This study compares net social welfare expenditure by country and analyzed the relationship between poverty rate and social welfare expenditure using the OECD national statistical data in 2013. Specifically, we surveyed the poverty rate among children and the elderly, and examined the relationship between the poverty rate of the child and the poverty rate of the elderly in the area of social welfare expenditure policy with ‘family’ and ‘old age’ social welfare expenditure. The average net social welfare expenditure in 34 OECD countries is about 21% of GDP. In comparison of countries, Korea, Sweden, and Finland have a positive effect on child welfare policies because the child poverty rate is lower than the overall poverty rate. In Korea, Sweden and Finland, ‘family’ social welfare spending is maintained at 10-15%. On the other hand, the poverty rate of the elderly is about 50% in Korea and 27% in Mexico. The poverty rate of the two countries is very high compared to other countries. In order to solve such poverty, it is necessary to expand the social welfare expenditure of the whole country and expand welfare level by policy area.
