<P>Injecting human mesenchymal stem cells (hMSCs) at wound sites is known to have a therapeutic effect; however, hMSCs have several limitations, such as low viability and poor engraftment after injection, as well as a potential risk of oncogenesis. The use of a conditioned medium (CM) was suggested as an alternative method for treating various wounds instead of direct hMSC administration. In addition to not having the adverse effects associated with hMSCs, a CM can be easily mass produced and can be stored for long-term, thereby making it useful for clinical applications. In general, a CM is collected from hMSCs with low passage number; whereas, the hMSCs with high passage number are usually discarded because of their low therapeutic efficacy as a result of reduced angiogenic factor secretion. Herein, we used a CM collected from high passage number (passage 12, P12) hMSCs treated with gold-iron nanoparticles (AuFe NPs). Our AuFe NPs were designed to release the iron ion intracellularly via endocytosis. Endosomes with low pH can dissolve iron from AuFe NPs, and thus, the intracellularly released iron ions up-regulate the hypoxia-inducible factor 1α and vascular endothelial growth factor (VEGF) expression. Through this mechanism, AuFe NPs improve the amount of VEGF expression from P12 hMSCs so that it is comparable to the amount of VEGF expression from low passage number (passage 6, P6), without treatment. Furthermore, we injected the CM retrieved from P12 MSCs treated with AuFe NPs in the mouse skin wound model (AuFe P12 group). AuFe P12 group revealed significantly enhanced angiogenesis in the mouse skin wound model compared to the high passage hMSC CM-injected group. Moreover, the result from the AuFe P12 group was similar to that of the low passage hMSC CM-injected group. Both the AuFe P12 group and low passage hMSC CM-injected group presented significantly enhanced re-epithelization, angiogenesis, and tissue remodeling compared to the high passage hMSC CM-injected group. This study reveals a new strategy for tissue regeneration based on CM injection without considering the high cell passage count.</P>

This article examines the state's authority in the organization of the business interest representation system in South Korea. This paper sheds light on its double-sided nature by analyzing various dimensions of the system such as the origins and legal status of the BIAs in South Korea, their policy roles, and the state's control on the selection of their leaders. Apparently, the state-dominant arrangements of the business interest representation system coexist with the privatist aspect, guaranteeing the privileged position of the BIAs in the policy process. In particular, the case of the Industry Development Law indicates the weakening of the South Korean developmental state and the increasing importance of BIAs and other private actors in the policy process.
Linear proportional–integral control for skin-friction reduction in a turbulent channel flow

<P>In the present study, we apply a proportional (P)–integral (I) feedback control to a turbulent channel flow for skin-friction reduction. The instantaneous wall-normal velocity at a sensing plane above the wall is measured as a sensing parameter, and blowing/suction is provided at the wall based on the PI control. The performance of PI controls is estimated by the change in the skin friction while varying the sensing plane location$y_{s}$and the proportional and integral feedback gains ($\unicode[STIX]{x1D6FC}$and$\unicode[STIX]{x1D6FD}$respectively). The opposition control proposed by Choi<I>et al.</I> (<I>J. Fluid Mech.</I>, vol. 262, 1994, pp. 75–110) corresponds to a P control with$\unicode[STIX]{x1D6FC}=1$. When the sensing plane is located close to the wall ($y_{s}^{+}\lesssim 10$), PI controls result in greater skin-friction reductions than corresponding P controls. The root-mean-square (r.m.s.) sensing velocity fluctuations, considered as the control error, approach zero with successful PI controls, but do not with P controls. Successful PI controls reduce the strength of near-wall coherent structures and the r.m.s. velocity fluctuations above the wall apart from those near the wall due to the control input. The frequency spectra of the sensing velocity show that the I component of PI controls significantly reduces the energy at low frequencies, much more than P controls do. Proportional–integral controls are also applied to a linearized flow model having transient growth of disturbances. The performance of PI controls for a linearized flow model is very similar to that for a turbulent channel flow, i.e. the low-frequency components of disturbances are significantly reduced by the I component of PI controls, and the transient energy growth is suppressed more than by P controls.</P>
Civil Society and the New Diplomacy in Canada

본 논문은 시민사회와의 협력에 기초한 캐나다의 신외교(new diplomacy)를 분석해 보고 캐나다 외교의 연성권력(soft power)적 특징을 고찰하고 있다. 본 논문에서는 캐나다의 경험과 관련하여 캐나다의 지구시민사회적 속성과 캐나다 외교정책의 신외교 혹은 신다자주의적 특성 그리고 1997년 12월 오타와에서 체결된 대인지뢰 금지협약의 사례에 주목하고 있다. 우선 캐나다의 지구시민사회적 속성은 캐나다인들의 정체성, 몇 가지 지구시민사회 지표, 그리고 대표적인 NGO의 역할을 보면 잘 나타난다. 다음으로 캐나다 외교정책에 대한 정부 자료와 2차 자료를 분석한 결과 ‘시민사회와 신외교’의 시각이 정책적으로 시도되고 있는 것을 알 수 있다. 대인지뢰 금지협약의 사례는 캐나다의 지구시민사회적 속성과 캐나다 외교정책의 신외교적 특성을 단적으로 보여주는 사례이다. 결국 캐나다의 경우 지구시민사회적 속성을 배경으로 시민사회와의 협력에 기초한 신 외교정책을 시도하고 있으며 그 결과 대인지뢰 금지조약의 사레에서 보듯이 중위국(middle power)으로서의 상당한 정도의 연성권력과 영향력을 확보하고 있는 것으로 보인다. Recent years have witnessed the role of civil society and global governance in coping with new global challenges in the era of globalization. The purpose of this paper is to empirically analyze the Canadian experience. The paper focuses on the ‘culture of global civil society’ in Canada, the so-called new diplomacy in Canadian foreign policy, and the case of the Anti-Landmine Treaty. The findings of the paper are that, based on the value of global civil society, Canada is promoting the new diplomacy or new multilateralism in cooperation with civil society for its foreign policy and, as a result, enjoys a considerable amount of soft power and influence as the anti-landmine case indicates.

<P>The catalytic properties of materials are determined by their electronic structures, which are based on the arrangement of atoms. Using precise calculations, synthesis, analysis, and catalytic activity studies, we demonstrate that changing the lattice constant of a material can modify its electronic structure and therefore its catalytic activity. Pd/Au core/shell nanocubes with a thin Au shell thickness of 1 nm exhibit high H<SUB>2</SUB>O<SUB>2</SUB> production rates due to their improved oxygen binding energy (Δ<I>E</I><SUB>O</SUB>) and hydrogen binding energy (Δ<I>E</I><SUB>H</SUB>), as well as their reduced activation barriers for key reactions.</P> [FIG OMISSION]</BR>

본 논문은 결사체 민주주의와 관련한 다양한 이론적 논의들을 검토하고 비판적으로 분석하는 것을 목적으로 한다. 결사체 민주주의 모델의 가장 큰 특징은 결사체, 특히 시민결사체들(civic association)의 미덕(virtue)을 부각시키고 이들이 민주주의적 역할과 공적기능을 담당할 수 있다는 긍정적인 면을 강조한다는 것이다. 본 논문은 이러한 결사의 예술의 가능성을 강조하고 있는 결사체 민주주의 모델을 제시하고 결사체 민주주의의 한계에 대한 논의를 통하여 결사체 민주주의 모델의 현실적 적용 가능성을 모색해 보며 결사체 민주주의 실현을 위한 이론적, 실천적 논의를 시도하고 있다. This paper attempts to review and critically analyze various theories on associative democracy. The centerpiece of associative democracy is to shed light on the virtues of associations, and civic associations in particular and emphasize the positive aspect of their ability to play democratic and public roles. This paper first presents the model of associative democracy. discuss the limits of the model in order to shed light on its applicability, and discusses some theoretical and practical issues for its realization.
