        Effects of Long-term Climate Change on Typhoon Rainfall Associated with Southwesterly Monsoon Flow near Taiwan: Mindulle (2004) and Morakot (2009)

        Typhoons Morakot (2009) and Mindulle (2004) were two of the rainiest and most damaging typhoons to hit Taiwan on record, where both cases are associated with a strong low-level southwesterly monsoon flow. The moisture-rich southwesterly monsoon flow and the typhoon-induced northwesterly current usually converge on Taiwan’s Central Mountain Range to produce catastrophic rainfall. The two storms are simulated with a cloud-resolving model (CRM) using the pseudo-global-warming (PGW) methodology to assess the fraction of precipitation attributable to long-term climate change. For each storm, two scenarios are simulated and compared—the control run in present-day climate and the sensitivity test in a past environment four decades ago, where the climate-change signal (“deltas”) is computed using global reanalysis data as the difference between 1990–2009 and 1950–1969. Being realistically reproduced by the CRM at a 3-km grid size in the control run, both typhoons progress in the sensitivity test with highly similar evolution to their present-day counterpart, even though the background in the sensitivity run is slightly cooler and drier than the present. Under the current climate, Morakot and Mindulle produce more rainfall by about 5 mm per day within 300–400 km from the center during their lifespan (equal to an increase of ~4–8%) compared to their counterparts in past climates. Such results are in close agreement with previous studies, and the shift in mean daily rainfall is tested as statistically significant at a confidence level of 99.5%. The water budget analysis shows that the increased rainfall from past to present climate is accounted for mainly by the low-level convergence of moisture associated with a more vigorous secondary circulation and a higher precipitable water amount.

        Background: Emergency department (ED) overcrowding is a problem in many countries including Taiwan. Access block refers to a situation where patients in the emergency department requiring inpatient care are unable to gain access to appropriate hospital beds within a reasonable time frame (more than 8 hours total time in the emergency department). Access block is one major reason of ED overcrowding. Methods: A new holistic care unit was established in our medical center in Taiwan in July 2012, with the attending physicians including internal medicine physicians and a neurologist. The patients who required hospitalized treatment were referred to internal medicine physicians in the emergency department. The new department was comprised of seven experienced medical attending physician to take care of the patients directly, with 8-hour duty work shifts within 24 hours, in collaboration with emergency physicians, radiologists, nurses, social workers and case managers to form a team. This team had similar three-shift work duty, education and training programs, and they shared medical devices and resources. If beds in the intensive care unit or ward are not available immediately, procedures and treatment can be performed in the holistic care unit. The pediatric patients were excluded from this study. Results: In total, 26,623 patients were admitting to ward from our emergency department from August 2011 to July 2012, and 23,790 patients from August 2012 to July 2013. The rate of access block decreased from 55.29% to 50.01% ( p < 0.01) after holistic care unit was established. The mean time of ED length of stay was also improved from 18.04 hours to 15.43 hours ( p < 0.01). Conclusions: The newly established holistic care unit in our hospital improved the quality of medical care, not only physiologically but also psychologically.

        日本1968 の記憶をめぐる思考

        日本の六〇年代末期における若者の大規模な叛乱は、一般に教科書にお いては記載されておらず、存在しない空白のように忘れられている。一方、かつて80%以上の大学キャンパスをバリケードによって封鎖していた 全共闘運動は、新聞記事、回想録、学術的な著作、文学作品、テレビ番組の特集などによって表象されている。特にマス․メディアはテレビの普及 以降、1968 という時代のイメージの形成に多大な影響力を与えている。 本稿は、キャロル․グロックの記憶論を援用しつつ、日本の1968 をテー マとした新聞記事と学術著作と文学作品における忘却と想起の闘争とその 表象を明らかにし、1968 を語る新たなパースペクティヴを提案すること を試みた。 本稿の前半では、1968 は同時代のメディアにおいていかに映されてい るのかについて分析を試みた。そして、時間の流れに従い、あいまいになっ ている1968 の記憶が、いかに回想録と学術著作と文学作品という三つの ジャンルにおいて異なる形で表象されているのか(= 回収されているのか)について考察し、その差異と限界を明らかにした。後半は1968 に関する 記憶論の検討から、映画作品の消費を考察した上で記憶の商品化と記憶の 脱領域の影響を意識しながら、複数の相対的視点によって1968 がいか に集団的な記憶に編入されたかについて論じた。最後に、日本の1968 を 語るために東アジアの1968 を有効なパースペクティヴとして提出し、そ の可能性と限界を考えながら、1968 の新たな記憶論の構築を試みた。 The large-scale revolts raised by the young generation in late 1960’s in Japan have been forgotten for a long time, even not mentioned in historical textbooks. By contrast, the Zenkyoto movement, where the 80% of university campuses in Japan were occupied by students, is represented in several genres such as news, memoirs, academic works, literature and TV shows. Especially the mass media have a powerful influence on the formation of image of “1968”. This paper addresses the issue of memories about “1968” in Japan with special reference to Carol N. Gluck’s memory theory. Further, in order to provide a new perspective to approach “1968”, I clarify the struggles between forgetting and remembering as well as the representations of them. First, I analyze how the memories of “1968” are represented by the mass media in the late 1960’s. Then I elucidate its diverse representations (= confiscations) in memoirs, academic works and literature, and discuss its differences and limitations. In the second part, based on the examination of the memory theory about “1968”, I focus on how the mass media - especially films - form the memories through the film consumption. According to this analysis, I discuss nhow “1968” was transformed into collective memories from multiple relativized perspectives. In conclusion, I attempt to construct a new methodology to approach “1968” which is based on a relative perspective - “1968” in East Asia - by considering its possibility and limitation.

        Effect of a Carbon Additive on the TbCu7-type Melt-spun Sm(Co, M)7 (M=Ti, Zr, Hf, V and Ge) Ribbons

        The effect of a carbon additive on the microstructure and the magnetic properties of melt-spunSmCo7−xMxCy (M=Ti, Zr, Hf, V and Ge; x = 0 - 0.3 and y = 0 - 0.1) ribbons was studied. Based on the XRD and the TEM analyses, a pure 1:7 phase could be formed for the C-containingribbons with M= Ti and Ge. However, carbide phases, i.e., Sm2C3 for M=Zr and Hf, and SmCoC2for M=V, respectively, were found. Nevertheless, a slight C addition may effectively refine themicrostructure and improve both the intrinsic coercvity and the magnetic energy product in all thestudied ribbons. Among them, the SmCo6.9V0.1C0.1 ribbons with r = 58.7 emu/g, iHc = 13.5kOe and (BH)max = 9.3 MGOe, and the SmCo6.9Hf0.1C0.1 ribbons with r = 61.6 emu/g, iHc =11.8 kOe and (BH)max = 10.3 MGOe are most suitable for the bonded magnet applications.

        Sustainable waste textile upcycling by selective dye decoloration using ionic liquid and Bi11VO19 photocatalyst

        Since a large amount of waste polyester-cotton blended textiles can cause environmental pollution problems,it is crucial to develop sustainable technology for recycling textile wastes and producing valueaddedproducts. In this research, regenerated cellulose and polyester were obtained from thepolyester-cotton jean wastes by a sustainable process through the selective dissolving of cellulose fibersusing an ionic liquid (ILs), 1-butyl-3-methylimidazolium chloride ([Bmim]Cl). We developed an environmentallybenign decoloration approach without the bleaching or leaching processes. Instead, cellulose,polyester, and ILs were recycled from the selective degradation of indigo carmine (IC) or indigo dye inthe dye/ILs solution using the Bi11VO19 photocatalyst without impairing the dissolution capability ofILs. The selective decoloration of dye solution extracted from waste textiles involves interactions amongphotocatalysts, colorants, fibers, and media (ILs). The changes of dye and ILs molecules during the photocatalysisreaction were analyzed. FTIR and Raman spectra of the recycled ILs reveal that the chemicalstructure of ILs remains unchanged after the photocatalytic decoloration process. The ILs and photocatalystscan be recycled for repeated production of regenerated cellulose from waste jeans.

        Tracing the origin of fish without hatchery information: genetic management of stock enhancement for mangrove red snapper (Lutjanus argentimaculatus) in Taiwan

        Stock enhancement is considered to be a valuable approach for restoring fishery resources. Because no specific official institution in Taiwan is responsible for the production of fry, the released fry are purchased directly from the private sector. However, fishermen from the private industry have not established a genetic background, so the genetic composition for each batch of released fry is unclear. Mangrove red snapper (Lutjanus argentimaculatus), a prominent species released in Taiwan, was collected after its official release. One hundred and two field samples were compared with four batches of hatchery fry (n = 685) by using a microsatellite-based multiplex PCR assay. Four of the field samples (3.9%; 4/102) were revealed to be from a fish farm and most likely from a single batch. This study revealed that wild mangrove red snappers are genetically different from those originating from farms, and their origins can be traced through molecular markers, even without information on breeding stocks.

        Radiofrequency ablation (RFA) is a minimally invasive management strategy that has been widely applied for benign and recurrent malignant thyroid lesions as an alternative to surgery in Taiwan. Members of academic societies for specialists in interventional radiology, endocrinology, and endocrine surgery collaborated to develop the first consensus regarding thyroid RFA in Taiwan. The modified Delphi method was used to reach a consensus. Based on a comprehensive review of recent and valuable literature and expert opinions, the recommendations included indications, pre-procedural evaluations, procedural techniques, post-procedural monitoring, efficacy, and safety, providing a comprehensive review of the application of RFA. The consensus effectively consolidates advice regarding thyroid RFA in clinical practice for local experts.
