        The UAE’s International Education Hub: Its Purpose and Success

        The purpose of this study is to interpret the purpose and success factors of the international education hub through the phenomenological method, focusing on the case of the United Arab Emirates (UAE). The UAE’s international education hub had no purpose from the beginning. So the interpretation of non-purpose was interpreted as “eloquence of the land of opportunity.” The investor’s position was a “treasure hunter,” and the entirety of both objectives could be visualized in the “California gold rush.” The quality assurance of education is considered as the most important success factor because the international branch university cannot survive if the quality standard is not secured. The phenomenon of the quality assurance of education has come to be interpreted as “a consolidator.”

      • Can the Bologna Process become a Global Teacher in Higher Education?:Questions about the Bologna Process after One-Decade of Implementation

        This study aims to examine the Bologna Process in the reform of European higher education over the past decade. The year 2010 saw the completion of the European Higher Education Area (EHEA) since the Bologna Process has been adopted, European higher education has expanded both quantitatively and qualitatively with full participation of European countries and the position of higher education in Europe elevated to a central position in the development and promotion of the competitiveness of European countries. While integration, quality assurance, lifelong learning and student mobility are considered to be its main achievements, the socioeconomic situation among the member countries hinders the Bologna Process from successful implementation. As a result, four questions in regards to the Bologna Process are asked. These are whether ‘soft-law governance’ is working, whether there is an ‘unchallenged consensus,’ whether a ‘brain-drain or brain circulation’ is occurring, and whether it is an example of ‘educational innovation.’ In conclusion, bottom-up governance and open coordination among various groups in higher education will create an agenda for a higher education motivating paradigm change toward student-based learning and education. As a result, the Bologna Process may be a ‘global teacher’ leading the change in higher education reform in European and non-European countries

        한국 대학원 학칙 개정상의 문제점 분석

        이 연구는 우리나라 대학원 개정학칙의 시정권고 사항에 대한 분석을 통하여 처방적인 (Prescriptive) 시사점을 제시하는 것을 목적으로 하고 있다 대학원 학 칙은 규법으로서 혹은 문화적 도구 혹은 코드로서 대학원 운영에 영향을 주는 국가 교육문화의 하위규범이다 학칙의 구성내용과 그 중요성을 살펴보고 학칙 이 개정되면서 교육부로부터 시정권고를 받은 내용을 분석하여 공통적으로 많이 나타나는 영역을 제시하여 올바른 학칙을 대학원이 운영하기 위하여 어떠한 점들을 유념하여야 하는지를 살펴보고 거기서 나타나는 시사점을 제시하였다. The purpose of this paper is to propose a prescriptive suggestions through empirical analysis of revisional recommendation(By Ministry of Education) against amendment of graduate school regulations(by Universities) in Korea Graduate School regulation IS one of sub-entities of national education culture that impacts graduate school operation as a too-kit or a code. This study reviews the contents of Korean graduate school regulations and analyzes the common revisional recommendations made by Ministry of Education when graduate school regulations are amended by Universities. As a consequence of the analysis, main domains were pointed out to keep In mind when the regulations were amended.

        한국과 일본의 학생안전사고관리 및 보상제도 비교

        이 논문은 한국과 일본의 학교안전사고 보상 및 예방의 제도 비교적 방법을 통하여 그것이 주는 함의를 제시하는 것을 목적으로 한다. 우리나라는 1980년대에 이 제도를 도입하였으나 입법화 지연 등으로 낙후된 제도를 가지고 있음을 보여주고 있다. 일본의 경우 학생의 안전사고예방 및 보상에 관한 제도를 국법으로 입법화하여 체육조직, 학교급식과 함께 학생 안전사고에 대한 예방 및 보상 제도를 확립하였다. 이 연구는 학생의 안전사고에 대한 예방 및 보상제도의 입법화가 시중한 과제임을 알려주며 제도의 혁신적 운영을 위하여 절절한 국가관리조직이 필요함을 암시한다. 그리고 학교에서 학생의 사고를 줄이기 위한 적절한 철학과 목적을 수립하는 것이 필수적임을 제시한다. This study attempted to find out implications regarding student protection against accident and compensation system in schools through comparative Analysis between Korea and Japan. Korea showed an out of date system due to the lack of statute enactment though it has introduced the system into schools since 1980s. However, Japan established it into the national law system and integrated gymnastic system, school meal service including student protection against accident and compensation system. The study implies that legislation is urgent to ensure social integration. Next, an appropriate national managerial organization is essential to operate innovative execution. Finally, it is suggested that establishment of adequate philosophy and objective is essential to reduce the rate of student accident in schools.
