For a number of years it has been known that flexural vibrations in a plate can be damped by the application of a layer of viscoelastic material that is in turn constrained by a backing layer or foil. A common example is the damping tape currently used in aircraft. This paper presents a quantitative analysis of the damping effectiveness of such a constrained layer. As in the work of H. Oberst the damping is characterized by the loss factor η, which is the normalized imaginary part of the complex bending stiffness of the damped beam.
理論과 政策의 關係에 對한 小考 : 經濟理論과 經濟政策을 中心으로

This study is to obserue the diversification process in the relationship between theory and policy, and, moeover, suggests that the theory is the knowledge acquired from the viewpoint of causal methodology and the policy is the knowledge acquired from the viewpoint of telgological methodology. But we found that it was quite difficult to set up the policy objective in the study of policy. It is true that there are many theories as to the relationship between economic theory and economic policy, and they are divided into two categories; one is the economic science, and the other is the normative science. The economic science is the study of "Sein" to find the principles based on the causal relationship through the observation and description of what the economic policy is in the past and present. The normative science is to study "Sollen" in which the study of economic policy and to set up the policy objectives, and direct its objectives. In conclusion, the relationship between the economic theory and the economic policy is that between the economic "Sein" and the economic "Sollen", and the clear-cut explanation of its relationship will sovel the funclamental problem.

This study is performing a seismic analysis on the steel frames structure with dampers and analyzing the dynamic behavior in order to examine their efficiency and study the optimum dampers position to the seismic design steel structure. To improve the ability against an earthquake, this study performed the time history analysis. Controling an earthquake is the way to minimize the damage of the steel structure by dissipating input energy generated by an earthquake.

This study is to develop the structure analysis and optimization algorithm of the strut supported temporary structure for underground constructions. Developed algorithm performs the analysis and the optimization of each strut, wale, and H pile of temporary structures separately. The design variables of nonlinear optimization consist of the cross-sections of temporary structures such as strut, wale, and H pile and the solution of the nonlinear programming is searched using for the method of successive unconstranint minimization technique. The weight of the structure is used for the object function of nonlinear programming. the constraints are derived from the specification of the temporary structures as compressive axial, bending, shear, composite stress and serviceability. The structural analysis is performed based on the elastoplastic beam theory. This developed program can be used to evaluate the applicability, convergence, and effectiveness of the temporary structures.
