        특수교육대상자 의무교육과 취학유예·면제 제도의 역사적 변천 및 정책적 시사점

        This study used the historical method of research to investigate the regulatory changes that took place in mandatory education, including deferments and exemptions, for special education students from 1948 to the present. The objective of the study was to identify the historical implications of these policy changes in education and to develop policy suggestions. To examine the historical aspects of the mandatory education, deferment, and exemption regulations for special education students in Korea in an objective fashion, the study included a partial comparative analysis of the Korean and Japanese laws. The result of the analysis are as follows. First, school enrollment was broadly encouraged for children who did not have disabilities, but many children with disabilities did not receive mandatory education opportunities. Second, the educational opportunities for children with intellectual, severe. or multiple disabilities were extremely limited. Third, opportunities for schooling deferment and exemption were misused, and these became convenient and legal ways to avoid providing mandatory education for children who were eligible for special education. Fourth, although the kindergarten and high school courses for special education students were included as compulsory education by enactment of the special education law for individuals with disabilities and other challenges, compulsory education at the kindergarten level was not being implemented properly. Based on the results of this study, the following policy implications have been suggested. First, greater efforts are needed to reduce the discrepancy between the regulations for mandatory education and their implementation for special education students. The most urgent task is to implement the regulation for compulsory education for kindergarten. Second, compulsory education for special education students must go beyond the stage of guaranteeing opportunities for schooling and ensure that the right to appropriate education is upheld. Third, decision about schooling deferment should be considered carefully, based on objective criteria and procedures, and once they are made, proper follow-up support should be given. Fourth, the right to education among people with disabilities who have not been guaranteed school enrollment must be assured. 본 연구는 우리나라 특수교육대상자 의무교육의 법제적 변천을 일반교육과 취학유예·면제 제도와의 관련성을 중심으로 하여 고찰한 후, 이에 근거한 정책적 시사점을 제시하는 것을 목적으로 하였다. 본 연구는 역사 연구의 방법으로 수행하였다. 연구의 대상 시기는 1948년부터 현재까지로 설정하였다. 또한 우리나라 특수교육대상자 의무교육 및 취학유예·면제 법제의 역사적 실태를 보다 객관적으로 파악하기 위한 노력의 일환으로, 이들 법제의 한일 비교를 부분적으로 실시하였다. 본 연구의 주요 결과를 제시하면 다음과 같다. 첫째, 비장애아동의 취학은 적극적으로 추진된 것에 비해, 많은 장애아동은 의무교육의 기회를 제대로 제공받지 못하였다. 둘째, 지적장애나 중도·중복 장애아동의 교육 기회는 특히 제한적이었다. 셋째, 취학유예ᐧ면제 제도는 국가의 특수교육대상자에 대한 의무교육 책무를 회피하는 편의적·합법적 수단으로 오용되었다. 넷째, 2007년 장애인 등에 대한 특수교육법 제정으로 특수교육대상자의 유치원과 고등학교 과정의 교육도 의무교육으로 포함되었으나, 유아 특수교육대상자 의무교육은 제대로 실행되지 못하고 있다. 이러한 연구 결과에 근거하여 본 연구에서는 다음과 같은 정책적 시사점을 제시하였다. 첫째, 법 규정과 실행 간의 괴리를 최소화하기 위한 노력이 필요하다. 특히 유아 특수교육대상자 의무교육의 철저한 이행이 시급한 과제이다. 둘째, 특수교육대상자의 의무교육은 취학기회 보장의 단계를 넘어 양질의 교육권을 보장하여야 한다. 셋째, 취학의무 유예 제도의 엄격한 적용과 적절한 후속 지원이 필요하다. 넷째, 취학을 보장받지 못하였거나 취학하였다가 학업을 중단한 장애인들의 교육권을 보장하여야 한다.

        한일 특수교육사 연구 경향 비교 분석: 2000년 이후 학술지 논문을 중심으로

        The purpose of this study was to identify the characteristics of Korean special education history research by comparing and analyzing the trends of special education history research in Korea and Japan and to suggest implications for the development of Korean special education history research. This study was conducted as a literature research method analyzing 274 special education research papers published in Korean and Japanese journals from 2000 to June 2019. The research subject was set to analyze the overall trend and content area trends of special education history research in Korea and Japan. The analysis criteria included presentation type, time dimension, space dimension, target type, and content dimension. The research results were as follow. Looking at the overall trend, the study of special education history was steadily and actively conducted in Japan than in Korea, and in both Korea and Japan, the majority of the research was focused on the period in which the special education system was established.Both countries showed higher rate of overall history than local history in the studies of foreign history. Concerning native history in Korea, the rate of overall history was much higher than that of local history. On the other hand, the proportion of overall history and local history was similar in Japan. In addition, both countries have conducted most research on general special education about special education subject types. The difference was that the target type was limited to disabled students in the study of special education history in Korea, whereas in Japan, the target type was more widely studied, including students with low achievement and children with special needs. In terms of content dimension, both Korea and Japan had the largest number of papers on the history of special education system. In Korea, it was followed by the history of the content and teaching methods of special education, the thoughts and figures of special education, the study of special education, and the culture of special education. In Japan, it was followed by the history of the content and teaching methods of special education, the culture of special education, the thoughts and figures of special education, and the study of special education. Based on the results of the study that identified the similarities and differences in the study trends of special education history in Korea and Japan, the characteristics of research trends on the history of special education in Korea and Japan were discussed, and implications helpful for the development of study on the history of special education in Korea were suggested. 이 연구는 한국과 일본의 특수교육사 연구 경향을 비교ㆍ분석함으로써 한국 특수교육사 연구의 특성을 보다 명확히 파악하고 한국 특수교육사 연구의 발전에 도움이 될 시사점을 제시하는 것을 목적으로 하였다. 이 연구는 문헌 연구 방법으로 수행하였으며, 분석 대상 문헌은 2000년부터 2019년 6월까지 한국과 일본의 학술지에 실린 특수교육사 연구 논문 274편이다. 연구 문제는 한일 특수교육사 연구의 전반적 경향과 내용 영역별 연구 경향을 분석하는 것으로 설정하였다. 분석 기준은 발표 유형, 시간 차원, 공간 차원, 대상 유형, 내용 차원이었다. 연구 결과는 다음과 같다. 전반적 경향을 살펴보면, 일본이 한국보다 특수교육사 연구가 꾸준하며 활발히 진행되고 있고, 한일 양국 모두 특수교육 제도의 기틀이 마련된 시기에 중점을 둔 연구가 다수를 차지하고 있었다. 양국 모두 외국사 연구에서는 전체사가 지역사 연구에 비해 비중이 더 높은 특징을 나타냈다. 자국사 연구에서는 한국이 지역사보다 전체사 연구에 높은 비중을 두고 있는데 비해, 일본에서는 전체사와 지역사의 비중이 비슷하였다. 전반적인 특수교육 대상 유형을 다룬 특수교육일반 연구가 가장 많이 이루어진 것이 양국의 공통점이었고, 차이점은 한국은 대상 유형을 장애학생에 한정하였으나 일본은 학습부진이나 특별요구아동 등을 포함하여 연구한 점을 들 수 있다. 내용 영역별 연구 경향을 살펴보면, 한일 양국 모두 특수교육제도사를 다룬 논문이 가장 많았다. 그 뒤를 한국은 특수교육내용ᐧ방법사와 특수교육사상ᐧ인물사, 특수교육학사와 특수교육문화사가 잇고 있었고, 일본은 특수교육내용ᐧ방법사, 특수교육문화사, 특수교육사상ᐧ인물사, 특수교육학사 순이었다. 이와 같이 한국 특수교육사 연구 경향의 공통점과 차이점을 파악한 연구 결과를 바탕으로, 한일 특수교육사 연구의 특성과 한국 특수교육사 연구의 발전에 도움이 될 시사점을 제시하였다.

        17세기 네덜란드의 茶무역이 영국문화에 미친 영향

        Tea culture begun in the East began to be introduced to Europe through trades with Netherlands in the 17th century. As culture of the 17th century has formed a lot of networks with maritime expansion, ruling by imperialists was the chance to introduce tea into the West with spices exploited from the colony, silk, jewel and precious metals from several regions of Asia including India through the Age of Discovery. Therefore, this study is to examine the process from the influx of tea to its settlement as taste beverage for Europeans through maritime expansion in Portugal,Espana and Netherlands, explorers' activities and their literatures.

        통합교육 환경에서 교사들이 인식한 장애학생의 장애유형별 ‘정당한 편의 제공’ 현황과 지원 요구

        Purpose: This study aimed to explore the implications of internalizing the operation of inclusive education by analyzing the status of reasonable accommodations according to disability types for students with disabilities recognized by teachers in inclusive education environments. Method: Interviews were conducted with twelve special education teachers and six general education teachers who experienced teaching students with disabilities in inclusive education environments. The interview results were analyzed with the constant comparative analysis method. Results: The analysis results were as follows. First, teachers recognized insufficient reasonable accommodations for students with disabilities in the inclusive education environments. Second, improvements in reasonable accommodations awareness in inclusive education environment, class support, the strengthening of special education-related human resource and material support, the construction of physical environments considering universal design, and support for the preparation of safety and disasters were addressed. Conclusion: Based on the data derived from the results, the following implications were proposed. First, it is necessary to discuss how to establish which students are eligible for reasonable accommodations in the education field along with the provision and support for the selection criteria of reasonable accommodations. Second, it is necessary to improve laws and policies in consideration of the viewpoints of accessibility and reasonable accommodations and to promote inclusive and cooperative policies throughout the government ministries in South Korea.

        Sedimentation and Rheological Study of Microalgal Cell (Chlorella sp. HS2) Suspension

        Microalgae (Chlorella sp. HS2) have a high potential as a new biomass filler resource. Microalgae suspension is investigated depending on pH condition, focusing on microscopic sedimentation and a rheological behavior in order to understand in-depth the behavior of Chlorella sp. HS2 for harvesting process design. In terms of sedimentation analysis, it is found that Chlorella sp. HS2 cells settle down due to high density of 1.56 gcm-3. Meanwhile due to its small size and dilute concentration, the settling velocity is too slow for harvesting by natural sedimentation. Chlorella sp. HS2 cells undergo weak aggregation in the medium depending on pH condition. When the Chlorella sp. HS2 suspension (pH 5.4) is adjusted at pH 2.5, the surfaces of the microalgal cells turn neutral and cells are aggregated by van der Waals force between cells, leading to relatively faster sedimentation compared to Chlorella sp. HS2 cells without pH adjustment. The aggregation of Chlorella sp. HS2 cells depending on pH condition is reflected in rheological properties of the suspension. At pH 2.5, shear viscosity of the Chlorella sp. HS2 suspension increases and the suspension shows shear thinning behavior, meaning that the neutralized surface of Chlorella sp. HS2 makes cells aggregation. However, the aggregation of microalgal HS2 cells is easily dissociated and aligned along shear flow. Therefore, for the successful harvesting of biomass Chlorella sp. HS2, the flow and colloidal condition must be considered along with coagulation for rapid harvesting of cells.
