The objective of this study was to investigatethe anti-inflammatory and antioxidant activity of newthiazolyl-carbonyl-thiosemicarbazides and thiazolyl-azolederivatives as potential iNOS inhibitors. The in vivo antiinflammatoryeffects of the new thiazole compounds werestudied in a turpentine oil induced inflammation model. Their anti-inflammatory activity was assessed by evaluatingthe acute phase bone marrow response, phagocytes’activity, NO synthesis and antioxidant capacity. The newthiazole compounds have anti-inflammatory effects bylowering bone marrow acute phase response and oxidativestress. The best anti-inflammatory and antioxidanteffect was found for thiazolyl-carbonyl-thiosemicarbazidesTh-1-8, thiazolyl-1,3,4-oxadiazole Th-20 and thiazolyl-1,3,4-thiadiazole Th-21. Virtual screening of thiazolederivatives against the oxygenase domain of chain A from2Y37 revealed that all twenty-two compounds bind theactive site of inducible nitric oxide synthase (iNOS). Basedon the virtual screening and on the results obtained above,the activity may be due to their capacity to reduce the NOsynthesis by blocking the bind of L-Arg in the active site ofiNOS, the compounds binding the synthase by hydrogenbonds between the NH (2 and/or 4) of thiosemicarbazidefragment (Th-2-8) or N2/N3 from azole cycles and by thethiol function (Th-9-22).
STP Development in the Context of Smart City

Cities will soon host two third of the population worldwide, and already today 80% of the world energy is used in the 20 largest cities. Urban areas create 80% of the greenhouse gas emission, so we should take care that urban areas are smart and sustainable as implementations have especially here the greatest impact. Smart Cities (SC) or Smart Sustainable Cities (SSC) are the actual concepts that describe methodologies how cities can handle the high density of citizens, efficiency of energy use, better quality of life indicators, high attractiveness for foreign investments, high attractiveness for people from abroad and many other critical improvements in a shifting environment. But if we talk about Entrepreneurship Ecosystem and Innovation, we do not see a lot of literature covering this topic within those SC/SSC concepts. It seems that ‘Smart’ implies that all is embedded, or isn’t it properly covered as brick stone of SC/SSC concepts, as they are handled in another ‘responsibility silo’, meaning that the policy implementation of a Science and Technology Park (STP) is handled in another governing body than SC/SSC developments. If this is true, we will obviously miss a lot of synergy effects and economies of scale effects. Effects that we could have in case we stop the siloed approaches of STPs by following a more holistic concept of a Smart Sustainable City, covering also a continuous flow of innovation into the city, without necessarily always depend on large corporate SSC solutions. We try to argue that every SSC should integrate SP/STP concepts or better their features and services into their methodology. The very limited interconnectivity between these concepts within the governance models limits opportunities and performance in both systems. Redesigning the architecture of the governance models and accepting that we have to design a system-of-systems would support the possible technology flow for smart city technologies, it could support testbed functionalities and the public-private partnership approach with embedded business models. The challenge is of course in complex governance and integration, as we often face siloed approaches. But real SSC are smart as they are connecting all those unconnected siloes of stakeholders and technologies that are not yet interoperable. We should not necessarily follow anymore old greenfield approaches neither in SSCs nor in SP and STP concepts from the ’80s that don’t fit anymore, being replaced by holistic sustainability concepts that we have to implement in any new or revised SSC concepts. There are new demands for each SP/STP being in or close to an SC/SCC as they have a continuous demand for feeding the technology base and the application layer and should also act as testbeds. In our understanding, a big part of STP inputs and outputs are still needed, but in a revised and extended format. We know that most of the SC/STP studies claim the impact is still far from understood and often debated, therefore we must transform the concepts where SC/STPs are not own ‘cities’, but where they act as technology source and testbed for industry and new SSC business models, being part of the SC/STP concept and governance from the beginning.
Beyond the Arms Embargo: EU Transfers of Defense and Dual-Use Technologies to China

China has largely been cut off from direct transfers of military systems and technologies since the announcement of the EU arms embargo in 1989. Nevertheless, the EU and its member states remain a major source of high technologies for China, namely, by means of trade, investment, and scientific cooperation. This is mainly because the EU-China relationship continues to be dominated by the economic interests of individual member states, both in trade and increasingly in investments. Furthermore, due to a lack of direct security interests in the Asia-Pacific, Europeans do not generally see China as a security threat or a strategic competitor. Therefore, the EU has so far failed to develop a strategic approach toward the potential security implications of transfers of European militarily sensitive technologies that goes beyond the existing arms embargo and currently lacks effective mechanisms to control the flow of such technologies to China.

Increasing the speed of galvanizing lines for reducing their production costs is challenging while maintaining a high coating quality demanded by steel customers. Several issues arising at bath area prevent such speed increase up to or above 200 m/min. Among these issues, corrosion and wear of the immersed hardware, skimming volumes, and wiping conditions are predominant. Regarding the last limitation, the RFCS European project “High Speed Galvanizing” aimed notably at developing a strip stabilization device that could act directly at the wiping level. During that project, CRM Group and its partners have pushed the limit of strip stabilization under TRL-5 conditions at low industrial speed on its Annealing and Hot-Dip Galvanizing Pilot Line. Thanks to a finite element model coupled to an optimization of damping parameters, both validated by measurements, hydrodynamic pads (WO2017129391), whose effects increase with strip speed, have been tested very close to the wiping level. Consequently, a flat and stable strip could be achieved right between air knives with extremely low residual displacements, even under forced vibrations representative of harsh industrial working conditions. The coated product so-obtained was characterized with a similar reduction of final coating thickness variations.

노르베르트 베버는 독일 베네딕트파 선교사로, 1911년과 1914/1915년, 두 차례에 거쳐 한국을 여행하고, 그 기록을 책과 영화로 남긴 바 있다. 베네딕트파 상트 오틸리엔 수도원의 총원장이었던 그가 한국에 관심을 두게 된 것은 포교활동 때문이었고, 실제 그의 활동의 중심에는 선교라는 목적이 분명히 제시되어 있었다. 그러나 그는 예술적 조예뿐 아니라 매체와 여론을 다룰 줄 아는 마케팅 재능을 갖춘 뛰어난 인물이기도 했다. 그가 두 차례에 거쳐 한국을 여행하며 남긴 일지와 영화는 선교사, 민족학자, 예술인으로서의 베버의 시각을 반영하고 있다. 그는 한국의 이국적 문화를 민족학자적 관심에서 매우 정교하게 글과 카메라로 담았고, 그의 예술적 관심은 그로 하여금 정선의 금강산 화첩을 구입하도록 하였다. 그리고 이 과정에서 탄생한 한국 여행기를 출판하면서는 한국이란 나라의 ‘낯섦’을 독일 고급시민층 독자의 이해에 맞추어 소개할 줄 아는 사람이었다. 이렇게 탄생한 그의 영화는 오늘날 한국에서도 일제강점기 한국 문화(결혼, 장례 등)을 살펴볼 수 있는 유일한 영화 사료로 그 가치가 매우 높다. 당시 제국주의적 관점이 담긴 그의 책도 당시 서양 선교사가 한국이라는 ‘이국’을 바라보는 시각을 흥미롭게 담고 있으며, 이 책의 표지는 그의 한국문화에 대한 이해와 예술적 감각을 탁월하게 보여주고 있다. 오늘날 서양은 과거 유럽의 식민주의, 제국주의적 자아상에서 벗어나 동양의 문화를 서양문화에 대한 영향요소로 바라보고 있다. 역사가 오스터함멜은 훔볼트의 말을 빌려 ‘낯섦을 이국화하는 대신, 이를 진지하게 바라보아야 한다’고 했는데, 이 맥락에서 볼 때 베버의 여행일지도 단순히 정적인 묘사가 아니라 (아시아와 유럽 각각) 사회적 현실과 담론을 구체적 공통텍스트(Kon-Text), 즉 맥락으로 엮은 결과물로 보아야 할 것이다.

There is some disparity in the morbidity and mortality rates of cardiovascular disease (CVD) according to race, ethnicity, and geographicregions. Although prediction algorithms that evaluate risk of cardiovascular events have been established using traditionalrisk factors, they have also demonstrated a number of differences along with race and ethnicity. Of various risk assessment modalities,coronary artery calcium (CAC) score is a sensitive marker of calcific atherosclerosis and correlates well with atheroscleroticplaque burden. Although CAC score is now utilized as a useful tool for early detection of coronary artery disease, prior studieshave suggested some variability in the presence and severity of coronary calcification according to race, ethnicity, and/or geographicregions. Among Asian populations, it would appear necessary to reappraise the utility of CAC score and whether it remainssuperior over and above established clinical risk prediction algorithms. To this end, the Korea initiatives on coronary arterycalcification (KOICA) registry has been designed to identify the effectiveness of CAC score for primary prevention of CVD in asymptomaticKorean adults. This review discusses the important role of CAC score for prognostication, while also describing thedesign and rationale of the KOICA registry.
Computational Affective Knowledge Representation for Agents Located in a Multicultural Environment

In this paper, we propose a new computational model for affective knowledge representation that will be used for affective agents located in a multicultural environment. To this end, we present the results of two experiments, the first of which determines the most appropriate labels to define the pleasure-arousal dimensions in the culture and language of the agent’s location. As an example, we use the Portuguese and Swedish languages. The second experiment identifies the most suitable values of pleasure-arousal dimensions for each emotion expressed in these example languages. The results obtained are compared with a previous model developed for agents interacting with European Spanish-speaking people. Results show significant differences in the values of pleasure and arousal associated with emotions across languages and cultures. The results also show no significant differences in gender or age when associating levels of pleasure-arousal to emotions. We propose two applications of these representation models, such as a model of an agent capable of adapting its affective behavior to different cultural environments and a human-aware planning scenario in which the agent uses this dimensional representation to recognize the user’s affective state and select the best strategy to redirect that affective state to the target state.

Nowadays, we are standing in front of the 4th Industrial Revolution that is featured by a great range of new and advanced technologies that influences all the domains of economies and industries. The great question that this revolution raises is how it can lead to a future that reflects the peoples’ common objectives and values on how these advanced technologies can affect the life and transform the economic, social, cultural, and human environment. It is commonly agreed that to be adapted to these changes and needs and shape a society with competitive economies with highly-skilled individuals, we need to encourage innovation, entrepreneurship, new knowledge generation and exchange and true and effective collaboration and communication. In this complex scene, education seems to have a central and critical role on finding new ways of developing expertise and innovation within the existing knowledge procedures, with more and better cooperation between the key players. This paper argues the concepts, opportunities and challenges that are related to the learning ecosystem towards the needs raised by the 4th Industrial Revolution. The education is discussed as catalyst but also as carrier of innovation and innovation practices and the basis of a relevant framework is presented that takes into account all the aspects, domains and key players of educational world and interacting domains. Having introduced the ideas of innovation, collaboration and technology advancement in this environment, this paper also presents a real case of practice, focusing on how more than 5.000 schools around Europe succeeded the last four (4) years to implement innovation activities in a collaborative way and under a unique but also flexible pedagogical innovation framework.

Under service conditions, R-UHPFRC (Reinforced Ultra High Performance Fiber Reinforced Cementitious composite) beams exhibit residual deflection after loading–unloading. This is due to the tensile strain hardening behavior of UHPFRC. The precise calculation of deflection is thus relevant and was not addressed previously. This paper proposes a material model for UHPFRC under loading–unloading and a numerical layered model for the calculation of stress and strain distribution in the cross section. Then, a curvature-based analytical model is presented for calculation of deflection of a beam. This method is finally compared and validated against experimental results as obtained from four-point bending of full-scale R-UHPFRC beams. This research reveals the need for a specific material model for UHPFRC subjected to loading–unloading for the precise calculation of the structural response of elements and members under repetitive loading, such as service or fatigue loading.
