ISO 9712에 따른 비파괴검사 기술자 자격인정 및 인증제도 수립을 위한 조사연구(Ⅰ)

비파괴검사 기술자에 대한 자격인정 및 인증에 관한 국제 표준인 ISO 9712가 1991년 제정되고 이후 개정판이 계속 이어지고 있다. 세계 각국은 자국의 비파괴검사 기술자 자격인정 및 인증제도를 국제 기준인 ISO 9712에 부합되게 고치거나 아직 자국에 그런 규정이나 제도가 없었던 나라들에서는 국제 기준에 맞는 제도를 수립해가고 있다. 우리나라는 국제 기준이 제정되기 이전에 국가기술자격법에 의한 비파괴검사 자격제도를 수립하였고 이후 국제 환경의 변화와 국제기준의 제정에 따라 자격기본법을 추가로 제정하여 시행하고 있으나 ISO 9712와는 거리가 멀어 비파괴검사 기술자 자격은 국가간에 상호 인정이 어렵도록 되어 있다. 한국 비파괴검사학회 표준화 위원회에서는 이와 같은 현실을 감안하여 ISO 9712에 따른 자격인정 및 인증 제도 수립을 위하여 ISO 9712와 관련된 국제 기준과 각국의 기준을 조사 분석하고, 국내의 관련 규정과 비교 검토함으로써, 국내에 새로운 자격제도 수립이나 자격제도 변경의 타당성을 조사 분석하였다. 본 원고에서는 1차년도의 조사 분석 연구결과를 여기에 요약 제시한다.

A six months old female infant was admitted with an abrupt onset of high fever and prolonged left hemiconvulsion followed by left hemiparesis. She hand a history of an acute upper respiratory tract infection with improvement two weeks before the admission. On admssion, EEG showed lazy phenomenon in the right side and diffuse slowing on the right hemisphere. MRI revealed multiple patchy lesions of high signal intensity in the right basal ganglia and periventricular areas on the T2WI. There was no abnormal finding on the magnetic resonance angiography. She had recovered with conservative treatmen and the unilateral brain lesions were progressively disappeared on the follow-up MRI studies. These unilateral demyelination lesions might be considered as one of the causes of acute infantile hemiplegia or hemiconvulsion-hemiplegia syndrome(HHS) in infancy, and the ADEM should be included as a cause of HHS.

<P>Polycrystalline ZrO2 and yttria-stablilized ZrO2 thin films have been deposited on Pt/Ti/SiO2/Si substrates by pulsed laser deposition methods. Pt/ZrO2/Pt and Pt/YSZ/Pt capacitor structures show giant conductivity switching behaviors which can be utilized for nonvolatile memory devices. Maximum on/off ratio of 106 and good endurance even after 105 times conductivity switching are observed in a typical Pt/ZrO2/Pt whose ZrO2 film has been deposited at 100 °C and an oxygen pressure of 50 mTorr. The Pt/ZrO2/Pt structure exhibits two ohmic behaviors in the low voltage region (V < 1.4 V) depending on the value of previously applied high voltage and Schottky-type conduction in the high voltage region (1.4 V < V < 8.9 V). It seems that conductivity switching behaviors in our Pt/ZrO2/Pt structure result from the changes in both the Schottky barrier and the bulk conductivity controlled by applied voltages. A Pt/YSZ/Pt capacitor structure has more stable reset voltage and current state than a Pt/ZrO2/Pt capacitor structure. Moreover, a Pt/YSZ/Pt capacitor structure shows higher Conductivity than a Pt/ZrO2/Pt capacitor structure, which may result from substitution of Y3+ ions for Zr4+ ions.</P>

<P>In this article, lattice-type LC balanced-to-unbalanced (balun) embedded into a multilayered organic package substrate have been designed, fabricated, and characterized for low cost and small size WLAN and Bluetooth applications. To minimize the phase error of the embedded baluns, LC resonator was utilized instead of shunt capacitor used at conventional lattice-type balun, furthermore, the quality factors and packaging efficiencies of embedded inductors are maximized by using vertically stacked circular geometry. It has the insertion loss of 0.7 dB, return loss of 21 dB, phase imbalance of 5°, and frequency band width ranged from 2.3 to 2.55 GHz. The fabricated balun was significantly reduced in size and volume by using the vertically stacked spiral inductors and MIM capacitors with BTO high DK film. It has a size of 2.7 ×2.5 ×0.66 mm (height). It is promising for various RF system on a package (SOP) products with multi functionalities, small size, and low cost. © 2008 Wiley Periodicals, Inc. In this paper, sol-gel-spin coated Pb(ZrTi)O₃ thin film with ZrO₂ buffer-layer and PbTiO₃ seed-layer was investigated for vibration MEMS energy harvester to scavenge power from ambient vibration via d33 piezoelectric mode. Piezoelectric thin film deposition techniques on insulating layer is the important key for d₃₃ mode of piezoelectric vibration energy harvester. ZrO₂ buff-layer was utilized as an insulating layer. PbTIO₃ seed-layer was applied as an inter-layer between PZT and ZrO₂ layer to improve the crystalline of PZT thin film. The fabricated PZT thin film had a remanent polarization of 5.3ㄹuC/㎠ and the coercive field of 60㎸/㎝. The fabricated energy harvester using PZT thin film with PTO seed-layer generated 1.1㎼ of electrical power to 2.2MΩ of load with 4.4V<SUB>pvp</SUB> from vibration of 0.39g at 528㎐.

<P>This study is to assess the future impact of climate change on hydrological behavior considering future vegetation canopy prediction and its propagation to nonpoint source pollution (NPS) loads. The SWAT (Soil and Water Assessment Tool) model was used for the assessment. For a forest dominant ChungjuDam watershed of South Korea, the MIROC3.2hires climate data of SRES A1B and B1 scenarios were adopted and downscaled for the watershed. The future vegetation canopy information was projected by the monthly relationship between Terra MODIS (MODerate resolution Imaging Spectroradiometer) LAI (Leaf Area Index) and temperature. The future predicted LAI increased up to 1.9 in 2080s April and October because of the temperature increase 3.6°C and 5.3°C respectively. By reflecting the future LAI changes, the future estimated percent changes of maximum annual dam inflow, SS, T-N, and T-P were + 42.5% in 2080s A1B,−35.6% in 2020s A1B,+73.7% in 2080s A1B and−21.0% in 2080s B1 scenario respectively. The increase of T-N load was from the increase of subsurface lateral flows and the groundwater recharges by the future rainfall increase. The decrease of T-P load was by decrease of sediment load during wet days because the effect of LAI increase is greater than the increase of rainfall.</P>

<P>The Korea Superconducting Tokamak Advanced Research (KSTAR) device is aimed at advanced tokamak (AT) research. Three years have passed since it achieved its first plasma in 2008. Because it is a superconducting machine and is working toward AT research, it has unique features in terms of the machine engineering and operation. The toroidal field (TF) magnet coils are made of Nb<SUB>3</SUB>Sn, which provide high TFs up to 3.5 T, and have been fully tested. The poloidal field (PF) magnet coils, consisting of both Nb<SUB>3</SUB>Sn and NbTi, which have a maximum current of 25 kA in their design, were tested up to 15 kA. A thermal hydraulic analysis is being conducted for PF magnet coil operation. All plasma-facing components (PFCs) are equipped with water cooled graphite tiles and have the capability of being baked up to 350°C. A startup scenario, which considered both the effect of the ferromagnetic material in the cable in conduit conductor jacket of the magnet coils as well as a nonferromagnetic up-down asymmetry in the cryostat structure, was developed and demonstrated its effectiveness by the last two year's reliable operations. Passive stabilizers and in-vessel control coils (IVCCs) are key components to realize AT operation in KSTAR. The segmented IVCC coils were connected to form circular coils for internal vertical control in 2010, and diverted plasmas with high elongation (κ~1.8, δ>;0.6) were achieved. A neutral beam injection (NBI) system was developed aiming at 2 MW, 300 s per ion source which meets the long-pulse requirement of KSTAR. An NBI ion source with a power of 1.7 MW at 100 kV has been commissioned for 10 s. Finally, ELMy H-modes were successfully produced with 1.3-MW NBI power at a plasma current of 0.6 MA in the 2010 campaign. The first H-mode discharge (#4200) in KSTAR was achieved one year earlier than officially planned and was done at B<SUB>T</SUB> = 2 T with I<SUB>p</SUB> = 0.6 MA in a well-balanced double null configuration after boronization on the PFC. Successful operations in the early days of KSTAR including H-mode experiments revealed the capability of advanced and steady-state operation which is essential for the international thermonuclear experimental reactor (ITER) and future fusion reactors.</P>
