        With lingering uncertainty surrounding North Korea and its long-term intentions and goals, and the increasing aggressiveness of China and Russia, there seems to be growing concerns about the stability of the alliance between the Republic of Korea and the United States (ROK-US Alliance). More directly, there are fundamental issues concerning the various foreign commands stationed in the Republic of Korea (ROK) including the Combined Forces Command (CFC), United Nations Command (UNC) and United States Forces Command (USFK). In other words, is there a need for these foreign commands and forces to be stationed in the ROK both now and in the future? What are the missions of these commands? Are these commands a hindrance to peace on the Korean Peninsula and in the greater region? Finally, do these commands with the stationing of forces affect the sovereignty of South Korea? The goal of this paper is not to identify what the current issues or potential future roles and functions the ROK-US Military Alliance and the various commands could have nor to argue the merits each of these roles and functions have. This paper will also not look at the current protracted social conflict (PSC) with North Korea or the likelihood of denuclearization and peace. Instead, this paper takes the position that regardless of the ROK’s relationship with North Korea, China, Russia and other countries within and outside the region, the various positive reasons for the overall ROK-US Military Alliance and the stationing of various commands and forces will continue to remain valid. This paper will argue instead that there needs to be a new understanding of the utility of this alliance, an elucidation of the purpose that these commands and forces have, and how their continued presence positively impacts Korea and the region. Moreover, there must be renewed efforts to effectively disseminate this new understanding. Yet, to do so will require all parties in the alliance to take a look at their methods of communication, and redevelop and constantly hone what can be categorized as “strategic communications.” Strategic communications which are the combined efforts to understand the target audience, the intended goals of the communicator, knowing the proper format and the measurable outcomes one hopes to achieve in order to successfully provide communications. Strategic communications also include a thorough understanding of the messages to be given, along with the identity, culture, position and power of all those involved not just by those who convey the messages, but by those who will be the receivers of those messages.

        The Importance of Position and Power Symmetry in International Relations: The Case of U.S. Foreign Policy towards North Korea

        This paper analyzes how U.S. foreign policy, based on symmetry or asymmetry, drives international relations, and can lead to positive or negative state-to-state relations. The paper uses the case of U.S. foreign policy towards North Korea to discuss the importance of position and power when dealing with societies and nations. The paper discloses that U.S. foreign policy approach towards North Korea has not significantly evolved over the past 60 years regardless of administration and that the current paradigm of dealing with complex state-to-state issues only works to sustain negative relations. The paper further finds that the continued negative relations and deep-rooted and protracted conflict between the United States and North Korea is intimately connected to the way in which the United States handles state-to-state relationships. On the basis of these observations, the paper recommends alternative multi-dimensional foreign policy approaches based on conflict analysis and resolution methods and tools needed to successfully transform the relationship and build sustainable peace with North Korea and in the East Asia Region.

        Prevalence and Correlates of Current and Former Smoking among Urban Transit Workers

        Transit workers constitute a blue-collar occupational group that have elevated smoking rates relative to other sectors of employed adults in the United States. This study analyzed cross-sectional tobacco survey data from 935 workers (60% African American; 37% female) employed at an urban public transit agency in California. Prevalence of current and former smoking was 20.3% and 20.6%, respectively. Younger workers were less likely than older workers to be current or former smokers. Having a complete home smoking ban was associated with decreased likelihood of being a smoker [odds ratio (OR)=0.04, 95% confidence interval (CI)=0.01?0.17], as were neutral views about whether it is easy for a smoker to take a smoking break during their shift (OR=0.50, 95% CI 0.28?0.88). Current smoking among the sample is > 50% higher than the adult statewide prevalence. Potential points of intervention identified in this study include perceived ease of worksite smoking breaks and establishing home smoking bans. Tailored cessation efforts focusing on older transit workers more likely to smoke are needed to reduce tobacco-related disparities in this workforce.

        A Case of Preperitoneal Herniation of the Small Bowel Causing Intestinal Obstruction Following a Totally Extra Peritoneal Hernia Repair

        Preperitoneal hernia is a very rare complication following laparoscopic inguinal hernia repair. A 57-year-old male underwent a right inguinal hernia totally extra peritoneal repair on 20/10/2021. Initial recovery was uncomplicated but on post operative day 10, he developed sudden onset of vomiting and abdominal pain. Initial imaging showed small bowel obstruction with a possible transition point. An internal hernia was suspected and he was offered urgent diagnostic laparoscopy following counseling. A preperitoneal defect was noted with distended proximal ileum and collapsed distal ileum and colon. A small bowel run-through did not reveal any pathological abnormalities. A presumptive diagnosis of a preperitoneal hernia was made, and the defect was closed with a running V lock suture. The patient made an uneventful postoperative recovery. An inadvertent breach in the peritoneum during a totally extra peritoneal repair can lead to preperitoneal herniation of the small bowel and intestinal obstruction postoperatively.

      • Damage detection techniques for structural health monitoring of bridges from computer vision derived parameters

        The paper presents damage detection techniques for structural health monitoring of bridges incorporating computer vision derived measurements. The feasibility of the techniques is demonstrated on a numerical model of a bridge girder. The girder is subjected to a load induced by a slowly moving truck. Multiple damage scenarios are simulated. Damage detection is carried out on the four types of response (i.e., deflection, inclination angle, strain and curvature) computed from the numerical model. The robustness of vision measurement approach for damage detection is validated at different levels of added measurement noise. The noise is expressed as the pixel resolution achievable with the image processing algorithm at multiple camera field of views applied to target motions. Damage detection and location accuracies are influenced by damage extent, added measurement noise and type of response. The study shows that deflections and strains outperform inclination angles and curvatures detecting damages in noisy measurements. Strains are the best type of response for damage detection and location when high measurement resolutions (e.g., 1/500 pixels) can be achieved.

      • Sol-Gel Synthesis of Chromium-Doped Forsterite

        Pale purple, polycrystalline, chromium-doped forsterite powder was prepared at low temperature from a magnesium silicate sol. The chromium dopant, introduced as either chromium(Ⅱ) acetate or chromium(Ⅳ) oxide, was combined in solution to maximize homogeneity. Electronic absorption spectroscopy indicated dopantions, CrIII and CrIV, were intimately bound to the magnesium silicate network. At a Cr/Si mole ratio of 0.04 or less, the dried xerogel formed only a single phase, forsterite, after calcination in humid air to 560℃, and was fully crystalline above 800℃. The residual carbon content of the xerogel was decreased by the use of humidified air during calcination. FTIR spectroscopy in dicated that the dopant occupied both octahedral and tetrahedral sites. In the first attempts to grow single crystals of chromium-doped forsterite, coarse-grained samples were obtained by melting and solidification of the polycrystalline powder under an oxygen atmosphere by the crucible-free, floating zone method. Observation of a broad ESR peak for Cr4+ at room temperature and of typical near IR emission spectra indicated that the Cr4+/Cr3+ ratio in the melt grown samples was higher than that of commercial single crystals, grown under a more reducing atmosphere.
