대통령 기록물 분석을 통한 한국지방자치제도의 형성과정에 대한 소고

The Purpose of this Thesis is to analyze the formal documents on Local Autonomy Institution of President Achives. How do the Documents influence Local Autonomy Institution Building in South Korea? Of course, the only Documents did not influence the entire process of local autonomy policy in South Korea. Therefore, this study has some limits to explain the institution design of local autonomy. But, the influence of the President on local autonomy institution is very decisive. The understanding and position of the President on local autonomy distorted and discontinued the local autonomy institution and then revived the local autonomy. This thesis suggest the implication to future local autonomy institution through explanation of President Archive document. For this, we classified and selected the document of President Archive. Chapte 2 classifies the current state of President Achives and explains the institution design of local autonomy. Chapter 3 presents the formal documents to the events of local autonomy institution formation. Chapter 4 arranges the crucial causes to local autonomy institution formation and suggests the future direction to local autonomy institution formation. In a word, the local autonomy institution was distorted by the Presidents and discontinued. At the time of revival of local autonomy institution, the distorted institution have been inherited. Namely, the value and philosophy of local autonomy did not reflect the institution design. Except for that, the institution design on urban autonomy and rural autonomy must be different. The cause of reverse drive of local autonomy is to apply uniform standard to institution design. 본고는 대통령기록관의 지방자치관련의 공식문서를 최초로 분석한 논문으로서, 대통령의 기록 물들이 한국의 지방자치제도의 형성에 어떤 영향을 미쳤는가를 분석하고, 앞으로의 한국 지방 자치제도의 발전방향에 대한 함의를 논의하는 것이다. 물론 한국의 지방자치정책의 형성이 대통령만으로 결정적인 영향력을 가지는 것이 아니기에 지방자치제도 전반의 내용을 총괄적으로 논의하는 것에는 한계가 있을 수 있다. 그렇지만, 대통령의 국정방향에 대한 영향은 한국의 지방자치제도 형성에서는 큰 것이었고, 대통령의 지방자치에 대한 인식과 입장은 한국 지방자치 제도의 왜곡이나 중단, 부활에 중대한 영향을 미친 것이 사실이다. 이 점에서 본고는 그러한 영향력을 확인하는 대통령기록관의 공식문서들을 제공받아 최초로 분류하고, 선정하고, 이들에 대한 해제를 통하여 확인하게 된 함의점을 제시하고자 한다. 제2장에서는 한국지방자치제도형성의 개요와 대통령기록관 공식문서에 대한 현황과 분류, 선정에 대해서 정리하였고, 제3장에서는 대통령기록관의 지방자치관련 공식문서를 하나하나 살펴보면서 역대 대통령들의 임기마다 중요한 사건들에 대한 문서분석을 제시하였다. 또 제4장과 제5장에서는 대통령기록관 공식문서분석을 통하여 한국지방자치제도 형성에 대한 결정적 요인에 대한 성찰과 미래방향에 대한 연구의 시사점을 정리하였다. 즉 한국의 지방자치제도는 대통 령에 의하여 왜곡되고, 단절된 부분이 있었다는 것과 부활시기에 정치적 입장에서 재도입하다 보니, 왜곡된 구조가 그대로 계수되는 바람에 자치적 가치와 철학이 제도설계에 반영되지 못하 였다는 점이다. 대표적인 것이 도시자치와 농촌자치에 대한 제도설계가 차별화되어야 하는데, 획일적 제도도입으로 현재의 자치제도 역주행을 낳는 근원이 되었다는 점이다. 아울러서, 지방 자치 관련 대통령 기록물이 처음부터 전문가들에 의해 체계적이고 지속적으로 관리・정리되는 것이 지방자치 발전에 매우 중요하다는 사실도 이 논문의 또 다른 시사점이다.

The Seventeenth World-cup soccer games will be held both in Korea and Japan in the year of 2002. Daejon city which already held Expo '93 with great success will be one of the host cities for preliminary games. Therefore, the city regards World-cup as a great meaning in reconfirming pan-citizen confidence achieved thru Expo '93. As of now, it is very important period that we have to not only review the established fields of planning and alternative proposals, but to devise counter-moves for insufficiency. This paper will provide various useful alternatives in order to manage World-cup volunteers more efficiently and effectually, after evaluating existing programs concerning with voluntarism for World-cup games.

지방선거 정당공천제의 한계와 과제 - 지방의회의 활성화를 중심으로 -

The goal of this research is to propose new local election system by seeking solutions for more effective and democratic public nomination of the political party of local councilor. The success of local autonomy depends on the right local elections. However, the elections executed during the 1950s and four times local elections executed since local autonomy system has been reimplemented were not proper, owing to political party's lacking willingness for clean election, distorted public nomination system, and immature citizenship so far. Under the revised new election law passed by Nation Assembly unilaterally, not only the local councils but local autonomy will be subordinated to political parties which can't be seen still the democratic parties. Therefore, it is imperative, to solve these problems, the public nomination of political party of basic-level local councilors should be excluded in 2006 local election in the last way at least. In the long run, the exsiting simultaneous local election must be separated in two different days, and that public nomination of political party should be eliminated in basic-level local elections while public nomination of political party can be permitted in wide-level local elections.
