        A Comparative Analysis on the Government s Responsibility and Crisis Management Response : The Sampoong Department Store Collapse, The Daegu City Subway Fire, and The Sewol Ferry Disaster

        The Sampoong department store collapse, the Daegue subway fire disaster, and the Sewol ferry disaster showed the dark side of our current society. Twenty years have passed, but still the Korean society can be depicted with irregularities, evasion of responsibility, immorality, political corruption, peace-at-anyprice principle, and formalism. The problem of bureaucracy’s responsibility does not end as just an individual bureaucrat’s problem. Like the Sewol Ferry disaster, the bureaucrat’s cop-out, avoidance of task, and delaying work took many lives; they even could not rescue the survivors in the ship. This kind of problem a social crisis at the national level. Thus this paper is aimed to do a comparative analysis of the Sampoong department store collapse, the Daegu subway fire disaster, and the Sewol ferry disaster in the aspect of the government s responsibility for crisis management and countermeasure, and address the government s responsibility for crisis management and countermeasure in the future. This paper discusses the government s responsibility for crisis management and suggests proper countermeasures to help build the safe Korea society in the future.

        A Study on Efficient Operation of the Disaster Management Organization of Regional Local Governments in Korea - Analyzing the Organizational Structure of Disaster Management -

        우리나라의 지방정부는 재난대응에 있어서 일차적 책임을 지닌다. 현재 지방정부의 재난관리 조직의 운영형태는 대체로 분산관리방식을 택하고 있다. 현재 지방정부별로 재난을 담당하고 있는 부서의 명칭과 운영체계는 통일성이 확보되지 못하고 있고, 재난관리업무 협조, 지역의 민간단체와 협력, 재난관리인력, 장비부족과 같은 다양한 문제점이 지적되고 있다. 이 논문은 우리나라의 지방정부별재난관리 조직운영을 분석하여 한국의 지방정부 재난관리 조직을 효율적으로 운영하기 위하여 정책적 방향을 제시하는 데 연구의 목적이 있다. 연구결과 지역 재난통합컨트롤 타워 확보를 통한 운영체계의 일원화, 상시기구와 비상기구의 혼란을 방지, 재난관련 유관부서의 이기주의 극복, 전문성과실효성 있는 재난관리 조직에 대한 계획 수립이 필요하다고 본다. 지방정부의 특수성이 포함될 수있도록 포괄적인 범위에서 협력적 네트워크 구축과 함께 적시적 여건과 전망 분석을 통해 현실적인계획 수립에 힘쓰고, 현재의 재난관리 역량수준을 진단하여 재난안전예산 확보를 위한 나름대로의근거를 마련하고 재난관리 역량의 강화에 노력을 쏟아야 할 것이다. Local governments in Korea bear the primary responsibility for disaster response. This study aims to explore an efficient way to operate disaster management organizations of Korea’s regional local governments. The findings are as follows. First, the unification of operating system should be needed by securing a regional-level integrated disaster control tower. Second, any confusion between a permanent organization and an emergency organization should be prevented. Third, institutional egoism related to disaster management should be overcome. More efforts should be made to construct a comprehensive cooperative network to incorporate region-specific characteristics and contents, collect all disaster-related information within each administrative area, establish a realistic plan through an analysis of appropriate conditions and prospects, and prepare the foundation to reinforce disaster management capability.

        Future Directions of Research on Crisis Management Using Big Data

        첨단과학기술의 발전과 함께 등장한 빅데이터는 스마트혁명 시기에 혁신과 경쟁력 강화, 생산성 향상을 위한 중요한 원천으로 간주되고 있고, 이를 재난분야에서 활용하는 것 또한 세계적인 흐름이다. 본 연구는 이러한 시대적 흐름에 맞추어 위기 유형별로 위기관리 체계를 구축할 수 있는 방안을 모색하고자 한다. 연구결과는 다음과 같다. 첫째, 현재 빅데이터의 위기관리 분야는 재난영역에 발달이 집중되어 있어, 비 활용분야의 확대가 필요하다고 본다. 둘째, 빅데이터의 활용을 위한 인프라가 구축되어야 한다. 셋째, 위기관리분야의 빅데이터를 분석하는 데 있어서 소셜미디어를 적극 활용하도록 한다. 아직 위기관리 분야에서 빅데이터를 적극적으로 활용하기에는 대규모 재난재해 사고는 발생 빈도가 매우 낮아 관련 데이터를 통계적으로 활용하기에는 한계가 있다. 그러나 이러한 한계에도 불구하고 앞으로의 빅데이터를 활용해 과거 재난이력 및 원인분석결과, 위성영상, 시뮬레이션 등을 의미적 통합분석을 한다면 재난관리 전 과정이 과학적으로 수행될 수 있을 것이다. To keep in step with this trend, this research attempted to explore ways that can be used to establish a crisis management system by crisis type. Findings of this research suggest as follows: First, big data in the field of crisis management has been used on analyzing disaster area, that should be expanded to the non-utilization field. Second, the construction of sustainable infrastructure utilizing big data is of vital importance now. Third, social media such as Twitter, Facebook. should be used to their maximum potential as utilizing big data. For example, using the frequency occurrence of large-scale disasters is still very low in relation to its utilization of big data. Therefore, it will be analyzed synthetically and scientifically if big data-utilized data processes such as simulation, and visualization by making use of large-scale and complex information can be implemented.

      • Geotechnical Characterization of the Eardo Seabed for Offshore Pile Foundation Design

        한국해양연구소(KORDI)는 후구로(Fugro Int.)사의 도움으로 마라도에서 약 152km 떨어진 지점에 건설 예정인 이어도 해양관측기지 건설을 위해서 해저지반의 특성조사를 수행하였다. 지반조사의 근본 목적은 해양과학기지가 설치될 이어도의 해저지반의 공학적 특성을 파악하고 조사자료를 이용하여 고정식 해양구조물의 기초설계를 하기 위한 것이었다. 본 논문에서는 해저지반조사의 상세한 설명과 고정식 해양구조물의 기초설계에 필요한 설계상수를 산정하는 방법에 대해서 토론하고자 한다. 연구결과로는 해저 현장토질의 특성을 고려한 해양말뚝의 기초설계에 필요한 지반설계 상수를 제안하였다. Korea Ocean Research & Development Institute(KORDI) conducted an offshore geotechnical investigation for the Eardo Ocean Research Station with the help of the Fugro International Limited at a site location approximately 152 km away from Mara Island, Korea. The primary purpose of the geotechnical investigation was to obtain information on soil and foundation conditions, and to develop foundation design data for a fixed offshore observation platform. This paper discussed the details of the geotechnical investigation and the foundation design recommendations for the Ocean Research Station. Clear recommendations were proposed for the foundation type of driven pile considering the existing soil conditions.

        한반도 주변 해역에서의 MetOp-B와 Jason-2 인공위성 해상풍 검증

        In the last few decades, many studies on estimation of sea surface winds using satellites have been increasingly carried out with advancement of remote sensing technology. In prior to the use of satellite data for physical analysis, validation and calibration of the satellite raw data should be conducted. Most of the previous validation studies have mainly focused on the offshore data which were collected 50km or more away from the coastline. This is to remove the effect of land interference from the radar signal data. In this study, a method of validating wind speed data based on wind direction is proposed to improve the validation, in particular, for the satellite data collected in coastal area, intending to enhance the utilization of the satellite data which is adjacent to the land. MetOp-B and Jason-2 data were considered as satellite dataset. For the validation of the satellite data, the in-situ measurements from Korea Meteorological Administration(KMA) and Korea Hydrographic and Oceanographic Agency(KHOA) were used. Reduced Major Axis(RMA) regression method was applied as regression analysis between the satellite wind data and in-situ measurements. As a general results, when wind speeds with wind directions from the offshore were compared between the satellite and in-situ buoy data, the correlations were higher and the root mean square errors were lower compared to the wind blows from the land.
