돌봄은 팬데믹이 드러낸 취약성에 대처하기 위해 긴급하고 절박하게 소환되었으나 그 과정에서 돌봄 자체가 취약한 상황에 처해 있음이 드러났다. 없어서는 안 되지만 인정받지 못하고 절실히 요구되지만 하찮게 여겨지는 모순적 지위야말로 자본주의 체제 아래 돌봄이 겪어온 오랜 역사이다. 돌봄의 지위를 획기적으로 개선하고 나아가 돌봄 ‘중심’의 사회를 만드는 시도가 체제를 전환하는 일이 되리라는 주장은 이로부터 연유한다. 돌봄은 그 정도의 급진적 함의를 갖지만 그렇다고 해서 돌봄이 체제 전환을 추동하는 주요 동력이 되리라는 주장이 곧바로 성립하지는 않는다. 가속화되는 돌봄의 위기에 대응하기 위해 사회재생산이라는 차원에서 돌봄과 자본의 근본적 모순을 조명하고 인간 삶과 문명의 지속에 돌봄이 담당하는 광범위하고 핵심적인 역할을 강조하는 시도들이 있어왔다. 그런데 돌봄 ‘중심’의 사회가 온전히 실현되기 위해서는 대대적인 가치의 재해석과 전환이 수반된다. 다시 말해 돌봄이 중요한 가치로서 널리 승인될 뿐만 아니라 ‘좋은 삶’에 대한 한층 진전된 해석이자 새로운 애착과 열망의 대상으로 받아들여질 필요가 있는 것이다. 돌봄에 관한 여러 해석, 특히 돌봄을 주로 취약성과 연결하는 해석은 돌봄을 보편적으로 ‘중심적인’ 가치로 만들 만큼 충분한 설득력을 갖추고 있다고 보기 어려우며, 돌봄이 중심적인 가치가 되기를 지향한다면 개인적이고 사회적인 삶 전체를 포괄할 필요가 있다. 그러나 다른 어떤 주제보다 가치 전환과 관련된 질문들을 강렬하게 촉발하는 것이야말로 ‘시대의 화두’로서 돌봄이 갖는 잠재성이다. In profound desperation, care has been invoked to tackle the human vulnerability exposed by the COVID-19 pandemic, and yet care itself is found to be vulnerable. Indispensable but disavowed, required but disregarded, care has invariably suffered a particularly contradictory status under the capitalist system. Indeed, to definitively improve the status of care and develop a truly ‘care-centered’ or ‘care-full’ society would amount to a system change. Care really does have such radical implications, but this does not mean that care, per se, can afford the necessary leverage to bring about system change. In coping with the care crisis, public awareness has increased of the structural contradictions between capital and care: of the essential role of care in social reproduction, and in sustaining life and civilization. Even so, to establish a truly care-centered society would require a comprehensive value change as well. Specifically, care should be not just widely accepted but also passionately aspired to, as a core value which is essential to human well-being. Attempts at major reevaluations of care, which tend to focus on the association between care and vulnerability, do not seem to provide enough motivation, in that they fail to address individual and social life in its entirety. Nevertheless, care as zeitgeist raises intensely important and provocative questions about the feasibility of value change.

Geosynchronous electron flux dropouts are most likely due to fast drift loss of the particles to the magnetopause (or equivalently, the "magnetopause shadowing effect"). A possible effect related to the drift loss is the radial diffusion of PSD due to gradient of PSD set by the drift loss effect at an outer L region. This possibly implies that the drift loss can affect the flux levels even inside the trapping boundary. We recently investigated the details of such diffusion process by solving the diffusion equation with a set of initial and boundary conditions set by the drift loss. Motivated by the simulation work, we have examined observationally the energy spectrum and pitch angle distribution near trapping boundary during the geosynchronous flux dropouts. For this work, we have first identified a list of geosynchronous flux dropout events for 2007-2010 from GOES satellite electron measurements and solar wind pressures observed by ACE satellite. We have then used the electron data from the Time History of Events and Macroscale Interactions during Substorms (THEMIS) spacecraft measurements to investigate the particle fluxes. The five THEMIS spacecraft sufficiently cover the inner magnetospheric regions near the equatorial plane and thus provide us with data of much higher spatial resolution. In this paper, we report some case studies showing energy dependence during magnetopause shadowing effect.

Radiation Belt Environment (RBE) model has developed to understand radiation belt dynamics as it considers whistler mode hiss and chorus waves which is responsible for relativistic electron acceleration and precipitation. Recently, many studies on electron loss by pitch-angle scattering have reported that elctromagnetic ion cyclotron (EMIC) wave is also responsible for main loss mechanism in dusk and equatorial regeion. Here, we attempt to incorporate EMIC into RBE model simulation code to understand more detailed physical dynamics in Radiation belt environemnt. We compare this developed model to data during storm events where both of electron loss and EMIC waves were detected.

Several case studies reported that low-latitude Pi2 pulsations can occur under extremely quiet geomagnetic condition (Kp = 0) and that those are not associated with substorms. Until now, no statistical study has investigated Pi2 activity at low latitude during non-substorm intervals. In this study, we statistically examine the properties of Pi2 pulsations (i.e., Pi2 pulsation's power, frequency, and duration) observed at low-latitude Bohyun (BOH, L = 1.35) station in Korea. 161 Pi2s are identified during the intervals of extremely quiet geomagnetic conditions (Kp = 0-1) on November 2008. It is found that their frequencies increase as the solar wind speed increases. It is also found that the Pi2 pulsations frequently occurred periodically every ~30 min. Using solar wind data, we discuss what determines the 30-min recurrence time of Pi2 pulsations
Observation of long-term disappearance and reappearance of the outer radiation belt

In this study we have used the data of various instruments onboard the THEMIS spacecraft to study the characteristics of the outer radiation belt during the ascending phase of solar cycle 24. The most astonishing result is that we discovered four long-term (a month or so) periods during which the belt has nearly disappeared. The first disappearance started late 2008, followed by reappearance in ~a month, and three more similar events repeated until early 2010 when the belt has reappeared. This is well revealed at 719 keV electrons, which is the currently available uppermost energy channel from the THEMIS SST observation, but also seen at even lower energies. Overall consistent features were confirmed using the NOAA-POES observations. The vanished belt periods are associated with extremely weak solar wind conditions, low geomagnetic disturbances (in terms of Kp and AE/AL), greatly suppressed wave (ULF and chorus) activities, greatly reduced storm and substorm activities (little source particle supply), and expanded plasmapause locations. The direct observations of such events shed light on the fundamental question of the origin of the radiation belt, which is the main focus of our presentation.

도요샛(Small Scale magNetospheric and Ionospheric Plasma Experiment, SNIPE)의 과학임무는 전리권 상층부 소규모 플라즈마 구조의 공간적 시간적 변화를 관찰하는 것이다. 이를 위해 4개의 6U 큐브위성(10 kg)이 고도 약 500 km 극궤도로 발사될 예정이며, 상호 위성 간 거리는 편대 비행 알고리즘에 의해 수 10 km에서 수 1,000 km 이상으로 제어된다. 운영 초기에는 4기의 위성이 같은 궤도 평면에 위치하는 종대비행을 하다가 경도상에서 나란히 배치되는 횡대비행으로 전환하여 4기의 서로 다른 지점에서 공간적인 변화를 관측하게 된다. 도요샛에는 입자 검출기, 랑뮈어 탐침, 자력계로 구성된 우주날씨 관측 장비가 각 위성에 탑재된다. 모든 관측기는 10 Hz 이상의 높은 시간 분해능을 가지며 큐브위성에 최적화 설계되었다. 이 외에도 이리디듐 통신 모듈은 지자기 폭풍이 발생할 때 작동 모드를 변경하기 위한 명령을 업로드할 수 있는 기회를 제공한다. 도요샛은 극 지역 플라즈마 밀도 급상승, 필드 정렬 전류, 고에너지 전자의 국소 영역 침투, 적도 및 중위도 플라즈마 거품의 발생 및 시공간적 진화에 대한 관찰을 수행할 예정이며, 이를 통해 태양풍이 우주날씨에 어떠한 영향을 미치는지 탐구하게 된다. 도요샛은 2023년 상반기 러시아 소유즈-2에 의해 카자흐스탄 바이코누르에서 발사될 예정이다.

We have developed a data integration system for ground-based space weather facilities in Korea Astronomy and Space Science Institute (KASI). The data integration system is necessary to analyze and use ground-based space weather data efficiently, and consists of a server system and data monitoring systems. The server system consists of servers such as data acquisition server or web server, and storage. The data monitoring systems include data collecting and processing applications and data display monitors. With the data integration system we operate the Space Weather Monitoring Lab (SWML) where real-time space weather data are displayed and our ground-based observing facilities are monitored. We expect that this data integration system will be used for the highly efficient processing and analysis of the current and future space weather data at KASI.
