保健所 役割의 增大方案에 關한 硏究

Recently government is considering health care fields important to build up the welfare states. In order to give the people health care service equitable and effective, public sector, Health Center and Health Subcenter, should be strengthened. Health Center is the core of public sector and the first-line administrative organization to maintain and improve the health of a community. Therefore it should play a major role in achiving the goal- "Health For All" In this study author have analyzed the problems in the organization and functions of Health Center and suggested the improvement measures. The results are summarized as follows. At present, the problems of Health Center in Korea like this; the inefficient management systems, the weak organizations, the poor budget allocation, the shortage of public health personnels, and the obsoletness and scarcity of equipments and facilities etc. In order to solve these problems, following measures should be taken; the strengthening of the organizational systems and functions in Health Center to give comprehensive public health services

특수한 유형의 OSP의 기술적 보호조치 의무

2007년 6월 시행된 개정 저작권법은 특수한 유형의 OSP에 대하여 권리자의 요청이 있는 경우 기술적 보호 조치를 의무화(저작권법 제104조) 하였고 동법 시행령(저작권법 시행령 제46조)에 의해 기술적 보호조치의 내용을 구체화하였다. 이 법에서 특수한 유형의 OSP는 P2P와 웹하드(Webhard) 서비스를 지칭하며, 이러한 특수한 유형의 OSP 사업은 기본적으로 불특정 다수에 의한 콘텐츠 불법복제 전송을 기대한 사업 형태이므로 OSP가 상당한 정도의 주의를 기울이지 않는다면 일반 사용자가 저작물 불법복제 침해 행위에 너무도 쉽게 노출되는 위험이 있다. 또한 개별 권리자들은 자신의 저작재산권을 보호하기 위하여, 해당 OSP에 대하여 일일이 이를 추적하여 기술적 보호 조치를 요구하거나 이에 대한 이행을 모니터링 하기는 현실적으로 어렵고, 나아가 민·형사 상의 소송을 통해 권리를 보호 받기에도 어려운 상황이다. 따라서 특수한 유형의 온라인 서비스 제공자에 대한 본 조항이 신설된 것은 상대적으로 특수한 유형의 온라인 서비스 제공자가 저작물에 대한 권리침해의 정도가 많고, 용이하다는 측면과 그 폐해의 정도가 심각한 점을 감안한 것으로, 적극적인 기술적 보호조치를 요구함으로써 건전한 시장 질서를 유지하기 위해 보다 높은 수준의 주의 의무 및 관리책임을 부과하는 것으로 이해되어야 할 것이다. 아직까지 특수한 유형의 OSP의 서비스 방식에 의해 콘텐츠 산업은 물론 IT기술 발달에 기여가 증명되거나 관련 산업 발달에 긍정적인 결과를 가져올 것이라고 단정하기는 힘든 상황이며, 오히려 무분별한 불법복제로 인해 폐해가 산업 곳곳에 발목을 잡고 있음을 직시할 때, 특수한 유형의 OSP의 산업적 재평가도 필요할 것으로 생각한다. Under the newly revised copyright law(effective June 2007), the special types of OSP technological protective measures are stated in Article 104 of the copyright law and the details of the enforcement can be found in Article 46 of the enforcement ordinance if and when requested by a party seeking enforcement. Special types of OSP targets P2P services and Web Hard services and is aimed at those businesses that provide for the illegal transfer of contents. Users of such services can be easily exposed to the risk of violating illegal transfer of content. It will be difficult for the rightful party to trace and request the technological protective measures and monitoring such activities will be difficult, if not unfeasible. Therefore, in reality, it will be difficult to provide any protection, whether civil or criminal actions. Therefore, the passing of the new Articles implies that the degree of violating copyrighted content has been considerable and easy. Further, it can be understood that the government wants to maintain a sound market order through the imposition of obligations and management responsibilities So far, it is hard to predict whether IT technology and special types of OSP will contribute towards industry development in a positive way. On the other hand, considering the negative influence of illegal transfer of content with in the industry, it might prudent to reassess the special types of OSPs and the industry in general.

病院 勞使關係의 協力體制 確立에 關한 硏究

Hospital labor-management disputes have been greatly enlarged since 1987. The occurrence backgrounds of them can be explained such as the internal and external factors of the hospital organization. External factors were the change of political environment towards democratization of whole society after 1987 and stimulation from the labor movement of production workers and the like. Internal factors were the increase of hospital worker's number, the comparative inferiority of their socioeconomic postion and working conditions. Nowadays it is necessary to establish a new set of order in hospital labor-management relations. Because the new social changes had an effect on labor environment of Korea. Therefore, we must devolope the new model of hospital labor-management relations. The aim of this study is - to explore the direction of rational policies of government, manager and worker in order to preserve the desirable labor-management relations in hospital. - to persue the direction of the successful establishment of cooperation system in hospital labor-management relations. In this study, specially mutual cooperation and understandings of labor-management are emphasized. Alternatives for cooperation system of hospital labor-management relations were showed as follows. - On the manager's aspects It is imperative 1) to improve their mangement culture, for example the ancient authoritarianism etc. 2) to adopt the system of management participation gradually. 3) to creat the "Worker Behavior Theory" - On the worker's aspects 1) to establish the sound occupational view and enterprise view 2) to establish the sound concept of labor movement and the democratic action of labor-union movement must be accompained. - On the Labor Administrativ's aspects The direction of reform in hospital labor-management relations are as follows. 1) Positive up bringing of the sound labor-union 2) The coordinating procedure of labor-management dispute must be advanced 3) The settlement of retional wage system(based on productivity) In conclusion, the industrial peace and the cooperation system of labor-management relations can be achieved by mutual efforts among worker, manager and government. Therefore, we must always keep in mind that the imperative keypoint of the industrial peace is based on the stabilization of hospital labor-management relations.

저작권법상 디지털음성송신 적격에 대한 연구

突然變異源 γ-線 處理가 在來種 小粒콩의 植物學的 特性에 미치는 影響

This experiment was carried out to obtain a basic information for new variety development. The local soybean (Glycine max. L) lines used were endowed from Chungnam Agricultural Research and Extension Services. These lines were planted at upland farm of Chungnam Nat'l Univ., College of Agri. after treatment with mutagen γ-ray. All characteristics measured were decreased due to the γ-ray treatment than check except the branches of main stem of the Hannam and plant height of the Sobak. Especially the Sobak and the Eunha among these lines were shown very sensitivly than others treated with γ-ray of 15Krad. Of characteristics surveyed the nodes per plant was very sensitive to γ-ray, while the grain weight per plant, the pods per plant and the branches per plant were gradually decreased to further radioactivity about γ-ray treatment. In the Pungsan and the Sobak lines there were not shown significant between major characteristics at treatments including check. Other lines were also not shown positive correlation among characteristics except between stem diameter and branches(0.64*), grain weight and plant height(0.77**) at check of the Eunha, between stem nodes and stem diameter(0.65*) at check of the Kwangan and between number of pods and stem diameter(0.70*) at check of the Danyeop. From result this experiment, some of lines used were to be appeared characters of interest, for example, such as the short stem and the early flowering. Therefore these lines were needed more advanced generations for stability and performance.
