사회적 기업에 대한 재정 지원의 효과는 지속되는가? : 사회성과인센티브 프로그램의 사례

사회적 기업에 대한 재정 지원의 목적은 장기적으로 사회적 기업이 시장에서 경쟁력을 확보하고 지원이 종료된 이후에도 지속가능한 성과를 창출하도록 돕는 것이다. 따라서, 사회적 기업에 대한 재정 지원이 소기의 목적을 달성하고 있는지 여부를 판단하기 위해서는 재정 지원이 종료된 이후 사회적 기업의 성과가 어떻게 변화하였는지를 살펴봐야 한다. 본 연구는 사회성과인센티브 프로그램에 참여하고 있는 사회적 기업들을 대상으로 현금 인센티브 지원이 종료된 이후, 지원 당시의 성과를 유지하고 있는지 분석하였다. 분석 결과, 현금 인센티브 지원이 이뤄지는 동안에는 기업의 매출액과 사회성과는 증가하였고, 지원이 종료된 이후 매출액은 증가된 수준을 유지하였으나 사회성과는 지원이 이뤄지기 전의 수준으로 돌아간 것으로 나타났다. 이는 사회성과에 기반한 현금 인센티브가 기업의 사회성과 창출의 비용효율성을 개선하지 못하고 있음을 보여준다. 또한, 기업의 특성에 따라 현금 인센티브 지원 기간 동안의 성과와 종료 이후의 성과가 다르게 나타났고 이는 현금 인센티브 지원이 선별적으로 이뤄질 필요가 있음을 시사한다. The purpose of financial support for social enterprises is to help them secure long-term competitiveness in the market and create sustainable performance even after the support ends. To determine whether this financial support is achieving its intended purpose, it is necessary to examine how the performance of social enterprises has changed since the support ended. This study investigates whether the performance observed during the support period was maintained after the cessation of cash incentive support. We found that social enterprises' sales and social performance increased during the period when cash incentive support was provided. However, after the support ended, while sales remained high, social performance decreased to pre-support levels. This indicates that cash incentives based on social performance are not effectively enhancing the cost efficiency of generating social performance. Additionally, performance varied during and after the cash incentive support depending on the characteristics of the social enterprise, suggesting that cash incentive support should be provided selectively.

사회성과인센티브와 사회적 기업의 성과

사회성과인센티브는 사회적 기업이 생산한 사회적 성과를 화폐단위로 측정한 후, 그에 비례하는 금전적 지원을 제공하는 제도이다. 본 연구는 사회성과인센티브를 받는 사회적 기업의 경제적ㆍ사회적 성과의 변화를 이론적으로 예측하고 실증적으로 분석한다. 사회적 기업 이 이윤과 사회적 성과의 가중 합을 극대화하며 영리기업과 경쟁하는 과점시장을 가정하면, 사회성과인센티브를 받는 사회적 기업은 지원 기간 동안 더 많은 사회적 가치를 생산할 유인이 존재함을 증명하였다. 사회성과인센티브 DB 를 이용한 실증분석에서는 사회성과인센 티브를 받는 사회적 기업이 지원을 받는 기간이 길어질수록 창출하는 사회적 가치가 증가함을 보였다. 다만,경제적 성과는 지원 기간과 유의한 관계가 없는 것으로 나타났다.

일자리제공형 사회적기업과 사회적 성과 지원의 효과

We consider an employment model of social enterprises, which maximize the weighted average of the profit and the social value generated by employing disadvantaged workers. The social value consists of the direct welfare improvement of the disadvantaged employees and the positive ripple effect of the improved wellbeing of the disadvantaged. In the Cournot oligopoly model, we show that social enterprises can contribute to improving social welfare (the sum of the standard social surplus and the social value). We propose a subsidy scheme for the social enterprises, in which the subsidy amount is proportional to the social value created. We show that the subsidy can play a positive role in providing incentives of producing social values and in enhancing social welfare. Finally, we provide an empirical analysis on the effects of the government subsidy on social and economic achievements of social enterprises. We use the voluntary disclosure data of certified social enterprises in Korea. Only expert and social insurance subsidies have a positive effect on the social achievement of social enterprises. Employment subsidy, the major part of the expenditure, has neither positive nor negative effect. 본 논문에서 일자리제공형 사회적기업은 취약계층을 고용함으로써 발생하는 사회적성과와 이윤이 모두 반영된 성과를 극대화한다. 사회적기업과 영리기업이 경쟁하는꾸르노(Cournot) 과점시장 모형을 분석하여 사회적기업이 사회후생을 개선함을 보일것이다. 일자리제공형 사회적기업의 사회적 성과는 취약계층 노동자의 직접적 복지개선효과와 이러한 복지개선의 사회적 파급효과로 이루어져 있고 이를 정량적으로나타내기 위해서 취약계층의 신용제약이 고려되어야 한다. 이러한 사회적 성과를 측정하는 방식을 제시하는 것도 본 연구의 성과 중 하나이다. 또한 사회적 성과에 대한지원 효과를 분석하여 정부의 재정지원이 사회적 성과를 높이고 궁극적으로 사회후생을 높이는 데 긍정적인 역할을 할 수 있다는 것을 보인다. 마지막으로 사회적기업자율경영공시자료를 활용한 실증분석에서 정부의 재정지원에서 가장 큰 비중을 차지하는 (일자리창출사업)인건비 지원은 사회적 성과와 경제적 성과 어느 것에도 유의한 영향을 주지 못하는 것으로 나타났다. 반면 전문인력 지원과 사회보험료 지원의 경우 사회적 성과에 긍정적인 영향을 주는 것으로 나타났다.

사회적기업과 사회성과 보상에 대한 연구

본 논문에서 사회적기업은 이윤과 사회적 가치를 동시에 반영하는 성과를 극대화한다. 일자 리제공형 사회적기업 활동이 분배, 효율성 및 사회후생에 미치는 영향을 분석하고 사회적기 업에게 사회적 성과 장려금을 지급하여 사회후생을 개선시킬 수 있음을 보이는 것이 본 논문의 주된 목적이다. 기업들이 생산량 결정을 통하여 경쟁하는 꾸르노(Cournot) 과점시장 모형을 상정하여 영리기업들 간의 경쟁의 결과와 사회적기업과 영리기업 간의 경쟁의 결과를 비교하는 방식으로 사회적기업 활동의 영향을 살펴보고, 사회적 성과 장려금이 사회적기업의 의사결정과 사회후생에 미치는 영향을 분석한다. 주요 결과는 다음과 같다. 첫째, 사회적 가치를 정확히 측정하기 위해서는 저소득계층의 신용제약을 고려해야 한다. 신용제약하의 시장균형은 공리주의적 관점의 사회후생을 극대화시킬 수 없다. 저소득계층의 한계효용이 가격보다 높지만, 신용제약 때문에 한계효용을 실현시킬 수 없기 떄문이다. 둘째, 사회적기 업의 고정비용이 영리기업과 동일하면 사회적기업이 일반적으로 사회후생을 높일 수 있지 만, 사회적기업의 고정비용이 영리기업에 비해서 크다면 사회적기업이 일반적으로 사회후생을 높일 수 있다고 단정할 수 없다. 사회후생 개선 효과의 크기는 사회적 가치의 가중치와 사회적 가치의 크기 등에 따라 결정된다. 셋째, 사회적 가치의 가중치가 최적수준이 아닌 경우 사회적 성과 장려금을 도입하여 사회후생을 개선시킬 수 있다.

WIPI 환경에서 데이터 암호화 시스템

현재 국내 각 이동통신사마다 서로 다른 무선인터넷 플랫폼은 사용하고 있어 콘텐츠 제공업체와 단말기 제조사가 어려움을 겪고 있다. 특히 콘텐츠 제공업체는 동일한 콘텐츠를 개발하면서도 여러 플랫폼에 적용하기 위한 중복개발이 진행되고 있어 개발시간이나 개발비용이 증가하는 단점이 있다. 이에 국내 이동통신 3사와 한국전자통신 연구원 등을 주체로 무선인터넷 표준 플랫폼인 WIPI(Wireless Internet Plaform for Interoperability)를 제정하고 표준화작업을 진행하여 국내, 국제적으로 추진하고 있다. 특히 무선인터넷 플랫폼이 하나로 통합되면 기존이 여러 플랫폼이 공존하던 환경에 비해 해킹이나 악성코드의 집중적인 공격이 예상되며 이를 대비해 모바일 환경에서 데이터를 효과적으로 보호할 필요성이 대두되었다. 이에 본 논문에서는 기존의 PC 환경에서 사용되던 여러 암호화 기법을 적용하여 WIPI 환경에서 데이터를 암호화하여 중요한 데이터를 보호하는 시스템을 설계 및 구현하였다. Present time, the mobile telecommunication companies of our country are still using independence wireless internet platform. So, this carry many difficulties to the phone company and content provider company. Because even they develop one product and they must make it prepare for some platform of every mobile telecommunication companies. And this make the development more longer and more expensive. For this reason, SKT, LG telecom and KTF develop the new wireless internet platform named WIPI with ETRI. and the working is still go on and go ahead with propulsion. And if it come to reality, the WIPI will attached from much of attack such as hacking or virus. But some data exchange between mobile phone is so important as to flow. Thus, in this paper, we are design and implementation the data encryption system working at the WIPI in order to protect the data, we want to protect.

사회적 경제에 대한 인식과 사회적 경제 조직의 성과

The purpose of this study was to empirically analyze the relationship between the level of awareness of social economy and the performance of social economy organizations. The Local Resource Survey (2020) was used for this analysis. We classified regions as having high awareness of the social economy and low awareness of the social economy on the basis of the local residents' awareness of the social economy. We compared the performance of social economy organizations within two regions and found that the sales of social economy organizations in the region with high awareness of the social economy were significantly higher than in the region with low awareness of the social economy. This result shows the necessity and potential effectiveness of a policy to strengthen awareness of the social economy. On the other hand, we found that operating profits, the number of vulnerable people employed, and the employment ratio of vulnerable to non-vulnerable people did not have significant relationships with the level of awareness of the social economy. 본 연구는 사회적 경제에 대한 인식 수준과 사회적 경제 조직의 성과 간의 관계를 실증분석하는 것을 목적으로 한다. 분석을 위해 2020년 한국사회적기업진흥원의 지역자원조사를 이용하였다. 지역 주민의 사회적 경제에 대한 인지 여부를 바탕으로 사회적 경제에 대한 인식 수준이 높은 지역과 낮은 지역을 구분한 후, 두 지역 사회적 경제 조직의 경제적 성과와 사회적 성과를 비교하였다. 분석결과, 사회적 경제에 대한 인식 수준이 높은 지역에 속한 사회적 경제 조직의 매출액이 인식 수준이 낮은 지역에 속한 조직의 매출액 보다 유의하게 높은 것으로 나타났다. 이는 사회적 경제 조직에 대한 수요 강화 정책의 필요성과 효과성을 보여주는 결과이다. 한편, 영업이익, 취약계층 고용규모, 취약계층 고용비율은 사회적 경제에 대한 인식 수준과 유의한 관계가 없는 것으로 나타났다. 이는 사회성과 종류와 창출 방법을 고려하여 사회적 경제 조직의 성과를 분석해야 함을 의미한다.

센서 서비스 기술 언어를 이용한 센서 데이터 처리 시스템

네트워크 및 정보통신 기술의 발달로 유비쿼터스(Ubiquitous) 환경은 빠르게 구체화되면서 미래의 정보 기술 산업을 주도할 기술로 주목받고 있으며, 이를 위해 각종 센서(Sensor)들로부터 인식된 데이터는 사용자에게 서비스를 제공하기 위한 데이터로 사용 할 수 있도록 처리하여 응용 서비스에 전달되어야 한다. 그러나 각종 센서에 대한 메타데이터(Metadata) 및 인터페이스에 대한 정의가 불분명하여 응용 서비스에서 데이터의 이용을 위한 접근이 어렵고, 서로 다른 플랫폼(Platform) 및 프로토콜(Protocol)에서 오는 제약으로 응용 서비스로의 센서 측정 데이터 전달에 제약이 따르는 실정이다. 이에 본 논문에서는 센서 데이터 서비스를 통해 센서와 측정 데이터를 표현하고 서비스를 기술하는 센서 서비스 기술언어를 설계하였다. 또한 웹서비스(Web Service)를 이용하여 응용 서비스로 센서 데이터를 전달하는 센서 데이터 처리시스템을 구현하였다. 이를 통해 센서 데이터를 교환하는데 있어 상호 호환성을 보장하기 위한 표준화의 참고 모델로 활용될 것이다. As ubiquitous environment rapidly emerges due to the development of network and information communication technology, ubiquitous computing is being noticed as a technology that will take the lead in information technology industry of the future. To the end, the data recognized from each sensors, collected and processed need be transferred to applied service so that they may be used as data for providing sum to users. However, in reality as the definitions of metadata and platform for each sensor are not clear, approach from applied service for data use is difficult and there are limitations in transferring sensor measurement data of the applied service because of the difference of platform and protocol. In this paper, we designed sensor service technology language that expresses sensor and measurement data and describes the service though sensor data service. Also the researcher implemented a sensor data processing system that transfers sensor data to the applied service by using web service. The thesis will apply a reference model for standardization to guarantee mutual compatibility in exchanging sensor data through the system.

WIPI환경에서 XML문서 암호화시스템

현재 국내에서는 이동통신사마다 별도 무선인터넷 플랫폼을 사용하고 있어 콘텐츠 제공업 체와 단말기 제조사가 개발시간이나 비용이 많이 소요되고 있다. 이에 국내 이동통신 3사와 전자통신연구원 등을 주체로 무선인터넷 표준 플랫폼인 WIPI(Wireless Internet Platform for Interoperability)를 제정하고 표준화작업을 국내외로 추진하고 있다. 그러나 국내환경에서도 WIPI는 표준화 작업이 진행중이며 WIPI환경을 기반으로 한 콘텐츠가 미비한 현실이다. 특히 무선인터 넷 플랫폼이 하나로 통합되면서 기존의 여러 플랫폼이 공존하던 환경에 비해 해킹이나 악성코드의 집중적인 공격이 예상되며 이를 대비해 모바일 환경에서 데이터를 효과적으로 보호할 필요성이 대두하였다. 이에 본 논문에서는 모바일 환경에서 XML 문서로 데이터를 교환하는 상황을 고려하여 PC 환경에서 사용되던 여러 암호화 기법을 적용하여 WIPI 환경에서 XML문서 암호화 시스템을 설계 및 구현하였다. Thus, in this paper, we consideration the XML using in the wireless environment and we are design and implementation the XML encryption system working at the WIPI in order to protect the data, we want to protect.
