        ISP의 BcN 투자 및 요금체계 평가모형 : 실물옵션과 몬테카를로 시뮬레이션의 응용

        모든 정보통신서비스가 All-IP 통합 인프라로 제공되는 BcN 구축은 우리나라의 핵심 국책사업 중의 하나로, 인터넷 강국으로서의 글로벌 입지를 굳히는데 결정적인 역할을 할 것으로 기대된다. 그러나 BcN 기술의 성숙에도 불구하고, 제도적 측면에서 이의 성공을 뒷받침하는 연구는 드물다. 특히 BcN 요금체계와 같은 정책적 문제에 대해서는 별다른 진전이 없다. 본 연구에서는 요금정책이 BcN 투자에 미치는 영향을, 실물옵션과 Monte Carlo 시뮬레이션을 이용하여 분석하였다. 실험결과, BcN 수요의 불확실성뿐만 아니라, 요금체계와 관련된 정책대안이 사업자의 수익구조와 투자동기에 중요하게 작용하였다. 또한 수익과 투자시점은 밀접한 관계를 가지며, 트래픽 규모가 수입에 직접 반영되는 요금체계에서 BcN 투자가 앞당겨짐을 알수 있다. 특히 ISP와 CP간의 요금체계가 투자 의사결정에 보다 크게 작용하는 것으로 파악된다. 이러한 결과는, 사업자의 자발적인 첨단 인프라 및 서비스 개발이 국민경제에 긍정적으로 작용하는 동태적 효과를 보다 전향적으로 검토할 것을 요청한다.

      • 特殊敎育의 適正單位敎育費 推定 硏究

        The purposes of this study were, first, to analyze the present conditions of special education financing, second, to develop a model for estimation of the standard educational expenditures per student for special education, and third, to seek a stable revenue plan by which special education programs are supported properly. To achieve these purposes the study (1) reviewed and analyzed the pertinent literature and documents regarding special education finances, and (2) interviewed personnel who work closely in special education. Major results of this study are summarized as follows: 1) Compared with normal children, handicapped children require 2.3 time to 10 time the educational expenses per student depending on the degrees and kinds of handicaps because of additional services, small size of classes, double services of special education for handicapped children, broading systems, employments and recreational services. 2) The educational finance in Korea are 17.7% of GNP, 20.1% of the government budgets. The proportion of public education expenditure to GNP is 3.7%. This proportion is a little low compared with the international average rate 5.7%. Local government supports only 26.3% of educational finances and the national government, 73.7%. Most of the local educational expenditures are dependent on the national government. Public education expenditures per student are $1,263 in special schools, $356 in elementary schools, $3.26 in junior highschools, $431 in senior high schools. 3) There is no standard to estimate education expenditures on a per-student basis in special education in Korea. At present, the allocations of funds are made on the unit of school or class without considering the individual needs of education. Therefore a new model was developed in order to set up the standard for estimation of educational expenditures per student in special schools. A new special school which has 12 classes (elementary 6, junior high 3, senior high 3) was proposed based on the new model. It amounts to 1,367,000,000 won for a school of visually handicapped, 1,328,000,000 won for a school of hearing impaired, 1,294,000,000 won for a school of mentally retarded, and 1,322,000,000 won for a school of physically handicapped. The average of educational expenditures per student in special schools amounts to 2,389,842 won, which is almost twice that of educational expenditures provided, i.e. 1,124,702 won until now. On the other hand, as a result of calculating desirable educational expenditures in relation to the Special Educational Promotion Plan ('85-'91) which and been suggested by the Ministry of Education, Korea, a total budget of 127,100,000,000 won is needed during the seven-year plan, considering the annual increase of 18,100,000,000 won on the average. 4) The stable revenue plan of special education finance are presented: ① The government should improce and supplement current educational financial system and enact relating laws to secure special education finance. ② Local government should establish a system that a certain proportion of local tax revenues should be used for the local educational expenditure and a part of it for special education. ③ For revenue plan of special education finances should be distributed according to necessity and improvement of current method of distribution. ④ Donations from enterprises, religious organization, benefactors, parents of student can be provided to meet deficits of special education finance. The following recommendations were drawn from the basis of this study: 1) The responsibility of national and local government in the securing of the special education financial resources should be increased. 2) Measures should be taken for the equal distribution of education finance in accordance with the educational necessity. 3) Financial assistance for the private special school should be strengthened in terms of obligatory education. 4) Administration, finance, and orgainzation of special education should be strengthened. 5) Decisive steps should be taken in finance system improvement in relation to finance revenue plans suggested in this study, and changed in policy. 6) Futher studies on the analysis of investment, distribution, administration and security of education finance should be conducted continuously under the quidance of the government.

        A Combination of Melphalan, Prednisone, and 50 mg Thalidomide Treatment in Non-Transplant-Candidate Patients with Newly Diagnosed Multiple Myeloma

        Background/Aims: The clinical efficacy and safety of a three-drug combination of melphalan, prednisone, and thalidomide were assessed in patients with multiple myeloma who were not candidates for high-dose therapy as a firstline treatment. Because the side effects of thalidomide at a dose of ≥ 100 mg daily can be a barrier to effective treatment for these patients, we evaluated the efficacy and safety of a reduced dose of thalidomide, 50 mg, for non-transplant candidates. Methods: Twenty-one patients were treated in 4-week cycles, receiving 4 mg/m2 melphalan and 40 mg/m2 prednisone on days 1-7 and 50 mg thalidomide daily. The primary efficacy outcome was the overall response rate. Aspirin (100 mg daily) was also provided as prophylactic treatment for thromboembolism. Results: The overall response rate was 57.1%; a complete response was seen in 23.8% of patients, a partial response in 33.3%, and stable disease in 9.5%. After a median follow-up time of 16.1 months, the median time to progression was 11.4 months (95% confidence interval, 2.1 to 20.6); the median overall survival was not reached. Grades 3 and 4 adverse events included infection (10%), peripheral neuropathy (5%), diarrhea (5%), thrombosis (10%), and loss of consciousness (10%). Two patients discontinued treatment due to loss of consciousness and neuropathy. Conclusions: Low-dose thalidomide (50 mg) plus melphalan and prednisone is an effective combination drug therapy option for newly diagnosed myeloma patients who are ineligible for high-dose chemotherapy.

        Immunological Assay of Lysozymes from Larval Haemolymph of Cabbage Butterfly, Artogeia rapae

        배추흰나비의 5령 유충의 혈림프로부터 2개의 Iysozyme을 분리하여 아미노산 서열을 분석한 결국 두 Iysozyme의 아미노산 조성의 차이에도 불구하고 20번 아미노산잔기까지 동일하였다. 이러한 Iysozyme의 체내 분포와 발생 단계별 농도 변화 및 다른 종과의 상호관계를 면역학적 방법으로 분석하였다. We have previously isolated two Iysozymes, Iysozymes I(LI) and II(LII) from the immune haemolymph of the fifth instar larvae of cabbage butterfly, Afogeia rapae [Yoe, S.M., Bang,I.S., Kang, C.S. and Kim, H.J. (1996) Mot. Cells 6,609-614]. Lysozymes with hinnavins are the main types of the antibacterial proteins of cabbage butterfly. The N-terminal sequences of the two Iysozymes were determined by the automated Edman degradation and their N-terminal sequences up to the 20th residue were completely identical, although LI and LII show considerable differences in amino acid compositions. Organ distribution, developmental change and immunological relationship of these enzymes were investigated through immunoelectrophoresis test and Western blot analysis.

        Size Effect of the Domain-Wall Magnetoreristance in TbFeCo Wires

        We studied the domain-wall (DW)-induced magnetoresistance (MR) effect in TbFeCo wires witha thickness of 18 nm and different widths at room temperature. In wide (up to 10-µm-width) wires,small MR values that weakly depended on the number of DWs inside the wires, were obtained. This could be attributed to multi-domain structures that reduced the spin asymmetry in the wire. For all wires, the MR values strongly depended on the bias current. In a narrow (0.8-µm-width)wire with a single DW structure, large MR values of up to 8% were observed at a low bias currentand depended on the DW structure inside the TbFeCo wires. On the other hand, the MR valueswere greatly reduced at large bias currents, which induced magnon and phonon scattering effects. The contribution of the single DW resistivity to the MR effect was found to be large for a narrowwire due to the large spin asymmetry of conduction electrons through the DWs. The well-definedand controllable number of DWs inside magnetic wires is expected to obtain high and multi-levelMR values as well as high potentials for future magnetic devices.

        Five Taxa of Newly Recorded Species of Scenedesmaceae (Sphaeropleales, Chlorophyceae, Chlorophyta) in Korea

        Phytoplanktons were collected from various environments including small marshes, small ponds, reservoirs and brackish water from March 2017 to November 2017. In this study, five species of family Scenedesmaceae were newly recorded in Korea. The genus Desmodesmus was newly reported in Korea. The newly recorded species are Scenedesmus nanus, S. praetervisus, Desmodesmus costato-granulatus, D. lunatus and D. spinulatus. S. nanus and S. praetervisus are known to occur in freshwater, but they were found in the brackish water in this study.

        Large enhancement of domain wall-induced anomalous magnetoresistance in ferrimagnetic Tb/Co wires: The effect of injecting spin Hall current

        We demonstrated domain wall (DW)-induced anomalous magnetoresistance (MR) generated in asymmetric and symmetric ferrimagnetic Tb/Co multilayered, and Tb–Co alloyed wires. The extraordinary Hall effect (EHE)- induced circulating currents in the vicinity of DWs between longitudinal voltage probes are assigned to the anomalous MR. A large anomalous MR ~1.5% was obtained in the asymmetric Tb/Co multilayered wire. The large MR can be attributed to an addition of spin Hall current with a long coherence length from an adjacent Pt layer. These results open new possibilities for the use of ferrimagnetic multilayered wires beyond multi-function devices.
