방천시장과 ‘김광석 다시그리기 길’의 도시재생 성과와 과제

본 연구는 방천시장과 ‘김광석 다시그리기 길’의 도시재생을 사례로 그 성과와 과제를 밝히고, 지속가능한 도시재생을 위한 정책적 함의를 제시하고자 한다. 방천시장과 ‘김광석 다시 그리기 길’은 당초 하나의 공간으로 재생사업이 추진되었으나, 재생사업을 추진하는 과정에서 장소성이 다를 뿐만 아니라 연계성도 거의 없는 별개의 공간으로 병존하고 있다. 문전성시사업에 기반한 방천시장 재생은 문화예술활동을 통한 전통시장 활성화라는 당초 목표를 달성하지 못한 채 여전히 쇠락한 도심의 전통시장으로 잔존하고 있다. ‘김광석 다시 그리기 길’의 재생은 문전성시사업의 일환으로 시작되었으나 김광석 열풍과 지자체 중심의 인위적인 장소만들기로 대구의 관광명소가 되었다. 그러나 과도한 관광화로 ‘문화예술공간’이라는 장소성이 약화되어 평범한 ‘문화상업거리’로 전락하였다. 이러한 문제점을 극복하기 위한 정책적 함의로는 첫째, 장소성을 강화할 수 있는 도시재생의 목표와 전략, 사업내용을 구체적으로 제시하여야 한다. 둘째, 도시재생에 의한 다차원적 젠트리피케이션에 의한 지역공동체 해체를 방지할 수 있는 주민참여형 거버넌스체제를 구축하여야 한다. 셋째, 향후 도시 경쟁력의 지속성을 강화하기 위한 다양한 문화콘텐츠를 개발할 창조적 인재의 발굴과 육성을 위한 시스템을 구축하여야 한다. This study aims to trace the achievements and tasks of the urban regeneration of Bangcheon Market and Kim Gwang-seok Road, and present policy implications for sustainable urban regeneration. Bangcheon Market and Kim Gwang-seok road were originally same space, but in the process of the urban regeneration, they have existed as separate spaces with little connection as well as different placeness. The Bangcheon Market regeneration based on the Munjeonseongsi Project, failed to achieve its original goal of revitalizing the traditional market through cultural and artistic activities. The Kim Gwang-seok Road has become a tourist attraction in Daegu due to the Kim Gwang-seok craze and the artificial placeness-making centered on local governments. However, due to excessive tourism, the placeness of ‘cultural and artistic street’ has been reduced to trite ‘cultural and commercial street’. As a policy implication to overcome these problems, first, the goals, strategies and projects for urban regeneration should be specifically presented to enhance the placeness. Second, a resident-participating governance system should be established to prevent community disintegration by multi-dimensional gentrification by urban regeneration. Third, a system should be established to discover and foster creative talents who help to develop various cultural contents to strengthen the sustainability of urban competitiveness in the future.

대구 김광석길의 장소 형성과 도시재생 : 지역 예술가의 경험을 중심으로

이 연구는 대구 김광석 다시 그리기길(이하 김광석길)의 형성과정에 참여한 지역 예술가들의 인식과 활동에서 드러나는 특징적 양상과 김광석길의 장소 변화 사이의 관계를 파악해보는 데 목적이 있다. 이 연구에서는 김광석길을 낙후한 도시공간의 물리적･경제적･사회적･문화적 기능을 회복하고 새로운 기능을 창출하여 재활성화하는 도시재생의 개념 속에서 이해한다. 김광석길을 연구 사례로 선택한 이유는 이곳이 대구 지역의 대표적인 관광지인 동시에 도심 속에 새롭게 만들어진 장소로서의 각종 문제점과 모순적인 현상이 압축적으로 드러나는 곳이기 때문이다. 그동안 김광석길에 대한 접근은 결과론적인 측면에서 젠트리피케이션이 일어나기 전후의 경제적, 경관적 변화를 살펴보는 경향이 있었다. 이 연구에서는 장소 형성에 관여한 주체의 경험을 통해 장소(Place)가 고정되거나 완전한 형태가 아니라 사람과의 상호작용을 통해 만들어지는 과정임을 확인하고자 한다. 특히, 김광석길 형성과정에서 주도적인 역할을 한 지역 예술가들을 장소 형성의 주체로 설정하여 그들이 어떤 논리와 전략을 펼쳤는지를 살펴본다. 다양한 욕구와 의도가 반영된 장소 형성의 구체적인 사례를 살펴봄으로써 도시재생 맥락에서 발생하는 다양한 문제점들의 근본적인 원인과 배경을 파악하고자 한다. The purpose of this study is to understand the relationship between the characteristic aspects of the local artists who with their specific perspective participated in the formation process of the Kim Gwang- Seok Re-drawing/missing Street in Daegu(hereafter Kim Gwang-Seok Street) and the changes in the place of that street. In this study, Kim Gwang-Seok Street is understood in the concept of urban regeneration by restoring the physical, economic, social, and cultural functions of the underdeveloped urban space and creating new functions to revitalizing. The reason why Kim Gwang-Seok Street was chosen as a research case is that it is a representative tourist attraction in Daegu and also a newly created place where various problems and contradictory phenomena are compressed in the city center. Until now, the approach to Kim Gwang-Seok Street has tended to consider economic and landscape changes before and after gentrification from the consequential aspects. In this study, the experiences of the subject involved in the formation of Kim Gwang-Seok Street is to confirm that the place is not a fixed or complete form but a process created through interaction with people. Particularly this study set the local artists who played a leading role in the formation of Kim Gwang-Seok Street as the subject of place formation and examine their perspective such as logic and strategy especially practiced in the process of formation. By examining specific case of place formation that reflect various needs and intentions, this study tries to identify the fundamental causes and backgrounds of various problems arising in the context of urban regeneration.

Gentrification occurs not only in Seoul but in many other regions, but it does not occur in all regions and occurs in the same way. The physical and social environment of each region is different and development aspsects are also varies. Thus, gentrification also shows a different progression. In the case of the downtown of local city, the government-led urban regeneration project has positive effects as well as negative effects. House prices and rents surge, merchants change, and existing traders get kicked out. In this study, we analyzed characteristics of gentrification sites in Daegu "s urban regeneration projects.
