        Currently frontal crash safety evaluation is conducted by crashing a vehicle against a rigid barrier in Korea. It evaluate crash performance of a vehicle in a barrier test in terms of vehicle stiffness and strength. But this method is basic test. Probably, This test isn’t matched in Real World Crash Collision about occupant injury. So The availability of in-depth accident data is prerequisite for each efficient traffic safety management system. In this study, As using photo modeler program, It finds out relationship between occupant injury based on AIS and Estimated Energy Equivalent Speed in the real world in-depth accident data and compares crashing a vehicle test against a rigid barrier by using Madymo to Estimated Energy Equivalent Speed in the Real World in-depth accident data. Using Real World in-depth accident data is essential part of improving vehicle safety and reduction of traffic fatality in Korea.

      • Duality in entanglement of macroscopic states of light

        <P>We investigate duality in entanglement of a bipartite multiphoton system generated from a coherent state of light. The system can exhibit polarization entanglement if the two parts are distinguished by their parity, or parity entanglement if the parts are distinguished by polarization. It was shown in Phys. Rev. Lett. 110, 140404 (2013) that this phenomenon can be exploited as a method to test indistinguishability of two particles and it was conjectured that one can also test indistinguishability of macroscopic systems. We propose a setup to test this conjecture. Contrary to the previous studies using two-particle interference effect as in the Hong-Ou- Mandel setup, our setup neither assumes that the tested state is composed of single particles nor requires that the total number of particles be fixed. Consequently, the notion of entanglement duality is shown to be compatible with a broader class of physical systems. Moreover, by observing duality in entanglement in the above system one can confirm that macroscopic systems exhibit quantum behavior. As a practical side, entanglement duality is a useful concept that enables adaptive conversion of entanglement of one degree of freedom (DOF) to that of another DOF according to varying quantum protocols.</P>

        Advanced braking algorithm for robust longitudinal risk management

        <P>This paper describes an advanced braking algorithm for robust longitudinal risk management to prevent or mitigate rear-end collisions. Since the proposed safety system works in conjunction with a human driver, the longitudinal safety system must be acceptable to the driver. The key to achieving this is to ensure that control signals are given at the appropriate time. In order to construct an suitable control system, a new longitudinal safety index was developed by using the time to collision and the warning index, which are well-known safety parameters in longitudinal safety control. The clearance and the relative velocity constitute essential signals for safety monitoring in longitudinal safety control. These measured sensor signals include the uncertainty in the measurement noise. To design a robust safety monitoring and control mode decision, information consisting of fusion of the measurement signals was obtained. In addition, an expected error range of the proposed safety index from the measurement noise can be defined from the covariance matrix of the Kalman filter and the deviation of the function of the new longitudinal safety index. The control performance of the proposed algorithm was evaluated by analysis of the simulation results. From this analysis, it can be concluded that the proposed advanced braking algorithm can substantially enhance the longitudinal safety and can guarantee a robust performance with respect to the sensor uncertainty.</P>

      • Any multipartite entangled state violating the Mermin-Klyshko inequality can be distilled for almost all bipartite splits

        <P>We study the explicit relation between violation of Bell inequalities and bipartite distillability of multiqubit states. It has been shown that even though for N >= 8 there exist N-qubit bound entangled states which violates a Bell inequality [W. Dur, Rev. Lett. 87, 230402 (2001)], for all the states violating the inequality there exists at least one splitting of the parties into two groups such that pure-state entanglement can be distilled [A. Acin, Rev. Lett. 88, 027901 (2002)]. We here prove that for all N-qubit states violating the inequality the number of distillable bipartite splits increases exponentially with N, and hence the probability that a randomly chosen bipartite split is distillable approaches 1 exponentially with N, as N tends to infinity. We also show that there exists at least one N-qubit bound entangled state violating the inequality if and only if N >= 6.</P>

        A phase-modulated laser system of ultra-low phase noise for compact atom interferometers

        <P>A compact and robust laser system is essential for mobile atom interferometers. Phase modulation can provide the two necessary phase-coherent frequencies without sophisticated phase-locking between two different lasers. However, the additional laser frequencies generated can perturb the atom interferometer. In this article, we report on a novel method to produce a single high-power laser beam composed of two phase-coherent sidebands without the perturbing carrier mode. Light from a diode laser is phase-modulated by using a fiber-coupled electro-optic modulator driven at 3.4 GHz and passes through a Fabry-Perot cavity with a 6.8 GHz free spectral range. The cavity filters the carrier mode to leave the two first-order sidebands for the two-photon Raman transition between the two hyperfine ground states of Rb-87. The laser beam is then fed to a single tapered amplifier, and the two sidebands are both amplified without mode competition. The phase noise is lower than that of a state-of-the-art optically phase-locked external-cavity diode laser (-135 dBrad(2)/Hz at 10 kHz) at frequencies above 10 Hz. This technique can be used in all-fiber-based laser systems for future mobile atom interferometers.</P>

        퇴직공무원의 전문성 활용 필요성과 취업제한 기간에 대한 선호

        우리 정부는 공직자의 이해충돌을 방지하기 위한 제도적 장치의 하나로 퇴직공무원 취업제한 기간을 설정하고 있는데, 그 기간을 장기화하면 퇴직공무원의 전문성이 떨어진다는 문제가 있다. 따라서 본 연구에서는 퇴직공무원의 전문성 활용의 필요성이 취업제한 기간 선호에 미치는 효과 및 취업제한의 부패 예방효과가 미치는 조절효과를 분석하고자 하였다. 본 연구에서는 취업제한 기간을 ‘제한기간 폐지’, ‘3년 이하 단축’, ‘3년 유지’, ‘3년 이상 연장’ 등으로 제시하고 여러 대안들 중 하나를 선호하도록 설정하였다. 따라서 취업제한 기간 선호에 미치는 효과를 다항로짓모형으로 분석하였다. 그 분석결과, 기준범주인 ‘3년 유지’에 비해 전문성 활용 필요성을 높게 인식할수록 ‘제한기간 폐지’에 대한 선호가 높았으며, 부패 예방효과를 높게 인식할수록 ‘3년 이상 연장’에 대한 선호가 높았다. 조절효과의 경우 부패 예방효과는 ‘제한기간 폐지’에 대한 전문성 활용 필요성의 긍정적 효과를 약화시켰으며, ‘3년 이상 연장’에 대한 전문성 활용 필요성의 부정적 효과를 약화시키는 것으로 나타났다. 본 연구의 시사점은 전문성 활용과 이해충돌 방지라는 가치 대립 상황에서 퇴직공무원의 취업제한 기간의 변경은 공무원의 부패 수준에 따라 달리 설정되어야 한다는 점이다. This study analyzes the effect of a perceived necessity of leveraging retired civil servants' expertise on a preference for a post-employment restrictive period. In addition, whether a perceived corruption-prevention effect of the restrictive period moderates the relationship is analyzed. A multi-logit model was employed for the analysis. The results reveal that, vis-a-vis the “entrenchment of the status quo,” which is the reference category of this study, the higher the perceived necessity of leveraging retired civil servants, the greater the preference for the “abolition of restrictions on post-employment;” and the higher the perceived corruption-prevention effect of the restrictive period, the greater the preference for the “extended post-employment restriction period to more than three years.” In addition, the perceived corruption prevention effect of the restrictive period attenuates negative effects of the perceived necessity on the “abolition of restrictions on post-employment.” The findings of this study suggest, given that there is an ongoing debate on leveraging retired civil servants' expertise versus preventing conflicts of interest, the extent to which civil servants are exposed to corruption should be considered when making changes to the current post-employment restriction system.

        사회복지분권화의 논거와 연구동향에 관한 고찰

        본 연구는 지방자치 실시와 함께 제기된 지방분권과 사회복지분권화의 논의와 복지분권화 연구의 흐름 및 내용을 살펴보고 향후 연구과제를 제시하였다. 지방자치실시 초기부터 정부의 복지분권정책의 변화에 따른 연구내용과 특징을 살펴보았다. 대부분의 연구내용은 지방자치실시 초기에서 논의된 사회복지분권화의 과제를 기반으로 복지분권정책의 기조와 방향 그리고 정책변화를 진단하고 개선방안을 제시하는 연구가 지배적이다. 향후 연구과제로 정부수준별 수평적 복지분권에 대한 실증적 연구와 정치, 행정, 재정적 측면에서 통합적인 학제적 연구, 그리고 복지분권화에 영향을 미치는 변수 및 관계를 파악하는 연구방법과 내용의 확장, 복지분권화 실천과정 및 성과에 대한 사례연구 등을 제시하였다. 본 연구는 시기별 복지분권정책의 내용과 이에 따른 연구를 통시적으로 파악하여 현재 사회복지분권화 연구의 동향과 과제를 제시했다는 점에서 의미가 있다. This study examines the contents and research trends of decentralization and social welfare decentralization raised along with the implementation of local autonomy, and suggests future research tasks. The contents and characteristics of the study according to the change in the government’s welfare decentralization policy from the beginning of the implementation of local autonomy were examined. Most of the studies were on changes in the government’s welfare decentralization policy based on the task of decentralization of social welfare discussed at the beginning of the implementation of local autonomy. As future tasks, empirical research on horizontal welfare decentralization by government level, integrated interdisciplinary research in politics, administration, and finance, expansion of research methods and contents to identify variables and relationships affecting welfare decentralization, and case studies on the implementation process and outcomes of welfare decentralization were suggested. This study is meaningful in that it suggests the current trends and future tasks of social welfare decentralization research by identifying the contents and related research of welfare decentralization policies by period.

        공공조직의 인적 다양성과 조직문화: 산림청 직원의 인식을 중심으로

        본 연구에서는 공공조직 구성원들의 인적 다양성과 조직문화에 대한 인식과의 관계를 산림청 직원을 대상으로 분석하였다. 특히 구성원들을 직급, 성별, 연령(세대), 소속기관 등으로 구분하여 인적 다양성에 따른 차이를 분석하고자 하였다. 다중회귀분석 결과, 먼저 혁신지향문화에 대해서는 인적 구성의 다양성 중 연령의 경우 30대가 20대에 비해 혁신지향문화를 더 강하게 인식하고 있었다. 다음 위계지향문화에 대해서는 연령의 경우 40대와 50대 연령층에서 20대보다 낮게 나타났고, 근무연수의 경우 그 기간이 길어질수록 위계지향문화를 더 강하게 인식하고 있었다. 한편 변혁적 리더십이 혁신지향문화에 긍정적 영향을 미치는 반면, 위계지향문화에는 부정적 영향을 미쳤다. 또한 형식주의가 혁신지향문화에 부정적 영향을 미쳤고, 레드테입의 경우 위계지향문화에 긍정적 영향을 미쳤다. 따라서 앞으로의 조직문화 인식의 개선에 있어 변혁적 리더십의 강화와 형식주의 및 레드테입의 타파가 중요함을 시사한다. 다양성 관리라는 관점에서 커뮤니케이션 통로를 활용하여 구성들 간의 다양성에 대한 이해와 포용을 유도하기 위한 노력 못지 않게 리더십 및 레드테입 등의 변화가 수반되어야 함을 의미한다. In this study, we analyzed the perception of the Korea Forest Service’s human diversity and organizational culture using data from the “Public Organization Red Tape Perception Survey” targeting members within the Korea Forest Service. In particular, we attempted to analyze differences in human diversity by dividing members by rank, gender, age (generation), and affiliated organization. As a result of multiple regression analysis, first of all, among the diversity of human composition, people in their 30s had a stronger perception of innovation-oriented culture than people in their 20s in terms of age. Regarding the following hierarchy-oriented culture, age was lower in those in their 40s and 50s than in those in their 20s, and in terms of years of work, the longer the period, the stronger the perception of hierarchy-oriented culture. Meanwhile, while transformational leadership had a positive effect on innovation-oriented culture, it had a negative effect on hierarchy-oriented culture. Additionally, formalism had a negative effect on the innovation-oriented culture, while red tape had a positive effect on the hierarchy-oriented culture. Therefore, this suggests that strengthening transformational leadership and breaking down formalism and red tape are important in improving awareness of organizational culture in the future. From the perspective of diversity management, this means that changes in leadership and red tape should be accompanied by efforts to utilize communication channels to induce understanding and tolerance of diversity among members.
