<P>Cobitis nalbanti, new species, is described from the South Korean Han and Geum Rivers, draining to the Yellow Sea. It differs from its congeners by having a wide, ovoid lamina circularis; rounded scales with a large, slightly-displaced focal zone; a relatively long, protruded snout; the suborbital spine not reaching the center of the eye; the mandibular barbel not reaching the anterior edge of the eye; usually 12-14 dark brown blotches in the fourth Gambetta’s zone; a single elongated black spot on the upper part of the caudal-fin base; the only streak on the head running from the tip of the snout to the nape, across the eye; 2n=48-51 and NF=66. Cobitis nalbanti was previously identified as C. lutheri. Morphological analysis of C. lutheri shows that it is distinct in having a short obtuse snout, the suborbital spine reaching the center of the eye, the mandibular barbel reaching the anterior edge of the eye, usually less than 12 dark brown blotches in the fourth Gambetta’s zone, two spots at the caudal-fin base, several dark streaks on the head, and 2n=50, NF=70. A lectotype is selected for C. lutheri. Cobitis lutheri has a wide distribution in the Amur River basin, several rivers flowing into the Sea of Japan (East Sea), and in the northern part of Sakhalin Island. </P>

An election is a process of making decision when people choose a person to hold official offices. It is one of the usual tools of modern democracy. With the help of elections, it fills offices in the legislature for regional and local government. The practice of holding elections to bodies of state power of the subjects of the Russian Federation proved that at present the federal legislative regulation and control of the compliance with the electoral rights of citizens on behalf of the federal bodies of state power are required in order to hold free and democratic elections in the subjects of the Russian Federation. It allows for the constraint of steady negative trends experienced lately, which relate to limiting the electoral rights of citizens in the election legislation of the subjects of the Russian Federation and organizing the election process at a regional level. The author, Tatyana Vasileva, in this article analyzing communicative technologies in the electoral process of Primorsky territory, studying main strategies and tactics of the electoral procedure.
Chemical Composition of RM_1-390 - Large Magellanic Cloud Red Supergiant

A high resolution spectroscopic observation of the red supergiant star RM_1-390 in the Large Magellanic Cloud was made from a 3.6 m telescope at the European Southern Observatory. Spectral resolving power was R=20,000, with a signal-to-noise ratio S/N > 100. We found the atmospheric parameters of RM_1-390 to be as follows: the effective temperature Teff = 4,250 ± 50 K, the surface gravity log g = 0.16 ± 0.1, the microturbulent velocity vmicro = 2.5 km/s, the macroturbulence velocity vmacro = 9 km/s and the iron abundance [Fe/H] = -0.73 ± 0.11. The abundances of 18 chemical elements from silicon to thorium in the atmosphere of RM_1-390 were found using the spectrum synthesis method. The relative deficiencies of all elements are close to that of iron. The fit of abundance pattern by the solar system distribution of r- and s-element isotopes shows the importance of the s-process. The plot of relative abundances as a function of second ionization potentials of corresponding chemical elements allows us to find a possibility of convective energy transport in the photosphere of RM_1-390.
Magellanic Clouds Cepheids: Thorium Abundances

The analysis of the high-resolution spectra of 31 Magellanic Clouds Cepheid variables enabled the identification of thorium lines. The abundances of thorium were found with spectrum synthesis method. The calculated thorium abundances exhibit correlations with the abundances of other chemical elements and atmospheric parameters of the program stars. These correlations are similar for both Clouds. The correlations of iron abundances of thorium, europium, neodymium, and yttrium relative to the pulsational periods are different in the Large Magellanic Cloud (LMC) and the Small Magellanic Cloud (SMC), namely the correlations are negative for LMC and positive or close to zero for SMC. One of the possible explanations can be the higher activity of nucleosynthesis in SMC with respect to LMC in the recent several hundred million years.
