올림픽을 통해 본 일본정부의 인바운드 관광전략과 국가이미지홍보전략 ─ 1964년과 2020년 도쿄 올림픽을 중심으로 ─

본고는 일본의 인바운드 관광전략과 국가이미지 개선 전략을 1964년과 2020년 올림픽을 통해 고찰한 것이다. 1964년 도쿄올림픽은 일본이 일본 국가를 홍보하고 군군주의적인 국가이미지를 평화적인 이미지로 전환하는 변곡점이었으며 국제사회에 일본의 국가적 지위를 향상시킨 올림픽이었다. 이와 마찬가지로 일본은 2020년 올림픽을 통해 성취하려고 하는 명확한 전략과 아젠다를 가지고 있다. 일본은 올림픽 개최국으로 선정 된 것이 일본의 문화와 매력을 세계에 알리는 절호의 기회이며, 일본의 새로운 경제성장의 동력 중 하나인 인바운드 관광 정책 추진의 모멘텀(momentum)이라고 전제하고 외국인의 방일을 장려하는데 총력을 쏟고 있다. 또한 일본은 2020년의 올림픽을 일본의 이미 긍정적인 국가이미지를 더욱 강화하고 경제와 문화적인 측면에서 3.11 지진과 쓰나미 재난 이후에 일본의 회복 모습을 전 세계에 발신하는 전략을 전개하고 있다. 이에 본고에서는 일본의 인바운드 관광전략과 국가이미지홍보 전략을 1964년과 2020년 도쿄 올림픽을 중심으로 분석해 보려고 한다. This article examines Japan’s strategy for promoting inbound international tourism and enhancing its nation-branding via the hosting of the Olympics. The 1964 Tokyo Olympics was a turning point for Japan to increase inbound international tourism and to transform its image from a militaristic (or ultra-nationalistic) nation to a peace loving one. At the same time, Japan succeeded in elevating its international standing. Similarly, for hosting of the 2020 Tokyo Olympics Japan has a clear strategy and agenda. In particular, it is expected that the 2020 Tokyo Olympic Games will be a great opportunity for Japan to revitalize its economy and elevate its nation brand around the world. Also, through the 2020 Olympic Games, the Japanese government attempts to boost inbound international tourism by promoting Japan as a tourism-oriented country. In the process, it hopes to recover Japan’s nation-brand, which has been tarnished due to two decades of economic slump and 3.11 disaster.
