행하였으며, 최종 응답한 전문가 23명으로부터 2010년 8월 25일부터 9월 24일까지 3차례에 걸친 설문 조사를 통하여 전문가 의견을 구하였다. 자료의 통계처리는 SPSS 12.0V 패키지를 이용하였으며 분석은 기술통계로 각 집단의 평균값과 표준편차를 구하였고 차이검증 방법으로 t검증과 F검증을 실시하였다. 우리나라 카지노산업의 발전을 위해서 국제 경쟁력 확보가 최우선이며 이를 위해 복합다양화와 대형화가 필요한데 1,000~3,000실 규모 호텔과 쇼핑센터, 테마파크 등 시설과 외국인전용카지노는 5,000m²이상, 내국인출입카지노는 10,000m² 정도의 규모가 적합하다. 카지노 특히 온라인 카지노 관련 법ㆍ제도 개선이 필요하다. 온라인 도박자금의 금융거래 제한과 함께 온라인 카지노 허용기준을 19세 이상 으로 하고, 시간도 1일 20시간 미만으로 제한하고, 도박중독 예방 및 치료 강화를 위하여 수입의 일정액을 예방치료센터에 납부하는 등 카지노 운영 의무사항 제정, 도박중독 예방 치료 전문과 설치함이 바람직하다. 카지노는 숙박업, 여행업, 항공업, 음식업과 공동판촉과 판촉지원을 통하여 관광산업에의 기여도를 높이고, 관광진흥개발기금의 납부 외 사회공헌 확대도 필요하다. 한편 카지노가 고용 창출, 지역 경제에 도움이 된다는 시각과 건전하지 못하고 국민정서에 악영향을 준다는 인식도 있는데 국민 인식조사를 1년에 1회 정기적으로 실시할 필요가 있다. 내국인출입카지노의 증설 조건으로 카지노 전문법 신설, 국민소득 3만달러 이상, 국민들의 카지노에 대하여 과반수이상 우호적 인식일 경우 등을 꼽았다. 한편 규모는 부대시설, 영업장 면적, 외래 관광객 수를, 설치지역은 국가 종합계획을 기준으로 판단함이 적절하다. 본 연구에서 다루지 못한 온라인 카지노에 대한 규제방안, 내국인출입카지노에 대한 국민인식조사 시행, 새로운 카지노법의 신설 등에 대하여 추가적인 연구가 필요하다.

MICE 산업이 카지노 방문객과 매출에 미치는 영향: 제주도 L 카지노 사례를 중심으로

MICE industry has ripple effects in various fields. So we investigated how the MICE industry has affects casino visitors & sales through real cases and suggested ways to promote casino management in the future. To conduct this study, we confirmed the actual visitors and salse of L Casino during JCI Asia-Pacific Conference held in Jeju island from June 17 to 20, 2019. In addition, interviews were conducted with employees of L Casino to confirm practical implications. The research results are as follows. First, both visitors and sales of L casino increased during the conference. Second, if the casino manager is not properly prepared before the big event is held, the quality of service may be deteriorated, which may affect satisfaction and return visit intention. Finally, the MICE is an opportunity to improve the constitution, maximize the company's profits and attract new customers. In connection with the MICE industry, we suggest to activate the integrated resort including casino.

지속 가능한 카지노 산업에 대한 연구

The spread of COVID-19 has severely damaged the tourism industry around the world. Restrictions on travel between countries and social distancing have made pre-Corona style tourism impossible, and the tourism industry is trying to make alternative profits. The airline industry is preparing self-help measures with air freight as demand for air transport increases due to increased e-commerce and retaliatory consumption. Also, travel agencies and hotels have come up with self-rescue measures by attracting Korean tourists as demand for domestic tourism increases. But casinos dedicated to foreigners in Korea have struggled to come up with special alternative revenue sources. As the casino industry, which relies on face-to-face services, urgently needs to come up with countermeasures in the COVID-19 pandemic situation, casinos dedicated to foreigners have made various efforts to overcome the crisis, and as an alternative, online casinos can be proposed. Online casinos, which are utilized online using mobile devices, are allowed in more than 10 countries in Europe, in some states in the United States, and in the Philippines, and are expected to become mainstream after the end of the COVID-19 crisis. Aside from the possibility of introducing online casinos, research on the introduction of online casinos is considered necessary because they are related to the sustainability of the casino industry. This research studied the concept and the introduction of online casinos against this background.

카지노 관련 연구동향 분석: 2006-2017 발표된 국내학술지 중심으로

The purpose of this study is to analyze research articles regarding casinos published in domestic journals over the past 12 years to identify the trends in studies and seek implications for future studies based on them. For this, the author analyzed a total of 170 articles themed on casinos published from 2006, when a new casino opened in Seoul, till 2017. The study methods included descriptive statistics based on frequency and percentage, as well as text network analysis. The key findings of this study were as follows; First, as for the number of articles published in journals, it increased in 2007, 2011, 2014, and 2015 dramatically. And, the number was constantly on the rise every year. By journals, most of the articles were published in Journal of Korea Tourism and Leisure, Journal of Korean Tourism, and Journal of Korean Hotel and Dining Management. Second, of the 13 domains of study topics, casino industry status and development plan, customer satisfaction and customer orientation(12.9%), job satisfaction and job exhaustion(11.8%) and emotional labor(10.0%) were the highest in proportion. The studies on development of measurement tools, education training, problem gambling and integrated resorts were very scarce in numbers. Third, the study subjects were mainly casino industry(46.5%), employees of casinos(21.2%) and there was a significant shortage of studies on companies and customers. Fourth, the absolute majority of the studies were quantitative(95.3%), while the qualitative studies(4.7%) were used scarcely. Fifth, as for the keywords in the abstracts of these studies and the study themes in the journals, ‘casino industry’ appeared most frequently, followed by casino employees, casino, casino development plan, kangwonland, customer orientation, casino dealer, Korea, emotional labor and job satisfaction, in that order. Sixth, of these keywords of studies, 78 that were more likely to be the connecting notes of the network of keywords were selected to conduct a text network analysis. The result of this analysis showed the level of connectedness between keywords, relevance, and trends of the study topics. Lastly, the author discussed the future direction of studies on casinos in South Korea based on the findings of this study.

카지노산업 매출총량제 정책진단 및 합리적 개선방안에 대한 연구

The revenue policy was introduced to minimize the adverse effects caused by excessive diffusion of the gambling industry. However, there are various discussions on whether the revenue policy is achieving its original purpose properly. The purpose of this study is to (1) suggest a direction of government policy for the gambling industry; (2) derive rational improvement plans of operation through the policy diagnosis of the revenue policy of the NGCC; (3) develop improved alternatives such as the latest statistical data and characteristics of each industry. In detail, first, the current revenue policy and operation direction of the gambling industry in Korea are examined. Second, the problems of the current revenue policy system are drawn out. Third, we would like to suggest an improvement plan. The following suggestions were made for improvement. First, the method of calculation should include the total amount of sales. Second, reinforcement of illegal and foreign gambling ban should be enforced. Third, the results suggest ways of strengthening the competitiveness of legal gambling industry. A careful review of the casino industry's revenue policy will lead to the development of the casino industry in Korea. In addition, it will contribute to the improvement of the regulatory reality on the controversial issue. 매출총량제는 사행산업의 과도한 확산으로 인해 발생하는 부작용을 최소화하기 위해 도입했으며, 현재 총량 규제가 본래의 취지를 제대로 달성하고 있는지 여부에 대하여 다양한 논의가 진행되고 있다. 본 연구에서는 사감위 매출총량제도의 정책 진단을 통해 최근 통계자료와 업종별 특성 반영 등개선된 대안을 도출하여 사행산업에 대한 정부 정책 방향 제시 및 운영 방안의 합리적 개선방안을도출하는 데에 그 목적을 두었다. 세부적으로 첫째, 국내 사행산업 총량제 현황 및 운영방향에 대해살펴보고, 둘째, 현행 매출총량제의 문제점을 도출하여, 셋째, 사감위의 정책 및 운영 방향의 전환을위한 개선안을 제시하고자 한다. 개선안으로는 첫째, 매출총량 산정방식 조정 둘째, 불법 및 해외 원정도박 단속 강화 셋째, 합법사행산업의 경쟁력 강화하는 방안을 제시하였다. 카지노 산업 매출총량제에 대한 현행제도에 대한 검토 및 분석에 대해 제시한 방안들은 우리나라 카지노 산업의 발전을가져올 뿐만 아니라, 현실에서 문제시되고 있는 논쟁점들에 대하여 규제 현실 개선에 많은 기여를 할것으로 사료된다. 또한, 정책적인 측면에서 한국 카지노 산업에 대한 정책 및 규제를 개선하고 향후연구를 위한 길잡이로써 기여할 수 있을 것으로 사료된다. 앞으로 카지노 산업 매출총량제에 대한 현행제도에 대해서 사감위의 면밀한 검토는 지속적으로 차근차근 이루어져 해결해야 할 것이며. 이를위해 매출총량제에 대한 객관적인 실효성 검증이 반드시 이루어질 필요가 있다
