Autocovariance estimation in the presence of changepoints

This article studies estimation of a stationary autocovariance structure in the presence of an unknown number of mean shifts. Here, a Yule–Walker moment estimator for the autoregressive parameters in a dependent time series contaminated by mean shift changepoints is proposed and studied. The estimator is based on fIrst order differences of the series and is proven consistent and asymptotically normal when the number of changepoints m and the series length N satisfy m∕N → 0 as N → ∞.

<P><B>Abstract</B></P> <P>Marine ooids are iconic indicators of shallow seawater carbonate saturation state, and their formation has traditionally been ascribed to physicochemical processes. The Indo-Pacific stands out as a region devoid of oolites, particularly during the Quaternary: the “ooid enigma”. Here we present results from recent coring by the International Ocean Discovery Program (IODP Expedition 356) off west Australia that shows that ooid horizons are common in Pleistocene strata up to 730,000 years old. Extensive “ooid factories” were created due to the presence of long-lived tidally influenced flat–topped tropical platforms suitable for intermittent ooid accretion over hundreds to thousands of years during highstands and times of lower sea level. This work suggests marine ooids may actually be more common in Indo-Pacific than previously reported. Past global ocean alkalinity was elevated during Pleistocene glacial periods and continental climate was generally more arid in the Indo-Pacific region compared to interglacials and the Holocene. Therefore, increased aridity associated with higher alkalinity conditions during the glacials facilitated ooid precipitation on adjacent tropical carbonate platforms particularly offshore from arid Australia. This confluence of factors suggests that more “ooid factories” may be encountered by further coring Indo-Pacific regions with Pleistocene flat long-lived carbonate shelves. However, Indo-Pacific Quaternary ooid occurrences outside Australia are rare, suggesting that the Northwest Shelf may be a unique archive of this non-skeletal precipitate. Future Indian-South Korean ties: can Seoul use India to balance China?

India is an emerging great power and South Korea is a rising middle-ranking state. Both nations are democracies whose economies are increasingly intertwined. Seoul and New Delhi also share a potential problem-China. India often views Beijing as a possible enemy, while South Korean leaders have to be worried about maintaining their nation`s independence in a world of expanding Chinese power. Therefore, this article will concentrate on the possibility of South Korea and India establishing a strategic relationship that goes beyond economics to include extended military ties. While analyzing the prospect for a robust strategic alliance between the two states, this paper will examine Indian-Korean economic ties, how Indians and South Koreans view China, the continued value of the Republic of Korea-United States alliance, what role Seoul`s arms industry can play in India`s military buildup, Indian foreign policy and strategic culture as it relates to Korea, and possible Chinese reactions to enhanced Indian-South Korean security ties. This paper`s final thoughts will be that while it would be wise for Seoul to strengthen economic relations with India, it would be dangerous for South Korea to insert itself into the India-China power competition through expanded military ties with India.
The role of problem-based learning in developing creative expertise

Contemporary real-world problems require creative solutions, necessitating the preparation of a new generation of creative experts capable of finding original solutions to ill-structured problems. Although much school-based training in creativity focuses on discrete skills, real-world creativity results from a multidimensional interaction between and among personal attributes, specific processes, internal or external Press for invention, and a valued Product. All of these are often set into action by an individual’s Passion to create something new. Creative experts also tend to see creativity and problem-solving as deeply intertwined, especially when solving ill-structured problems. Students must experience all of these elements, including the emotional catalyst, if they are to understand the full creative process. Problem-based learning (PBL) can be used to immerse students in authentic scenarios that necessitate creative thought. An alignment is drawn between creativity theory and the inquiry-based structure of PBL. Evidence is provided documenting the efficacy of using PBL to promote various dimensions of creative thought from discrete strategies to more general characteristics of ‘‘flow’’. Evidence is also presented that PBL can be a tool in a reconceptualization of giftedness or talent by allowing teachers to see a more complete set of skills and abilities among their students.
THE GLOBALIZATION OF CHINA'S COAL INDUSTRY: THE ROLE OF DEVELOPMENT BANKS

This article examines the political economy of Chinese overseas development finance for coal fired power plants. In just over a decade China's two major policy banks provide more financing for overseas coal-fired power plant expansion than any other public financier in the world economy. We show how China's overseas surge in public financing for coal fired power plants is a function of a number of domestic push and foreign pull factors. Excess capacity, environmental regulation, and structural change are push factors that converge with rising demand for energy, pockets of coal abundance, and the lack of financing in Western capital markets for coal fired power plants. Fragmentation across the Chinese system and the demand for coal outside China's borders allow for a decline sector on the mainland to become a global Chinese powerhouse.
