유네스코 국제지구과학프로그램(IGCP)과 IGCP 한국위원회 활성화

This paper presents an overview and description of the International Geoscience Programme (IGCP) and Korea National Committee for IGCP as it relates to activities of scientists in Korea. More specifically, it focuses on global network activities and international research collaborations in Earth Sciences. IGCP is a multidisciplinary international programme of UNESCO, partnering with the International Union of Geological Sciences (IUGS). It facilitates international geoscientific cooperation among scientists from industrialized and those from low income countries in research on geological problems, such as, resource depletion, environmental destruction, prevention and mitigation of problems associated with natural disasters, and climate change impacts through continuing joint research, meetings, field trips, and workshops. IGCP promotes collaborative projects with a particular emphasis on those with benefits to society, capacity building, and the advancement and sharing of knowledge among scientists with a focus on North-South and South-South cooperation. IGCP projects deal primarily with geoscience activities related to global issues within five theme areas; Earth Resources, Global Change, Geohazards, Hydrogeology, and Geodynamics. In 2018, 4,485 scientists from 105 countries participated in the delivery of 27 IGCP projects. All the project participants include young scientists (56%), women scientists (32%), and scientists from developing countries (65%). A total of 160 project leaders from 57 countries have taken part. Among Asian countries, scientists come mainly from China and Japan. In particular China has seven principal project leaders, which is a remarkable accomplishment compared with other countries, for example, three project leaders from USA and France, two from England and Chile, and one from Japan and Australia. Korean has no current IGCP project leaders. There are several reasons for this, including a lack of activities with IGCP Korean National Commission, limited visibility of IGCP programmes, unawareness of the geoscience community of this international programme, and lack of strategies for international cooperation for the geosciences. With the aim to enable our local geoscientists to participate actively and to initiative new IGCP projects disseminating their work to international network by creating international research collaboration it is necessary to revitalize the Korea National Committee for IGCP for the benefit of the Korean geoscientists, research institutes, industries, and related ministries at a relevant agency in Korea. These kinds of IGCP activities will enable Korean young geoscientists of the future to play a major role in shaping the worlds geoscience research communities. 이 논문은 유네스코 국제지구과학프로그램(IGCP)의 전반적인 소개와 IGCP 한국위원회의 활성화를 통해국내 지구과학자들이 국제협력 네트워크 구축과 국제공동연구사업에 적극 참여함으로써 우리나라 지구과학기술의 글로벌 연구역량을 고도화하는데 목적이 있다. IGCP 프로그램은 유네스코가 국제지질연맹(International Union of Geological Sciences, IUGS)과 공동으로 지원하는 다학제적 국제협력연구 프로그램으로서 공동연구, 국제회의, 현장답사, 워크샵 등을 통해 자원고갈, 환경파괴, 자연재해 예방‧방지, 기후변화 대응 등 지질학적인문제를 해결하기 위한 선진국과 개발도상국간 지구과학자들의 네트워크 및 국제협력연구를 촉진한다. 이를 위해 IGCP는 사회에 대한 기여, 역량강화, 남북‧남남협력에 중점을 둔 지구과학자들이 글로벌 이슈와 관련된 지질자원, 지구환경변화, 지질재해, 수리지질, 지구역학 등 5개 지구과학분야에서의 국제공동연구를 지원한다. IGCP 프로그램은 1972년에 설립되어 2018년 현재 27개의 프로젝트에 105개국 4,485명이 참여하고 있으며, 이 중에 56%는 젊은 과학자(35세 미만), 32%는 여성과학자, 65%는 개발도상국 연구자로 구성되어 있다. 또한IGCP 프로젝트에는 57개국에서 160여명의 연구책임자가 참여하고 있는데, 아시아국가 중 중국과 일본의 참여가 주를 이루고 있으며 특히 중국은 현재 수행 중인 27개의 프로젝트 중에 주요 사업책임자가 7인(26%)으로 다른 참여 국가(미국, 프랑스 3인; 영국, 칠레 2인; 일본, 호주 등 1인)에 비해 우위에 있는 반면에 우리나라는 단한명도 없다. 우리나라 지구과학자들의 IGCP 프로그램의 주도적인 참여가 없는 이유는 IGCP 한국위원회 활동의 부재, IGCP 프로그램에 대한 인식 부족, 지구과학기술 커뮤니티의 무관심, 국제협력 전략 방안 제시 부족 등을 들 수 있다. IGCP 한국위원회의 활성화를 위해 위원회를 유관 학회, 연구기관, 산업계, 정부 부처 등으로 구성하여 재조직하고 사무국을 국내 유관기관에 설립하여 지구과학자들과의 체계적인 연계 및 중계역할을 해주는 중간매개체의 역할을 해야 한다. 이를 통해 국내의 다양한 유관 기관 및 전문가들이 IGCP 프로젝트에 적극적으로 참여하고 활동함으로써 국제 네트워크 구축 및 공동연구를 활성화 할 수 있다. 이러한 IGCP 활동은 앞으로 젊은 지구과학자들이 세계무대를 이끌어 갈 글로벌 과학자로서 역할을 하는데 기반이 될 것이다.
