MALAYSIA AND GLOBALIZATION : CONTRADICTORY CURRENTS

Welsh, Bridget The Institute for Far Eastern Studies, Kyungnam Un 1999 ASIAN PERSPECTIVE Vol.23 No.4

This paper discusses the contradictory approaches to and consequences of globalization over the last fifteen years in Malaysia, with special attention to the events after the onset of the Asian financial crisis in 1997. The discussion shows that globalization in Malaysia is conceptualized as both a transformation process and ideological construct that views the nation sate and markets as a critical determinatis of change in an increasingly internationlized world. The attitudes toward globalization have changed over time, in contradictory ways. Policies tied to globalization, in turn, have also changed, mirroring the different attitudes of the government. In the last two years, the Malaysian government has attempted to redefine globalization as a threat and adopted policies that have tried to limit global forces. These have had mixcd consequences at home and abroad. The events in Malaysia highlight some of the important challenges facing developing countries in an increasingly interconnected world.

Giant strain response in ionic nanoporous graphene actuator with hierarchical structures

Welsh, C.,Zhou, Y.,Ghaffari, M.,Lin, M.,Chong Min Koo,Zhang, Q. M. Institute of Electrical and Electronic Engineers 2015 IEEE transactions on dielectrics and electrical in Vol. No.

The fabrication and strain responses of nanoporous graphene actuators with hierarchical structures are reported. Poly(methyl methacrylate) (PMMA) patterning on a porous substrate and vacuum filtration were used to successfully pattern the hierarchical nanoporous graphene structures. Scanning electron microscopy (SEM) images depict successful hierarchical structuring with quick ion transport channels in the electrodes of the actuator. Profilometer measurements show uniform graphene thickness throughout the electrodes. The measured strain response shows much improvement over nanoporous graphene actuators reported earlier which do not have fast transport ion channels. The high strain response is a direct result of improved ion transport through the hierarchical nanoporous graphene channels.

      • The GALEX Ultraviolet Variability Catalog

        Welsh, Barry Y.,Wheatley, Jonathan M.,Heafield, Kenneth,Seibert, Mark,Browne, Stanley E.,Salim, Samir,Rich, R. Michael,Barlow, Tom A.,Bianchi, Luciana,Byun, Yong-Ik,Donas, Jose,Forster, Karl,Friedman, American Institute of Physics 2005 The Astronomical journal Vol.130 No.2

We present version 1.0 of the NASA Galaxy Evolution Explorer (GALEX) ultraviolet variability (GUVV) catalog, which contains information on 84 time-variable and transient sources gained with simultaneous near-ultraviolet (NUV) and far-ultraviolet (FUV) photometric observations. These time-variable sources were serendipitously revealed in the various 12 diameter star fields currently being surveyed by the GALEX satellite in two ultraviolet bands (NUV 1750–2750 Å, FUV 1350–1750 Å) with limiting AB magnitudes of 23–25. The largest amplitude variable objects currently detected by GALEX are M dwarf flare stars, which can brighten by 5–10 mag in both the NUV and FUV bands during short-duration (<500 s) outbursts. Other types of large-amplitude ultraviolet variable objects include ab-type RR Lyrae stars, which can vary periodically by 2–5 mag in the GALEX FUV band. This first GUVV catalog lists galactic positions and possible source identifications in order to provide the astronomical community with a list of time-variable objects that can now be repeatedly observed at other wavelengths. We expect the total number of time-variable source detections to increase as the GALEX mission progresses, such that later version numbers of the GUVV catalog will contain substantially more variable sources.

Local and National: Keroyokan Mobbing in Indonesia

Bridget Welsh 동아시아연구원 2008 Journal of East Asian Studies Vol.8 No.3

From horrific accounts of men decapitated to “ordinary” accounts of stolen motorcycles, the routine beating and killing of alleged criminals by mobs (massa) has become common in Indonesia. This article examines the patterns of keroyokan—mobbing—from 1995 through 2004 in four provinces and highlights the temporal, spatial, and substantive variations of this phenomenon. Drawing from a database of provincial and local news clippings in Bali, Bengkulu, West Java, and South Kalimantan and in-depth case studies and interviews, this article shows that mobbing varies considerably. Its causes are national and local. The temporal data show that nationally the most important factor to influence levels of mobbing was the introduction of decentralization. The power vacuum that resulted from the policy decision to transfer authority from the center to localities increased local violence. Yet this macrolevel explanation is inadequate to show the spatial variation and different forms of mobbing violence. To understand the causes of these dimensions of variation, one has to move away from macronational approaches measuring violence and include a more microethnographic local approach. A richer understanding of mobbing must be locally rooted. This article uses three case studies to illustrate the centrality of local factors affecting this form of violence. The case studies suggest that mobbing is shaped by the acquiescence of actors in local communities and local learning. The article draws attention to the need to incorporate local data and methods into an analysis of violence in Indonesia and to appreciate varied daily rituals of violence as reservoirs of conflict.

      • CSSP2 : An improved method for predicting contact-dependent secondary structure propensity

Yoon, Sukjoon,Welsh, Willian J,Jung, Heeyoung,Yoo, Young Do Research Institute of Women's Health Sookmyung Wom 2007 WOMEN And HEALTH Vol.3 No.1

The calculation of contact-dependent secondary structure propensity (CSSP) has been reported to sensitively detect non-native β-strand propensities in the core sequences of amyloidogenic proteins. Here we describe a noble energy-based CSSP method implemented on dual artificial neural networks that rapidly and accurately estimate the potential for the non-native secondary structure formation in local regions of protein sequences. In this method, we attempted to quantify long-range interaction patterns in diverse secondary structures by potential energy calculations and decomposition on a pairwise per-residue basis. The calculated energy parameters and seven-residue sequence information were used as inputs for artificial neural networks (ANNs) to predict sequence potential for secondary structure conversion. The trained single ANN using the >(i, i ± 4) interaction energy Parameter exhibited 74% accuracy in predicting the secondary structure of test sequences in their native energy state, while the dual ANN-based predictor using (i, i ± 4) and >(i, i ± 4) interaction energies showed 83% prediction accuracy. The present method provides a simple and accurate tool for predicting sequence potential for secondary structure conversions without using 3D structural information.

      • Quarter Micron Resolution with Stabilized Deep UV Photoresist on 2 Micrascan 11

Nunes, Ronald W.,Welsh, Kevin M.,Spinillo, Gary T. 대한전자공학회 1993 ICVC : International Conference on VLSI and CAD Vol.3 No.1

IBM's DUV chemically amplified photoresists, APEX M & E were exposed on a Silicon Valley Group Lithographic Systems (SVGL) Micrascan II deep UV step and scan tool interfaced to an SVG true. Resolution to 0.25 um was obtained on a bare silicon substrate with a bottom antireflective coating. These results illustrate the doselfocus windows for nested liner as well as the resolution linearity of the resist. This paper also compares the stability of APEX M c E during delays between expose and past expose bake (PEB) as well as effects clue to other process variables.

NetCSSP: web application for predicting chameleon sequences and amyloid fibril formation

        Kim, Changsik,Choi, Jiwon,Lee, Seong Joon,Welsh, William J.,Yoon, Sukjoon Oxford University Press 2009 Nucleic acids research Vol.37 No.suppl2

The calculation of contact-dependent secondary structure propensity (CSSP) is a unique and sensitive method that detects non-native secondary structure propensities in protein sequences. This method has applications in predicting local conformational change, which typically is observed in core sequences of protein aggregation and amyloid fibril formation. NetCSSP implements the latest version of the CSSP algorithm and provides a Flash chart-based graphic interface that enables an interactive calculation of CSSP values for any user-selected regions in a given protein sequence. This feature also can quantitatively estimate the mutational effect on changes in native or non-native secondary structural propensities in local sequences. In addition, this web tool provides precalculated non-native secondary structure propensities for over 1 400 000 fragments that are seven-residues long, collected from PDB structures. They are searchable for chameleon subsequences that can serve as the core of amyloid fibril formation. The NetCSSP web tool is available at http://cssp2.sookmyung.ac.kr/.
