『日本書紀』 繼體 · 欽明紀에 보이는 新羅와 倭의 관계

본고는 『日本書紀』 繼體·欽明紀에 기록되어 있는 한반도 관계 기사를 통해 6세기 신라와 일본 열도의 관계를 고찰해보고자 하였다. 이를 통해 6세기 신라의 對倭外交의 추이와 야마토 정권의 對한반도 정책의 변화 양상을 파악할 수 있었다. 우선 磐井의 亂, 近江毛野臣의 파견, 신라의 남부 가야 진출 등 繼體·欽明紀를 통해 변화하는 신라의 對倭관계 추이를 고찰한 결과, 신라와 일본 열도, 야마토 정권과의 관계는 전반적으로 백제와 야마토 정권과의 관계 양상에 크게 영향을 받았음을 알 수 있다. 즉, 신라는 6세기 들어 가야 지역으로 진출하면서 백제를 견제하려는 의도를 갖고 磐井과 연결했으며 이는 기존 백제와 야마토 정권의 관계에 영향을 미치려 하였던 것이다. 이후 신라는 백제와 한반도 남부에 대한 주도권을 다투는 과정에서 야마토 정권과의 접촉이 이루어졌지만, 기본적으로 야마토 정권은 백제와 가야를 지지하는 입장에 있었으며 신라의 가야 진출 과정에서 야마토 정권이 취할 수 있는 조치는 없었다. 欽明紀에 들어와서는 고구려에 대한 대항체제를 지켜 나가야 했던 백제와 마찬가지로 야마토 정권의 경우도 신라에 대해 신중한 자세를 견지하고 있었음을 알 수 있다.. 그러다가 6세기 중반에 들어서 한반도 남부의 경우 백제에 의해 주도되던 구도가 신라에 대한 구도로 바뀌게 되자 신라와 야마토 정권도 관계 개선을 시도하고 있다. 이러한 변화는 신라가 한강 유역을 점유하게 되면서 서해안을 통한 대중국 교류가 가능하게 되었던 것과 관련이 있으며 급기야 신라가 가야 전역을 복속함에 따라 일본 열도와 연결되는 해상루트의 개선도 이를 가능하게 하였다. The objective of this article is to re-establish the relationship between Silla(新羅) and Wa(倭) in the 6th century written in Keitai-ki(繼體紀) and Kinmei-ki(欽明紀) of Ilbonseogi(日本書紀). First of all, as we analyzed change aspect of diplomatic relations between Silla(新羅) and Wa(倭) in the 6th century, we could understand that the relationship between Silla(新羅) and Wa(倭) was influenced by the relationship between Baekje(百濟) and Yamato Wa(倭). In other words, we could find out that Silla(新羅) established friendly relations with Iwai(磐井) of Kyushu (九州) in order to keep Baekje(百濟) and Yamato Wa(倭) in check and Yamato Wa(倭) sticked to its position supporting Baekje(百濟) during the war between Baekje(百濟) and Silla(新羅) in the early 6th century. Meanwhile, we could understand that Yamato Wa(倭) wanted to improve relations with Silla(新羅) after the competitive landscape for the southern Korean peninsula changed from Baekje(百濟) to Silla(新羅) in the mid-6th century. Therefore, we could observe that the relationship between Silla(新羅) and Yamato Wa(倭) went hand in glove with the transmission of advanced civilization from ancient China and the sea routes of the Korean peninsula and the Japanese archipelago.

대학 강의 개선을 위한 수업컨설팅 사례 분석

수업컨설팅은 대학의 대표적인 교수지원 프로그램이다. 본 연구는 수도권에 위치한 A 대학의 사례를 통해 수업컨설팅이 강의 개선에 미치는 효과를 살펴보는 것을 목적으로 한다. 이를 위해 2009년 A 대학에서 수업컨설팅에 참여한 15명의 교원들의 수업컨설팅 자료, 그룹 인터뷰 자료, 학생 만족도 평가 자료 등을 토대로 수업컨설팅 절차, 교수들의 참여 동기, 진단된 문제와 개선 방향, 수업개선의 효과 등을 분석하였다. A대학은 학기 별로 전문 컨설턴트에 의한 일대일 수업컨설팅과 동료컨설팅이 혼합된 형태의 수업컨설팅 프로그램을 운영하고 있었다. 수업컨설팅 참여 교수들은 학생들의 낮은 수업 참여도, 미흡한 학습 내용 이해, 저조한 강의평가 점수 등을 이유로 수업컨설팅을 신청하였다. 수업컨설팅 결과, 교수들의 교수활동에 대한 근본적인 이해가 부족한 경우가 많았으며, 학생들의 학습 촉진 미흡, 강의의 비구조화, 원활하지 못한 상호작용, 교수기법의 부정확한 적용, 불필요한 행동습관 등이 수업의 문제점으로 진단되었다. 이 중 교실에서의 행동수정과 같이 상대적으로 적은 노력이 요구되는 개선안은 쉽게 수업에 반영되었다. 수업컨설팅 전후 시행된 9문항의 학생 강의만족도 조사에서 15명의 참여 교수 중 11명의 교수에게서 상승한 강의만족도 문항이 하락한 강의만족도 문항에 비해 많은 것으로 나타났다. 수업컨설팅은 참여 교수자들에게 ‘교수(teaching)’에 대해 성찰할 수 있는 기회를 주었다는 점에서 대학교육의 질 개선에 유의미한 방안이라고 평가할 수 있다. The purpose of this research is to examine the effectiveness of instructional consultation which is based on videotaping of class, and to analyze the motivation of participating in instructional consultation, problems in teaching and learning, proposals of improvement, and the result of students" satisfaction. Fifteen professors of university A located in the capital area participated in instructional consultation in 2009. As a result, professors indicated the motives of participating in this consultation to be bad interactive relationship of their students, low students" satisfactions, improvement of teaching styles, obtaining special types of teaching methods, etc. The consultant identified the problems in encouraging students" study, organizing of teaching contents, having interactive relationship with students, applying special teaching methods, and unnecessary teaching habits, and then suggested the improvement strategies. The professors changed their teaching strategies, such as unnecessary teaching habits, that were easy to improve preferentially. After the instructional consultation, 11 professors got the increased scores of students" satisfaction items. The instructional consultation program is effective for providing with professors reflections on their teaching and learning.

사실조사활동(fact-finding)의 갈등해결 가능성에 대한 탐색적 연구

본 연구는 사실조사(fact-finding)활동에 초점을 두고 수원-광명고속도로 수리산 수리터널구간 조정을 둘러싼 갈등사례를 분석하고 사실조사활용의 갈등해결의 가능성을 탐색하는 것을 목적으로 하였다. 수리산 수리터널구간을 둘러싸고 나타난 갈등을 해결하기 위하여 노선 타당성 검증과 대체노선 조사를 위하여 실시한 사실조사(fact-finding)활동은 사회과학적 사실규명을 보장하는 것은 아니었지만 핵심적인 갈등당사자 간 사실조사활동에 합의하고 사실조사를 추진한 것으로도 고무적인 시도였다고 평가를 할 수 있다. 본 연구는 불완전한 사실조사활동의 한계라는 것이 무엇인지 인식하게 해주었다는 점뿐만 아니라 유사한 갈등사례에서 사실조사활동이 성공적으로 이루어지기 위해서는 어떠한 접근과 방법을 통해서 해야 하는 가에 대한 시사점을 제공해 주고 있다는 점에서 의미를 부여할 수 있다. 사실조사활동은 보다 많은 정보를 파악하고, 이에 대한 공유를 통해서 갈등을 해결하려한다는 점에서 불확실성과 복잡성이 높은 갈등사례에서 유용하게 활용할 수 있는 갈등해결방식의 하나로 판단할 수 있다.

혁신클러스터(Innovation Cluster)의 연계협력 분석

본 연구에서는 경기도 미니테크노파크 연계협력사업의 중심으로 혁신클러스터의 연계협력의 요소를 규명하고 그 활성화수준을 살펴보았다. 경기도의 혁신클러스터 연계협력 사업은 비록 시작된 지 얼마 되지 않았지만 인식조사결과를 토대로 볼 때, 비교적 연계협력의 활성화 정도는 적정수준이상을 유지하고 있는 것으로 파악되었다. 5대 미니TP별 참여기업의 집적도 또한 모바일 TP를 제외하면 60%이상을 유지하고 있어 특화수준도 비교적 높은 것으로 평가할 수 있다. 그러나 연계협력에의 장애요인도 현실적으로 많이 존재하고 있으며, 사업에 참여하고 있는 기업 중에서 불만족을 나타내는 기업도 있다는 점을 고려할 때 향후 혁신클러스터의 활성화를 제고시키는 방향으로 정책적으로 집중할 필요가 있는 것으로 판단된다.
