A new high-spin isomer in the neutron-rich nucleus 128Cd was populated in the projectile fission of a 238U beam at the Radioactive Isotope Beam Factory at RIKEN. A half-life of T½=6.3(8) ms was measured for the new state which was tentatively assigned a spin/parity of (15-). The experimental results are compared to shell model calculations performed using state-of-the-art realistic effective interactions and to the neighbouring nucleus 129Cd. In the present experiment no evidence was found for the decay of a 18+E6 spin-trap isomer, based on the complete alignment of the two-neutron and two-proton holes in the 0h1½ and the 0g9/2 orbit, respectively, which is predicted to exist by the shell model.

The level structure of 172Dy has been investigated for the first time by means of decay spectroscopy following in-flight fission of a 238U beam. A long-lived isomeric state with T½=0.71(5) s and Kπ=8- has been identified at 1278 keV, which decays to the ground-state and γ-vibrational bands through hindered electromagnetic transitions, as well as to the daughter nucleus 172Ho via allowed β decays. The robust nature of the Kπ=8- isomer and the ground-state rotational band reveals an axially-symmetric structure for this nucleus. Meanwhile, the γ-vibrational levels have been identified at unusually low excitation energy compared to the neighboring well-deformed nuclei, indicating the significance of the microscopic effect on the non-axial collectivity in this doubly mid-shell region. The underlying mechanism of enhanced γ vibration is discussed in comparison with the deformed Quasiparticle Random-Phase Approximation based on a Skyrme energy-density functional.
Development of 1700V Hybrid Module with Si-IGBT and SiC-SBD for High Efficiency

This paper describes about newly developed 1700V/400A hybrid module which consists of Si-IGBT and SiC-SBD. The static and dynamic characteristics were evaluated and the turn-on loss is 38% lower and the reverse recovery loss is 83% lower than the conventional all-Si IGBT module because of the reverse recovery current of SiC-SBD is very small to be an unipolar device. The radiation noise on hybrid module becomes higher with increasing collector current, but the peak value of the noise from hybrid module is almost same as the all-Si module if the collector current is less than 300A. In AC690V PWM inverter, the total power dissipation of hybrid module is 8% lower at 1 kHz and 29% lower at 10 kHz compare to the all Si module. Therefore the 1700V hybrid module is useful as a power module for an AC690V high efficiency inverter system such as wind power generation system and high voltage solar power generation system. This paper reports about the static and dynamic characteristics and the radiation noise measurement results on the 400A/1700V hybrid module.

We have constructed three characteristic internship programs which were based on the different aspects of view by the grant in aid from MEXT of Japanese government. The most outstanding program is what we call “Market Internship”, where the students directly approach the market in which the engineering technologies are utilized. Then they must find out the problems and advantages of engineering technologies from the view of consumers. The experience would result in the enhancement of motivation to study the engineering technologies. It would be substantially effective in engineering education curriculums that the engineers of private companies in which university students will get their own jobs in near future could take important roles to conduct them. We believe that this activity would effective in reducing gaps they would feel between before and after getting jobs in practical society, and lowering the ratio of unemployment after getting jobs

<P>The present paper addresses the influence of surface mechanical attrition treatment on the characteristic properties of EN8 steel and, to analyze the correlation between the change in properties of the treated steels with their corrosion behavior in 0.6 M NaCl and borate buffer, evaluated by potentiodynamic polarization and electrochemical impedance spectroscopy studies. Surface mechanical attrition treatment of EN8 steel induced plastic deformation, enabled surface nanocrystallization, increased the surface roughness, microstrain and defects/dislocations and, imparted compressive residual stresses. The change in properties of EN8 steel following treatment has caused a deleterious influence on its corrosion resistance in 0.6 M NaCl but an improvement in corrosion behavior in borate buffer. The possible reasons for the change in corrosion behavior of the treated EN8 steel are suggested. Pictorial models are proposed to explain the evolution of surface roughness and the mechanism of corrosion attack of the treated EN8 steels in 0.6 M NaCl and borate buffer.</P>

The NCT Program, in which the present JT-60U is being modified into a superconducting coil machine, is discussed under nationwide collaboration in Japan. Its mission is to establish high-beta steady-state operation for DEMO and to contribute to ITER. NCT is designed to have potential to investigate such research.

Second harmonic electron cyclotron current drive (ECCD) has been investigated on CHS (Compact Helical System) by using a 2-D steerable EC-beam injection system. The direction of the plasma current, which is the sum of bootstrap current and EC-driven current, is clearly reversed by a reversal of the EC-beam injection direction. The direction of driven current is consistent with expectation in the case of low-field side injection of EC wave. So far, a driven current up to 6 kA has been obtained when bootstrap current is less than 2 kA. It is confirmed that right-hand polarization and low density are effective for ECCD.
