        Efficiency Analysis for Major Ports in Korea and China using Boston Consulting Group and Data Envelopment Analysis Model

        Planning strategies to achieve higher competitiveness of ports are becoming increasingly important in business environment. Therefore, strategic competitive position and efficiency analysis needs to be performed to increase ports’ effectiveness and competitiveness. This matches with one of targets of new concept e-Navigation to increase the agility and efficiency of ports. The purpose of this study was to apply Boston Consulting Group matrix to analyze competitive positioning of major ports in Korea and China in term of several main cargo types and then use a combination of Data Envelopment Analysis and Principal Component Analysis model to calculate efficiencies. Results show that, at the moment, Chinese ports are still on the top with high position and efficiency score for the representative-Shanghai port. However, result also points out that except container type, Korean ports have chance to compete in other cargo types. Moreover, Gwangyang port is regarded as efficient. It has better position time. It is believed that Gwangyang port together with Busan port can compete with Chinese port in the near future.

        Prospects and Economics of Offshore Wind Turbine Systems

        In recent years, floating offshore wind turbines have attracted more attention as a new renewable energy resource while bottom-fixed offshore wind turbines reach their limit of water depth. Various projects have been proposed with the rapid increase in installed floating wind power capacity, but the economic aspect remains as a biggest issue. To figure out sensible approaches for saving costs, a comparison analysis of the levelized cost of electricity (LCOE) between floating and bottom-fixed offshore wind turbines was carried out. The LCOE was reviewed from a social perspective and a cost breakdown and a literature review analysis were used to itemize the costs into its various components in each level of power plant and system integration. The results show that the highest proportion in capital expenditure of a floating offshore wind turbine results in the substructure part, which is the main difference from a bottom-fixed wind turbine. A floating offshore wind turbine was found to have several advantages over a bottom-fixed wind turbine. Although a similarity in operation and maintenance cost structure is revealed, a floating wind turbine still has the benefit of being able to be maintained at a seaport. After emphasizing the cost-reduction advantages of a floating wind turbine, its LCOE outlook is provided to give a brief overview in the following years. Finally, some estimated cost drivers, such as economics of scale, wind turbine rating, a floater with mooring system, and grid connection cost, are outlined as proposals for floating wind LCOE reduction.

        불확실성 DEA모델을 이용한 컨테이너 항만의 효율성 분석 연구

        컨테이너 항만은 공급망관리(SCM)에 있어서 연결점(link) 역할을 하고 있어 국제 간 무역에서 중요한 위치를 차지하고 있다. 그러므로 컨테이너 항만의 운영 상태를 파악하기 위하여 컨테이너 항만의 운영효율성을 평가하는 것은 공급망 관리에 있어서 중요한 일이다. 과거 항만의 효율성을 측정하기 위해 많은 방법을 사용되었다. 그 가운데 자료포락분석(DEA, Data Envelopment Analysis) 방법은 가장 일반적인 방법으로 활용되고 있다. 그러나 DEA 모델에 사용되는 투입, 산출 데이터는 때때로 복잡하고 불확실하기 때문에 기존 DEA모델 사용에 한계점이 존재한다. 이 논문에서는 기존모델의 한계를 해결하기 위해 불확실변수를 취급할 수 있는 불확실성 DEA(UDEA, Uncertainty DEA)모델을 제안하였다. 제안된 불확실성 DEA모델을 이용하여 41개 컨테이너 항만의 효율성을 측정하여 불확실성 DEA 모델의 유효성을 검증하였다. 또한 항만 클러스터링 방법으로 항만의 규모별로 효율성을 측정하여 6개의 컨테이너 항만이 효율성이 있음을 식별하였다. 이와 같이 제안된 불확실성 DEA(UDEA)모델이 기존 DEA모델 보다 효율성 측정에 효과적임을 확인하였다. Container port nowadays becomes one of the most vital link of the transportation chain, plays an important role in trading with other countries. Therefore, evaluating the operational efficiency of container ports to reflect their status and to reveal their position in this competitive environment is very important for port development. Although there have been lots of methods used to measure efficiency in the past, the DEA (Data Envelopment Analysis) model is still the most commonly applied approach. However, the data used in the model sometimes is complex and uncertain to handle using the basic DEA model. In this paper, we applied an uncertainty theory to create an uncertainty DEA model (UDEA), which can solve the limitation of the traditional one. This study mainly focuses on measuring efficiency of 41 container ports by applying proposed an UDEA model. The results show that among 41 container ports, only six container ports are regarded to have efficient operation through the clustering, meanwhile others have technical and scale inefficiencies. We found out that an UDEA model is better to analysis efficiency than existing DEA model.

      • Proposal to build Logistic Center at Danang seaport area

        Da Nang is situated in central Vietnam and at convenient cross-roads of the railway and road systems as well as the airport. Moreover, the city has a deep-seaport system and well-invested infrastructure in connection with other transportation modes. It is a favorable condition for the city to move towards a Logistics Center for seaports serving the central region in particular and the whole region in general. This paper presents the current operating status in Danang seaports and analyses the necessary conditions to build a Logistics Center. Based on the experience of the other countries and the actual conditions, the article points out that it is necessary to strongly develop hinterland’s logistics services to create added value by building a Logistics Center and Dry ports system to effectively serve the operation of the seaports.

        The Impact of Corporate Social Responsibility on Brand Value and Financial Performance: Evidence from Bancassurance Service Providers in Vietnam

        The objective of this article is to assess the impact of corporate social responsibility (CSR) implementation on Corporate Brand Value (CBV) and Corporate Financial Performance (CFP). At the same time, the article examines the mediated role of CBV on the relationship between CSR implementation and CFP. In-depth interviews and observation techniques were used in this article on 4 experts to collect qualitative information. Quantitative analysis was based on primary data obtained from 454 employees working at enterprises providing Bancassurance services. The article uses various models of Cronbach's Alpha coefficient, Exploratory Factor Analysis (EFA), Confirmatory Factor Analysis (CFA), and Structural Equation Analysis (SEM) using SPSS 22.0 and AMOS 20.0 software. In addition, a 5-point Likert scale is used to measure observed variables. Research results show that CBV plays an intermediate role in the relationship between CSR implementation and CFP. At the same time, the implementation of CSR toward communities, customers, and workers directly impacts CBV and CFP. The article draws a new conclusion; there is no relationship found between the implementation of CSR and CFP. The result proposes implications for the state and Bancassurance service providers to develop and implement CSR-related policies and activities to enhance their brand value and financial performance.

      • Tobacco Control Policies in Vietnam: Review on MPOWER Implementation Progress and Challenges

        In Vietnam, the WHO Framework Convention on Tobacco Control (WHO FCTC) took effect in March 2005 while MPOWER has been implemented since 2008. This paper describes the progress and challenges of implementation of the MPOWER package in Vietnam. We can report that, in term of monitoring, Vietnam is very active in the Global Tobacco Surveillance System, completing two rounds of the Global Adult Tobacco Survey (GATS) and three rounds of the Global Youth Tobacco Survey (GYTS). To protect people from tobacco smoke, Vietnam has issued and enforced a law requiring comprehensive smoking bans at workplaces and public places since 2013. Tobacco advertising and promotion are also prohibited with the exception of points of sale displays of tobacco products. Violations come in the form of promotion girls, corporate social responsibility activities from tobacco manufacturers and packages displayed by retail vendors. Vietnam is one of the 77 countries that require pictorial health warnings to be printed on cigarette packages to warn about the danger of tobacco and the warnings have been implemented effectively. Cigarette tax is 70% of factory price which is equal to less than 45% of retail price and much lower than the recommendation of WHO. However, Vietnam is one of the very few countries that require manufacturers and importers to make "compulsory contributions" at 1-2% of the factory price of cigarettes sold in Vietnam for the establishment of a Tobacco Control Fund (TCF). The TCF is being operated well. In 2015, 67 units of 63 provinces/cities, 22 ministries and political-social organizations and 6 hospitals received funding from TCF to implement a wide range of tobacco control activities. Cessation services have been starting with a a toll-free quit-line but need to be further strengthened. In conclusion, Vietnam has constantly put efforts into the tobacco control field with high commitment from the government, scientists and activists. Though several remarkable achievements have been gained, many challenges remain. To overcome those challenges, implementation strategies that take into account the contextual factors and social determinants of tobacco use in Vietnam are needed.
