The Framework for Deriving the Global Performance Expressing of Critical Success Factors of BSC

[Purpose] In order to adapt to the dramatically changing environment, the organization should be changed constantly based on performance evaluation. Decision makers do not consider that the same resources need to be put into all Critical Success Factors(CSFs), because the degree of achievement of CSFs is different. To be informed of the current status of strategic achievements, it is essential to derive the global performance expression of CSFs of Balanced Scorecard(BSC). Therefore, This study provides a systematic and simple framework for deriving the global performance expression and elementary performance expression of BSC Performance Measures(PMs). [Methodology] The framework consists of the following two phases: deriving the elementary expressions of PMs and deriving the elementary expressions of BSC CSFs. The first phase is deriving an elementary expression of PMs based on the desirability functions to reflect the multi -dimensional characteristics of PMs. The second phase is to calculate the global performance expression of CSFs and to extract key CSFs. [Findings] It could help leaders and organizers to systematically strategic feedback of BSC. By developing the global performance expression of CSFs in BSC, it is able to identify the parts of an organization that are needed to require intensive investment. [Implications] The proposed framework can be systematically applied in case study. The proposed framework is able to provide decision makers with a single global performance expression of CSFs as well as the corresponding information.

방위산업체의 활성화를 위해서는 방위산업체의 진단이 전제되어야 한다. 방위산업체의 현 상 황에 대한 정확한 진단과 정확한 정보전달이 활성화를 위한 전략 수립의 근간이 되기 때문이 다. 방위산업과 민수산업은 투자형태, 시장형태, 그리고 제품형태에서 차이가 있기 때문에, 민수산업을 대상으로 연구된 다양한 진단 프레임워크를 방위산업에 적용할 수 없다. 방위산업 체를 진단하는 연구가 이루어지고 있으나, 방위산업체의 다면적 특성을 반영하지 못하고 있으 며, 방위산업체의 진단이 전략의 실행으로 이어지지 못하고 있다. BSC(Balanced Scorecard)는 방위산업체의 전략 달성도를 진단할 수 있을 뿐만 아니라, 방위산업체의 활성 화 전략이 성공적으로 실행될 수 있도록 방향성을 제공한다. 따라서 본 연구에서는 BSC 프로 세스를 기반으로 방위산업체를 진단하기 위한 프레임워크를 개발하고, 이에 따라 방위산업체 활성화를 위한 관점, 핵심성공요소와 성과지표를 도출한다. 도출된 관점, 핵심성공요소 및 성 과지표를 방위산업체에 적용하여, 본 연구에서 제시한 프레임워크의 적용가능성을 검증한다. 본 연구에서 제시된 방위산업체 진단 프레임워크를 활용하여, 방위산업체의 현재 상황과 주위 환경을 고려한 활성화 전략의 도출이 가능할 것으로 기대된다. Diagnosis of the defense industry should be a prerequisite for cultivating the defense industry company. It is a basis for establishing the strategies to accurate diagnosis and accurate information transfer on the present state of the defense industry company. The various diagnostic frameworks studied for private industry company can not be applied to the defense industry, because the defense industry company and private industry company have different forms of investment, of market and of product. Although research related with diagnosing the defense industry company had been conducted, they did not reflect the multi-characteristics of the defense industry company and the diagnosis of the defense industry company did not provided the implementation of the strategy. The BSC(Balanced Scorecard) can not only diagnose the strategic achievement of the defense industry company, but also provide the direction that successfully execute the defense industry company strategies. Therefore, in this research, we develop the framework for diagnosing the defense industry company based on the BSC process, and derive perspectives, critical success factors and performance measures for cultivating the defense industry company based on the suggested framework. The applicability of suggested framework is verified according to case study. Using the diagnostic framework suggested in this research, it is expected that it will be possible to derive an cultivation strategies that considers the current situation of the defense industry company and the surrounding environment.
