        도시재생 전략으로서 일시적 공간 활용에 관한 연구

        Currently, urban regeneration is carried out mostly in a permanent and fixed way of planning, and due to the nature of the master plan, it is limited to immediately accepting the opinions of residents. In this study, the factors of idle space were derived based on a temporary use strategy, and the direction of idle space was presented by comparing the importance of experts with the survey of residents' perceptions and preferences. As a result, residents preferred to improve the aging physical environment first because of the target location characteristics, while experts ranked it in line to reflect the importance of the use of temporary uses that can quickly improve the urban environment. Therefore, it is desirable to recognize the importance of the temporary use strategy and to refine the prioritiesof the two groups and conduct a temporary test to derive the optimal utilization measures and reflect them in the master plan. In order to implement a temporary use strategy in the future, it is necessary to present a space utilization plan that reflects detailed prior investigation through analysis of target location characteristics and usage patterns. 현재 도시재생은 대부분 영구적이고 고정적인 계획방식으로 진행되고 있으며, 종합계획 특성상 주민들의 의견을 즉각적으로 수용하기에는 한계가 있다. 본 연구에서는 일시적 활용의 전략을 기반으로 유휴공간의 활용요소를 도출하여 주민 인식조사 및 선호도 조사와 전문가 중요도 분석을 비교하여 일시적 활용 기법을 적용한 유휴공간 활용의 방향성을 제시하였다. 분석 결과, 거주민은 대상지 특성상 노후화된 물리적 환경을 먼저 개선하는 것을 선호하는 반면, 전문가는 빠르게 도시의 환경을 개선시킬 수 있는 일시적 활용의 특성을 담고 있는 활용방안을 중요도에 반영하여 그 순위의 차이가 있었다. 따라서 일시적 활용 전략의 중요성을 인식하고 두 집단의 우선순위 차이를 세분화하여 한시적으로 테스트(Test)를 진행함으로써 최적의 활용방안을 도출하여 종합계획에 반영하는 것이 바람직하다. 향후 일시적 활용 전략을 시행하고자 할 때 대상지 특성과 이용패턴 분석을 통해 면밀한 사전조사와 이를 반영한 공간 활용 계획이 제시되어야 할 것이다.

        재생사업지구 내 공가 및 공터 활용을 통한 유연적인 도시재생 방안 연구

        This paper aims at inducing implications from overseas cases, related to urban regeneration strategy, and has focused on considering vacant real estates as productive rather than useless. In order to make this study successful, this research explore ‘temporary uses’ and ‘tactical urbanism’ as theory, and ‘Community Gardens’, ‘Site Pre-Vitalization’, ‘Pop-up Town Hall’, and ‘Temporary Urbanism Initiatives’ in Washington D.C. as cases. They support temporary, ephemeral and experimental land use and small-short term projects for urban regeneration. This approach can contribute to urban regeneration as ‘bottom-up’ planning instruments and encourage participation. In addition, temporary uses permit a trial-and-error as incremental planning approach. When these done well, such small-scale changes may be conceived as the first step in realizing lasting change. In Korea, due to economic recession a lot of urban regeneration projects have stopped and abandoned empty property gave rise to many problems. Now we need to think differently, and allow ‘temporary uses’ for urban regeneration strategy.

        일시적 빈집 활용 효과 및 추진구조에 관한 연구 :광주광역시 발산마을을 중심으로

        Uninhabited houses have led to worsened residential environment, deteriorated urban landscape and aggravated community. Potential power of uninhabited houses has been discussed recently. Uninhabited houses have a potential that can increase vitality of urban space, invigorate economy and raise social and environmental sustainability and play a role as 'assets' that can be used to realize a comprehensive urban regeneration such as social ㆍcultural improvement, economic improvement and physical environmental improvement. This study aims to verify possibility of temporary utilization of uninhabited houses as a way to solve increased uninhabited houses pointed out as one of main causes of a decline in a city. In this study residents were surveyed to verify the potential power of uninhabited houses considered as 'assets' that can be used to regenerate a city and analyze effect of using temporary uninhabited houses.

        포스트 코로나 시대의 생활권 공원녹지 설계 전략과 가이드라인 연구

        The purpose of this study is to promote the safe use of parks by citizens in a pandemic situation by presenting strategies and guidelines for designing parks and green spaces in response to the post-COVID-19 era. The main research results are as follows. First, the direction and improvement factors of the design of parks and green spaces in the post-COVID-19 era were derived. As for the directions for improvement, ‘enlargement of park access roads and diversification of traffic lines’, ‘traffic management within parks’, ‘multifunctionalization of parks and green spaces’, and ‘dispersion of users within parks’ were derived. Second, through expert surveys and IPA analysis, promotion strategies for each improvement factor of parks and green spaces in the post-COVID-19 area were presented. ‘Integrating disaster prevention functions to respond to infectious diseases and other disasters’, ‘distributing users through activation of idle spaces’, and ‘improving the level of creating individualized small spaces’ were identified as key improvement factors. The gradual improvement factor is ‘improvement of facility design’, the status quo factor is ‘expanding and clarifying the park entrance space’, ‘diversification of walking paths and circulation’, ‘strengthening of signs for walking paths in the park’, ‘securing multi-purpose space within the park’ ‘was derived. Third, guidelines were prepared based on design strategies for parks and green spaces in the post-COVID-19 area derived through expert discussions. The results of this study are expected to contribute to establishing parks and green spaces design and management policies in response to infectious diseases at the local government level in the future.
